Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. This photograph was taken during the 1971 floods at Orbost. The 1971 flood was the the worst flood on record. At Jarrahmond it was at least 11 metres and up to one and a half kilometres wide on the flats causing enormous damage to the flood plain. Records say that "The brown floodwater stain in Bass Strait could be seen from passing airliners." Considerable damage was done to railway infrastructure, roads and farms. Manufactured in the 1960s, this mobile emergency telephone exchange was fitted into a caravan. Part of the Shepparton Division State Disaster Plan, the caravan could be towed to areas affected by disasters to enable communications to recommence. The caravan remained in service until approximately 1974.Mobile infrastructure plays an important role in Australian communications, owing to the often remote and hostile environments in which Australians live and work. Exchanges such as this facilitated phone calls in the aftermath of an emergency, particularly for hospitals, police and other emergency services. Today, Mobile Exchange on Wheels (MEOWs), Cell on Wheels (CoW) and Satellite Cell on Wheels (SatCOW) - which provide temporary landline and broadband services, mobile phone coverage and service in areas without communications infrastructure respectively - are a critical part of emergency response procedures for natural disasters such as fire and flood. Though technology has progressed, the need for rapid service in remote areas remains a present concern of the communications service providers in Australia. This mobile service infrastructure is historically significant as an early example of a service which has evolved over decades, yet is still needed today. The exchange, as a representative example of a vehicle which would provide early-response in a disaster, is socially significant as a facilitator of critical communications needs in devastated communities: access to emergency services and contact with family and friends. The exchange itself, intact from its period of use, provides an insight into technology of the 1970s.Mobile emergency exchange housed in a caravan trailer on 2 wheel base, duralin body, steel tow bar, Caravan divided into 3 sections; the exchange room; the relay room and the main frame room. The opposite wall has a bank of batteries and transmission condensers; there is a shelf above window, one fluorescent tube and fuse boxes. Tiles on floor also. The main frame room contains many metres of coiled black covered cable, a black covered magneto wall telephone with 300 type handset; grey plastic jumper cords, a rack of termination points and wire with wasp nests attached. There is a small iron step under door, a fluorescent tube on wall and 3 hat hooks. Postmaster-General's Department telegraph linesman, Chris Byrnes, received a British Empire Medal for bravery and devotion to duty for his response to the flooding at Darlington Point, New South Wales, in June 1952. As E Henderson, then Acting Director of Posts and Telegraphs recalled, the town's "communication lines were menaced by floodwaters" when the nearby Murrumbidgee River flooded. In order to retain communication to the town, Chris Byrnes, a Postmaster-General's Department employee of over 13 years, acted in the "best traditions of the service" (E Henderson). An eye witness, recorded in the Murrumbidgee Irrigator newspaper on June 27 1952, described Byrne’s efforts: "An interesting incident was witnessed when a Leeton post office linesman swam through flood waters to reach a telegraph post which had been washed out by the flood…With a rope tied around his waist, one end of which was held by other members of the linesmen's gang, Chris Byrne swam through the flood water…to release the trunk lines from the post." Hubert Warner’s story shows insight to the families that emigrated from Europe for the gold rush. It illustrates the nuances of life in the district. This history speaks of land cultivation and the innovation of industry in the region, in particular sheep and cattle farming and slaughter. Warner speaks of the highs and lows of the practice of breeding cattle, the awards he won, but also the hardships that come with working on the land such as having to face natural disaster. This oral history recording was part of a project conducted by Jennifer Williams in the year 2000 to capture the everyday life and struggles in Beechworth during the twentieth century. This project involved recording seventy oral histories on cassette tapes of local Beechworth residents which were then published in a book titles: Listen to what they say: voices of twentieth century Beechworth. These cassette tapes were digitised in July 2021 with funds made available by the Friends of the Burke.Hubert Warner's account of life in Beechworth is uniquely illustrative as it captures many aspects of the community. It explains the motivation for European migrants for choosing to settle in the area and how