In 1980 M.B.John was Council President. In 1980 the School of Arts moved into their new building, 1870 Founders Hall was financed - at a cost of $800,000 - from the proceeds of the SMB Centenary Appeal, and was completed late in 1980. Extensive work was carried out on the Student Residences and the former Education Department Hostel in Victorian Street. The amphitheatre adjacent to the eastern side of the Education Buildings was constructed, together with the nearby disabled ramp. Negotiations with the Shire of Buninyong were continued for access to the campus from the Green Hill Road. Following the creation by Act of Parliament in 1978 of the Victorian Post-Secondary Education Commission (VPSEC) amendments to the same Act early in 1980 made provision for the repeal of the VIC and SCV Acts. From mid-December 1980 these latter two bodies ceased to exist when the provisions for repeal of their Acts were proclaimed. The Victorian Institute of Colleges had been set up in 1965 to aid in the co-ordination and development of a number of non-university tertiary institutions that affiliated with it from 1965 on to become Colleges of Advanced Education. In taking up this role which had been spelt out in 1964 by the martin Committee, the VIC broke new ground in a whole range of operations. It became responsible for the physical development of new building programmes and new campuses from many of its colleges, for the procurement of operating funds from the Commonwealth, for the accreditation of new courses of study, for the first non-university degrees to be awarded in Australia and so on. The Former Ballarat Institute of Advanced Education (the tertiary division of the School of Mines) was affiliated with the VIC from the outset and its progress towards a new status, rapid growth and vastly improved physical resources was closely linked to and dependent upon the efforts of the VIC. The similar co-ordinating authority - The State College of Victoria - was established in 1973 to similarly foster the autonomous development of the former teachers colleges. its early work was highly influential in the transition of the Ballarat Teachers' College into the State College of Victoria at Ballarat. On the merging of the BIAE and the SCVB in 1976, the new college continued under the co-ordination of the Victorian Institute of Colleges. The major contribution made to the progress and stature of became the Ballarat College of advanced Education by both the VIC and SCV, and their Councils and officers, over the formative years of rapid change and evolution is acknowledged and recorded with appreciation. Such efforts by the two central authorities have markedly assisted in bringing the College to the present point where its accumulated experiences and traditions provide a sound basis on which it can confidently and responsibly exercise the greater autonomy gradually passing it. This is a souvenir of a ‘Back To’ celebration in Warrnambool in 1934. There had been a large-scale ‘Back To’ in Warrnambool in 1930, perhaps prompted by the growing interest in the history of the town ( this was evidenced in many country towns in Victoria at the time) and the need to gather together the remaining older local people as those regarded as pioneers of the district were fast dying out. In 1934 the State of Victoria was celebrating the centenary of the first permanent white settlement at Portland and many other places besides Melbourne took this opportunity to have a reunion of past and present citizens. Also Warrnambool had at the time two men very interested in the history of the settlement – Henri Worland and Patrick O’Grady and the first Warrnambool Historical Society was established the following year with Worland and O’Grady prominent in its establishment and Martin Carter on the first committee as well. Martin Carter, whose name appears on this envelope was the organizer of the 1934 reunion. The Carter family had long been established in Warrnambool as saddlers and Martin Carter was a Warrnambool Councillor from 1917 to 1925 and Mayor during three of those years. No information is available on the ‘Miss Adams ‘ in the address but ‘ R. F. Kennedy & Co.’ refers to the well-known pharmacy business in Timor Street Warrnambool.This envelope is of interest as a souvenir of a ‘Back To’ in Warrnambool in 1934. This is a small envelope with most of the back flap missing. The inside of the envelope has a blue lining. The envelope has a franked green Australian stamp and a Warrnambool Post Office stamp. A handwritten address is on the right side of the envelope. On the left side is a printed poster/advertisement in blue, black and grey colouring. This document reveals the way in which Mission to Seafarers grew in response to demand. With increased shipping to Australia for all purposes, the need for the then existing Mission to grow to be conveniently located and to accommodate seafarers became increasingly evident. This document also shows the formal nature of documents and petitions in the 1890s and documents the names of twenty-two contemporaneous ships and their respective captains. The Anna, Dharwar and Mermerus arrived in port at the end of July 1897. The Carmanina arrived on the 21 October 1897. The Loch Katrine, at the end of the list, arrived on 5 November 1897. The letter was published in the Argus, 22 December 1897: "APPEAL FOR SEAMEN. TO THE EDITOR OF THE ARGUS. Sir, I beg that in the interests of the Victorian Seamen's Mission you will be kind enough to publish the appended