An article from the Bulletin including the text an address by Legatee Kem Kemsley at a Legacy event on 27 September 1983. He discusses the beginnings of Legacy. He relates the approach made to Sir John Monash to be the first president. It was via Legatee Frank Meldrum who was playing tennis with Monash's son-in-law. It shows the nature of relations between high ranking ex servicemen. Monash suggested Colonel Harold Cohen. Initially Legacy was founded with 'one person from each profession or business who will represent that profession until such time as the Club has established itself on a wider basis.' For example there were 'two solicitors - Downing and Armstrong, Meldrum as dentist, George Worboys as plumber, Dr Gardener as the eye specialist, Doolan and Goodchild as Surveyors, Fred Wickham of the Premier's department who was regarded as very important, Baker from Myer's Emporium, Joynt from the printing world and Blackett the architect.' He also mentions a Police Strike and General Monash set up a special constabulary force. Cohen, Kemsley and many of the early legatees answered the call to help keep peace. By December 1923 there were 54 members of the new Legacy club. The name was under consideration as the Tasmanian club was called Remembrance Club. Pip Powell nominated the name of Legacy to be submitted for consideration, but it was Frank Selleck who moved the formal resolution. By the end of 1924 initial objectives were met. A picnic with widows and children was held at Heidelberg and then Beaumaris, (limited by the few legatees who had motorcars at the time). Following thoses successes Frank Doolan posed the question 'what does Legacy really mean?' and focus changed toward widows and children. Legatee Savige had a property at Balnarring and the first camps were started. For boys there was a Lacrosse team and football team. Also swimming classes and literary and debating classes, which were hoped to be interesting and develop their minds along the proper form of citizenship. An article from the Bulletin including the text an address by Legatee Kem Kemsley at a Legacy event on 4 October 1977. He discusses the beginnings of Legacy. He starts with Legatee Savige's tip to Hobart and Sir John Gellibrand's Remembrance Club. Then a meeting of the 24th Battalion at Phair's Hotel in 1923 and the men there agreeing to start a similar club, he mentions Sandy Lowe as a member at the meeting in 1977 that was at the initial meeting in 1923. He also mentions other at that initial meeting were Savige, Frank Selleck, Ted Pittard, Bob Irving, and 'Babe' Norman. He relates the approach made to Sir John Monash to be the first president. It was when Savige was in Frank Meldrum's dentist chair that the plan was hatched for Meldrum, (who was playing tennis with Monash's son-in-law, Gershon Bennett), to approach Monash to be president. Citing some slightly different dates to those in a later speech about the start of Legacy (at 02029) he says it was July 1926 that they met with widows and a couple of weeks later 142 boys were to attend Anzac House for a Literary and Debating class. Ballarat and Geelong had formed clubs by 1925 and Legatee Hilmer Smith was transferred with his work to Sydney and started a Legacy Club there in 1926. The first Conference was held in November 1926. The first Government House Christmas party for children was held in 1926, when the Governor General of Australia was still residing there. His final words were about his war experiences and relates a speech made by Legatee Brian Armstrong on 28th February 1961 (02502) that also spoke of the area around the Pozieres Windmill that was part of the battle of the Somme in July/August 1916, where so many of the early legatees fought.. An article from The Age about the death of Sir Alfred (Kem) Kemsley in 1987. It mentions that is was a loss of one of Melbourne's 'great characters'. Between the wars he served as secretary to the Melbourne Metropolitan Town Planning Commission and as secretary to the Liquor Trades Defence Union. In 1934 he became general manager of 3UZ. In world war 2 he was appointed director of the organsation of The Australian Army with the rank of Colonel. After the war he was one of those who founded the advertising agency United Service Publicity (later USP-Needham). He served as chairman and long remained director. Sir Kemsley was one of the earliest supporters of the Shrine and was instrumental in its construction. He was a shrine trustee and governor of the Corps of Commissionaires. An early and long serving member of Legacy. His many honours included KBE (1980), CMG (1973), CBE (1960), and ED. He was survived by a wife, son Liston, and daughter Jean by a previous marriage. A detailed first hand account of the early history of Legacy. A document that was part of a folder about the running of the President's Fund that was created in 1932 "to help temporarily embarrassed Melbourne Legatees" towards the end of The Great Depression. The document summarises the history of a fund that allowed President's to make discretionary payments to worthy causes without need to have it approved. It was written by Legatee Kemsley, a long standing legatee. The second page of the letter was located and added later which shows he wrote it in 1985 (02728). The fund was credited to the late Legatee Walter Berry of the domestic and building supplies firm, Henry Berry and Co. from his late father's estate. This one page document seems incomplete as it doesn't fully explain the fund's creation. From other documents it is shown the Howard and Georgina Berry Trust made annual donations of up to £1,000 to Legacy for use in the Fund. See also item 01527 for another summary of the fund's history. A document dated February 1985 was written by Legatee Kemsley about the President's Fund that was established in 1933 with funds donated from the estate of Walter Berry in the name of his Company. Also included a document dated February 1985 written by Legatee Kemsley about the President's Fund that was established in 1933 with funds donated from the estate of Walter Berry in the name of his Company. The Howard and Georgina Berry Fund was to be used by the President to assist a legatee in financial difficulties. Legatee Kemsley was almost 90 and was passing on his knowledge of the history of the fund and its uses. He had served with Walter Berry in France when he was a personal assistant to General Monash. A photo of the official party at the planting of the Olive Tree of Peace in the Western Lawn of the Shrine of Remembrance in 1973. Although the back of the photo says "Planting of Lone Pine tree" it is believed that it is wrong and this photo belongs with the Olive Tree of Peace photos (see 00478 and 00479). 