The North Kew Centre was the third established at North Kew. It followed a lease of a house at 50 Willsmere Road. The Peel Street building was designed by Mr Chipperfield. Messrs McIntosh and Taylor were the successful tenderers, the price being 1,240 pounds. The North Kew Baby Health Centre was finally opened on 18 June 1930 in the presence of the mayor, councillors and citizens of Kew, and representatives of the Infant Welfare Council. A report in The Age of 19 June described the opening in detail as well as the features of the new Centre. These included: "The rooms ... filled with flowers, pink and mauve hydrangeas and native heath, and the walls are adorned, with a charming frieze, representing windmills, flocks and a fairy tale goose girl. On the walls are hygiene editions of the funniest of Belloc's "Cautionary Tales" revised as posters, Outside there is promise of a gay garden, and a lovely view of green fields sloping to a shining bend of the river." Most likely the original photo was taken at or around the time of the official opening of the baby health centre. The building is located in Windella Avenue, Kew East and is still extant. The photo is taken in front of the front verandah of the building. This print is on Kodak photo paper, likely printed circa 1978. The East Kew Baby Health Centre was the first such centre built in the former City of Kew, and one of the first in Victoria. Few photos of the building at the time of its establishment are known. The first Sunbury Community Health Centre was built on the corner of Horne Street and Gap Road in a temporary building. As result of further funding in 1974, a permanent building was erected and opened in 1981 and operated from that site until 2000 when it was relocated into a larger and more modern building on the former Sunbury Primary School site in Macedon Street to accommodate Sunbury's expanding population and needs.It now operates under the name of Sunbury and Cobaw Community Health Centre. The Baby Health Centre opened in the Surrey Gardens in 1930 on the site previously occupied by the screen for outdoor pictures. Previously during the 1920s it had operated in the room underneath the rotunda in the Surrey Gardens. The room was also shared by other groups including the Surrey Hills Progress Association (SHPA). The SHPA raised 200 pounds to provide the materials for the building, which was built by voluntary labour under the leadership of Ralph Hayes, a local builder. The foundation stone was laid by Mrs A Latham, Mayoress of Camberwell on 31 March 1930. There is a bottle containing the names of the committee members sealed in the pillar behind the memorial stone. The centre was managed by a committee until 1975. Maternal health nurses associated with the centre included Sister D Thompson, Sister Newnham, Sister Kelsell, Sister Barker, Sister Sharp and Sister Bolton. Ref: Mrs D Lancashire - a long-serving member of the committee. The site of the Surrey Hills Maternal and Child Health Centre was moved to 18 Verdun Street, adjacent to the pre-school, in accord with Council policy to co-locate services and from a concern regarding solo staff working in relatively isolated locations. The building was included in the heritage overlay protecting the gardens and was refurbished by Council for community use. The cairn commemorates the work of Cr Albert Ernest Vine who was a Camberwell Councillor from 1926-1934 and 1937-1944; he was also Mayor on 1940-41. This Baby Health book belonged to the parents of Jack Charman who was born on 24 September 1944. Jack's weight was recorded at regular intervals from 12 October 1944 until 31 October 1946. The Baby Health Centre was at Ferntree Gully. A small baptismal certificate for Jack Charman was placed inside the Baby Health book.The Charmans were an early Emerald family who, in the 1900s, ran the Brookdale Guest House. The Emerald Baby Health Centre in Belgrave-Gembrook Road supported local mothers in the care of their babies and was officially opened in March 1940. Carlton Refuge/Carlton Home was established in 1857 in Madeline Street, Carlton (relocating in 1890 to Keppel Street, Carlton). The Carlton Home provided maternity care for married and unmarried mothers, and residential care for infants and toddlers unable to be at home with their mother. It also operated a day-care centre for children. Most of the residents were mothers or children on private placements. The Children's Welfare Department used the Carlton Home as a maternity home for wards, a foster home for infant wards, and for children requiring placements under the infant life protection provisions of the Children's Welfare Act. By the late 1940s, the home was in a bad state of repair and it closed in 1949. In 1951, the facility reopened as the Queen Elizabeth Maternal and Child Health Centre that also operated as an Infant Welfare and Mothercraft Training School. The Centre provided after-care for nursing mothers and babies transferring from maternity hospitals, and specialised care for babies referred by private practitioners and the Social Welfare Department – babies who were premature, frail or had feeding or similar problems. The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966.This card is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district. This set of baby scales is believed to have been used in a Baby Health Centre in Warrnambool. The first Baby Health Centre in Warrnambool was opened in Liebig Street in October 1921. It was initially run by Sister Riley. The development of Baby Health Centres in Victoria was largely due to the work of Dr Isabella Younger-Ross (1887-1956). She was born in Warrnambool to Henrietta and John Younger (the Younger department store operated in Liebig Street Warrnambool for over 60 years). Isabella Younger Ross studied medicine in Melbourne and Glasgow and she was a prominent worker in the field of maternal and infant welfare for over 40 years. These scales are retained as an example of the type of equipment used in baby health centres in the early to mid 20th century. It will be useful for display.This is a metal set of scales with a rectangular base tapering at one end. At the top is attached a metal receptacle for holding a baby and underneath this on top of the base is the scale mechanism with a metal measuring device. The Shire of Bulla received a grant of $88,000 from the Federal Government on 14th March 1974. A public meeting was called to discuss how the funds would be used. After much discussion it was decided to establish a Community Health Centre for Sunbury and surrounding areas. In 1975, a new building opened on the corner of Gap Road and Horne Street. In 2000 as the health needs of the area increased the Community Health Centre relocated to a more modern building on the former Sunbury Primary School site in Macedon Street. In April 1999, Arthritis Foundation of Victoria staff travelled to Merbein, Sea Lake, and Mildura during National Arthritis Week (NAW). These visits were conceived as part of the Rural Access Project.
