The Institution of Electrical Engineers (IEE) was established on 17 May 1871. The first meeting took place at 2 Westminster Chambers, Victoria Street SW. Those present were Wildman Whitehouse, Capt P.H. Colomb, Maj. R.E. Stotherd, Louis Loeffler, Capt Weber, Capt Malcolm, Robert Sabine, Frank Bolton. Gold paper covered magazine with black print. 239 pages including numerous advertisements. This oil painting of the Sydney Industrial Blind Institution (later Royal Blind Society of New South Wales) at William Street was painted by F.R. Fowler in 1976. It was inspired by an original drawing done by Adam Stephan c1890. The building was erected between 1876 and 1879 and was designed by Edmund Blacket. It was funded through a generous bequest by John William Wood. The School of Mines Ballarat began in 1870. It's location was the south end of Lydiard Street. Ballarat Junior Technical School began in 1913 and was boys only until 1951 when girls were included. They were under the control of the School of Mines Council. In 1967 the were three divisions. Each was internally distinguished. Ballarat School of Industries, Ballarat Technical School and Ballarat Institute of Advanced Education. In 1976 B.I.A.E. merged with State College of Victoria Ballarat - formerly Ballarat Teachers' College to become Ballarat College of Advanced Education, later to become Federation University. The Loyal Orange Institution of Victoria was established in 1843. As a society composed of Protestants, it works to support and defend the Protestant faith. The Institution is named in honour of King William III, Prince of Orange (1650-1702) and his achievements for civil and religious liberty. The first Orange Lodge in Victoria was founded in 1843, following a sectarian protest in Elizabeth Street Melbourne over the election of a Protestant candidate to the Legislative Council. By the 1890s there were 169 branches in Victoria, engaged in political lobbying for mainstream Protestant issues like temperance, Sunday observance, opposition to state aid for church schools, and opposition to any expansion of the political influence of Roman Catholics. The monthly meetings had an element of secrecy, as members wore regalia and followed a simple ritual. No Catholics could join.
