Shire of Eltham Archives: Series 69, Item 5 Video opens with panning view of completed kinder from Frank Street followed by images of the centre under construction then opening day speeches. Introduction and welcome by Mandy Press (Executive Officer, Shire of Eltham) with speeches by the Hon. Pauline Toner, Member for Eltham and Shire president, Cr. Alan Baker. The Hon. Pauline Toner acknowledged Shire President Alan Baker and her parliamentary colleagues Vin Heffernan, Neil Brown and Bob Halderson and Councillors; three levels of Government which led to the achievement of the kinder, and gave special thanks to the Council and parents for the forward planning to accommodate children from babyhood to school with childcare, kinder and baby health facilities all combined in one facility in the middle of parkland in a residential area. Shire President Cr Alan Baker then followed to formally open the centre. The site had been identified in early 1985 at that stage only as a pre-school but with an opportunity to develop, the additional services were driven by Cr Baker. Though a very long name, its simple message is "Care for Kids." Designed by architect Neil Biggins of Clark, Hopkins and Clark. Cr Baker stated that the theme of "people living in the environment" was very much encapsulated by the facility. Cr Baker informed that the construction of the facility had led to some concerns with a reduction in open space and potential traffic generated to the facility and those users of the facility were asked to ensure their use is sensitive to the local residents. Cr Baker talked about the financial costs and how the Federal grant funding was no longer as plentiful as previous and that the Victorian Government had come to the assistance thanks to Pauline Toner covering some other costs as well as the ongoing running costs of around $40,000. The Federal Government contributed $233,000 out of a childcare component rather than preschool. Cr Baker thanked Mandy Press again as well as Shire Engineer, John Stanton. Cr Baker also acknowledged Ed Latanzio who was in charge of the project, along with his colleague Alan Lansdowne; Gary Bartlett and his team for the exterior surroundings to the facility. He mentioned that Neil Biggins the architect had said not many Shire Councils show the same commitment to the exterior surroundings as the interior which was a credit to the Council and Gary Bartlett. He also thanked Bev Vern, Council's preschool advisor who assisted in developing the programs; Grant Roberts from Federal Office of Childcare for assisting the Cooperative in setting up the funding program; the builders George Takola and George Apted; Michelle Matello who undertook the needs analysis that identified another preschool was required; Cathy King who assisted in the development of the childcare program; Pat Grundy and Susan Forbes, Council officers who assisted with the development of the services and the members of the preschool committee. In addition, local residents and in particular Helen, Peter and Chris who advised Council of their concerns and worked with Council to overcome these issues; members of the Interim Steering Committee and the Directors of the Childcare Co-op. Cr Baker stated that the Co-op nature of the facility and the location of the three services under one roof was unique and the task of the programs was to be led by Annie, Dianne and Lynn Afternoon tea and activities followed the unveiling of the plaque. Miners from Snake Valley lobbied the Victorian Government in 1855 to make land available for sale for farming purposes as an alternative occupation and income for people who wished to stay in the region but move away from gold mining. A secondary motivation was to increase the supply of fresh produce and decrease prices of items that otherwise needed to be transported from Melbourne or other regions. Forty-three country lots were initially offered in the Three Mile area, ranging in size from two to ninety acres and costing from £1 to £3 per acre. An additional eighty-five country lots were auctioned later in the year, in addition to many smaller suburban lots. More lots were offered than sold, initially, but this represented conditions of sale requiring the total purchase cost up front which many people interested in purchasing could not afford, especially as land purchased for farming would accrue substantial additional costs for clearing and labour before becoming productive. Further lobbying activities and the election of parliamentary members sympathetic to the cause took place through the 1850s. Ovens Parliamentary Member, Daniel Cameron, was re-elected in 1856 on a platform of surveying the land for public selection with deferred payment options. Land reform remained an issue in the area through the 1850s and early 1860s, impacting broader decisions in the new State of Victoria relating to voting rights, use of Crown land and the farming of land that wasn't always suitable for the purpose. This photograph depicts Beechworth