... changing practises and industry requirements, with Ballarat... and industry requirements, with Ballarat graduates in demand ...Reginald (Reg) WARNOCK (1915-1991) Reginald William Warnock undertook the Commercial Art course during the 1930s. On completion, he worked as a designer at Paton’s Advertising Service, Melbourne. Commercial art subjects between 1915 and 1939 reflected changing practises and industry requirements, with Ballarat graduates in demand. In the 1936 Ballarat School of Mines Annual Report it was stated: "It is my pleasure to report a most successful year in the Technical Art School. I the Annual Poster Competition for Technical Schools, organised by Wiltshires Pty Limited, 16 prized valued at 33 pounds 8 shillings - out of 23 prizes valued at 56 pounds - were won by our students. R.W. Warnock moved from Ballarat to Moonee Ponds towards the end of March, 1937. This item is part of the Federation University Art Collection. Promoted course as "one of the smallest and arguably the best three year programs of its kind in Australia and the South Pacific region." The brochure lists student awards received including Platinum and Gold in the AGFA International Young Designer Contest, 1999; two meritorious awards in The Art Directors Club Student Awards, New York, USA 1999; Graphis New Talent 1999; two Gold in Souther Cross Packaging Awards, 1998. At time of publication, the School of Arts, Visual Arts reportedly had 210 students with majors in Graphic Design/Multimedia, Ceramics/3D, Painting, Drawing, and Multidiscipline. Minors studies included Printmaking, Photography, 3D, 2D, and Graphic Communication. ___ Course aimed to train "independent, flexible thinkers". The course promised to "Promote creativity, originality and imaginative thinking; Develop self-directed learners, displaying initiative in the formation of ideas and the confidence to construct personal responses; Develop appropriate conceptual, technical and professional skills; Develop the student's critical process: ability to undertake research, and to make informed decisions; Clarify thinking, concepts and understanding and deep knowledge, attitudes and skills enabling the designer to respond to community needs." Studio and working environment described as "one open space with working facilities for approximately 75 students across 3 year levels. The area is divided up into work stations where 1st, 2nd and 3rd year students intermix, allowing a natural interaction. These workstations are configurations of six, consisting of two students from each year level. This reinforces the area's ongoing development with an open ethos and cross-level delivery and learning. This maximises the use of information in order for it to be applied throughout all levels of the learning process, whilst allowing a natural mentor arrangment to be developed for all first year students, " "The open ethos approach also encourages students and staff to freely express their opinions in relation to design via cross-level critiques, whilst allowing for a liberal arts approach and structure to the development of the creative process." "Emphasis is placed on experimentation, innovation, expression and the development of the individual's design philosophies, concepts and style." The Beechworth Burke Museum

Elgin Shoes Pty., Ltd., established a branch shoe factory in Beechworth in 1946. Managing director, Mr T Nagle Pitman, selected Beechworth as a suitable location for the factory due to the availability of labour in the town, particularly girls under sixteen years of age. At its peak, the shoe factory employed thirty six women and girls, which also included post-war migrants. After the Second World War, Australia admitted increasing numbers of immigrants in order to fulfil labour requirements for a rapidly inflating demand of consumer goods. These migrants were largely from European Countries in line with the ‘White Australia Policy’. In 1954 Beechworth had 170 migrants from the UK, 102 from Hungary, and 63 from Germany. The factory closed in 1961 as increased centralisation of both populations and industry in the larger nearby towns of Wangaratta and Wodonga lead to the closure of many factories in small towns in the 1960s and 1970s. This photograph is historically significant as it shows the working conditions in a factory primarily staffed by women at some point between the late 1940s and early 1960s. Junction (Lake Guy) Dam is a 'slab and buttress' type wall. A timber frame is built and then filled with concrete. The first batch of concrete was placed in September, 1940. By June, 1941 the buttresses were finished to a height safe from floods and in October of that year a flood of 2,800 cusecs occurred but with only slight damage to the installations. Industrial trouble caused some delays but there was also slow progress on the part of the contractor and the work was taken over by the S.E.C., terminating the contract. The dam was completed in March, 1944. A walkway was made through the dam wall. Lake Guy was named after Mr. L.T. Guy who was the Resident engineer, in charge of construction work and associated activities on the Kiewa Area from 1939 to November 1946Photos of the construction of the Junction Dam detail the harsh conditions faced by construction workers, building dams and villages to accommodate workers in the 1940s to the 1950s. Australia at this period in time, experienced a surge of population (influx of World