1973 was the Golden Jubilee year of Legacy. The names on the front of the photo mentions Sir Edmund Herring who was Lieutenant General of Victoria for 27 years, which is deputy to the Governor, so he was probably acting on behalf of the Governor at the ceremony. Herring was a renowned Australian senior officer in World War II. In September 1942 he became commander of New Guinea Force. He also served in World War I, earning the Distinguished Service Order and the Military Cross. An article from the Melbourne Legacy Bulletin on the death of Legatee Alfred Newcombe (Kem.) Kemsley, a long serving Legatee. The Bulletin published articles on Legatees when they passed away. The article includes the words of Legacy President Bruce Wilson at the service at Brighton Town Hall and Legatee Ken Clark's address. Also the Eulogy from Wing Commander Peter Isaccson. He enlisted in March 1915 in the AIF as Private Kemsley and sailed for Egypt. By the end of his war service in 1919 he was Staff Captain, Australian Corps HQ. In the second World War he began his service as a Staff Captain DADOS 4th division. In 1942 Lt Colonel AAOC and in 1943 he was promoted to Colonel as business advisor to the Minister for the Army. He joined Legacy in December 1923."His life is the history of Legacy. He served as an advisor to countless Legacy widows and children, and took a dominant leadership role in all Legacy activities." An article in the Sun about the donation of the Changi violin to Legacy in 1982. It mentions that the violin was thrown over the fence at Changi prison and Mr Roy Arnel played it for the 3 and half years he was in Changi. When the war ended he went around the camp getting concert party members and friends to sign it. He died in January 1982 and his wife Netta contacted Legacy who had it restored by Roger Lewis. He said many of the parts were not original but had been made for it in prison. The notation H35 in red pen shows that it was part of the archive project that was trying to capture the history of Legacy. The text of the letter to President E J Larkin says: Dear Ed, I attach a press cutting which is self explanatory except that the violin has been given to me on behalf of Legacy by one of many widows - Mrs Arnel. I have discussed with 'Kem' Kemsley and others what we should do with this interesting relic. Kem has endorsed my fear that if it is sent to Canberra no-one will ever see it. The prospective War Museum in Victoria will not be ready for some years and could not handle it. I suggest that is be displayed 'pro?' at Legacy House until it could be passed to the Victorian War Museum. Both Mrs Arnel and Kem agree with this suggestion. I should be glad to make a display cabinet if Legacy agrees to the above suggestion. I shall be glad if you will return the cutting to me in due course. A reprint from a Legacy Newsletter on 26/2/1974 about a reunion of Intermediate Legacy Club. It was a mix of Melbourne ILC and Geelong ILC members. Some Legatees attended as well, including Frank Doolan who spoke, plus Kem Kemsley and Jim Gillespie. Intermediate Legatee Jim McGregor was one of Stan Savige's first Junior Legatee Contact, and was very close to L/ Savige. It was one of the last meetings of the ILC as it ceased operations in 1974. The residue of funds held by the club were transferred to the Sir Stanley Savige Memorial Trust No 2. Background: The ILC was formed in 1929. The idea of the club sprang from those boys who had outgrown the Junior Legacy Club. In the early days it fielded a lacrosse team and it was this that mainly held the members together. Enthusiasm wained after a few years as it lacked a solid objective. The answer came from one of its members and in 1938 they founded the Don Esses Club. This was a club for the children of incapacitated ex-servicemen which met every Thursday night at 7.30 run by the ILC members. The name came from the signallers' code Disabled Servicemen's Sons. During the second world war 80% of the members of the ILC enlisted in the services. Leaving only 8 members that could not join due to ill health or reserved occupations. They continued the Don Esses and whatever aid they could to Legacy. ILC members had always helped Legacy where possible including being camp leaders or camp staff, with the annual demonstrations, and coffee stalls at the ANZAC dawn service. Post second world war some ILC members were nominated into Legacy, others drifted away in civil occupations. It was found difficult to recruit new blood into the ILC and eventually membership waned when the boys from the Don Esses clubs found other youth activities to join. The ILC ceased to meet regularly in the mid fifties. However a strong comradeship still existed between members and they would meet in one anothers homes. Members were always ready to help the senior Legacy Club in any way in their power and still helped at Christmas parties and summer camps. ILC was a service rendering organisation and was self governing. Non-sectarian and non-political, the