in approximately 1900, after several waves of land sales resulted in increasingly levels of development. Lantern slides, sometimes called 'magic lantern' slides, are glass plates on which an image has been secured for the purpose of projection. Glass slides were etched or hand-painted for this purpose from the Eighteenth Century but the process became more popular and accessible to the public with the development of photographic-emulsion slides used with a 'Magic Lantern' device in the mid-Nineteenth Century. Photographic lantern slides comprise a double-negative emulsion layer (forming a positive image) between thin glass plates that are bound together. A number of processes existed to form and bind the emulsion layer to the base plate, including the albumen, wet plate collodion, gelatine dry plate and woodburytype techniques. Lantern slides and magic lantern technologies are seen as foundational precursors to the development of modern photography and film-making techniques.This glass slide is significant because it provides insight into Beechworth's built environment and infrastructure in the early Twentieth Century, around the time of Australia's Federation. This is a photograph of a motor passenger train driven for many years by Fred Christmas.This photograph is associated with the Orbost - Bairnsdale railway. and therefore reflects the role that the rail line played in the social and economic history of Orbost. The Bairnsdale-Orbost railway was opened in 1916 to serve the agricultural and timber industry. This pencil is a souvenir of the Fun 4 Kids Festival, a children’s festival run by Warrnambool City Council from 1999 to 2018. It was held during a week in winter on the Civic Green at the corner of Timor and Liebig Streets with the site including temporary buildings as well as the adjoining permanent buildings. The festival was highly regarded and won the 2015 Gold Australian Tourism Award. Declining numbers and increasing costs led to its demise in 2018.This pencil is a memento of Fun 4 Kids, a children’s festival run by the Warrnambool City Council. Existing for 19 years, it was one of the longest surviving children’s festivals in Australia.This is a round wooden pencil containing a thin sliver of graphite. The pencil has a metal band and a rubber at one end and is sharpened at the other end. Zilles Printers was begun by Lewis Zilles in the early 1930s. It was in McKenzie Street Ballarat. His son Jeffrey also became a printer - letterpress, offset and screen printer. The business became Zilles Printers/Graphics and was in Armstrong Street and later Bell Street Ballarat. Ballarat College of Advanced Education evolved over time with the merger of other sectors of Education in Ballarat. Ballarat College of Victoria and Ballarat Institute of Advanced Education merged in 1976 to form Ballarat College of Advanced Education. It remained as such until 1990 when it became Ballarat University College then in 1994 University of Ballarat. 2014 saw it change again to become Federation University. This horse trough is the only survivor of the two troughs originally installed in Raglan Parade, Warrnambool, in 1932. It was later moved to the Pony Club at Albert Part, near the north corner of Coulstock and Craig Streets. Over the time there its purpose was changed from a horse watering trough to a colourful garden bed of agapanthus plants. By February 2013 the horse trough had been transferred to Flagstaff Hill for display in the Maritime Village’s grounds. This trough is one of hundreds provided by the Annis and George Bills Estate Trust since 1927 for the welfare of working horses and dogs. The original concrete cap over the small compartment is still retained. There are also markings on the right side of the trough where it probably had a birdbath, tap or a dish for the horseman’s dog, similar to other troughs donated elsewhere by the Trust. Less than half of the troughs produced for the Annis and George Bills Trust still survive. In 2017 Felicity Watson, National Trust Victoria’s advocacy manager, said that the troughs were treasures and becoming rare, with more than a dozen across Victoria now being heritage protected. ABOUT ANNIS AND GEORGE BILLS The 1927 Will of George Bills included setting up the Annis and George Bills Estate Trust, which provided for hundreds of horse troughs to be supplied and installed throughout Australia, Britain, USA and other parts of the world for the welfare of horses. Town and city councils could apply to the Trustees for a horse trough for their communities. George “Joe” Bills was born in Brighton, England, in 1859. The family migrated first to New Zealand then to Australia in 1873, settling in the Echuca-Moama district. George moved to Brisbane in 1882 where he met Annis Swann, formerly from Sheffield. Both were animal lovers. George and Annis married 1885 and moved to Sydney to join George’s brother Henry in his mattress wire weaving business, later known as the Bills Brothers. They patented their own machine