SIGNATURES: [Commissioner of Public Works ...This certificate acknowledges 21 years of service given by James Patten, one of the original 1859 Lifeboat Warrnambool as a boatman and bowman. At the time, all retiring Volunteer lifeboatmen were honoured with this award. It was made as a lithograph that was created by F. W. Strahle at the request of the Department of Lands & Survey, Melbourne, Victoria. During his time of service, James Patten was awarded a medal and certificate by the Royal Humane Society of Australasia for his bravery. Patten and his friend Joseph Lowe, who couldn't swim, were with their friend James Ferrier in a boat on the Hopkins River, Warrnambool, when their boat capsized. Ferrier made it to shore, and Patten tried unsuccessfully to hold onto Lowe and bring him to shore. The event occurred on 18th April 1890. The images on the Certificate show a collage of rescue events performed by the lifesavers; a shipwreck rescue in progress, lifeboat conveying five boatmen using two oars each, and a bowman standing at the bow, a linesman wearing a life jacket and holding a rescue line, a lifesaver ring with images of three sailing ships inside it, a shipwreck near shore, a woman and girl in shallow water, a rescue using a breeches buoy on the lifeline, two rescuers walking towards the survivor, rescue crew wearing waterproof clothing, a rocket machine with a pulley to bring the survivor in a breaches buoy to shore, and a rescue crew member holding a flare. Volunteers at the time received a small payment, or 'retainer'', for their practices and a payment of gratitude for the rescues they attended. Across the years between 1856 to 1979 the combined service in Victoria saved 260 lives. Amazingly, some of the volunteers could not even swim.This certificate shows the State and Local Government's appreciation for the years of service spent by in the endeavour to save lives in peril in and on the local waters in the early 20th Century. The lithographed design depicts the many skills and services performed by the lifesavers of the era.Certificate of Service, unframed, awarded to James Patten on 23rd August 1907, recognising his 21 years of service with the original Warrnambool Life Boat Service as a Boatman and Bowman. Certificate is on rectangular, cream paper, lithographed design, printed and handwritten. Letterhead with the Royal Coat of Arms of the United Kingdom and a French motto. Images depict lifesaving crew, lifeboat, rescue equipment and a rescue in progress. The border is waves inside of frame of looped rope. The two ...Caption reads: "This is the Rutherglen police station, which was described as a 'disgrace' at Rutherglen Shire Council's meeting last Friday. Walls of the tiny station are riddled with white ants and the two lock-ups at the rear are primitive. The station is said to be more than 80 years old and entirely out of character with its surroundings -- the pleasant civic square. The condition of the buildings will be brought to the attention of the Victorian Police Commissioner and Public Works Department." The two lock-ups mentioned are now (2018) property of the Rutherglen Historical Society, and are located at the back of the Museum awaiting renovations to make them into a display.Black and white photocopy, that seems to have been from a newspaper article, showing a photograph of a small cottage that served as a police station in Rutherglen for some years. Irish-born Duffy was the Commissioner for Public ...In July 1862, Victoria’s out-going Inspector of Fisheries and Oyster Beds, James Putwain, wrote a report of his observations of the colony’s commercial fisheries to deputy premier Charles Duffy. Irish-born Duffy was the Commissioner for Public Works, President of the Board of Land and Works, and Commissioner for Crown Lands and Survey, later to become Premier of Victoria. Reckoned to be of public interest, Putwain’s report was published in the Lands Circular of the day. Apart from its general historical interest in describing the fishes, fishing gear and boats of the time, this report remarks on the vulnerability of commercial fishermen to market wholesalers. It also comments on the particular role of Chinese, both as fishermen and as a discrete section of the fish-buying community at the time. ... government as Commissioner of Public Works and Vice-President... government as Commissioner of Public Works and Vice-President ...Premier 23rd January 1893 – 27th September 1894. Born in Alnwick, England, Sir James Patterson (1833-1895) migrated to Victoria in 1852 to try his luck on the goldfields. After little success he turned his hand to farming, and later operated a slaughter yard at Chewton. Patterson served on the Chewton local council, being elected mayor four times before moving with his wife Anna and family to Melbourne in 1870. Patterson established a real estate business, and after two unsuccessful