Discusses the obligations required of the Shire to maintain the Green Wedge. The Shire covers over 27,000 hectares with a population in excess of 45,000 residents, more than 70% living in the southern 10% of the Shire in suburbs of Eltham, Montmorency, Lower Plenty and Research. 85% of the Shire in the more sparsely populated northern area which is covered by the Green Wedge. Council is committed to providing a parity of services to all residents such as garbage collection and maintenance of roads. Views of rubbish collection trucks in Montmorency. It is emphasised that the cost of these services in highly populated areas is relatively low whereas in the sparsely populated Green Wedge areas, considerable. There are hundreds of kilometres of roads throughout the Shire, many unmade and maintenance is high to check overhanging trees and erosion especially on the steep hills is expensive and disproportionate to servicing the population in the dense urban areas. Shows scenes of assessing planning applications in these rural areas which takes significantly more time as well as other services provided such as Meals on Wheels, building permits, Ranger services. Provision of recreational facilities in hilly areas requires the acquisition of expensive river flats (views of cricket ground surrounded by hills) and where not possible, costly earthmoving required. Also, views highlighting extensive tracks of natural habitat home to significant bird, animal and plant life. Shire emphasises its commitment highlighted by the Eltham Copper Butterfly which the Shire maintains small pockets of bushland to ensure its survival at significant expense (views of Pauline Toner Copper Butterfly Reserve.) Short interview with Pat Vaughan, Environmental Officer for the Shire discussing the Eltham Copper Butterfly who also mentions many other species in the Shire of high significance from bats to mammals to plants as well as the importance of the Green Wedge to Melbourne – the lungs of Melbourne - and ensuring the protection of very important habitat which requires a great deal of planning and management to look after. Balancing the services and facilities expected by the community with the needs of the environment requires careful planning demands requires careful planning and the principals of the Green Wedge require constant attention in the face of growing need for housing. Director of Planning & Environment, Richard Allen advises there are approximately 1,300 planning permits and development applications each year ranging from simple subdivision, boundary realignments to further complicated non-urban developments for agricultural pursuits and the level of expertise required from architectural and engineering to land degradation, flora and fauna. The Fainter Falls Walking Track was originally accessible via a fire fighting access trail, which was used by fire fighters putting out spot fires caused by lightening strikes. The fires in the summer of 2003 highlighted the beauty of the area and provided the residents with the opportunity to consider the redevelopment of the trail. Work to establish a 700 metre grade 2 walking trail with a 50 metre grade 3 extension trail to the Falls began in 2005. It also includes 3 observation decks, a bridge over a creek crossing, car parking and interpretive signage.A Friends of Fainter Falls committee was formed to work towards the construction of a track to Fainter Falls. The Micro-Professor I Plus (MPF-IP) was a low cost, versatile microcomputer system featuring sophisticated software and hardware capabilities. (MPF-IP) boasted a display panel with the ability to display 20 characters using 16-segment fonts. All 64 standard ASCII characters could be displayed. The operation of the MPF-IP was controlled by an 8k monitor program which resides in the Read Only Memory (ROM). The monitor, aided by 4k Random Access Memory (RAM), enabled the user to enter a comprehensive set of single keystroke commands, making it easier for the user to use the CPU, memory and I/0 devices. This allowed the user to concentrate of microprocessor software development and application design. The system allowed printing at 48 lines per minute, and the ability to permanently record the commands, data, programs, status and other messaged. Each character printed by the printer is in a 5 by 7 dot matrix. Although the prime purpose of the programming was for machine language object code formed as hexadecimal numbers, the Micro-Professor has an embedded Tiny Basic interpreter for which formation of some of the alpha characters using a standard 7 segment display was ingenious. The program memory consisted of non volatile 2 kilobytes electrically programmable ROM whilst the Random Access Memory came with 2 kilobytes of static RAM but could be upgraded to 4 kilobytes by insertion of another chip. The entire memory space of 64 kilobytes was accessible by way of the terminals on the left hand side of the board. Engineering and Science students from the Ballarat School of Mines and the Ballarat College of Advanced Education used a class set (as they were relatively inexpensive at approx. $100 each) during the mid to late 1980s. Student were encouraged to borrow the Micro-Professors in order to assist in learning how to use them. Only one was ever not returned on time. When pressed to return the device the student confessed that his dog had chewed the plastic case. This is still in our collection complete with bite marks! The Micro-Professor used a Zilog Z80 microprocessor. This was the most powerful of the 8 bit microprocessors at the time. Zilog was derived from the Intel 8080 microprocessor. The Z80 had 158 instructions