War II refugees), which was the catalyst for developing and undergoing an enormous hydroelectricity program for the Alpine regions, both in Victoria and New South Wales. This program was initiated to supply electricity to the major southern Australian cities of Adelaide, Melbourne and Sydney. It was thought that these developments would reduce, if not eliminate, the requirement for coal driven power stations. By June, 1941 the buttresses were finished to a height safe from floods and in October of that year a flood of 2,800 cusecs occurred but with only slight damage to the installations. Industrial trouble caused some delays but there was also slow progress on the part of the contractor and the work was taken over by the S.E.C., terminating the contract. The dam was completed in March, 1944. A walkway was made through the dam wall. Lake Guy was named after Mr. L.T. Guy who was the Resident engineer, in charge of construction work and associated activities on the Kiewa Area from 1939 to November 1946.Diversion dams are installed to raise the water level of a body of water to be redirected. The redirected water is used for hydro electric power generation. A diversion tunnel is usually bored through solid rock next to the dam site to bypass the dam construction site. Hacksaw & blade, Early 20th century
This hack saw would have been used to cut metal. The blades were interchangeable according to the requirements of the job. The item could have been used on a farm or in industry. This item is retained as a good example of a tool commonly used in past times.This is a hack saw. It has a metal frame in a D shape with a metal blade on the straight side affixed with screws. The blade is finely serrated. Attached to the metal frame is a wooden handle. This hack saw also has an extra blade attached to the fixed blade with a piece of wire flex. BACKGROUND The Eltham Cemetery is of historic significance to the Eltham area. The Trust was established in 1858 and has administered and maintained the cemetery from that date right up to the present. Among the more noteworthy graves is that of Sir William Irvine, a former State Premier and Chief Justice of Victoria. Eltham Cemetery is surrounded on three sides by urban development. Montsalvat Artists Colony adjoins the remaining (eastern) side. A Joint Select Committee of Parliament called the “Mortuary Industry and Cemeteries Administration Committee" (MICA) enquired into the land requirements at the Eltham Cemetery in 1986. The MICA recommendations contained in its 1986 report are included in the Appendices attached to this report. Although the recommendations have not been adopted by the Government it is interesting to note that the MICA report recommended the use of the bulk of the land for cemetery purpose. In June of 1987, the Cemetery Trust was expanded to include additional members from the Eltham Community by the Minister for Health. At the same time, he instructed the Trust to resolve the land requirement issues. As a result of this Ministerial direction, Tract Consultants has been instructed by the Eltham Cemetery Trust to prepare a report addressing the issues raised in the Minister's letter (see Appendix 1) to the Trust. Principally, the study will examine options available for development of the Cemetery. These options will explore possible boundaries, cemetery design, vegetation, the overall environment, landscaping and financial planning for the Cemetery operations. Appendix 2 details the Cemetery Trusts Terms of Reference for the Study. Before commencing the study in detail, additional basic information was sought; viz: a) sub-soil and rock analysis; and b) feature survey by a Licensed Surveyor. The results from both exercises are included as appendices to this report. Section three includes a summary of the findings along with other analytical results. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. The Australian College of Occupational Medicine outlined the requirement and provided the syllabus of coursework required for Associateship to Ballarat College of Advanced Education. They were concerned that the Graduate Diploma in Occupational Hazard Management did not meet requirements. Box Sewing Kit, pre 1952
This "sewing and darning" box was purchased before 1952 (the date that the Clark Brothers merged with J&P Coats). It was in an era where the production and alteration/modification to any household or personal clothing was carried out by a family member/s. This was at the period where self sufficiency in rural and especially remote areas was a requirement and not just a hobby. Clothing modifications and "hand me downs" was a way of life. The long and tiresome journey from home to millinery shops was a great force to ensure that home sewing was carried out in the majority of residential and farm areas.This sewing box was donated by a pioneer family in the Kiewa Valley. Its significance points to an era before the establishment of the Kiewa Hydro Electricity Scheme and the establishment of the Mount Beauty Township. It was a time when the rural industries of the Kiewa Valley was rich in production of beef, dairy products, tobacco leaf and before the mass of alpine adventurers that tourism sparked. Bucket Ice, circa mid 1900's
