Booklet, Air Raid Precautions, 1941
This booklet was published on the recommendation of the Commonwealth government as part of a plan to offer protection to the people in the event of air strikes. Local councils and individuals were called to help to protect themselves in taking precautions,. The booklet itself sets out action to be taken in the event of an air raid happening, lighting restrictions fire prevention, refuge rooms and garden shelters and risks from air raids. It contains the relevant siren signals which denote different types of events and explains in detail various aspects of preparing for possible attack. There was discussion about issues such as evacuation of children should such an event occur with the focus primarily on the larger centres such as Geelong and Melbourne. From 1942 the number of air attacks increased mainly from Japan on the northern and western parts of Australia including over 60 on Darwin. Attacks continued into 1943 and it wasn’t until later in that year that the Prime Minister, John Curtin announced that the threat of invasion had passed. While the link to Warrnambool’s history is tenuous, it was a government publication to all persons in the state of Victoria in 1941.This item relates to a significant period in Australia’s history. All Australians were affected by the war. It has historical and scientific or research interest as it gives a number of diagrams and possible plans and the effectiveness of same. Olive green soft card cover with black text. 36 pages, with 2 extra pages depicting plans for shelters pasted inside back cover. Victorian coat of arms at top of cover.April 1941. H. E. Textile - Woollen Blanket, Warrnambool Woollen Mill, Circa 1949
The first Warrnambool to Melbourne cycling race was held in October 1895. 24 riders started with only 7 finishing the race. W. Nicol was the winner of the inaugural race. Two months later on 14/12/1895 the race was run in reverse. For the ensuing 43 years it was mainly Melbourne to Warrnambool. Since 1939 it has been run mainly Melbourne to Warrnambool. The prize of this blanket was 2nd prize to E. Ion of Tasmania in October 1949. The prize itself, A Warrnambool Blankets Tartan rug was made at the Warrnambool Woollen Mill in Harris St Warrnambool Early efforts to establish a woollen Mill in Warrnambool commenced with an early mill on the Merri at Woodford in 1874 but the site proved unsuitable and was financially struggling. The decision was made to move plant and and machinery to the old meat preserving factory in South Warrnambool The plant and equipment was sold to Mr Robert Hood of Sherwood on the Hopkins River East Warrnambool who carried on the venture until fire destroyed the building in 1882, The site lay idle until a group of local businessmen raised 40000 pounds to establish the mill in 1910. It continued to trade well through the early and mid 20th century. Dunlop brought the mill in 1968 and there was a slow downturn with numerous owners until it closed in 2000. The site passed into private hands in 2003.Both the Warrnambool Woollen Mill and the Melbourne to Warrnambool Road Race are a significant part of local history. The Melbourne to Warrnambool Cycling road race remains one of the premier sporting events in Australia. It commenced in 1895 Maroon and red block check with black and white check lines on front with plain maroon back. Fringed on two sides. ... Gilhooly, Patrick Guiney, Matthew Harris, John Hayden, J. E. Kenny... Gilhooly, Patrick Guiney, Matthew Harris, John Hayden, J. E. Kenny ...Protection of Person and Property Act 1881 The ''Protection of Person and Property Act 1881'' was one of more than 100 Coercion Acts passed by the Parliament of United Kingdom of Great Britain and Ireland between 1801 and 1922, in an attempt to establish law and order in Ireland. The 1881 Act was passed by parliament and introduced by Gladstone. It allowed for persons to be imprisoned without trial. On 13 October 1881, the Act was used to arrest Charles Parnell after his newspaper, the ''United Ireland'', had attacked the Land Act. On Gladstone's return to office in 1880, William Edward Forster was made Chief Secretary for Ireland. He carried the Compensation for Disturbance Bill through the Commons, only to see it thrown out in the Lords. On 24 January 1881, he introduced a new Coercion Bill in the House of Commons, to deal with the growth of the Irish National Land League. Despite a 41-hour long fillibuster in the House by the Irish Parliamentary Party, the bill passed, among its provisions being one enabling the British government in Ireland to arrest without trial persons "reasonably suspected" of crime and conspiracy. However those arrested were often not always suspect, only supportive of the Irish National Land League's movements. Over 100 such acts were passed, some of the more notable of which were "An Act for the more effectual Suppression of Local Disturbances and Dangerous Associations in Ireland", "The Protection of Life and Property in Certain Parts of Ireland Act", and the "Protection of Person and Property Act 1881". An Irish Coercion Bill was proposed by Sir Robert Peel to calm the increasing difficult situation in Ireland as a result of the Great Famine 1844–47. The Bill was blocked and this led, in part, to Peel's retirement as Prime Minister. Later attempts to introduce Irish coercion acts were blocked by the filibustering of Joseph Biggar. As a response to the Plan of Campaign of the mid-1880s the new Chief Secretary for Ireland Arthur Balfour secured a tough Perpetual Crimes Act (1887) (or Coercion Act) aimed at the prevention of boycotting, intimidation, unlawful assembly and the organisation of conspiracies against the payment of agreed rents. The Act resulted in the imprisonment of hundreds of people including over twenty MPs. The so-called ''Crimes Act'' (or "Coercion" Act) was condemned by the Catholic hierarchy since it was to become a permanent part of the law and did not have to be renewed annually by parliament, but the Papacy issued the bull Link: "Saepe Nos" in 1888 which was uncritical of the Acts. Trial by jury was abolished. An influential analysis of the pros and cons of the Act was published in 1888 by W. H. Hurlbert, a Catholic Irish-American author. Many hundreds were imprisoned at times under the Acts, including many prominent politicians and agrarian agitators, Joseph Biggar, Alexander Blane, Michael Davitt, John Dillon, James Gilhooly, Patrick Guiney, Matthew Harris, John Hayden, J. E. Kenny, Andrew Kettle, Denis Kilbride, Pat O'Brien, William O'Brien, James O'Kelly, Charles Stewart Parnell, Douglas Pyne, Willie Redmond, Timothy Sullivan. City of Warrnambool Rowing Club
Plaque, 07 08 2016
The City of Warrnambool Rowing Club (CoWRC) received a grant from the Warrnambool City Council Community Development Fund for the project: to hold a public event to install a plaque – dedicated to members and ex members who enlisted in WW1. The original honor roll had been lost to history. The date chosen was August 7 as this was 100 years since the death of a particular member, Major Thomas (Tom) Redford. Process: the Club wrote a book about its 140 year history and learnt of the honor roll. Every effort to find it was exhausted. The Club applied for funds to produce a replacement plaque and have a public event to unveil it. Outcome: There is now a permanent plaque in the rowing ‘prescient’ on the Hopkins River. one meter high stone with brass plaque‘Lest we Forget’ Honour Roll of Warrnambool Rowing Club Members and ex-Members who enlisted for the First World War.