of which the Intel 78 instructions were a subset. The Intel processor continued on through development in the IBM computers as 8086, 80286, 80386, 80486 and later the pentiums. Zilog lost most of its market share when it developed the 16 bit Z8000 microprocessor. Although the microprocessor was excellent, the lack of peripherals caused users to abandon Zilog products. Nillumbik Shire Council transferred to the former Diamond Valley Shire Offices in Greensborough after municipal restructuing. The offices became the official Nillumbik Shire Council Offices on 16 October 1995. The former Shire of Diamond Valley Civic Centre or Shire Office building was officially opened on 26th February 1972. Archtiects were A.K. Lines, McFarlane & Marshall and it was built by L.U. Simon Pty Ltd, The Diamond Valley Shire had been created in 1964 from part of the City of Heidelberg. On December 15, 1994 the Shire of Nillumbik was established. Under the Council amalgamations imposed by the Kennett government, the Shire of Eltham, Shire of Diamond Valley and City of Heidelberg ceased to exist with the establishment of Nillumbik Shire Council and the City of Banyule.The new Nillumbik shire surrended the west riding from Eltham to Banyule but in place gained parts of the former Diamond Valley Shire which itself had been created in 1964 from parts of the City of Heidelberg. Three unelected and non-local Commissioners were put in place by the government bringing democracy into question by many members of the local community. The Commissioners determined to abandon the former Shire of Eltham offices located in Main Road, Eltham and in turn occupy the former Shire of Diamond Valley offices located at the boundary of the new shire with Banyule, in Civic Drive, Greensborough. In July 1996 the Commissioners sold the former Eltham Shire Offices and had them bulldozed leading to many years of communiity protest over the process and future development applications. The site has remained vacant ever since. In 1853 a committee was formed to improve the rough roads, some in Kangaroo Ground being almost impassable in winter.1 The committee fundraised by voluntary levies and grants to improve in particular, the main road between Kangaroo Ground and the Plenty River. From this committee arose the Eltham District Road Board, in 1856, which was the precursor to the Eltham Shire Council. The Board’s first chairman was Kangaroo Ground farmer, John Barr. Secretary was the former committee’s secretary, Andrew Ross, Kangaroo Ground’s first school teacher, and founder of the district newspaper, The Evelyn Observer.2 Most of the board’s income came from a toll-house north of the Lower Plenty Bridge, which funded such projects as a road from Kangaroo Ground to the Caledonia Diggings. In 1871 the Shire of Eltham was proclaimed, with its boundaries the same as those of the Road Board, and Councillor A Donaldson of Kangaroo Ground was the first president. Eltham was at the southern tip of the shire, which extended north to Kinglake and east beyond Yarra Glen. In 1878, part of Kinglake was added to the shire, while the area east of Watts River, near Healesville was removed. In 1912, then again in 1958, the shire was further reduced. Yarra Glen, Steels Creek, Tarrawarra, parts of Healesville and Christmas Hills, were transferred to the Shire of Healesville. In 1972 a smaller area, at Kinglake, was transferred to the Shire of Yea, leaving 277 square kilometres in the Eltham Shire. Perhaps no other Victorian municipality has had so many meeting places. Although from 1858 to 1904, the council convened at the office in the home of Secretary Charles Wingrove, the board, and later the council, also met at other more central locations.3 The board moved from the Fountain of Friendship Hotel to the Eltham Courthouse, to the Kangaroo Ground schoolhouse. It then met at the Kangaroo Ground Hotel, which some considered put it in danger of interruptions by people ‘the worse for liquor’.4 In 1885 the council met at the hall on Mr J Donaldson’s land at Kangaroo Ground. After Wingrove’s retirement, the council rented space at the Kangaroo Ground General Store and Post Office. Then, in 1917, the council bought the former office of The Evelyn Observer, after its printing works transferred to Hurstbridge. In 1934, fire destroyed the shire office, which was temporarily relocated to the Kangaroo Ground home of Shire Secretary, Mr P J McMahon. In 1941, the shire office moved to a new building (which included a public hall) in Eltham, at the corner of Arthur Street and Main Road, where the Eltham Village Shopping Centre was eventually built. Growth required new offices, which opened in 1965, on the former Shillinglaw property in Main Road.5 In 1994, as part of municipal restructuring under the Jeff Kennett Liberal Government, most of the Eltham Shire formed part of the new Shire of Nillumbik. It joined with the north section of the Diamond Valley Shire and parts of the Healesville and Whittlesea municipalities. The Diamond Valley Shire had been created in 1964, from part of the City of Heidelberg. Turbulence followed Nillumbik Shire’s formation. Under the Commissioners the council transferred to the former Diamond Valley Shire offices in Greensborough, and the Eltham council offices were demolished. In March 1997 the first five-member Nillumbik Council was elected. But, in October 1998, the government suspended the council and appointed an administrator . Early in 1999, shire residents voted to increase councillors to nine: comprising five ward councillors and four shire-wide councillors. Elections were held in March 1999. Then, before the March 2002 elections, nine new wards were created.6 In 2008 these were reduced to seven. Today [2008] the council governs a varied population of more than 60,000 people living in townships and on bush properties in the green wedge.