... brought both nations closer together and the requirement ...This mid 1900's ice "bucket" was used during the first major "American" (fashion invasion) of merchandise for the "new " social set. This was a form of release, coming after the tight money restrictions during the "Great Depression" and from World War II.This item is an example of the change of direction in regards to household cutlery and crockery which the Australian rural environment slowly progressed through. This progression was due to a closer alliance with the USA after World War II and and increase push in marketing by USA manufacturers of their Australian partners and the closer alliance between the two nations. The American service men and women on recreational leave during the "South Pacific war" front brought both nations closer together and the requirement of American industries to find new markets resulted in "cheaper" mass produced silverware onto the Australian scene, which at that time were mainly sourced from the UK and Europe. This silver plated "ice bucket" with lid and handle has "pot belly" shape. A smaller circumference top, bulging center and smaller bottom. The lower inside shape of the "bucket" allows for a "grate" to be placed 40mm from the bottom (this grate would separate the "solid" ice cubes from the melted ice water). There is a "U" shaped "swiveled" handle with "art deco" type leaves(grape) reinforcing the cross section. There are two bands of "grape leaf" motifs, one smaller one at the top rim and a larger one on the bottom at the point of furthest bulge.At the outside base is the manufacturers logo "K" and encircled in small print are "KNICKERBOCKER MFG CO. Meter Ammeter Recorder, Circa 1950
This testing voltmeter recorder was last certified by SEC Vic laboratories on the 17/4/77. It was used extensively as mobile recorder placed for periods of one month at locations experiencing unacceptable fluctuations of power. These locations would cover the North East regions of Victoria. They cover voltage drops at domestic and business properties especially those that were experiencing regular fluctuations(daily) at approximately the same time of the day. As the electrical network is required to operate within a set level of voltage, fluctuations outside of this has to be investigated and necessary remedial action taken. This is especially so for rural properties where power "drainage" can occur through animal/bird and tree interference. It can also be the result of defective wiring and overloading at peek operational times (milking machines).This mobile voltage recorder is very significant to the Kiewa Valley because it highlights the difficulties that can occur in maintaining a power supply that experiences fluctuating power demands by the rural industries that it supplies. The requirement of a mobile testing apparatus to cover the various sections in the Kiewa Valley and other rural areas in the northeast region is one of necessity as electricity once connected to a rural property is a labour saving supply as generators on rural properties require a higher degree of maintenance an ultimately at a higher cost. The testing of the SEC Vic supplied electricity to rural properties,those who had previously run on generators, had to be quick and unassuming with certainty of correct supply levels.The mechanism of this voltage recorder has been installed(by the manufacturer) into its own protective wooden box. This box has a front (swing open) lockable section which permits direct access to the installed measuring equipment (for servicing and data collection). The top section of the box has two screw on terminals for access to the machine being tested. This tester has its own inbuilt ink supply facilities and a mechanical clockwork device that unwinds a roll of paper onto a second roll at a rate of 10 mm per hour. The recording chart is marked with time slots against voltage. There is a recording arm which has an ink pen at the end. Both arm and pen carry the ink supply from the ink reservoir, located on the left side of the cabinet door in specially constructed bottle holder( three small bottle capacity). To record a suspect power problem to a home or business establishment the voltmeter is connected to a power supply outlet being tested and wind the recording clockwork mechanism (gives a four week running time). Case Volt Meter Recorder, Circa 1950 to 1977

Reel Fishing, Circa 1920's to 1940's
These reels where used by a local family in catching Murray Cod and trout in the Kiewa Rivers and Murray River. This old Pilot side cast fishing reel was made in the late 20's & early 30's They were used in the mid 1950s. Although the original inhabitants (Aborigine tribe) would have used spears for fishing the use of reels and rods by non indigenous fisher persons are also very effective especially if raised in the valley.These items are significant because they demonstrate the harvesting of fish from valley rivers and streams is one of continuation from the first human habitation of this region. The ability to harvest the natural food source of the valley's rivers and streams has come from earlier survival requirement to one of recreational pleasure. The requirement of an accurate ...This item predates the change of Imperial measure (England -1824) to decimal measure (Europe) in Australia (1970 to 1988). This item was manufactured in England as, was the majority of measuring tool and equipment. It was not until the late 1950s that other countries e.g. United States and Europe provided the same type of manufactured tools for the Australian market. World War II, when Australia had to defend