In the report on the work of Legacy in 1953 (see item 01491) it was mentioned that the education of Legatees was seen as something that needed to be addressed and a formal induction process with proper training would be necessary. A two page report was included as attachment 'C'. This is the report. It mentions the Board of Management decided to inaugurate a course of classes, over six Monday evenings. The topics covered: 1) The structure of Legacy and the nature of contact work. 2) Welfare Committee and Welfare assistance available from statutory sources. 3) Education and Employment Committee 4) Residences, Housing and Accommodation, Camp and Holidays Committees. 5) The Medical, Dental, Boys' and Girls' Group Committees. 6) Personnel and Comradeship. The notation H20 in red pen shows that it was part of the archive project that was trying to capture the history of Legacy. It commemorated the memory of the Eltham Soldiers who fell in the First World War and complemented the Eltham Avenue of Honour established in 1917 to those that served. In 1943 (WW2) the local community commenced plans to establish the Eltham War Memorial, a living memorial to benefit the children as opposed to a one in stone as per the obelisk. The Eltham War Memorial Trust was established in 1945. In 1947 the Trust intended for the Obelisk to be relocated from Bridge Street and Main Road to the Garden of Remembrance which was planned as part of the Baby Health Centre which was to be the first of three buildings of the Eltham War Memorial to be built in 1951. In 1951 the Eltham RSL was invited to be represented on the Eltham War Memorial Trust. During the period of Jun through October 1956 the original wooden bridge over the Diamond Creek in Bridge Street was replaced with a new concrete structure. At the same time the intersection of Bridge Street at Main Road was revised necessitating the relocation of the Eltham Obelisk. It was ‘temporarily’ relocated to the front garden of the Eltham RSL Sub-Branch on Main Road for safe keeping. In 2007, a suggestion was proposed by Harry Gilham (President, EDHS) to John Cohen (ERSL) to claim a special site along with the historic Shillinglaw trees on the now vacant former Eltham Shire Office site adjacent to the Eltham War Memorial precinct for relocation of the obelisk. In 2010 following the financial collapse and sale of the Eltham RSL Sub-Branch property and amalgamation with the Montmorency Eltham RSL sub-branch, the location of the obelisk was again in immediate jeopardy and in conjunction with Nillumbik Shire Council, supported by the RSL, the obelisk was relocated in front of the Eltham War Memorial buildings in preparation for the Dawn Service on Anzac Day 2012. The new location resulted in significant impact upon the Eltham War Memorial Garden. Council’s preferred location was near the Eltham Library however that would have cost $39,000. This book belonged to Rolf Crawley who was an engineer in the employ of the Shire of Warrnambool at the time he acquired this book. In 1926 he was the engineer/secretary for the Minhamite Shire, returning in 1935 to the Shire of Warrnambool as the engineer after the death of his father, John William Crawley Junior. Rolf retained this position until 1968. Rolf’s grandfather, father and uncle had all been engineers or shire secretary for the Shire of Warrnambool, with the Crawley family recording a total of 132 years of service to the Shire of Warrnambool which existed from 1863 to 1994. This book is retained as a memento of Rolf Crawley, the engineer with the Shire of Warrnambool from 1935 to 1968. This is a hard cover book of 626 pages. The cover is green with gold lettering on the spine. The edges of the cover are rubbed. The book contains a preface, 18 chapters of text and an appendix. The pages contain many diagrams and plans. The inscriptions on the first page are handwritten in black ink. There is a label from the bookseller attached to the first page. Rolf L. This is a Victorian Municipal Directory for 1945, containing general information on all municipalities in Victoria, a Gazeteer, a Commonwealth Guide and a Water Supply Record. Municipal Directories were published annually in Victoria from 1867 on. This directory came from the Shire of Mortlake which was established in 1864 when it had an area of 2137 square kilometres. The Shire of Mortlake was abolished in 1994 and merged with other neighbouring shires to form the present-day Shire of Moyne. This book is very useful to researchers as it contains much information on the City, Borough and Shire structures, the Council employees and Government employees of all the municipalities. It has, therefore, important local information on Warrnambool and the surrounding areas in 1945. This is a soft cover book of 1114 pages. It has a buff- coloured cover with red binding on the spine. The printed material on the covers is printed in black. It has a blue stamp of the Shire of Mortlake on several pages. This document contains detailed photocopies of reports of Army Survey Regiment’s staff manning from December 1975 to August 1976. Each monthly report provided to Directorate of Survey covered the allocation of staff to Regimental Headquarters and its four sub units comprising Headquarters, Air Survey (Topographic), Cartographic and Lithographic Squadrons. Each Squadron’s troop or section structure was represented by a wire diagram with soldiers and/or civilians names assigned to rank based established positions. This pamphlet was published by the Army Survey Regiment as an overview of the Royal Australian Survey Corps (RASvy), its role and unit structure circa 1991, prior