By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art, and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. Dickson was a farmer’s son but became a draper and while he was unsuccessful on the Bendigo diggings and then returned to Melbourne where he met Cramond and soon after they opened a store on Lonsdale Street. They opened their business in Warrnambool in 1855 as a general store with groceries, drapery and ironmongery. Both partners were involved with the community and James Dickson was an original director of the Warrnambool Woollen Mill 1909 and the Warrnambool Cheese and Butter Factory. He also served on the committee of management of Warrnambool Base Hospital. This case was a wedding gift from James Dickson Jnr to his wife Mary Glass Cramond on the occasion of their wedding. This item has significance on a number of levels. It belonged to a member of one of Warrnambool’s earliest pioneering families and it marks the occasion when the two families of Cramond and Dickson were linked through the marriage of James Dickson jnr and Mary Glass Cramond. The firm played a significant part in the development of the city and traded for nearly 150 years. It therefore has social significance to Warrnambool. The item is well provenance with the case initialed and items within the case monogrammed. The case and its items are aesthetically quite beautiful as well as being typical of travelling or dressing cases of the more well to do, of the time. Mappin & Webb were manufacturers of some standing with the Mappin name appearing in manufacturing as early as 1775.The company has held a royal warrant as silversmiths since 1897 to the present day and as crown jeweler since 2012. Throughout this time, they have manufactured quality items for the luxury market. It provides an insight into the way ladies travelled and the items which they considered essential. This consists of a black leather with leather handle attached with brass fittings. Middle opening with side pocket on one side with metal catches. Inside has removable sections for holding the numerous containers and items belonging to the case. Interior of the case is dark blue satin. JAMES JOSEPH HIGGINS, was born in Dublin in 1821 and, at age twenty, emigrated via Liverpool in 1841 with his wife Ellen and baby daughter Margarete, on board the 'Intrinsic'. They lived in Little Lonsdale Street, Melbourne, for some years, where their son James John Clarke Higgins was born in 1850. JAMES JOHN CLARKE HIGGINS moved to Brighton East when he married Ruth Simmonds in 1873. The couple lived on Jasper Rd near the corner of Centre Rd for the rest of their lives, and produced eight children HERBERT JOHN HIGGINS was the sixth child born in 1886, to James John Clarke Higgins and Ruth Simmonds, and grew up in Centre Rd, Brighton East, now Bentleigh. He was renting and working a property on Jasper Rd from the time he was married in 1913 to Victoria Matilda Long, daughter of Charles John Long and Annie Matilda Allnutt. Herbert John bought his property on Jasper Rd in 1921. [Metropolitan Board of works plan 3220, Municipality of Moorabbin, shows that in 1928, Higgins Rd was planned (and probably built soon after). Herbert was a dairyman and market gardener. He bred and milked cows and sold milk, cream, butter and eggs to the locals. He supplied hay/corn to be made into chaff to J L Smith’s produce store. He also leased land from other farmers in the area and helped work their land. c1950 he sold the property in lots, some privately, others to the Municipality. Some lots became part of Hodgson Reserve, Higgins Road, Bentleigh, and another lot, the Bentleigh Bowling Club. Herbert and Victoria, known as Queenie, had five children between 1914 and 1928. The youngest Dorothy, who remembered sitting in this pram and later using it to carry papers, wood, vegetable etc., lived on the property in Jasper Road until her passing in 2016. Principal Frank Lord gave an ANZAC Day address called "Live Every Day as an Anzac Day". The address started with "Our opportunity is with the children. If we failed i nthe past, lest us begin again now. You are young, and let it be your resolve to live every day as an Anzac Day, and achieve some of the things for which the men of two wars have laid down their lives. Living your days with an air of kindness and decency, you will set an example to the children, and when a country's children are made happier and finer, it will follow that the county will be a happier and finer place." Mt Lord referred to theseven and a half months' occupation of Gallipoli, and the tenacious clinging by Anzac troops to their square mile of territory. Illness, disease and death came to the confined area, but there also came a spirit of self-sacrifice and charity, and a courage whoich scorrned death and won for the Australian troops world renown. Strong men broke under the conditions, but their comrades carried them on, and the prevailing spirit among men was that the had dedicated ther lives to ensuring a decent society at home, free of tyranny. For the achievement of this, they were prepared to die. It became characteristic that when things were at their worst, men were