Herbert Joseph Chambers was born in 1912 in Clifton Hill, Victoria. Later he was to live in Clark and Charles Streets in Northcote, in South Caulfield, and finally in Mentone. While he may have worked at the Kew Asylum before 1945, that year was when he was presented with a Certificate issued by the Department of Mental Hygiene (Victoria) declaring that he had completed training and passed the examinations required to work as a 'Mental Attendant’. The document is dated 19th December 1945 and signed by the Director of the Department and by the Co-Examiners. From at least 1945, he was to work as a member of the male staff of the Asylum, mainly in the Refractory Ward. A donor gifted to the Kew Historical Society in February 2019 a number of items collected by Herbert Chambers in his work at the Asylum. These include his Certificate of Registration, a photograph taken of him with two colleagues at Circular Quay in Sydney, a notebook containing ‘SP’ betting records of male asylum staff, and five sketchbooks with artwork created by Kenn’th [sic] Bailey, a patient of the Asylum. Herbert Chambers’ period of employment at the Kew Asylum coincided with the employment of the English psychiatrist Dr Eric Cunningham Dax (1908-2008) as Chairman of the Mental Hygiene Authority in 1952. Dr Dax introduced an art therapy program into Victorian psychiatric hospitals, including Kew, where it is likely that the five sketchbooks were created. The sketchbooks are believed to have been presented to Chambers by Bailey as a “gift for looking after him”. The author Herbert Whitney has written and illustrated his information about shipwrecks in an exercise book. This book is the second that he has written on the topic. The first book was about Victorian shipwrecks and the family has not been able to trace that book. The author was the uncle of Mrs W I Holmes, need Kathleen Whitney. The book is significant for its collection of information and illustrations about shipwrecks.Herbert Whitney wrote a an illustrated book about shipwrecks. Kew achieved independence from the Boroondara Roads Board in 1860. As a new municipality, its first three leaders were designated as chairmen. On becoming a borough in 1863, its leaders were identified as mayors. The earliest photographs date from ca.1906, when the Town of Kew commissioned the noted local photographer Josiah E Barnes to produce standardised portraits of former mayors to be displayed in the Mayoral Chamber of the Town Hall. The collection also includes photographs by other well-known photographic studios such as Burlington Studios, Melba – Melbourne, Stuart Tompkins, Spencer Shier and Talma & Co. The majority of mounts identify the photographer. Eighty photographs are housed in their original frames.This portrait is one of a series of mounted and framed photographic portraits of mayors and town clerks of the former Borough, Town and City of Kew. The portraits were transferred by the City of Kew to the Kew Historical Society in March 1989. A Significance Assessment in 2018, funded by the National Library of Australia confirmed the historic, and often artistic significance of the series.Framed portrait of Cr. Herbert J. This photograph shows men fishing in the Snowy River at Marlo - possibly at Bream Point. The man in the white coat is Lancelot Herbert. Lancelot Herbert came to Orbost in 1886, taking up a partnership with local store-owner George Temple. After Mr Temple’s death in 1891, Lancelot took over the store and progressively developed Herberts Snowy River Stores which grew into a department store of several shops along Nicholson St. He also had small shops at Cann River, Noorinbee and Genoa which were run by members of his family, as well as a carrying business and fuel outlets. Lancelot died on 2/6/1911 and his wife Martha [died 1945] are buried in a joint grave in Orbost Cemetery. (info. Noreen and Lindsay Thomson. During WW1 passports had been temporary - War Precaution. The War Precautions Act 1914 required all persons over 16 years of age, on leaving Australia, to possess some passport. The Passports Act of 1920 made permanent a passport system Australians had tolerated during the war because they believed it was temporary. Passports issued by Australia were issued only to "British subjects" and were described as "British Passports". This wasn't changed until 1949. An entry indicates that he probably visited the U.S.A.