attempts to enter parliament in 1866 and 1868, he won the by election for Castlemaine in the Legislative Assembly in December 1870. He would hold this seat until his death 25 years later. Patterson served in Sir Graham Berry’s brief August to October 1875 government as Commissioner of Public Works and Vice-President of Board and Land Works. He repeated these roles two years later in Berry’s second government and additionally served as Postmaster-General, and in Berry’s third government was Commissioner of Railways and again Vice-President of the Board of Land and Works. In April 1889 after a time in Opposition, Patterson became Commissioner for Trade and Customs in Duncan Gillies’ Government. The following year he returned to the familiar positions of Public Works, Board of Land and Words and Postmaster-General. By 1891 Patterson was leader of the opposition, and when William Shiels’ government succumbed to a motion of no confidence, led by Patterson, he became premier on the 23rd of January 1893. During his premiership, James Patterson was also Chief Secretary and Minister for Railways. His term as premier coincided with a period of severe economic depression, and his enforced economies earned Patterson few public admirers. In May 1893 his government attempted to prevent a run on bank withdrawals and stabilise the sector, by declaring a 5 day 'bank holiday'. Patterson was awarded a knighthood in May 1894, however this did not increase public confidence in his government who were not returned to power in the August 1894 election. Again leader of the opposition, James Patterson died suddenly of influenza on the 30 of October 1895.This portrait was presented to Sir James Patterson by 'grateful citizens of Victoria' in appreciation of his services during the land boom depression. In 1929 the painting was donated to the Victorian Parliamentary Library by H. Lavinia Patterson, the wife of Sir James Patterson's nephew Colonel George Patterson.Oil on canvas, framed. ... Patterson, former Commissioner of Public Works and Railways ...This photograph is part of the Caulfield Historical Album 1972. This album was created in approximately 1972 as part of a project by the Caulfield Historical Society to assist in identifying buildings worthy of preservation. The album is related to a Survey the Caulfield Historical Society developed in collaboration with the National Trust of Australia (Victoria) and Caulfield City Council to identify historic buildings within the City of Caulfield that warranted the protection of a National Trust Classification. Principal photographer thought to be Trevor Hart, member of Caulfield Historical Society. Most photographs were taken between 1966-1972 with a small number of photographs being older and from unknown sources. All photographs are black and white except where stated, with 386 photographs over 198 pages. From Victorian Heritage Database citation for HO57 Alnwick, 11 Railway Parade Murrumbeena https://vhd.heritagecouncil.vic.gov.au/places/35369 as at 30/10/2020 Alnwick" is situated at no. 11 Railway Parade, Murrumbeena, and was built for Sir James Patterson, former Commissioner of Public Works and Railways and Premier and Chief Secretary at the time. It is historically and aesthetically significant. It is historically significant (Criterion A) as the home of a former Premier and MLA who held a multitude of senior positions during his term of office spanning between 1870 and 1895. These positions included Commissioner of Public Works, Vice President of the Board of Land and Works, Postmaster General, Commissioner of Railways and Commissioner of Trade and Customs and Minister of Railways. Importantly, he held these offices during the period of Colonial expansion leading up to the economic crash of the early 1890s. Establishment and Functions Prior to 1860, the Chief Secretary's Department had been responsible for the administration of the gold fields and associated mining activities. In November 1860 a Commissioner of Mines was appointed and a Department was established under his administration. For the period November 1861 to June 1863, the Postmaster General was responsible for the Mining Department. A Minister of Mines was again appointed in 1863. Responsibilities of the Department of Mines were: 1. Regulation of mining and related public works activities through the issue of miners rights, business and residence licences, mining leases, mineral and other prospecting licences 2. Superintendence of the activities of mining surveyors, registrars, wardens and Mining Boards. 