On 21 March 1923, in the presence of 10,000 people, on the City Beach Oval, Sandringham was declared a City by the Earl of Stradbroke. Sandringham was originally part of the Shire of Moorabbin. On 28 February 1917, Sandringham was severed from Moorabbin and incorporated as the Borough of Sandringham. The photo shows the opening ceremony of Henham Township by Lord Stradbroke (the man on the right of the structure). A strip of land 2 kilometres long and half a kilometre wide had been approved as suitable for subdivision into 591 quarter acre blocks valued at 30-35 pounds each. Unfortunately it turned out to be a "fizzer". One of the toll bags used to collect tolls on the Great Ocean Road. First "Toll Gate" at Sunnymeade Estate as the road went through land owned by Mr C J Lane. Toll gates followed at "Stradbroke Point",later changed to "Stradbroke Knoll" named after the Govenor of Victoria, Lord Stradbroke, Grassy Creek and "The Springs". Mr W D McKay first toll keeper, then Mr & Mrs Wright. Toll commenced circa 1925 and ended 2nd October 1936. Cars were charged at 2/6 for car and driver and 1/- for each passenger. Motor cycles 2/-. Brown leather bag, with adjustable shoulder strap for carrying. Kew War Memorial is a fine example of a classical style war memorial design. Built in granite and marble as a circular temple supported on ionic columns, its design takes advantage of the centrally-located site and allows a clear view of all faces of the memorial. It honours 917 local residents who served in World War One. Kew Municipal Council appointed a sub-committee in June 1919 to consider a suitable war memorial to commemorate soldiers from the district. In August 1920 the land in front of the Post Office was transferred to the Council for the purpose. A competition for the design of the Memorial offered prizes of offered were £50, £15 and £10. The estimated cost was not to be more than £3500 F. Bruce Kemp won first prize, but Council later rejected the design constructing the Memorial to the original design of former Kew Council Mayor and notable Melbourne architect Harry W. Tompkins. The War Memorial was unveiled by His Excellency the Governor of Victoria, Lord Stradbroke on 30 August 1925 in front of 5,000 people. The Victoria Education Gazette and Teachers' Aid was published for Victoria's teachers and was sent to all school on the state. In 1920 The Ballarat School of Mines had donated 136 pounds 14 shillings and 10 pence to the Victorian Education Department's War Relief Account, and the Ballarat Junior Technical School had donated 10 pounds 6 shillings and 10 pence.Ten black hard covered volumes with red tape spine, covering 1921 to 1930.