its own boarders that the political push for self sufficiency of manufactured goods started local production. Workers in the Kiewa Valley had always relied on the high quality of tools and manufactured goods coming from England. From the middle to late 1950s migration by skilled workers from a war torn Europe provided the source of manpower for the expansion of the manufacturing industries in Australia.The requirement of an accurate measuring tool has always been critical. This item was used at the time when Australia was using the British Imperial measurements. Accurate measurements by carpenters and other trades people for both town and rural needs was just as critical as for the larger cities. The transition period from Imperial to metric was a period of over four years but it still presented those who had used the Imperial measurements for a longer period in their trades with a dual system of measurement for a longer time(usually up to their retirement) Other nations still using Imperial measurements kept the transition from Imperial to metric alive (the UK and USA still uses Imperial measurements in 2012)Retractable metallic wired tape measure within a leather casing. This item clearly shows the conditions covering both working conditions and housing in the construction of the Junction Dam in the 1940s. Working conditions were extreme and health and safety legislation was at its infancy. The residential buildings were intended to last only for the period of construction, however greater demand for longevity as a tourist haven prevailedThis photo of the construction of the Junction Dam, with The Bogong village as backdrop, details the harsh conditions faced by construction workers, building dams and villages to accommodate workers in the 1940s to the 1950s. Australia at this period in time, experienced a surge of population (influx of World War II refugees), which was the catalyst for developing and undergoing an enormous hydroelectricity program for the Alpine regions, both in Victoria and New South Wales. This program was initiated to supply electricity to the major southern Australian cities of Adelaide, Melbourne and Sydney. It was thought that these developments would reduce, if not eliminate, the requirement for coal driven power stations. This item shows the excavation of the side of a railway track using a pneumatic shovel and a rail mounted truck by two workmen. The period covered was well before State Health and Safety requirements, such as helmets, became law. It also details that the workmen were from European heritage as their head coverings were a handkerchief knotted at each corner. This was typical for workmen of this heritage, others used caps or hats or no head covering at all (the macho male look)The photograph of this item was one of many depicting great achievements and opening up the region. A visual link or time capsule of the 1950s rural/mining sectors clashing with the established rural industriesThis photo depicts the time (1950's) and place (Bogong and Mount Beauty) where construction workers had an immense impact, not only on the physical environment but also on the social and economic development of the Victorian Alps region. The fast expansion of smaller settlements brought about increased pressures on the welfare viability of certain subgroups within the region e.g. farming, droving and commerce (caravan hawkers versus static shops). These changes brought about a heightened awareness by both local and State Governments to upgrade not only facilities within the region but also access to the region. This promotional photograph by the Tobacco Growers Association was in response to a 1935 meeting of tobacco growers from Victoria, South Australia and Queensland which produced four major resolutions for the industry covering the remainder of the 1900s. These four resolutions were: (1) Adequate tariff protection (2) Control of pests and diseases (3) Orderly marketing (4) The formation of an advisory council of growers. History has produced the following results. (1) adequate tariff protection was never achieved,(2) control of disease through benzol vapour (CSIRO) breakthrough, was later identified as carcinogenic, (3) orderly marketing was achieved through (4) the establishment of the Tobacco Growers Association(1984). In October 2006, by way of Government buy back of tobacco leases from growers, resulted in the end of Tobacco farming in Australia (after 136 years of planting the first crop). It was also significant that the major tobacco companies such as Philip Morris and The British American Tobacco Australasia advised the industry that it would source its tobacco requirements overseas by 2009.The remnants of the Tobacco Industry can still be viewed throughout the Kiewa Valley and adjacent regions on the former tobacco farms which still have the tobacco drying sheds and now converted into hay sheds. The problems from the large quantities of carcinogenic infused soil of farmlands in the region, still remains a problem now and for future generations. This particular photograph shows the lack of understanding by farmers and the contracted labour, at that time, and is demonstrated by the bare footed farmer walking next to the seed canister. Some workers did use protective "gum" boots but the majority of farm owners were skeptical of city scientists and their carcinogenic concerns, and it was only after the younger generation of farmers , who had