In 1940 Field Headquarters for the Kiewa Scheme were established at Bogong with office, workshop facilities and accommodation for workmen, staff and some families constructed. (There had been a 'tent camp' on this site in 1939 but was destroyed by bushfires) Construction of accommodation continued until 1947. A total of 40 houses plus a hostel for single staff, post office, police station, medical centre and primary school all with water and sewerage and electricity supply. The staff hostel was known as Kiewa House and is now occupied by the Education Department. Lake Guy was named after Mr. L.T. Guy who was the Resident Engineer in charge of construction work and associated activities on the Kiewa area. He held this position from 1939 to November 1946 when he was transferred to Head Office. The Bogong Township was developed firstly as an accommodation centre (base camp) for construction workers employed under the Kiewa Hydroelectric Scheme. Due to the influx of European workers into the Township the beautification of the immediate surrounds (gardens etc.) had a distinct European flavour. This environment has been very beneficial for tourism in later years. At the completion of the scheme, in the 1960's, the village was opened to public/tourism use. Strict environmental control has not allowed for any extensive redevelopment in tourist accommodation and basically restricted it to the accommodation initially built for the construction workers. Activities such a bike riding, snow skiing, restricted horse riding and bush walking on the Alpine plains and mountains are now a viable part of the Kiewa Valley Tourist Industry. Mt Beauty Camp- The new State Electricity Commission construction camp at the head of the Kiewa Valley was for workmen on the second power station in the project expected to be the most modern and best equipped in Australia… In contrast to the early Kiewa days of horses and canvas tents, the new camp, with its modern amenities, compared favourably with any country town. Administration of the Kiewa Scheme was moved from Tawonga to Mount Beauty in 1946. The first house in Mount Beauty, in Hollonds Street, was occupied by the co-op store manager from November 1946. The new Mess Hall at Mt Beauty was opened with much ceremony in early November 1946. The houses up to Nelse street were erected from 1946 onward and then the township was extended beyond Nelse Street in 1950. The workmen's camp was enlarged in 1950 to the extent of providing accommodation for a total of 1,200. The Murray Region Hydroelectric Power Stations are two of seven hydro power stations, located near Khancoban in NSW. The two power stations are part of the Snowy Mountains Hydro-electricity Scheme, which is an extensive hydroelectricity and irrigation complex constructed in south-east Australia between 1949 and 1974 and now run by Snowy Hydro. Although both power stations are located in NSW, since 1 July 2008 all power generated has been allocated to the Victorian region of the National Electricity Market. Bogong Village, which was known as “The Junction”, is well recorded. The first tent camp was at the junction of Pretty Valley and Rocky Valley streams in the early 40’s. Further downstream were the sawmill, stables and blacksmith’s forge. Horses were the main mode of transport in the early days. The road to Bogong had reached the lookout spur just beyond Roper’s Spur track just before the 1939 fires. The early forties saw rapid growth of the village, with single and married men’s quarters, workshops, mess huts and administrative offices. The facilities necessary for communal living were quickly in place- a post office, police station, co-op store, medical centre, community hall/theatre, tennis courts and school. Much of the temporary accommodation that housed groups such as the Albion Quarrying Company were in the area now under water.This group of photographs are a pictorial record of the early history of the Kiewa Hydro Scheme, the people who worked in the background supplying administrative support and the workers and their families. During the late 1940’s, most activity centred around the construction of the West Kiewa Power Station, Rocky Valley Reservoir, McKay Creek Power Station and the Bogong Creek Aqueduct.A common thread across all the larger hydro scheme constructions was the need for workers, both qualified and unqualified who came from around the world seeking a new life for themselves and their families. New accommodation and facilities were required for the army of workers engaged in construction in often remote and wild areas. The SEC had a high demand for timber, and set up the first of a number of sawmills at Bogong Creek in 1939 and set up the first hardwood logging in the headwaters of the Kiewa River. These new ‘towns’ such as Mt Beauty and Bogong, survived, serving the needs of operational personnel and their families, and expanding with growth of new industries. As part of the push to cut electricity costs and diversify supply, the Victorian Government (circa 