they were able to both become a part of and create a presence in their local community. This oral history also exemplifies the process of developing industry through the twentieth century, how it was done, the struggles it faces, and the triumphs that came with this. Warner's history is specific to the cattle industry and shows great nuance in the day-to-day operation of such a business over time. This is a digital copy of a recording that was originally captured on a cassette tape. Fire brigade competitions have been running for almost 150 years with the first State Championship held in Melbourne in 1874. State Championships have continued every year since 1873. The event goes on regardless of weather conditions or natural disasters. The only cancellations being due to WWI and WWII. In the 1950s, the Rural State Championships were developed to reflect the unique skills of rural brigades. The competitions started out as 'Demonstrations' with the introduction of hose reels into the fire service in the mid 1800s. This was to assist in getting hose and other necessary equipment to the scene of a fire faster. Brigades soon find that competing with other brigades improved their training and efficiency. The State Championship became the peak of the season's competitions conducted by districts and associations across the state. St John Ambulance of Victoria was founded in 1883 to teach public First Aid classes in Victoria. In 1887 it commenced the first ambulance service in Melbourne until 1916 when it was taken over by the state. In 1965 the first Search and Rescue Squad was formed in Victoria. St john Ambulance members are volunteers who are often on stand-by at public events and called out to natural / extreme disasters. This scarf may have been worn by a student learning first aid from a member of the St John Ambulance Association. It signifies that such classes were held in the Kiewa Valley. April 1940 a four stretcher ambulance was developed for use on the Kiewa Hydro Electric Scheme. For most women being part of the Lasting Memories Mosaic Group was a way of reconnecting to the area, friends and neighbours. As the months went by, the idea of creating a gift to the community together was born. The women wanted to artistically express their memories of what they had experienced. Creating a mosaic seat in the heart of St Andrews allowed the group to be 'in control' of building something from the ground up - a symbol of hope, recovery and renewal. All of their experiences and memories have been included into the seat design, which makes it so special. This mosaic seat is proudly positioned outside the St Andrews Hall, which is also the site for the St Andrews market held every Saturday throughout the year.The Lasting Memories Mosaic group began this piece just after the Black Saturday fires in 2009. After the horrific fires ravaged through St Andrews and the surrounding areas, a group of bushfire affected ladies bravely came back to St Andrews to begin their healing in an artistic way. Each woman created something beautiful and meaningful, using remnants of crockery, glass, tiles and bricks salvaged from their own properties. This artworks identifies who they are and tells their personal 'life journey' and family heritage and memories of what they had experienced before, during and beyond Black Saturday. It is also an expression of their love for the St. Andrews area and the nature and people within it. A large concrete seat in the style of an organic chaise lounge covered in mosaic (broken tiles, glass, crockery and ceramics of all shapes and colour). The pieces have been placed to form pictures, words and patterns that tell and recount stories and memories of reflection, hope and love of a group of people who experienced the Black Saturday bushfires. Australia's worst natural disaster, fed by extreme temperatures, tornado-like wind speeds and tinder-dry land, culminated in the disaster we now know as Black Saturday, February 7, 2009. Before the sun would set on the blackest day in Australia's history, thousands of hectares would become blackened landscape and an unparalleled loss of lives could only mean that many areas would never be the same again. To remember the people lost to the devastating Black Saturday fires of 2009 and our brave CFA men and women who battled the elements to protect our towns, the Australian Blacksmiths Association (Victoria) Inc. invited blacksmiths from across the country and around the world to contribute to the creation of a steel gumtree. The Blacksmiths' Tree, as it came to be called, was erected on February 14, 2014. Five years in the making, this 10m high stainless steel and copper tree was forged with love and care by hundreds of blacksmiths across 20 countries. It stands in the township of Strathewen, Victoria, Australia to remember all of those who perished in the Black Saturday fires of 2009, those who fought the fires and those who continue to live their lives with hope and courage.