in 1893 and the business became very profitable. George was able to donate to charities that supported his passion to improve animal welfare. He and Annis joined the Victorian Society for the Protection of Animals and in 1924 George received a Life Membership with the RSPCA. George retired in 1908. The couple moved to Hawthorn, Victoria, in 1910, where they donated troughs for the work horses of Melbourne. During a visit to England Annis passed away. In 1927 George moved from Hawthorn to Camberwell, where he passed away at the end of that year. George had requested in his Will that a trust fund be set up from his estate "…construct and erect and pay for horse troughs wherever they may be of the opinion that such horse troughs are desirable for the relief of horses and other dumb animals either in Australasia, in the British Islands or in any other part of the world subject to the consent of the proper authorities being obtained." The troughs were to bear a plaque inscribed “Donated by Annis and George Bills, Australia”. In 1927 the cost to make a trough was about £13 (which converts to about $1079 in 2020 ), plus transport and installation costs. Most of the troughs were installed between 1930 and 1939 in Victoria and New South Wales. It is estimated that over that time around 500-700 Bills Horse Troughs were installed in Australia and another 50 overseas. Most of the troughs made in Victoria had three moulded front panels like this trough, and no panels moulded on the rear, whereas troughs made in NSW had four panels on the front and five on the back. Victorian troughs were made by a Bills’ relative, J H Phillips. Later, other manufactures for the Trust’s troughs included Rocla Concrete Pipes Ltd, in Auburn Road, Hawthorn, Victoria, who produced to the same original design. No further troughs produced after the end of World War II. A memorial to Annis and George Bills was first erected in Hawthorn in 1929. It included a drinking fountain and a dog dish. Its current location is unknown. In 1964 the George Bills RSPCA Resource Centre opened in Burwood East. This Bills horse trough is nationally significant as one of the surviving examples of the standard Bills memorial horse troughs that still has its compartment cap and evidence of it once having had attached fittings, possibly for a birdbath or dog dish. This trough has State historical significance for being produced in the early 1930s by a business in Hawthorn, Victoria. This example of a Bills horse trough is significant for being in comparatively good condition. The trough is locally significant for being the sole survivor of the two Bills horse troughs installed in the City of Warrnambool in 1932, originally installed on Raglan Parade and continued to be used in the community at the Pony Club, then finally transferred to its current location at Flagstaff Hill by early 2013. It is culturally significant as it represents the community’s dependence on horses for travel and transportation previous to motorised vehicles. It is morally significant as a generous gift from a couple concerned with the welfare of animals.Horse trough; a long narrow rectangular container used for storing water. Trough is made from pre-cast concrete with one large open compartment and a small covered compartment. The base of the small compartment is raised slightly above the base of the trough and is covered by a removable concrete cap. The design of the front of the trough includes three panels moulded into it that align with the shape of the back pediment (panel). The pediment is shaped with side arcs that step up to a wide centre arc. A rectangular concrete plaque is cast into the centre of the pediment and is engraved with the names of the original donors, Annis and George Bills. I was born in Guildford W.A. on 12 November 1940 and at an early age took an interest in painting. Over the years (between lapses) I have completed several hundred pieces of work including pencil and crayon sketches, lino cuts, oil colours - and water colours which have been my main focus. As painting has always been a hobby I’ve never bothered with selling my work through an art gallery - but have donated a good deal of work to fundraisers and charity auctions with some paintings attracting large prices, I’ve also sold quite a number (some years ago) via Joels Auctions before they went up-market, others have gone to friends and family. My pleasure has been in completing painting, I’ve never bothered about recovering costs (including framing) but happy when people take an interest in my work - and I know pictures have gone to a happy home – additional pleasure comes when people remind me they love the painting, sometimes I’ve forgotten what they have and other occasions have been able to see them in their homes and loved they way they have fitted-in. Regarding the little painting of the Bicentennial sailing ships – I did it as a quick sketch at the time (1988) when the ships departed Melbourne sailing down Port Phillip Bay - with the