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. The buildings are probably rare remnant examples of their type in the local area and as such are significant to the settlement of Menzies Creek. The dwelling is significant as a longstanding marker of the Madigan family who were original settlers in the area. Its retention in its site close to the road boundary expresses and maintains a connection with early settlement and rural lifestyles in Menzies Creek over the last century. The old shed is of interest as a local example of bush construction, particularly in context with the cottage and farm environs. Without the life of the farm and other elements presumed now gone, its value is lessened.Folder containing information pertaining to the history of Madigan Cottage, Menzies Creek. This chapter consists of in-depth case studies of two location-based games played in Melbourne: Urban Codemakers (2010–11) and Wayfinder Live (2017), both designed by Troy Innocent. These games were directly funded by government bodies in Melbourne to promote the city’s cultural and artistic life to residents and tourists. But its creator was given a broad remit to fulfil these agendas and used them to reflect on the city’s history, architecture, and future development. Johann Elias Bleckmann (1784-1856) founded a steel goods shop in Ronsdorf near Dusseldorf Germany. After completing a business education in his father's business, his son Johann Heinrich August Bleckmann (1826-1891) gained further experience through travel in North and South America. When his father died, he took over the steel goods store and moved it to Solingen. He bought a hammer mill in Mürzzuschlag Styria (Austria) in 1862 and converted it into a modern crucible casting steel smelter. His "Phoenix Steel", which he produced himself, achieved worldwide renown. He then went on to establish a file and tool factory and later founded a steel and plate rolling mill. Apart from cutlery blades, the company's self-produced steel was also processed into tools, scythes, rifle parts, etc. His sons Eugen and Walter continued after his death in 1891 at the Phoenix steelworks. However, by the end of the First World War, the two brothers fell into economic difficulties as a result of eliminating a large part of their foreign trade. In 1921, the company was converted into a public limited company and merged three years later with the company Schoeller & Stahlwerke. Made by Bleckmanns a significant Austrian manufacture of cutlery and tools in a recognized area of Germany famous for the production of steel items. This match safe was amongst various items collected from a sea dive in Port Phillip Bay. The diver was the caretaker of the Port Lonsdale Lighthouse, who dived on various wrecks in the bay during the 1960's. After the caretaker's death, his son sold off many of the shipwreck artefacts. The match safe was purchased from the caretaker's son in the 1990's by a previous owner of the Marine Shop, Queenscliff, Victoria. Pocket match safes or match safes were small portable boxes, or containers made in a great variety of forms and shapes, each with lids or covers to contain matches and retain their quality. Matches came into use around the 1830's and were produced extensively between the years 1890 and 1920. During this period everyone carried strike anywhere matches, so they could ignite stoves, lanterns and other devices. Early matches were unreliable and prone to ignite from rubbing on one another or spontaneously. Accordingly, most people carried a match safe to house their matches. Wealthy people had ‘match safes made of gold or silver, while common folk had ones made of tin or brass. They were made throughout the world including the United Kingdom, in the U.S.A., continental Europe and Australia. Significant English makers of cases were, Sampson Mordan and Asprey & Co. Significant American manufacturers of match safes include Wm. B. Kerr, Gorham, Unger Brothers,  Battin,  Blackington ,  Whiting, George Scheibler and Shreve & Co. Different patterns and types run into thousands as well as plain and decorative examples. They were also made in a wide range of materials, including pressed brass, pressed tin, gunmetal, nickel silver, gold, bone, ivory, the wood of varying types, early plastics like tortoiseshell and Bakelite, and ceramics. A distinguishing characteristic of match safes is that they have a ribbed surface, usually on the bottom, for lighting the matches. The item gives a snapshot into the social development through it's application in every day use match safes were used at a time when there were no safety matches and the early use of matches was a dangerous affair given they were easily combustive if rubbed together in a pocket for example. Gasometers resulted from complex engineering design evolving from primitive gasholders first used in 1824 in England to power street lights. The 20th century gasometer, (as used at the Highett Gasworks), was comprised of a series of large interconnected, telescopic, cylindrical vessels or lifts, which rose and fell depending on the volume of gas stored. The gasholder operated on a basic principle of a gas-filled floating vessel, rising and falling in a seal of water. The Highett Gasworks had its beginning in 1939 but its beginnings commenced sixty-two years earlier when the privately owned Brighton Gas Company was floated in 1877. By 1880 the company was performing well and making excellent