On 23 July 1922, Brighton City Council adopted the recommendation from a sub-committee that the site for a war memorial be at Green Point, Brighton Beach. Brighton Council invited designs, limited to returned soldier architects and 18 designs were received. The first prize of £30 was awarded to the architecture firm Irwin and Stevenson and the designs were exhibited at the Brighton Town Hall in 1925. The bronze casting, using lost wax technique, was executed by sculptor Mr. Paul Montford, to the design of the architect and the central assemblage was believed to be the largest bronze casting in relief carried out in Australia at the time. The Brighton War Memorial was unveiled by His Excellency the Governor, the Right Honourable Arthur Herbert Tennyson Baron Somers, K.C.M.G., D.S.O., M.C., on Sunday 24th April 1927 in the presence of 4,000 people. After the second world war there was a decision made to create a memorial for the 1939-45 War at the Shrine. A competition was held and 53 entries assessed. The first prize was shared between two submissions and the third prize money was also awarded. These two documents show that Legatee Kemsley was one of the Assessors who decided the basis of design for the memorial. The notes of a meeting of the Assessors show that Mr W. Balcombe Griffiths, Mr Marcus Martin, Colonel Kemsley and Sir Edmund Herring (Chairman of the Shrine Trustees) were present when the winning design was chosen. The design was later completed as the Forecourt in the shape of a paved cross, built in 1953, and the Cenotaph surmounted by a statuary group and the Eternal Flame. The memorial was dedicated and the flame set alight by Her Majesty Queen Elizabeth II on February 28 1954.A record of the decisions made by the committee that chose the design of the memorial for the 1939-45 war that was built as the Forecourt, the Cenotaph and the Eternal Flame at the Shrine of Remembrance. This memorial commemorates the historic siege of Tobruk. The memorial is based on the one in the Tobruk War Cemetery, built by Royal Australian Engineers during the siege. That memorial has since been destroyed. The original marble inscription stone was brought back to Australia after the war and is incorporated in the obelisk in Canberra. The memorial was unveiled on 13 April 1983 by the Governor-General of Australia, Sir Ninian StephenThis item is part of a collection of items owned by Arthur lock, a member of the 2/23rd Battalion, an all-volunteer Second Australian Imperial Force which served as part of the garrison during the Siege of Tobruk, then at El Alamein, New Guinea and Borneo. It has particular local significance as the battalion was know as "Albury's Own" because a large majority of the battalion's initial intake of volunteers came from the Albury–Wodonga region.