view to doing a larger painting which never eventuated and it has remained in my possession until recently when I decided to dispose of my remaining work/s as I have to move and ‘down-size’. As you will appreciate it is a very simple sketch but it captures a notable moment in time and would be very happy if the MTS could find a place for it in their collection. As it happens I spent 9 years in the Royal Australian Navy and feel a close connection to seafarers and would be honoured that you might wish to include the picture in your collection. Owned by James and Ada Brimblecombe, Heywood. Later owned by Merle Lewis, Mt. Gambier. R.H. Plant founded Tuscan Fine China in 1878 in Staffordshire. This area known as the Potteries, was England’s centre for the production of china. The Plant family already had a long history in producing china. Tuscan specialized in decorative fine bone china dinnerware that is very fine and light. Despite their reputation for quality, the company suffered the fate of the other potteries with lower sales and higher costs after WW2. Wedgwood purchased the company in 1967. However, Wedgwood continued producing china under the Tuscan name. However, in 1967 the new owners added the Royal prefix to the name. Candle stick manufacturing moulds were extensively used throughout the Kiewa Valley and its regions to provide rural homes and businesses with illumination during times of limited light e.g. night time. These candles were used before the Kiewa Valley was placed of the electrical grid. The candles were made from parrafin wax. Before the 1920"s electricity was in limited supply due to the inability of the private electricity suppliers to service isolated rural regions. It was not until the Victorian State Government passed legislation (1920) to improve electricity supplies by forming the State Electricity Commission of Victoria (S.E.C.V.) Isolated rural communities could not meet the higher costs to have electricity supplies connected and therefore it was not until the 1950's that adequate domestic electrical power could be supplied.The isolation that the Kiewa Valley provided was of a greater hindrance to any utility (power,roads & telephone) where the cost per instillation was beyond the rural population's ability to pay either directly or indirectly. One of the benefits that the "closed" community of Mount Beauty had, when it was administered by the SECV was that some utility costs were a lot lower than that of the other settlements in the Kiewa Valley. This disparity led to a conference in 1928 of the rural and regional councils to demand from the Government an equality of electricity tariffs. This equality did not take place until 1965. The demand and usage of cheaper and affordable lighting that wax candles provided was for some rural families a way of life until the mid 1900's.This candle making mould is made from mild rolled sheet steel(tin). The top basin is rectangular in shape with beveled edges(facing in on all sides. There are six holes in the top basin for vertical hollow tubes to feed off. The six tapered cyclindrical tubes running from the top basin to the bottom raised platform base. All connections are welded together. The bottom of each cylinder has an opening for the candle wick. The wick is positioned in place before the molten wax is poured into the cylinders. This bottle was used in a period when "soft" drink ginger beer was "brewed" not only in homes but also in specific breweries. Most rural areas had families which produced their own ginger beer. Medium to large towns and cities had ginger beer "factories". These factories had large "on bottle" advertising who the producer was. This producer advertising was firmly infused into the bottle and not on removable labels (late 1900's on wards). Regional breweries had a strong following, similar to State beer producing breweries. The competition between breweries of ginger beer was regional and not state or international. Return of bottles was not a sign of saving the environment or becoming eco- friendly but a requirement to keep production costs low. This is highlighted by "This bottle Remains the Property", in other words return when empty. Up to the end of the second World War Australian "soft drink" demand was for local produce. The American invasion of other flavours of "soft drink" came in the 1950's. Multi -Corporations producing non alcoholic beverages at lower production costs reduced local manufacturers considerably. This however had little effect on semi isolated rural areas where home brews flourished.This bottle shows the impact that small regional towns had and still have on semi isolated rural communities(Kiewsa Valley). With better communications (radio/television/newspapers) and a better transport connections specialised breweries such as the Wangaratta Brewery had an extensive customer "hinterland" to serve. The "canny" rural population would be able to reuse this bottle for their own specific purpose. Because of the long distances