1930) initiated the conversion from primarily brown coal supply to hydro – electricity. Field investigations during the 1940’s resulted in a new proposal for a scheme that had more than double the capacity of the 1938 scheme. The Kiewa Hydroelectric Scheme became the largest scheme of its kind in the State Of Victoria and the second largest scheme in Australia. The number of personnel involved in the planning and construction of the scheme increased dramatically. During the late 1940’s, most activity centred around the construction of the West Kiewa Power Station, Rocky Valley Reservoir, McKay Creek Power Station and the Bogong Creek Aqueduct.A common thread across all the larger hydro scheme constructions was the need for workers, both qualified and unqualified who came from around the world seeking a new life for themselves and their families. New accommodation and facilities were required for the army of workers engaged in construction in often remote and wild areas. The SEC had a high demand for timber, and set up the first of a number of sawmills at Bogong Creek in 1939 and set up the first hardwood logging in the headwaters of the Kiewa River. In 1940 Field Headquarters for the Kiewa Scheme were established at Bogong with office, workshop facilities and accommodation for workmen, staff and some families constructed. (There had been a 'tent camp' on this site in 1939 but was destroyed by bush fires) Construction of accommodation continued until 1947. A total of 40 houses plus a hostel for single staff, post office, police station, medical centre and primary school all with water and sewerage and electricity supply. The staff hostel was known as Kiewa House and is now occupied by the Education Department. Lake Guy was named after Mr. L.T. Guy who was the Resident Engineer in charge of construction work and associated activities on the Kiewa area. He held this position from 1939 to November 1946 when he was transferred to Head Office. The Bogong Township was developed firstly as an accommodation centre (base camp) for construction workers employed under the Kiewa Hydroelectric Scheme. Due to the influx of European workers into the Township the beautification of the immediate surrounds (gardens etc.) had a distinct European flavour. This environment has been very beneficial for tourism in later years. At the completion of the scheme, in the 1960's, the village was opened to public/tourism use. Strict environmental control has not allowed for any extensive redevelopment in tourist accommodation and basically restricted it to the accommodation initially built for the construction workers. Activities such a bike riding, snow skiing, restricted horse riding and bush walking on the Alpine plains and mountains are now a viable part of the Kiewa Valley Tourist Industry. The State Electricity Commission of Victoria supplied First Aid Kits to its employees and 'ran' an ambulance during the construction of the Kiewa Hydro Electric Scheme (KHES). The KHES was constructed at the upper end of the Kiewa Valley in the Victorian mountains on the Bogong High Plains. This area is remote with difficult terrain requiring people working and enjoying recreational activities to carry a first aid kit in case of emergency. This First Aid kit is light and portable enabling the user to 'fix' minor injuries and wait for access to medical assistance.This portable first aid kit was owned by a local Mt Beauty resident, Allan S. Clarke who was a long term staff employee for the State Electricity Commission of Victoria.First Aid Outfit (Kit), No.20 by "Sanax". The Kiewa Valley has been a farming district from early settlement of white people. This has continued until the present although the nature of farming has varied over the years. Access to information has improved with transport and technology. The journals kept the farmers informed and up to date.These booklets and journals were one of the few sources of information during the 1950s for the isolated farmers of the Kiewa Valley. The Kiewa Hydro Electric Scheme improved both transport and technology during the scheme's construction from the 1940s. A shock of different voltages was delivered to a person using the two metal handles or two heavy soft wire combs (missing but known of) were moved across the skin. Perhaps this was an early TENS Unit. The unit came to the donor's grandfather (Roy F. Leibig - Chief Electrical Inspector of the Brunswick (Melbourne) Electric Supply) for repair and returned to his keeping once it had become obsolete (upgraded by newer machine). Donor often helped his Pa repair electrical equipment.Historical: The Resuscitator or Electric Therapy Unit was used in hospitals, possibly Mental hospitals. Provenance: The donor worked at Mt Beauty in the Kiewa Hydro Electric Scheme with the State Electric Commission of Victoria as an electrician. This shunt is a type of resistor built of copper and designed to carry a current. It was part of the Hydro generator control metering system. It reduces the large current to a small voltage.Historical: This equipment represents a major construction and ongoing operational industry dealing with the supply of hydro electricity to Victoria.Made of copper the shunt has a middle cube with 12 sheets of copper, 5mm apart formed like shelves. On either side of the cube are two shelves coming out from the middle. Both have 2 hollow circles 17.5mm in diameter 25 mm apart in the middle. During WWII there were volunteers all over Australia observing air activity every night. This certificate is one that was presented to the volunteers who manned the observation points. This certificate was presented to Mr Gordon White of Mount Beauty who was one such volunteer on the 20th Sept. 1945.The State Electricity Commission of Victoria were constructing the Kiewa Hydro Electric Scheme during World War 2. Workers lived at Bogong where the SECV supplied a hut for volunteers to observe air traffic during World War II. Mr Gordon White was a volunteer at the time. The Railways exhibit portrayed the century's growth and development of railways in Victoria and their influence on the prosperity of the State. During its 6,000 miles tour, from 1st February to 30th June, the train visited 168 stations and was inspected by 547,978 people. This tester was used between 1950 and 1980's. As part of the Occupation, Health and Safety requirements, equipment used to monitor the performance of electricity producing generators, regularly, hand held testers were used to check the insulation and the "earth" pin were up the the required operational levels. As the generators and their ancillary monitoring equipment was spread over a large area and cumbersome to service small hand held devices were required. These had to always be safe for the user to operate. A selected range of high quality meters were recalibrated every two years in the Meter and Calibration Laboratory at Yarraville(near Melbourne) This meter is very significant to The Kiewa Hydro Electricity Scheme because it was an integral part of maintaining the electricity producing water driven generators of the power stations. The reason why this meter was so essential is that provided the safety check on equipment used to monitor each Hydro Generator that they were complying within the grid network parameters. Grid parameters are set so that if there is an electrical fault on the system, that fault can be attended to with a very small change in the output stability of each generator. It is essential that the voltage of the network remain within the set limits. Generators are at Dartmouth, Mackay, Clover, West Kiewa, Yarrawonga, Cain Curran and three Power Stations in the Thornton area.This hand driven current generator produces 500 volts by winding the handle(on funnel curved side) to keep the voltage constant(one minute per test). The whole body is made from caste aluminium. One of the functions of this meter is to test the isolation resistance of any equipment being tested. This is to see if that equipment is safe to handle(no electrical shocks). The second function is to test the earth pin of any portable electrical equipment. The turn key on one side can direct which function is required(marked insulation or continuity). On the top side(enclosed in a glass fronted marked scale) is a continuity scale(top) and an insulation scale(bottom). This is covered , when not in use by "flip up" lid with manufacturer's details and name of the instrument. Opposite the winder are two screw tight knobs. One marked earth(left side) and one marked line(right side). On the top and next to the glass windowed scales in a post manufacture SEC Vic equipment equipment ID number. This equipment was distributed to State Electricity workers working on the Kiewa Hydro Electric Scheme during the 1940's and 1950's.Historical: S.E.C. workers worked in remote areas where they didn't have easy access to medical facilities. Shows the development of snake bite treatment and spider bites.Cardboard brown box without lid for holding two wooden cylinders. Each cylinder can be pulled apart showing one end with a lancet which is used to cut the skin after a snake or spider bite. Each wooden container has instructions in very small red writing. Also in the box are instructions for Snakebite and Spider Bite. This leaflet is written in red on white paper and has more detail than the instructions on the lancets. Linesmen worked on the SEC power towers erecting the towers and supplying lines. They were also responsible for the maintenance of the lines. Howman's Gap camp was erected in 1948. The proposed dam to be built at this site was postponed in 1954 because of financial restraints imposed by the government at this time. It was to have supplied water for No. 2 Power Station at the Junction of the Pretty Valley and Rocky Valley branches of the East Kiewa River. This power station was not constructed until 2008 - 2010 and now gets it water from McKay Creek Power Station. The site of this camp is now occupied by the Howman's Gap Alpine Centre. Some of the original buildings still remain.
