Three medical or social welfare facilities opened in the mid-1800s as part of a push by the township to become a regional centre for Government services. These were the Ovens District Hospital (opened in 1857), the Ovens Benevolent Asylum (opened in 1863), and the Beechworth Mental Hospital (opened in 1867 and renamed Mayday Hills Hospital at Centenary celebrations in 1967). This lantern slide shows the Ovens District Hospital (also called the Ovens Goldfields Hospital) in Beechworth in approximately 1900. The Hospital was built as part of a community push to develop the infrastructure needed for a permanent town in the 1850s. At the time there was no hospital located between Melbourne and the NSW town of Goulburn and it was recognised that the nature of mining and agricultural work predisposed people to serious injury. The community voted in 1853 to raise funds for a hospital and a voluntary committee elected from people who contributed £2 or more annually determined the organisation's management policies, which aimed to provide care for poor people at rates levied according to the person's means. Ongoing operations of the hospital were primarily supported by Government grants, however. The foundation stone was laid at a site in Church Street at a ceremony held 1st September 1856 which was attended by 2000 people using a locally crafted trowel with a tin ore handle and pure gold blade. The hospital, which was designed by J.H. Dobbyn, cost £2347. The hospital had two wards, a dispensary, apartments for a resident surgeon and the matron, an operating theatre and a board room. Further medical facilities including services to meet the cultural and health needs of the local Chinese community were later added, in addition to a Palladian-style cut-granite face built in 1862-63. It functioned as the region's primary hospital until surpassed by the Wangaratta Hospital in 1910. In the 1940s much of the building materials were salvaged and repurposed, with the exception of the facade which was restored in 1963 by the Beechworth Lions Club and still stands today. Miners from Snake Valley lobbied the Victorian Government in 1855 to make land available for sale for farming purposes as an alternative occupation and income for people who wished to stay in the region but move away from gold mining. A secondary motivation was to increase the supply of fresh produce and decrease prices of items that otherwise needed to be transported from Melbourne or other regions. Forty-three country lots were initially offered in the Three Mile area, ranging in size from two to ninety acres and costing from £1 to £3 per acre. An additional eighty-five country lots were auctioned later in the year, in addition to many smaller suburban lots. More lots were offered than sold, initially, but this represented conditions of sale requiring the total purchase cost up front which many people interested in purchasing could not afford, especially as land purchased for farming would accrue substantial additional costs for clearing and labour before becoming productive. Further lobbying activities and the election of parliamentary members sympathetic to the cause took place through the 1850s. Ovens Parliamentary Member, Daniel Cameron, was re-elected in 1856 on a platform of surveying the land for public selection with deferred payment options. Land reform remained an issue in the area through the 1850s and early 1860s, impacting broader decisions in the new State of Victoria relating to voting rights, use of Crown land and the farming of land that wasn't always suitable for the purpose. "The photo shows the range stop butt being formed by the scoops being pulled by the horses. It appears that the rear of the mound there is a wall of logs lining it, most likely to help with being eroded or washed away. They haven’t yet formed the mantlet and target machines." It folded in the late 1970's.Target shooting is one of the oldest organised sports in Australia. Records date back to the British Marines at Sydney Cove in 1788. After Federation in 1901, rifle clubs came under army control, but in 1921 they were reconstituted as a civilian organisation, which they have remained ever since. After World War I a system of national training was embodied in the Defence Act and the rifle clubs reverted to their purely sporting role. In 1902 a badge was urgently sought for the Australian contingents raised after Federation for Service in South Africa during Boer War. Probably the most widely-accepted version of the origin of this badge is that which attributes the selection of its design to a British Officer, Major General Sir Edward Hutton, KCB, KCMG, the newly appointed commander-in-chief of the Australian Forces. He had earlier recieved as a gift from Brigadier General Joseph Gordon, a military acquaintance of long standing, a "Trophy of Arms" comprising mounted cut and thrust swords and triangular Martini Henri bayonets arranged in a semicircle around a brass crown. To Major General Hutton the shield was symbolic of the co-ordination of the Naval and Military Forces of the Commonwealth. The rising sun badge has been worn by Australian soldiers since 1902. The two are dressed in formal attire, James is wearing a wide-brimmed hat, and together with the girl holding a small bouquet of flowers.James Ashton was the son of James Henry Ashton. James Henry Ashton founded Ashton Circus in the early 1800s, well before Federation. For over 160 years Ashton Circus has travelled to both regional towns and big cities, bringing joy to the people of Australia. Generations of the Ashtons crossed desserts and flooded rivers, drove over snow-covered mountains, fended off bushrangers, and even ventured where there were no roads to reach the communities that have loved and inspired our family of performers for over a century. People came from