Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes. "A limited number of Centenary Medallions designed by Mr. V. Greenhalgh were produced by Stokes & Son, Melbourne to commemorate the Centenary of the School. The medallion was produced from copper base metal with a silver oxide finish and has been well received by past student, present students, staff members and the general public. William Henry Gray was killed when a large slab of rock fell on his head at the Clarence Mine, Eaglehawk in April 1902. He was only aged 32 and left a widow and five children. The family lived at Bracewell Street, Eaglehawk.Brown poster advertising a concert at the Eaglehawk Town Hall. Wednesday, June 4th. The Adult Deaf and Dumb Society of Victoria, now known as Vicdeaf, (the Victorian Deaf Society), was founded in 1884 as the Victorian Society for Promoting the Spiritual and Temporal Welfare of the Adult Deaf and Dumb. The provisional committee being Mr W Bates, Mr J M Bruce, Mr J D Gowan, Mr Edwin Newbiggin, Mr C M Officer, M. L, A., and the Rev. W. Moss. The Adult Deaf and Dumb Mission's objects were: 1. This file contains eight items. “A Short Outline of the History of the E.D.B.C.” Photocopy of typewritten history of the club, one page from 1909 to 1982, noting important events and personalities. Handwritten notes from Southern Cross newspaper, 08/05/1909 and 10/04/1909 about meetings to establish the club, into lists of office-bearers. Three photocopies of a group photo of members of the E.D.B.C., undated but probably 1910-14. No caption but verse of one copy states Early Days E.D.B.C. Photocopy of one page from 500 Victorians, Centenary Edition, 1934, on Arthur Apps, J.P. “Mortician” with cartoon portrait, noting that he is now associated with the Elsternwick District Bowling Club. Mounted photograph of Opening Day of the Elsternwick District Bowling Club 1934, handwritten on the reverse, of the raising of the flag for new club building. Mounted photograph of Elsternwick District Bowling Club Opening Day. Previous label on file states that it shows the presentation of a small trophy “Kitty” to Mayor H.C.H. Smith and Mayoress on opening day 1934. Photocopy of printed R.S.V.P. invitation from Elsternwick District Bowling Club for meeting of Official Opening of the Green and 75th Anniversary of the Club Opening 31/08/1984. The page states that the original Invitation in file 1204A with note on back. Ten mounted original colour photographs on five pages of Opening of the Green, presumably 31/08/1984 but no date is given, of presentations and speeches by office-bearers and photographs of members, identified by handwritten names written under each photograph.