3. Investigation of the state's geological structure, mineral wealth and underground water resources 4. Development of the mining industry 5. Supervision of the safe working of mines, machinery and quarries including checking the credential of mine managers, inspectors and operators 6. Regulation of the disposal of sludge and other waste products 7. Administration of the Victorian Mining Accident Relief Fund. Arising from its initial responsibility for the supply of water on the gold fields, the Department became responsible for rural water supply from the mid 1860s. Statutory responsibility for rural water works during this period rested with the Board of Land and Works. In 1865 the Waterworks Act gave the Board power to construct waterworks, purchase land, levy charges and lease or sell works, while the Public Loans Act 1865 empowered it to provide loans to local water trusts for waterworks. The actual administration of these statutory provisions was undertaken by the Victorian Water Supply Department which operated from 1865 to 1889 as a sub-department of the Department of Mines, from 1889 as a department in its own right, and from 1895 to 1909 as a sub-department of the Department of Mines and Water Supply. For a brief period from 1891 to 1893 the Department of Mines was also responsible for forests and, until 1880, for the Schools of Mines subsequently transferred to the Education Department. In 1895 the Department of Mines and the Victorian Water Supply Department were amalgamated to form the Department of Mines and Water Supply. As the Yarra became unsuitable as a source of water, several attempts were made to find alternative sources for the growing population of Melbourne. It was not until 1891 that the efforts to sewer Melbourne came to fruition with the setting up of the Melbourne Metropolitan Board of Works (MMBW), now known as Melbourne Water. From 1891 until 1992, it was the responsibility of the MMBW to safeguard public health by providing a sewerage system and a safe water supply system. In 1992, The MMBW merged with a number of smaller urban water authorities to form Melbourne Water. Born on the 5th of August,1926, Margaret Gwen Hardy was the very first Commissioner of the Melbourne Metropolitan Board of Works (MMBW) and was appointed in 1975, a major victory for women at the time. This was the first time in the 84 year history of the organisation. Hardy had also been a Lilydale Councillor and went on to become the first female Shire President. Along with her work commitments as part of the Board, Hardy was the wife of Dr. Bill and had three children, two sons and a daughter. Next door to her home in Mt Evelyn was her husband’s surgery, where Hardy also worked part-time as a Manager. Hardy was also involved with the Lilydale High School Mother’s Club, she was the President of the Mt. Evelyn Environment Protection and Progress Association, on the Advisory Council of Monbulk High School and was the Secretary of the Lilydale Citizens Advisory Service at the time. This staff newsletter highlights the historically significant achievement of Cr. Gwen Hardy becoming the first female commissioner to work at the Board in 84 years. Westbourne Grammar Heritage CollectionPhotograph - Mabel Molland at Monomeith 1962
This reproduction photograph was donated at a major reunion in 2008, organised by students of the school from the 1950s. It pictures Mabel Molland and a young student at Monomeith, home to the school since 1956. Monomeith is a Victorian Heritage Register listed (VHR number H0452), italianate styled brick villa, built in 1887 for one of Williamstown’s most important identities, James Styles. Styles’ distinguished career in public life included membership of the Williamstown Council, a stint in state parliament as the Member for Williamstown (1894-1900) and, in 1901, election to the first commonwealth parliament as a senator. During the 1890s he was also a commissioner of both the Melbourne Harbour Trust and the Melbourne and Metropolitan Board of Works and one of the trustees of the Williamstown Grammar School. The property comprises the residence designed by W Bennett Hall and built by James Styles in 1887 and the former migrant hostel buildings (now administration and classrooms), erected around 1951 by the then owner the Melbourne Harbour Trust, and intended to house migrant workers during the dredging of Port Phillip Bay. By the 1950s, the School had outgrown its home at Holy Trinity Hall and Mabel Molland reached out to Mr. Keith White, president of the Parent's Association and well-respected member of Williamstown Council for assistance. In 1956, following lengthy negotiations led by Mr. White, Monomeith was leased from the Melbourne Harbour Trust under a seven-year lease, which eventuated as a twenty-one year lease, followed by purchase of the property in 1972. Since then this historic building has come to be a much-loved symbol of the history of Westbourne Grammar School. This is a rare image of Mabel Molland at Monomeith, taken in the year prior to her retirement having taken over the school in 1914 and then set it on a path for the future as an incorporated company in the hands of a school council, with Mr Keith White as president, in 1956.