all around to enjoy Ashton Circus. In the 1800s, Ned Kelly watched our show on a number of occasions and even enjoyed tea with the performers after the show. The Ashton Family has grown and changed over eight generations since James Henry Ashton started his circus. In 1792 John Manners had set up a workshop making woodworking planes at 14 Saracens Lane Glasgow. He also had employed an apprentice Alexander Mathieson (1773-1851). But in the following year at Saracen's Lane, the 1841 census describes Alexander Mathieson as a master plane-maker now at 38 Saracen Lane with his son Thomas Adam working with him as a journeyman plane-maker. Presumably, Alexander must have taken over the premises and business of John Manners. Now that the business had Thomas Adam Mathieson working with his father it gradually grew and became more diversified, and it is recorded at the time by the Post-Office Glasgow Annual Directory that by 1847-1848 Alexander Mathieson was a “plane, brace, bit, auger & edge tool maker” In 1849 the firm of James & William Stewart at 65 Nicolson Street, Edinburgh was taken over and Thomas was put in charge of the business, trading under the name Thomas A. Mathieson & Co. as plane and edge-tool makers. Thomas's company went on to acquire the Edinburgh edge-tool makers “Charles & Hugh McPherson” and took over their premises in Gilmore Street. In the Edinburgh directory of 1856/7, the business is recorded as being Alexander Mathieson & Son, plane and edge-tool makers at 48 Nicolson Street and Paul's Work, Gilmore Street Edinburgh. In the 1851 census, Alexander is recorded as working as a tool and plane-maker employing eight men. Later that year Alexander died and his son Thomas took over the business. Under the heading of an edge-tool maker in the 1852/3 Post-Office Glasgow Annual Directory the firm is now listed as Alexander Mathieson & Son, with further entries as "turning-lathe and vice manufacturers". By the early 1850s, the business had moved to 24 Saracen Lane. The directory for 1857/8 records that the firm had moved again only a few years later to East Campbell Street, off the Gallowgate area, and that through further diversification was also manufacturing coopers' and tinmen's tools. The ten-yearly censuses report the firm's growth in 1861 stating that Thomas was a tool manufacturer employing 95 men and 30 boys; in 1871 he had 200 men working for him and in 1881 300 men. By 1899 the firm had been incorporated as Alexander Mathieson & Sons Ltd, even though only Alexander's son Thomas appears ever to have joined the firm so the company was still in his fathers' name. In September 1868 Thomas Mathieson put a notice in the newspapers of the Sheffield & Rotherham Independent and the Sheffield Daily Telegraph stating that his firm had used the trade-mark of a crescent and star "for some time" and that "using or imitating the Mark would be proceeded against for infringement". The firm had acquired its interest in the crescent-and-star mark from the heirs of Charles Pickslay, the Sheffield cutler who had registered it with the Cutlers' Company in 1833 and had died in 1852. The year 1868 seems also to be the one in which the name Saracen Tool Works was first adopted; not only does it figure at the foot of the notice in the Sheffield press, it also makes its first appearance in the firm's entry in the Post-Office Glasgow Annual Directory in the 1868/9 edition. As Thomas Mathieson's business grew, so too did his involvement in local public life and philanthropy. One of the representatives of the third ward on the town council of Glasgow, he became a river bailie in 1868, a magistrate in 1870, and a preceptor of Hutcheson's Hospital in 1878. He had a passion for books and was an "ardent Ruskinian". He served on the committee handling the bequest for the setting up of the Mitchell Library in Glasgow. When he died at Coulter Maynes near Biggar in 1899, he left an estate worth £142,764.  Company's later years: Both Thomas's sons, James Harper and Thomas Ogilvie were involved in the continuing life of the firm. James followed in his father's footsteps in becoming a local public figure. He was appointed Deputy Lieutenant of the County of the City of Glasgow and was made a deacon of the Incorporation of the Hammermen of Glasgow in 1919. His brother Thomas Ogilvie was recorded as a tool manufacturer and employer in the 1911 census. Thomas Ogilvie's son Thomas Alastair Sutherland Ogilvie Mathieson was born in 1908 took a rather different approach to engineering, however, by becoming a racing driver. This hand crafted set of runners is one of many 19th century items of furniture, linen and crockery donated to Flagstaff Hill Maritime Village by, Vera and Aurelin Giles. The items are associated with Warrnambool and the Giles Family history. Items donated by the family have come to be known as the “Giles Collection”. Many items in the Lighthouse Keeper’s Cottage were donated by Vera and Aurelin Giles and mostly came from the home of Vera’s parents-in-law, Henry Giles and his wife Mary Jane (nee Freckleton) who married in 1880 and whose photos are on display in the parlour. Henry was born at Tower Hill in 1858, and was a labourer on the construction of the Warrnambool Breakwater before leaving in 1895 for around seven years to build bridges in NSW. Mary Jane was born in 1860 at Cooramook and she attended Mailor’s Flat State School and where she eventually was to become a student teacher. After which she became a governess at “Injemiara” where her grandfather, Francis Freckleton, had once owned land. Henry and Mary’s family consisted of six, some of the children were born at Mailor’s Flat and later some children at Wangoom. They lived with their parents at Wangoom and Purnim west, and this is where Henry died in 1933 and Mary Jane in 1940.The Giles family collection is of social