This item is from the ‘Pattison Collection’, a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, which was founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art, and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower area of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine, and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave during 1942 to 1945 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However he continued to take a very keen interest in the continual development of the Library until his death in 1969. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. The Warrnambool Mechanics' Institute’s publication collection is of both local and state significance. No 1 Troop C Squadron 20th Light Horse Regiment drawn from the farming community of Tocumwal, personified the strength of citizen soldiering in rural Victorian and Southern NSW in the period following World War One and especially in the years immediately prior to the second World War. Building on the strength and enthusiasm of the Tocumwal Troop other Troops were raised at Finley, Berigan and Jerilderie. The Tocumwal Troop won the coveted Hutton Trophy in 1937 and 1938, defeating crack Troops from other States. The 20th Light Horse (Victorian Mounted Rifles) was raised in 1920 as part of the 3rd Cavalry Brigade, 2nd Cavalry Division, Citizen Military Forces, with Headquarters at Seymour and depots along the Goulburn Valley from Mansfield to Tocumwal in southern NSW. In December 1941, 20th Light Horse (Victorian Mounted Rifles) converted from horse to mechanised, initially as 20th Motor Regiment. In 1943 the Regiment was deployed to Merauke, Dutch New Guinea. Upon its return in April 1945, the Regiment was redesignated 20th Pioneer Battalion. Collage of a collection of black and white portraits of men in oval frames with names. They are past councillors and the late Officer C.S. Wingrove of the Shire of Eltham from its inception until 1914. Originally compiled as a farewell gift to Ewan H. Cameron on his retirement from Parliament and community affairs in 1914. The photos were encased in a very large and handsme frame. It was presented to Mr. Cameron as a "testimonial [and] a small token of [Eltham Shire Councillors and community] their heartfelt esteem, and felt Mr Cameron would often look upon the faces encased in the frame, and it would remind him of friendships made and good work performed.' Mr Cameron was a well-respected man described as “Father of all in the County of Evelyn”. There were many living monuments of the good work done by Mr Cameron – schools, churches, halls and railways. Mr Cameron’s retirement was partly due to deafness. On the occasion of the presentation he told his audience that he started his public career in 1858 when he was elected a member of the Castlemaine Mining Board-; he held the position till 1900-42 years. In 1862 he was elected to the Eltham Shire Council (then a Road Board), and retired in 1914-52 years. He entered Parliament in 1874 and retired in 1914 -40 years and 8 months. The Hon Ewan H. This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book,"Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as the 'The Shire of Eltham Pioneers Photograph Collection.' Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes. Philip Webley was born in 1813, he was the younger brother of James Webley who was born in 1807. Both were born in Birmingham. Towards the end of the 1800s, the firm claimed establishment in 1790, this must have been the date James and Philip's father or grandfather originally established a bullet or gun implement making business. It was not, as is often stated, the date William Davis established his business. Philip Webley was apprenticed in 1827 to Benjamin Watson. James Webley also seems to have been apprenticed but to who is not known. In 1834 James and Philip established their partnership as percussioners, lock filers and gun makers at 7 Weaman Street,Birmingham which was William Davis' old premises Davis, a gun implement maker, mould and toolmaker, died in 1831 and his wife Sarah inherited the business at 84 Weaman Street which she ran with her daughter, Caroline. On 5 January 1838 Philip Webley married Caroline. Philip was recorded at 84 Weaman Street from 1838 as a gun percussioner, lock filer and gun maker and this is when the partnership was last recorded, but the brothers apparently continued to co-operate until 1845 when Philip reportedly sold his interest to James and used the money to purchase Sarah Davis' business. Even then, they worked together particularly about the design and manufacture of percussion revolvers. Philip Webley was recorded in the 1851 census as a 38-year-old gun and pistol implement manufacturer living at 84 Weaman Street with his wife Caroline they had four sons and one daughter Thomas William, Emma, and Philip Jnr, and two other sons, James, and Henry and Philip's cousin, also lived with the family probably as a nurse, Sarah Haywood. On 4 February 1853 Philip Webley registered patent No. 335 for a hinged revolver and on 14 September 1853 he registered patent No. 2127 for improvement for the first muzzle-loading percussion cap and ball revolver which became known as the "Longspur". In 1859 Philips son Thomas William, aged 21, was made a partner in the firm, which then changed its name to P Webley & Son and described itself as "Gun and Pistol Makers and Patent Revolving Pistol Makers", probably exploiting Philip Webley's patent No. 305 of February 1853 for a revolver frame and lock, and its improvement under patent No. 2127 of September 1853. Thomas later went on to managed the shotgun side of the business. From about 1863 up to the First World War, the firm made rook rifles for Holland & Holland. From the 1890s they supplied magazine rifles. In 1863 and 1864 the firm's address was given as 83-84 Weaman Street, but from late 1864 to 1875 their address was 84 Weaman Street. By 1874 the firm had a showroom in London at an unknown address. In 1875 the firm expanded into 82-84 and 88-89 Weaman Street. The item is an early muzzle loading sporting shotgun not in very good condition and is unusable as a firearm and not very significant historically or valuable, although made by a well known and respected manufacturer of firearms there are many better examples of shotguns made by P Webley and Son in collections and for sale. This particular example is of a standard pattern for utilitarian use of which many were made. Shotgun, black powder, muzzle Loading, double barrel, percussion cap. Has 14 stamped under each barrel with Birmingham proof marks for black powder shotguns. on undersides of both barrels.