to RASvy’s disbandment in 1996. The pamphlet comprehensively detailed the eight steps of topographic map production: Establish Survey Control, Aerial Photography, Aerotriangulation, Stereoplotting, Field Verification, Cartography, Printing and Storage/Map Distribution. Leading technologies used by RA Svy in 1991 included GPS control surveys, 5 colour printing on the Speedmaster offset press and bulk map packaging using the Map Handling Station (with guillotine). Digital map production was operating on the AUTOMAP 2 system, before the “Newheart” system upgrade two years later. Printed on the pamphlet cover was a portion of the plane tabled “four inches to a mile” map of Newcastle. This was compiled and surveyed in 1910 by LCPL A. Barrett, a member of the RAE Detachment, as part of the first major topographic mapping effort of Australia.This is a Royal Australian Survey Corp pamphlet with a historical map printed in colour on cardboard on both sides of the cover. There are 16 pages printed in colour on gloss paper, with photos, diagrams and descriptions. The pamphlet is bounded by two staples on its spine. Each of the 17 images were scanned at 300 dpi in JPEG (.jpg) format and stored on the attached 16 Gb USB memory stick. This photograph shows the "lay back" atmosphere enjoyed in a small country town in the 1940s to the 1950s. Two women and a young boy basking in the warmth of the sun. The unsealed drive way and cars parked close to the entrance was typical of small towns during this period. Open doors and shady trees provided sufficient cooling for most sunny days. The wooden barrel next to the outside wall shows that storage space within the hotel was limited and that metal aluminium barrels had not been in existence. This photograph was taken at a time when children and women had limited access to the major drinking and entertainment facilities within a hotel(pub). Legal drinking age was for patrons 21 years and older and no strict dress codes where applied. The hotel bar was not open on Sundays (God fearing) and opening time restrictions were in place. "In transit" clients were given some leniency when staying in small country hotels as strict liquor laws This photograph presents a window to a life in the 1940s to 1950s, of a small town in the Kiewa Valley. It covers a period when the local hotel or "pub" was the meeting point for local men and women to talk about local events and life in general. It was also a point where "locals' had the first opportunity to meet new arrivals and converse with tourists and "through traffic". The importance of "face to face" verbal communication was a critical part of community life and interaction. The hotel(pub) was in this period the hub of small communities, and together with local churches provided the essential structure for a balanced existence in rural Australia.Black and white photo of Tawonga Hotel. This atlas, printed in 1944, details not only the geographic and political boundaries of the world as it was at that time but also the snap shot of life of the time. This snap shot in time covers the major Australian cities, the major farming, grazing, industrial and sporting/recreational activities. Also there are snap shots of similar activities from other global areas. The period also covered World War II, detailed by a photo of "shell making", munitions, required by Australian soldiers. The great political and territorial changes made as a result of World War II can be clearly identified for example , Israel (the Jewish homeland). The various prewar colonies of major European nations.This atlas was used by children of a Kiewa Valley family and shows the value and the general educational exposure that these children had at this time. The rural setting and within the backdrop of a world war did not severely alter the life style of children in this region. The "news reels" shown in cinemas of cities and larger towns were the only visual realisations of major events of global significance available to these children. The information provided by this atlas allowed students to glimpse at what the "outside world" was. The majority of these students would possibly never see these regions for themselves. The great communication facilities of the late 1900s and beyond, was still only science fiction.This atlas has a thick (350 g/m) red cardboard cover with bold black lettering and shading. The cover is set out within a shield like frame. The shield is held up by two square markings, each with a four part circular pattern and a cord entwining two pendulum structures ending with a bowl figure at the bottom. There is a semi circular form enclosing a printed book contents list. The inside cover has the atlas title and contents and the publisher details. The atlas contain 56 pages of world and Australian maps, vegetation and rainfall maps. Within this atlas there are 27 double sided pages of black and white photographs depicting life styles, buildings, landscapes and prominent and significant to Australia males from 1652 to 1944. The pages are of approximately 200 g/m and have the yellow aged appearance.On front cover "Philips' Australian COMMONWEALTH ATLAS" and underneath "Containing" underneath "60 PHYSICAL, POLITICAL AND ECONOMIC MAPS". This VHS was produced by the State Electricity Commission of Victoria, to show the pristine state of the Kiewa River and Valley post the completion of the Kiewa Hydro Electricity Scheme (Circa 1950s), The late 1970s on wards was the beginning of deeper social scrutineering by pro environmental groups such as the Australian Wilderness Society (1976) and the Greens (political Party), before, during and