significance at a local level, because it not only illustrates the level of material support the Warrnambool community gave to Flagstaff Hill during it’s establishment. This invitation to a ‘Conversazione’ to celebrate the Federation of the six colonies in Australia into the six States of Australia in 1901 was sent to the invitees after the event to keep as a souvenir of the occasion. The event was hosted by the Government of Victoria. The certificate was designed by George Brougham Austin, a Melbourne architect and artist employed by the Victorian Department of Public Works. He also designed many of the public decorations displayed in Melbourne during the Federation celebrations. Austin’s original work was lithographed by an artist at Sands and McDougall, Melbourne. This particular invitation was sent to George Rolfe and his wife, Annie. George Rolfe (1836-1919), a tea merchant from Melbourne, began buying blocks of land near the mouth of the Hopkins River in Warrnambool in the 1870s. This is a Federation certificate showing the signatures of the Shire of Warrnambool personnel who signed the addresses presented by the Municipalities of Victoria to the Duke of York and the Governor-General in 1901 on the occasion of the Federation of the six colonies in Australia. This was a highly significant event in Australia’s history and Warrnambool shared in this occasion by voting overwhelmingly in the Referendum in favour of Federation. This certificate shows the official local government acceptance of the inauguration of the Commonwealth of Australia and the regard for matters of Empire and the representatives of British Royalty. It also has the signatures of the Shire personnel, many of whom were prominent men in the Warrnambool district in the early 20th century, especially Gideon Nicol, James Lindsay, Alexander Rollo and John Glasgow. It was reported in the Warrnambool Standard at the time that this certificate had been designed and illuminated by Victor Henry, an art student from Warrnambool and the son of one of Warrnambool’s Councillors, This is a certificate indicating that the Shire of Warrnambool Councillors signed the Addresses presented by the Municipalities of Victoria to the Duke of York and the Governor- General in January 1901. The certificate is mounted on card with paper binding on the edges and contains the signatures of the President of the Shire of Warrnambool, nine Councillors and the Shire Secretary. It is highly ornamented with lithographs of the crests of the six States of Australia, an archway , an image of a woman representing the British Empire, a lion, a British flag and the crest of ‘United Australia’ and other symbols. This book belonged to Con O’Mahony (1863-1920). He was a lawyer practising in Warrnambool in the late 19th and early 20th centuries. He was born in Sandhurst (Bendigo) and studied at Melbourne University. In 1883 he won the University of Melbourne Bowen Prize for his essay entitled ‘The Federation of the Australian Colonies’. The Warrnambool and District Historical Society has a set of books on the lives of the British Chancellors which was given to Con O’Mahony for winning the Bowen Prize. This book is of considerable interest because it belonged to Con O’Mahony, a prominent Warrnambool lawyer in the late 19th and early 20th centuries. It is also a book of strong antiquarian interest. This is a hard cover book of 878 pages. It has a dark red cover with red lettering on a gold background on the front cover and gold lettering on the spine. There are 250 illustrations scattered throughout the text. The cover is somewhat scuffed, especially at the edges. The inscription in handwritten in pencil. ‘C.O’Mahony, 13.9.93,WBool’ con o’mahony

This set of books was given to Cornelius (Con) O’Mahony in 1883 when he won the Bowen Prize Essay Competition awarded by the University of Melbourne. The Bowen Prize was established in 1874 by the Governor of Victoria, Sir George Bowen. This was then awarded annually to the person who was a student or ex-student of the University of Melbourne who wrote the best essay on matters relating to British and British Empire history or literature. Con O’Mahony’s essay was on the Federation of the Australian Colonies. Con O’Mahony, born in Bendigo, studied at Melbourne University in the early 1880s. He was a lawyer in Kepler Street, Warrnambool from the late 1880s to his death in 1920, firstly in partnership with E. Klingender and later operating under the name of O’Mahony and Murray. These books are most important because: 1. They are a very attractive set of books with considerable antiquarian value. 2. They were given as the prize for winning the 1883 Bowen Prize at Melbourne University – a prestigious award still today. 3. They were given for a prize-winning essay on the advantages of Federation in Australia. The essay was written 17 years before Federation and so they forms an interesting part of the Australia-wide campaign for Federation. 4. The prize books were awarded to Con O’Mahony who played his part in Warrnambool’s late 19th century and early 20th century history as a prominent lawyer in the town for over 30 years.These ten volumes of books have hard covers in a dark red colour with a gold leather spine and leather reinforcements on the edges of the front and back covers. The front cover has an embossed gold emblem of the University of Melbourne and the spine has ornamental gold, black and red patterning and gold lettering. The insides of the cover have blue, red and orange mottled patterning and this is repeated on the edging of the pages. There are approximately 400 pages in each volume. A typed page on the Bowen Prize is inserted in the front of the first volume and the inscription on every volume is handwritten in black ink. The covers are a little scuffed and slightly torn in some volumes.
