Ballarat School of MInes was a predecessor of Federation University. Newspaper produced by students of Senior Secondary School age who attended courses at the SMB. Items include a visit to H.M. This sign is a part of the "human" factor required for remote and difficult, large impact (both labour and other resources) projects. It is one of the "human" factors which was clearly used in the big 1930's to the 1970's "landscape redevelopment" schemes which started in the early 1900's and is highly regarded as lifting the Australian psyche of only primary producers to an industrial level, equal to any in the world.This "Wet Canteen" sign was installed at the entrance of the Bogong "workers" village "provision's hut" detailing the operational times for the SEC Victorian staff and construction workers, involved in the building of the Kiewa Hydro Electricity Scheme to obtain alcoholic beverages. This facility lasted for over the extensive period (1938 to 1961) of the "Schemes" building phase. This large project was the forerunner when industrial legislation provided for the welfare of workers living in the Bogong Village. The provision of facilities such as a "wet canteen" was of the utmost importance not only to ensure that the long running project was both successful, production wise, but also that its employees were not only physically but also mentally healthy. This sign details that all aspects required for a fit and productive labour force were in place, in this remote and demanding work environment. The majority of heavy equipment and machinery used was either made in England or Europe. A section of the specialised workforce came from local and European expertise in dam construction and water management in alpine terrain. The majority of labour came from migrants and some specialists recruited from England and Europe. At this point in time, the quality of the machines used came from England, Europe and the USA and could not be matched from anywhere else in the developed world. With a specialised workforce came the responsibility of providing all the "comforts of home" including alcoholic beverages. Bogong Camp - In 1940 Field Headquarters for the Kiewa Scheme were established at Bogong with office, workshop facilities and accommodation for workmen, staff and some families constructed. (There had been a 'tent camp' on this site in 1939 but was destroyed by bushfires) Construction of accommodation continued until 1947. A total of 40 houses plus a hostel for single staff, post office, police station, medical centre and primary school all with water and sewerage and electricity supply. The staff hostel was known as Kiewa House and is now occupied by the Education Department. Lake Guy was named after Mr. L.T. Guy who was the Resident Engineer in charge of construction work and associated activities on the Kiewa area. He held this position from 1939 to November 1946 when he was transferred to Head Office. Both Bogong Village and Mt Beauty were developed to accommodate workmen on the Kiewa Hydro Electric Scheme but have since become centres for tourism and a range of outdoor activities.1. As the Yarra became unsuitable as a source of water, several attempts were made to find alternative sources for the growing population of Melbourne. It was not until 1891 that the efforts to sewer Melbourne came to fruition with the setting up of the Melbourne Metropolitan Board of Works (MMBW), now known as Melbourne Water. From 1891 until 1992, it was the responsibility of the MMBW to safeguard public health by providing a sewerage system and a safe water supply system. In 1992, The MMBW merged with a number of smaller urban water authorities to form Melbourne Water. In 1946, the Melbourne and Metropolitan Board of Works (MMBW) approved a site for a new dam for Melbourne's domestic water. This is now known as the Upper Yarra Dam. Due to the construction of the dam, the workforce had to be accommodated on site; domestic quarters were built for single men, families and staff. The township also had kitchens, laundry facilities, a canteen, a recreation hall, mess areas and a co-op store, with one of the first houses being seconded to accommodate for a school. This photograph shows personnel at a Kindergarten party at the Upper Yarra Dam, a time where workers were housed during its construction. All eight photographs have been taken at a workmen's camp erected by the State Electricity Commission to house workmen during the construction of the Kiewa Hydro Electric Scheme. These were established in close proximity to various work centres - Junction Camp at Bogong Village, three camps at Mt. Beauty, West Kiewa, Clover Dam and Clover Flat, Howman's sawmill and Howman's Gap, Rocky Valley, Langford's Gap, Pretty Valley, Mountain Creek and Big Hill. These photos have not been identified as to which camp they are taken but typical of the type of accommodation for wages personnel. They followed a general design and layout. There was a mess and recreation hall as well as a building for general trading and postal facilities (this conducted by proprietors of trading stores in Mt. Beauty and Bogong). Originally the rooms accommodated 2 men but later there was a demand for single rooms - the floor size then being 10 feet x 8 feet and furnished with a bed, small table and chair and cupboard with hanging space. These four photographs were taken during a 2/4 RAR Pipes and Drums visit to the Army Survey Regiment, Fortuna Villa, Bendigo probably in 1990. Although the reason for their visit is unknown there were several events held at the time commemorating the 75th anniversary of the formation of the Royal Australian Survey Corps, such as the Freedom of Entry to the City of Bendigo Parade, an Open Day, visits by the Prime Minister Hon. The early forties saw rapid growth of the village, with single and married men’s quarters, workshops, mess huts and administrative offices. The facilities necessary for communal living were quickly in place- a post office, police station, co-op store, medical centre, community hall/theatre, tennis courts and school. Much of the temporary accommodation that housed groups such as the Albion Quarrying Company were in the area now under water.This group of photographs are a pictorial record of the early history of the Kiewa Hydro Scheme, the people who worked in the background supplying administrative support and the workers and their families. Bogong Primary School opened in 1941 to provide an education for the families of employees of the State Electricity Commission of Victoria. The school had up to date equipment and received glowing reports from school inspectors. It closed circa 1970.The Bogong State School was opened for the children of S.E.C.V. workers who lived in Bogong in a remote part of north east Victoria. At the end of World War II, the Federal Government decided to increase the strength of the post-war Regular Army and Cabinet gave approval for the establishment of a Staff College in Australia. On 27 February 1946, the Staff School (Australia) was re-named the Australian Staff College. Authority was given to raise the College and to locate it at Fort Queenscliff. Because the Fort was not ready for immediate occupation, a temporary home was found for the College, in June 1946, at the School of Infantry, Seymour Victoria. On 26 October 1946, the advance party of the College arrived at Fort Queenscliff and the first staff course to be conducted at the new College began in January 1947. Only in November 1979, after much thought and discussion, was it decided that the Australian Army Staff College would have a permanent home at Fort Queenscliff. On 1 January 1982, the College was renamed the Command and Staff College. This reflected the new aim of the Course which included both command and staff aspects. New support facilities were opened at Crow’s Nest Barracks in 1985 and work began in 1986 on the new instruction block at Fort Queenscliff. On 29 January 1988, the new Military Instructional Facility (MIF) was officially opened by the then Chief of the General Staff (CGS). The MIF features a lecture hall, a model room, syndicate rooms, computer centre, and library. Major rebuilding of the Officers Mess and Mess Accommodation was completed in mid-1990. By December 1996, 1224 officers had graduated from the Command and Staff College.