between Kiewa Valley residences and the major towns available to them, the issue of adaptability of any purchases made was always closely linked to their long term usefulness.This bottle is made from thick clear glass and has a capacity of one and a half pints. Bushells tea and coffee producers started in Brisbane(1883) and expanded to Sydney, Melbourne(1899), Fremantle and finally to Auckland(1937). Like other Pacific Island sourced condiments Tea and coffee were a lot easier to import than British or European goods. Local Australian industries were starting to develop and grow to overcome the long transportation times and the high costs of goods from traditional suppliers. Bushells Pty Ltd is a prime example.This "Bushells" Coffee tin is a good example of Australian "grown" condiment suppliers serving the "whole" of the Australian marketplace. Rural areas were not neglected and the purchase price for goods were a reasonable levels. Kiewa Valley experienced a population growth from the late 1940's and due to the migrant works in the Kiewa Hydro Scheme the greater use of coffee was initiated. Rural areas, on the whole, where the population was more connected to some degree with a British heritage lineage were predominately tea drinkers. The American film productions, however, screened in Australia post 1950's showing a greater degree of coffee drinking "stars" had a long term effect upon the drinking habits of the rural populous. This tin which once contained coffee with chicory was purchased in a period when the importation of coffee beans into Australia was quite expensive and to counter that local distributors of coffee mixed it with Chicory, a blended coffee, flavoured slightly milder depending on the amount of coffee(percentage) per serve. This provided a cheaper cup of "coffee" drink. This mixture was a spin off from the 1930's Great Depression and the naval blockages of World War II (imports from India and other regional coffee growers) and the scarcity of secure ship supplies. As supplies became more secure "pure" coffee as a drink became available at reasonable costs. This "insignificant" coffee/chicory tin is very significant as it demonstrates that the Kiewa Valley was becoming more accessible to reliable coffee supplies and general food items.This was brought about through reliable roads and an ever increasing population The need for travelling supply caravans to the area, and with the establishment of grocery stores in Tawonga and Mount Beauty the supply of previously "hard to get" groceries vanished. This transition was precipitated by the SEC Vic Hydro Scheme of the 1940's to 1960's which increased the valley population two fold.This container of McKenzie's Coffee and Chicory is made from pressed steel and has a tight fitting lid (steel with a protruding lip to allow finger pressured removal). The tin has one pressed seem (holding the cylinder together). The backdrop of the outside of the tin is "grained" brown painted with dark brown (worn) lettering and central between McKenzie's/Coffee is a figure of an eagle with its wings outstretched. This insulator disk for the high voltage carrying electrical cables was manufactured in 1964 and used by the SEC Vic (Kiewa Hydro Electricity Scheme) from that date until late 1900's. It was used to connect high voltage cables to their "towers" going from various Hydro Generators to and from power "stations". During this time period, high quality "cable" insulators were manufactured in Japan. In an earlier time they would have been sourced from Europe or England. After the 1950's the sourcing of electrical hardware was being influenced by the lower costs obtainable from Japan. Later on other Asian sources also became available.The need for a mountainous and a large area of operational requirements, such as the SEC Vic Kiewa Hydro Electricity Scheme, to distribute the electricity produced in the Victorian Alps to the major users required power transmission lines to "carry" high above the sometimes inaccessible land mass electricity generated at the power stations to the various sub stations along the valleys and ranges to flatter populated regions. The significance of this insulation "high voltage" disk to the Kiewa Valley region relates to the impact of modern technology (at that time) upon a mainly rural environment. These power lines are a stark visual "show" of the impact that the "Scheme" has on the mostly rural landscape of the Kiewa Valley and what a boost of "modern" equipment into the area has taken place. The "Hydro Scheme" had facilitated the transition of a semi rural area to an advanced rural region within a shorter time frame, than would have taken under "normal" evolutionary time. The speed of information of all "new technology" had a relatively slow assimilation rate before the SEC Kiewa Hydro Scheme came to those living in the then quieter rural communities. This bamboo fishing rod was used in the mid to late 1900's and demonstrates that local production of recreational fishing