In April 1869 when the foundation stone of the Mortlake Mechanics' Institute was laid by Thomas Shaw of Wooriwyrite, this parchment scroll was sealed with other documents in the foundation stone. In 1891 when further alterations were made the hall these documents were retrieved from the stone. This building was erected to house the local library whichup until that time had been housed in the Morllake Common School.Discoloured foolscap parchment with copperplate lettering, some water damage which has caused the obliteration of the names of the Members of the Building Committee, Hon.Secretary and Architect. This book contains information on all known Mechanics’ Institutes in Victoria. Mechanics’ Institutes were organizations formed originally to improve the education of working men and to instruct them in their various trades. The first Institutes were established in London and Manchester in the 1820s and in Australia the first Institutes were set up in New South Wales and Tasmania in the late 1820s, with the first one in Melbourne in 1839. Mechanics’ Institutes were set up in Victorian country towns, in many cases, soon after the settlements were founded. This book is of some importance as a reference book as it gives information on all known Mechanics’ Institutes in Victoria and there were many in the Warrnambool region. The Mechanics’ Institutes were important centres for local adult education and recreation. The book will therefore be of great use to readers of local history and researchers. This is a hard cover book of 704 pages. It has many photographs, mostly black and white, and other images related to Mechanics’ Institutes in Victoria. It has a Contents page, Foreword, Dedications, a story entitled ‘Dingo Flat’, Preface, Introduction, Acknowledgements and articles on hundreds of Mechanics’ Institutes in Victoria, whether closed or still existing. The front cover has two black and white photographs and the title and the back cover has images from two Mechanics’ Institutes. A Mechanics’ Institute hall was constructed in 1885 and opened as Orbost's first library. It was situated in Browning Street, Orbost. The hall is still in use today as a community venue. Mechanics' Institutes are the forerunners of public libraries and adult education in Australia. The origin of mechanics' institutes is attributed to Dr George Birkbeck, who in 1799 gave a series of free lectures for the working men of Glasgow. At the time, 'mechanic' meant artisan, tradesman or working man. The movement spread quickly throughout the British Empire. The first Victorian Mechanics' Institute was the Melbourne Mechanics' Institute established in 1839. From the 1850s, Mechanics' Institutes quickly spread throughout Victoria wherever a hall or library, or a school was needed. This ledger was used by the Orbost Mechanics' Institute from 1884 until 1926. The item was donated to Orbost & District Historical society from P.R.O.V. as a Place of Deposit (POD) item for safe keeping by a local history group or museum.The Mechanics' Institute was a very early feature of the Orbost community. The building became a community facility used for a variety of essential civic needs in particular a library. It also provided a suitable venue for community social requirements and functions.A heavy minute book with faded black covers and brown binding. The edges of the pages are marbled as are the end covers. Pages inside are blue with hand-written black ink records. The Institute movement came to Melbourne in 1839 with the establishment of the Melbourne Mechanics’ Institute later known as the Melbourne Athenaeum. Adopting the principles of self help, social improvement and the recognition of the importance of useful knowledge, it maintained a library, a reading room and an art gallery, while also establishing classes and lectures in a variety of fields. Various dates have been suggested for the founding of the Cheltenham Mechanics’ Institute with the range being somewhere between 1853 and 1856. The first Institute building erected on the tip of the land where Charman Road joined Point Nepean Road was of weatherboard construction. It consisted of a small hall, a reading room and a library. Later it was realized that the building was inadequate for community functions that attracted a large number of participants; consequently additions and modifications were needed. The Shire Council in 1888 voted £10 to the building fund but stipulated that the money would only be paid when the new building was commenced. Major contributors to the fund were the temperance societies who were regular users of the Institute’s facilities.