after the construction phases of any man made structures in forest/bush areas which may or could damage or adversely affect the natural flora and fauna of sites. This promotional VHS, which was produced in the 1990s, was to project that unlike the Tasmanian State Electricity Commission (Franklin Dam issue), the Victorian State Electricity Commission acted in a way to protect the environment to the maximum level possible. With the passage of time since, and the issue of the global push to minimise carbon pollution, and as an alternative to coal fired power stations, the use of hydro electricity can now be seen as a highly efficient alternative to "coal powered" electricity. This milli-volt meter was manufactured after 1950 and used by the SEC Vic (Kiewa Hydro Electricity Scheme) from that date until late 1900's. It was used to measure very small voltages associated with the operation of the various Hydro Generators. The readings were able to be shown by the resistor in use in the current circuit. During this time period, high quality testing instruments were either sourced from Europe or England.This milli-volt meter is very significant to the Kiewa Valley as it was used by those electrical technicians, who were part of the Kiewa Hydro Scheme. An "off spin" from the Scheme was the beginning of an explosion in "human" resources into the Kiewa Valley. This influx of population transformed the region from that of a basically quiet rural region to one which evolved into both industrial and larger residential community. This evolution in the Kiewa Valley created a change, not only in the "physical" landscape(better roads and infrastructure), but also the socio-economic growth within the Valley allowing other "tourist" based industries to expand within the valley and Alpine areas.This millivolts DC meter was used in the 1950's. It is contained in a wooden box and has two coloured (red/black, positive and negative) screw tight knobs which have bake-lite connections. It also has a covered (black tin) view meter marked from zero to 10 millivolts. Underneath this and within a round bake-lite is a small adjustment screw. The top of the box is fastened onto the main structure by six brass screws. The back of the structure is fastened by eight brass screws and there are four small bake-lite rest knobs.On the face of the millivolt compartment , and at the top "TO BE USED WITH DIAL HORIZONTAL TEMP. This Favag Timer apparatus was a part of the first electronic control system -(1960's), in Victoria), which worked using telephone stepping selectors to convey a change in voltage providing a regulated pulse from the control centre(Mount Beauty) to the remote Power Stations opening and closing (stop/start) of various devices at the Power Station and a return signal confirmed the action taken. Testing of this unit was carried out using a "dummy" device at the remote Power Station so as not to disrupt the power plant's operation. This timer was one of many electrical apparatus connected to the large SEC Victoria Hydro Scheme's electrical power producing generators. These generators are powered by the hydro force of "stored" water at a higher altitude. The establishment of both the NSW and Victorian Hydro Schemes was achieved from the early 1900's to the 1960's. At this point in time the need for additional power sources to quench both an industrial and domestic demand for electricity was purely an economic and not and environmental (carbon reduction) factor. This hydro scheme was instigated by "the Government of the day" as a bold move and was the major force of the World War II refugee and "technical" workforce,inclusion of skilled and unskilled, migration into the Australian environment. Although this mass "invasion" of workers with families was thought of in some circles as intrusive, the expansion of population post war years and its integration into the Australian rural sector, produced the multi- lingual multi-cultural diversity of later years.This Favag Timer was one of the crucial pieces of equipment that made it possible for the Mount Beauty Terminal Station to control the operations of these Power Stations; McKay, Clover, West Kiewa Power Stations and the Dederang Terminal Station.This aluminium and anodised "FAVAG" (pulse) timer is fastened to a base structure which comes with its own metal cover that is fastened by two metal hooks. From the top of these hooks runs a thick leather "carry" strap.The instrument, itself, a small "micro motor" at one end tape feeding spool on the other. Aluminium metal structures offer a preventative barrier against any electronic spikes from static electricity sources. There are two toggle switches to the bottom right hand side and twelve coloured "pin" connection points.There is a sliding access sleeve which exposes a circuit board.with various leads fastened on each side. In front of one of this slide are two "screw in" fuses, spare fuses are in a small envelope taped above. Circuit diagrams are etched white on black background on the top face of the main structure. At the base of the back section is a two pronged input terminal. This is the thirtieth issue of the annual Orbost High School magazine. The name Croajingolong derives from the Australian Aboriginal Krauatungalung words galung, meaning "belonging to" and kraua, meaning "east. 2225.1 belonged to Mary Gilbert, a former teacher at the school. 2225.2 belonged to Brenda Murray, a former mayor of East Gippsland Shire and prominent Orbost resident.This magazine is a useful reference tool.Two copies of the magazine, Croajingolong 1977. 2225.1 has a torquoise cover and 2225.2 has a mid blue cover.