attended Agricultural colleges, encompassed the scientific approach to farm management and began working closely with agricultural scientists. The "she'll be right mate" attitude of the earlier farming/rural community has since mid 1970s, been slowly dissipating. Stricter controls of herbicides and pesticides used in agriculture are now in force. In October 2006, by way of Government buy back of tobacco leases from growers, resulted in the end of Tobacco farming in Australia (after 136 years of planting the first crop). It was also significant that the major tobacco companies such as Philip Morris and The British American Tobacco Australasia advised the industry that it would source its tobacco requirements overseas by 2009.This particular photograph shows prospective buyers (from the major processing firms of Philip Morris and British American Tobacco Australasia) inspecting the dried tobacco leaves at the Melbourne sales, before 2009, when they moved to overseas growers.The remnants of the Tobacco Industry can still be viewed throughout the Kiewa Valley and adjacent regions on the former tobacco farms, which still have the former tobacco drying sheds but now converted into hay sheds. The death of the tobacco industry(2006) resulted in the expansion of the dairy , sheep, beef cattle, venison and lama wool producers in the Kiewa Valley and surrounding regions. The problems from the large quantities of carcinogenic infused soil of farmlands in the region, still remains a problem now and for future generations. The tighter restrictions of where the final product can be smoked and the higher tax levied (no tariff protection) was the main contributor to this one time lucrative industry's demise.Coloured photograph pasted onto a thick wood chip backing. "Freight forwarding" is the arranging of the shipping of goods from their point of origin to their final destination. Freight Forwarders worked as an intermediary between companies that needed to ship products and the shipping and transportation firms that could ensure delivery. A key element of "freight forwarding" was the advice and professional handling of documentation and customs requirements provided. Early "freight forwarders" tended to be innkeepers who forwarded on the luggage of their hotel guests. One of the first "freight forwarding" companies was established by Thomas Meadows in 1836 which made it one of the earliest freight companies in Europe. More reliable rail and steamships were beginning to be used to transport goods and this created a demand for the new "freight forwarding" industry. The combination of railroads and steamships became very important in the late 19th and early 20th century. International shipments became common and freight forwarding that could handle their complexity became an integral part of the manufacturing and shipping landscape. Thomas Meadows & Company Ltd moved to offices in Milk Street, London in 1854 (where they remained until 1969 when they moved out of the city to Leytonstone) and continued in the freight business until 1987 when the company was acquired by Rockwell International Freight. The growth of Thomas Meadows & Company Ltd coincided with the growth and development of the colony of Victoria with an increasing need for the transporting of large numbers of people as well as important goods required by the growing colony - furniture, spirits, food, clothing, agricultural implements, household items etc. In the late 1840's only two or three overseas ships a month visited Melbourne but by late 1852 (after gold was discovered) more than a dozen ships arrived each week. By 1939, Thomas Meadows & Co. Ltd. had offices in Canada, U.S.A., New Zealand, France, Belgium and in Flinders Street Melbourne. This poster was sold by "Smarts Authorised Newsagency" in 1988 in Warrnambool - a business that had been owned by Neil and Shirley Smart at 168 Timor Street, Warrnambool since 1976. Previously it had been "Reed's Newsagency and Book Shop" (a local business established by William Reed circa 1912 and known as "William Reed Bookseller and Stationer"). The original owners, Reed's Newsagency and Bookshop were operating the shop in 1939 which suggests the poster may have been on display (for the information of their customers) in their shop at that time. This poster is significant through its association with Thomas Meadows and Co. Ltd. who is considered to be the founder of the "freight forwarding" industry in the early 19th century. It is an example of advertising used by shipping agents in the mid-19th to early 20th centuries. Its information includes the addresses of the firm's different offices in the U.K. and abroad, ships, shipping lines and ports used and the timetable the vessels were likely to follow. It is also significant through its association with a well known and long standing local Warrnambool business.A 1939 Timetable of "Australian Sailings" produced by the shipping agents Thomas Meadows and Co Ltd. It lists all their ships (plus dates and ports) sailing from the UK to Australia as well as the addresses of their offices in other cities in the U.K., Canada, U.S.A., Australia, New Zealand, France and Belgium. It has three vertical columns depicting (from left to right) January to June sailings, a simple 1939 calendar and their July to December 1939 sailings. The poster is attached on the top and bottom to two thin black metal strips. The top strip has a metal ring with a hole.