testimony of the ship masters who for many years have been trading to this port, and therefore have had many opportunities of judging the effects of his work. The mission has much need of monetary assistance, and, should any of your numenous leaders deem it worthy of support, the committee would feel most grateful for any help that may be given in this direction. It has been the pleasure of the committee as far as possible to supply the crews of all outward bound steamers and sailing vessels with literature for their use on the voyage. My former appeals through your columns for leading matter have always been liberally responded to, and I trust that should any of our booksellers have any surplus stock of periodicals, religious and secular, illustrated or otherwise, at the end of the year, they will kindly remember the Victorian Seamen's Mission and the sailors. Private individuals also who may have stacks of literature by them, if they would kindly send some to the Seamen's Institute, Beach street, Port Melbourne, would cause the cheering of many a dark and lonely hour in the seamen's life. From 900 to 1.200 parcels have hitherto been given to the sailors and firemen annually by this mission, and we should be extremely grateful to those who would place us in a position to continue such donations in the future. At almost every other seaport in the world such institutions are being provided for seamen, and we are satisfied from our opinion of the Melbourne public that the matter needs only to be prominently brought under their notice to be accomplished. We are confident that the good work of the mission is being hampered by its not having such a place near the shipping at the Melbourne wharves. Our crews are at present placed at a great dis advantage through not having an institute more convenient to the scene of their labours than that at Port Melbourne, which, on a very wet or a very hot, is not easily reached. If a site could be obtained immediately above the Gasworks but on the other side of Flinders street extension, that is to say, on the lower part of the land on which the Harbour Trust offices are built, it would be most convenient for the shipping on both the north and south side of the river. The need for a new facility was a result of changes in shipping and the use of the Melbourne ports in the 1890's and this document supported the pressure on the Harbour offices to finally release land for an appropriate building in the early 20th C.Mounted hand-written petition to the Executive Committee of the Victorian Seaman's Mission Melbourne. The letter petitions the Executive Committee to create a facility on the wharves, "where sailors of every grade could profitably and pleasantly spend their evenings." This portion of the letter takes up three quarters of the document. The remainder has two lists, one of twelve captain's signatures and the other of the names of their ships. William James Capewell, Butcher and Ernest James Andrew, News Agent and both of Eltham and George Harrison were the original Trustees appointed in the Declaration of Trust dated 5 August 1922. George Birchall replaced George Harrison 6 August 1925 but after being absent from the State for more than two years and William James Capewell and Ernest James Andrew desirous of being discharged as Trustees, under the power of appointing new Trustees vested in the Committee, the Committee resolved on 14 November 1935 that Albert Henry Charles Price, Cecil Martin and Albert John Fahle should be Trustees in place of George Birchall, Ernest James Andrew and William James Capewell however the said resolution was never carried into effect and the said writing was never completed. Subsequently in 1940 Albert Henry Charles Price, Cecil Martin and Albert John Fahle each resigned in writing as Trustees even though never appointed and so the Committee appointed John Neville Burgoyne, William Hickey and David Andrew Lyon as Trustees in place of William James Capewell, Ernest James Andrew and George Birchall. Originally purchased in 1856 from Thomas Roberts, Yeoman of Little Eltham, for £10 for use by the Wesleyan Chapel, represented by indentured Trustees, Rev. It became the location of the Eltham Rechabite Hall. In 1893 a new hall was built and further enlarged in 1919. At the commencement of 1922, the property was purchased from the Independent Order of Rechabites with publicly subscribed funds and a new hall built at a cost of £750 and improved road access constructed to reduce the grade, running from Dudley Street to Henry Street. This hall was eventually replaced with the new Shire Offices and Hall built on the corner of Arthur Street and Main Road, which was opened in 1941. In Retrospect In mid 1952, a distinguished man arrived in Bendigo and interested several citizens, including Dr. P Goodman, the President of the Musical Advancement Society, in the formation of a Company for the production of Musical Comedy. The meeting was called at the home of Mr Fred Bush, and a group of enthusiasts made the acquaintance of Mr Norman Lee, our producer and sequently the M.A.S. and several leading citizens, sponsored the first production, by subscribing funds for initial expenses. From such humble beginning, our present Society originated. Mr Cyril Cyril Warne was appointed Musical Director, Mrs Phyllis House, Pianist, and Miss Madge Welch, Ballet Mistress. During the Season of ''Chu Chin Chow,'' the Society will stage its 100th performance - indeed an outstanding feat in such a brief history.