members were ex-junior legatees over 18 years of age. After serving in World War 2 members were eligible to become members of Legacy. Was in a folder of material collated about the ILC by an early archive committee. A letter written by Norm Smith and addressed to Kem Kemsley on 21 July 1975. It outlines recollections compiled by Norm Smith about the Intermediate Legacy Club (ILC) and individual members. His letter mentions 'Looking back over those years, recalling old time, old faces and places, we as Junior Legatees have a lot to be thankful for and I, for one, have always been exceedingly grateful to you, and those like you in legacy, who helped us so much.' Graham Billiet's letter dated 23 Mar 1974, mentions taking Frank Doolan to the reunion in 1974. Graham felt the ILC was winding down and was only running on half steam. He gives ILC members' addresses. Norm Smith's letter includes: Ted Kennedy, was the first president of the ILC, he was 'tall rangy lad with fiery red hair' who worked for United Distillers Ltd for 40 years (mostly in Brisbane where he joined Brisbane Legacy). Had been a keen junior legatee and taken part in Literary and Debating group and the Dramatic group where he met his future wife, Florence Pittard - which was the first marriage between junior legatees. He had been a naval cadet in the 1928 compulsory training and later joined the CMF where he was closely associated with L/ Stan Savige. He rose to rank of Major in AIF. Jack and Tom Kennedy, his brothers were in the Lacrosse team and his sister Molly in the JLC for years. G Billiet, a first nighter, very well known to legatees of the time. Bill Johnston, a studious type, went to MHS and university, became a Solicitor. Served in the RAAF as a Flight Lieut. Frank Corrie, prominent Junior Legatee in the Literary and Debating group, a fitter and turner by trade, was on JLC cricket and lacrosse teams, joined the AIF. Fred Hollingsworth, a motor mechanic, he joined CIG. He joined the AIF and served in the Middle East, and was one of the Rats of Tobruk as a sergeant. Bert Hollingsworth (brother of Fred) also in AIF and rank of Lieut. Is a past president of ILC. Bert Wood, a past president, worked for Victorian Railways, moved to Coolangatta. Dan Fitzgerald, active in the Drama group of JLC, worked as an announcer at the ABC. Alan Davidson, keen gymnast - particularly wrestling, helped with Alan Beattie (instructor of boys classes). Roy Davidson (brother of Alan) joined the AIF, afterwards joined M&MTB as a driver, married a Junior Legacy girl. Their younger brother Arthur was also in the lacrosse team. Roy Gilbert, keen junior legatee took part in Literary and Debating group and the Dramatic group and lacrosse team. Worked for Vacuum Oil Co., a past president of ILC and also married a Junior Legatee, Miss Lil Edmunds. Served in the AIF and was a Lieutenant in the Middle East. 'Jimmy' MacGregor, a colourful and handsome Junior Legatee, born in Collingwood, was one of L/ Stan Savige original contacts. Keen JLC gymnast and member of the football team. Worked at the Ret. Soldiers Woollen Mills in Geelong and was in the Geelong ILC. Frank 'Happy' Holliday, was in the lacrosse team, foundation member of ILC and past president. Served with the RAAF as an air frame fitter. Worked for L/ Con Fahle in the printing workshop for 40 years. Howard Auterey, joined the RAAF during the war and returned work for the State Saving bank before retiring in Warrnambool. Norman Smith, was working as an apprentice with M&MTB, took interest in Literary and Debating group and was in the lacrosse team. Was ILC president in 1946. Enliseted in the RAAF as airframe fitter. Retired from M&MTB after serving 50 years, married for 40 years to a daughter of an original Anzac who has also been an active member of the Ladies ILC for many years. Background: The ILC was formed in 1929. The idea of the club sprang from those boys who had outgrown the Junior Legacy Club. In the early days it fielded a lacrosse team and it was this that mainly held the members together (formed under guidance of L/ Jimmy Downing). Enthusiasm wained after a few years as it lacked a solid objective. The answer came from one of its members and in 1938 they founded the Don Esses Club. This was a club for the children of incapacitated ex-servicemen which met every Thursday night at 7.30 run by the ILC members. The name came from the signallers' code Disabled Servicemen's Sons. During the second world war 80% of the members of the ILC enlisted in the services. Leaving only 8 members that could not join due to ill health or reserved occupations. They continued the Don Esses and whatever aid they could to Legacy. ILC members had always helped Legacy where possible including being camp leaders or camp staff, with the annual demonstrations, and coffee stalls at the ANZAC dawn service. Post second world war some ILC members were nominated into Legacy, others drifted away in civil occupations. It was found difficult to recruit new blood into the ILC and eventually membership waned when the boys from the Don Esses clubs found other youth activities to join. The ILC ceased to meet regularly in the mid fifties. However a strong comradeship still existed between members and they would meet in one anothers homes. Members were always ready to help the senior Legacy Club in any way in their power and still helped at Christmas parties and summer camps. ILC was a service rendering organisation and was self governing. Non-sectarian and non-political, the members were ex-junior legatees over 18 years of age. After serving in World War 2 members were eligible to become members of Legacy. Was in a folder of material collated about the ILC by an early archive committee. A record of a Junior Legatee recording what he knew about ILC members and their life outside of Legacy in response to a request from L/ Kem Kemsley.