profits. The company was welcomed by residents wanting to replace the shadowy light of a kerosene lamp with the bright luminescence of "modern" gas lamps. The land developers of the day were also keen supporters. But by 1884 people became disgrunted because either the gas had not reached them yet or because the quality of the supply had diminished due to the increasing use. In 1885 a second private gas company, the Central Brighton and Moorabbin Gas Co, Chaired by "Tommy" Bent was floated and for many years the two gas companies enjoyed a shared monopoly in supplying gas from their New Street Works. In the 1930s the company expanded its gas production facilities to Highett where it had purchased 45 acres of land adjacent to the Melbourne-Frankston railway line. A gasholder with a capacity of 750,000 cubic feet was erected on the Highett land in 1927 and connected with high pressure mains to the Brighton works. Three years later the company directors decided to proceed with the construction of a vertical retort house and coal store. Following a "lull" during the Great Depression work recommenced in 1936 and by 1939 the first complete gas-making plant was completed, and gas making commenced. Over the next twenty one years other significant extensions occurred, including an amenities block to accomodate 100 workers. In 1969 Esso commenced the introduction of natural gas to residents homes and the gradual decommissioning of the Highett Gasworks commenced. White hard covered book. Biography by daughter-in-law of Stanley Porteus, pioneer of modern psychology and one-time resident of Ringwood, Victoria. SUMMARY NOTES. Stanley David Porteus was born in Box Hill, Victoria, Australia in 1883, the only son of a Methodist minister. Like other now large suburbs of Melbourne such as Canterbury, Mitcham and Ringwood, Box Hill was a mere village. Each was surrounded by bush. He grew up like most Australian boys with a love of sport and, although lightly built, did quite well at Australian Rules football and was above average at cricket. He became a schoolteacher with the Victorian Education Department. Promotion within the department depended on experience gained at teaching in tiny rural schools so he applied for such a position at Glenaladale, on the Dargo Road, some 35 miles north west of Bairnsdale. He walked about 6 miles from the nearest railway station at Fernbank to find the school surrounded by virgin forest with only one dwelling in sight. Attached to the school were lean-to rooms that were to be his residence for the next 2 ½ years. He was fascinated by the nearby Den of Nargun and Bull Creek, which joined the Mitchell River in a deep gorge containing a profusion of rainforest vegetation. While at Glenaladale, he met Frances Evans who became his wife. To seek promotion, he left Glenaladale and taught at Leneva and Benambra. While at the latter school, he learned of a position becoming available as superintendent of special schools in Melbourne. As the available means of transport, coach and horses to Bairnsdale, then by train to Melbourne, would not get him to Melbourne before the close of applications, he borrowed a bicycle and rode through the bush to his in-laws home at Lindenow and thus made it before the deadline. He was successful in his application and it set him on a course that lead to him becoming Australia's first Clinical Psychologist. His work, particularly, the development of the Porteus Maze Test, attracted the attention of American educators and he was offered an appointment for a year at Vineland Training School in New Jersey. On a stopover in Honolulu, he was impressed to the extent that he expressed a desire to work there. Not the least of its attractions was the mix of races that offered opportunities to study psychological differences, if any, between various races. His wish was to be granted unexpectedly as he was, in 1919, invited to Honolulu to set up a Psychological and Psychopathic Clinic at the University of Hawaii. From his home in the hills north of Honolulu, on December 7th 1941, he saw the Japanese attack on Pearl Harbour. He lived there until his death in about 1980.

A4 size wire-bound book compiled by Bryce RaworthINTRODUCTION: This heritage impact assessment (HIS) was prepared at the request of the City of Maroondah, the owner of the subject property at 1 Bedford Street (sic), Ringwood. It relates to a proposal to demolish the existing shop on the site and construct a multi-storey car park incorporating a commercial tenancy at the lower levels. It reviews the significance of the existing building on the site and the contribution it makes to the surrounding streetscapes, then comments on the heritage impacts of the proposed demolition in the context of the significance of the place and broader considerations. This office has previously provided an Historical Overview of the subject site (June 2020) and this assessment draws upon that previous research and analysis. The report has been prepared by Guy Murphy and Bryce Raworth. CONCLUSION: The proposed demolition of the former Blood Brothers Store at 1 Bedford Street (sic), Ringwood and the construction of a multi-storey car park on the enlarged site will result in the loss of some significance to the Heritage Overlay. The degree of loss is moderated by the partial intactness of the store, its modest character and the loss of its original setting, as well the proposal to implement a heritage interpretation strategy for the site. When considered in the context of the broader range of urban planning considerations and broader net community benefit, the proposed development is supported with respect to heritage impacts.
