It followed a lease of a house at 50 Willsmere Road. The Peel Street building was designed by Mr Chipperfield. Messrs McIntosh and Taylor were the successful tenderers, the price being 1,240 pounds. The North Kew Baby Health Centre was finally opened on 18 June 1930 in the presence of the mayor, councillors and citizens of Kew, and representatives of the Infant Welfare Council. A report in The Age of 19 June described the opening in detail as well as the features of the new Centre. These included: "The rooms ... filled with flowers, pink and mauve hydrangeas and native heath, and the walls are adorned, with a charming frieze, representing windmills, flocks and a fairy tale goose girl. On the walls are hygiene editions of the funniest of Belloc's "Cautionary Tales" revised as posters, Outside there is promise of a gay garden, and a lovely view of green fields sloping to a shining bend of the river." All mothers wear hats as do most of the children. [When the photograph was presented to the Society in 1979, it was described in the first Acquisitions Register as framed. Some time after that it was removed from its frame and badly broken. Baby Health Centre in the Surrey Gardens, 1982 Photograph Ken Hall Ken Hall ...The Baby Health Centre opened in the Surrey Gardens in 1930 on the site previously occupied by the screen for outdoor pictures. Previously during the 1920s it had operated in the room underneath the rotunda in the Surrey Gardens. The room was also shared by other groups including the Surrey Hills Progress Association (SHPA). The SHPA raised 200 pounds to provide the materials for the building, which was built by voluntary labour under the leadership of Ralph Hayes, a local builder. The foundation stone was laid by Mrs A Latham, Mayoress of Camberwell on 31 March 1930. There is a bottle containing the names of the committee members sealed in the pillar behind the memorial stone. The centre was managed by a committee until 1975. Maternal health nurses associated with the centre included Sister D Thompson, Sister Newnham, Sister Kelsell, Sister Barker, Sister Sharp and Sister Bolton. Ref: Mrs D Lancashire - a long-serving member of the committee. The site of the Surrey Hills Maternal and Child Health Centre was moved to 18 Verdun Street, adjacent to the pre-school, in accord with Council policy to co-locate services and from a concern regarding solo staff working in relatively isolated locations. The building was included in the heritage overlay protecting the gardens and was refurbished by Council for community use. The cairn commemorates the work of Cr Albert Ernest Vine who was a Camberwell Councillor from 1926-1934 and 1937-1944; he was also Mayor on 1940-41. There is a photo of him in Mayoral robes in the City of Boroondara Library Service collection.Black and white photo of a timber building with a tiled roof and a brick veranda supported by brick and concrete pillars. The Carlton Home provided maternity care for married and unmarried mothers, and residential care for infants and toddlers unable to be at home with their mother. It also operated a day-care centre for children. Most of the residents were mothers or children on private placements. The Children's Welfare Department used the Carlton Home as a maternity home for wards, a foster home for infant wards, and for children requiring placements under the infant life protection provisions of the Children's Welfare Act. By the late 1940s, the home was in a bad state of repair and it closed in 1949. In 1951, the facility reopened as the Queen Elizabeth Maternal and Child Health Centre that also operated as an Infant Welfare and Mothercraft Training School. The Centre provided after-care for nursing mothers and babies transferring from maternity hospitals, and specialised care for babies referred by private practitioners and the Social Welfare Department – babies who were premature, frail or had feeding or similar problems. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. The first Baby Health Centre in Warrnambool was opened in Liebig Street in October 1921. It was initially run by Sister Riley. The development of Baby Health Centres in Victoria was largely due to the work of Dr Isabella Younger-Ross (1887-1956). She was born in Warrnambool to Henrietta and John Younger (the Younger department store operated in Liebig Street Warrnambool for over 60 years). Isabella Younger Ross studied medicine in Melbourne and Glasgow and she was a prominent worker in the field of maternal and infant welfare for over 40 years. These scales are retained as an example of the type of equipment used in baby health centres in the early to mid 20th century. It will be useful for display.This is a metal set of scales with a rectangular base tapering at one end. At the top is attached a metal receptacle for holding a baby and underneath this on top of the base is the scale mechanism with a metal measuring device. A public meeting was called to discuss how the funds would be used. After much discussion it was decided to establish a Community Health Centre for Sunbury and surrounding areas. In 1975, a new building opened on the corner of Gap Road and Horne Street. In 2000 as the health needs of the area increased the Community Health Centre relocated to a more modern building on the former Sunbury Primary School site in Macedon Street.