at their best. Discipline did not come from above on Gallipoli, for the men stuck their own standards of discipline, and stuck to them. ... After the 1914-18 war, it was surprising to find head teachers who did not know children of deceased and disabled soldiers in their schools. All teachers should acquaint themselves with this knowledge, and seek assistance from children who are eligible for help from the Repatriation Department. For those pupils who do not come withing the scope of Repatriation, teachers might secure the required help from the Teachers; R.S.L. sub-branch, the Carry-on Club, for from Government Scholarships. Charles Gallacher Snr was a Methodist minister, ordained in 1929, 1969 retired and died in 1970. He was the father of the Rev. Dr Robert Gallacher, and the grandfather of the Rev. Charles Gallacher who is minister at Queenscliff-Point Lonsdale (2017). Dr Robert Gallacher was ordained in 1962, with placements in Dunolly, Boort, Malvern, Glen Waverley, Geelong City, Bellarine, and retired in October 1998.B&W photograph. In 1909 Louisa Morton had a cottage built at Points Lonsdale and named it 'Dorrington', surname of her Welsh Grandmother. During previous holidays the family stayed at the 'Terminus'. WINLATON 1956 - 1993 • Established in 1951 with the name “Winlaton” the property was a children’s home run by the Mission of St James & St John. • By 1953 it was acquired and ran as a state facility under the same name (Winlaton), for female offenders and for girls under protection orders - otherwise known as ‘wards of the state’. • By the time of its closure in 1993, it was operating under the name “Nunawading Youth Residential Centre”, housing both males and females. WINLATON YOUTH TRAINING CENTRE By 1956, the state had constructed a purpose-built facility at Winlaton which would cater for both girls, and young women, who were under either a protection order/ward or who were female juvenile offenders. Some of the juvenile offenders were transferred to Winlaton from other facilities such as Turana, originally called the Royal Park Depot, due to overcrowding, or from convents. With the new facilities Winlaton, supposedly, could offer a separate training, education and treatment regime for those girls or young women who had been admitted under protection orders separately to those who had been committed under a custodial order. With this focus on training and rehabilitation the facility had 3 residential sections, or cottages. A Winlaton “trainee”, showing signs of good behaviour and progress, could be promoted up through any of the 3 cottages and likewise demoted down with bad behaviour. However, by 1957 one of the 3 cottages at Winlaton housed sentenced offenders and wards of state together. A 4th hostel – named ‘Leawarra’ - was added in 1959 which functioned as a reward, or privilege, for residents deemed worthy. Of note, this hostel kept offenders segregated from wards of the state. Juvenile offenders were termed as “trainees” through the Social Welfare Act 1960. By 1985 Winlaton was restricted to only providing programs for young offenders. Photo of the stationary bus at a temporary terminus outside the State Library in Swanston Street, bound for Elsternwick. Buses replaced trams on this route between late 1925 and early 1926 during the conversion of the cable line to electric traction. Note the centre tramway overhead pole behind the bus that was installed in 1924 to permit Coburg and Preston trams to reach Lonsdale Street. A number of crew are featured in the photo. The Police Court was established at Melbourne, Port Phillip in October 1836 soon after Captain William Lonsdale arrived with instructions from Governor Sir Richard Bourke in Sydney to set up an arm of the Government of the Colony of New South Wales. Hearings began in the Police Court at Geelong soon after Captain Foster Fyans took up his appointment as Police Magistrate late in 1837. The earliest court records provide evidence of the wide range of cases heard and show impersonal terms the social problems and attitudes among the early settlers of Port Phillip. Study of the court records shows that the majority of charges were `drunk and disorderly: Charges of absconding or refusal to work on the part of assigned convicts or indentured free servants are also very numerous and were dealt with under the Masters and Servants Act. The penalties imposed reflect the values of the time when people were expected to `know their place' and to behave accordingly. In many of the cases a charitable and benevolent justice was administered. In others the judgements seem harsh to us. As far as the verdicts were concerned, all were equal before the law. Sentences usually varied for those found guilty of similar offences according to whether they were convict or free servants, city and country property owners or agents, or aborigines. The court findings were factual and fair, but the penalties varied with the offender. People who could afford to pay fines were very few, so that other penalties had to be imposed. Cases recorded in this document were by several Clerks of Court and those reproduced here are selected for their intrinsic interest.