poles was at a high level and their demand was high. Imported recreational sporting goods from either the United Kingdom, the United States of America or Asia countries was due to the larger lead up times from these suppliers and the greater import costs from slower ocean supply ships. It was only after World War II that the trade influx from other countries has supplied cheaper goods. This recreational fishing pole is highly significant to the Kiewa Valley as it demonstrates that recreational fishing has been evolved from the need to supply a balanced diet by the early pioneer families of fish from the major Kiewa rivers. The ability of the Kiewa Valley rivers to provide a good fishing environment (high protein diet) for both early indigenous families and early pioneers was the important food source that provided for a balanced diet and the higher level of nutritious development of both body and mind. This two piece wooden fishing Rod is made from bamboo shafts or poles, one length thicker than the other. The smaller diameter shaft is the top end and fits into the longer thicker shaft at a stainless steel tube end.The smaller shaft has a stainless steel reinforcement ring where both shafts fit together. This SEC cook book was produced circa 1950s when the Kiewa Hydro Electricity Scheme and its Commission was in full swing. The Commission had constructed two settlements, Mount Beauty and Bogong Village to house construction workers and their families in a "closed" community. These "closed" communities were for SEC staff and construction workers only. Entry into these villages was restricted to "SEC pass" carrying construction staff and their families. All facilities such as retail, sporting and other community services was provided by the SEC. This created an isolated community in which limited individual choice or administrative family leeway was available. It was a typical company town (live and work for the company). The Company was in the Kiewa Valley constructing power stations for the Kiewa Hydro Electricity Scheme of Victoria. In one way the individual did not need to be concerned with living costs, educational needs for children, and recreational amenities and therefore "normal" community survival /living methods did not apply. This living, although restrictive, was quite simple. When the scheme was completed, in 1961, marking the end of company town, caused some of the employees, who had enjoyed the "controlled" township environment, a fair degree of angst in having the new 'laissez-faire" controls thrust upon them. This was magnified when both Mount Beauty and Bogong Village became meshed into the Bright Shire, vis-a-vis, local government. This cook book is a prime example of " the company is looking after you" and leave the worrying to us. This environment of a "company town", which creates the atmosphere of minimal personal responsibilities, is still present in a few remote mining towns in Australia at the beginning of the 21st Century.This book is a classical example of the psychological control in which the company had its construction workers families living in. The motto of many companies who had employees in isolated regions was "keep them happy". A happy and contented worker is a more productive worker. This was a period in time (1950s to 1970s) when social psychology was gaining recognition in the Australian workforce as well as internationally. At the end of the construction of all the power stations both the Mount Beauty settlement and the Bogong Village became more integrated into the main stream of rural Australia environment. Development of tourism in the region opened up not only interaction with a greater cross section of the ever expanding type of Australian but also the overseas based non rural culture tourist or immigrant. It allowed the intermingling of ideas in a non company controlled environment. The Mount Beauty and Bogong Village has, and even up to the 3000 Millennium, the same housing construction, as was built by the SEC. There has only been a very gradual change to modern domestic architectural home styles. This SEC cookbook has a folded cover with two staples at the spine, securing eight double sided pages. The white pages contain black print and sketches(3), and one black and white photograph (of the author). The front cover is mainly orange in colour with a gradual fading into yellow(at the top). The cover is approximately 210 g/m2 in thickness and each page is approximately 90 g/m2 thick. Mrs Arthurena Dora Beattie (nee Morrison), had been teaching privately at Rosedale and came to Orbost with her husband and family in 1890. In 1892 she opened a private school in Salisbury Street (about the site of the Countryman Motor Inn) which she conducted for about 10 to 12 years. Her husband, John Wilson Beattie, a retired State School teacher, had been head teacher at the Rosedale School from July 1870 to August 1884. After coming to Orbost he selected land on Wall Creek. He was a widower with 7 of 11 surviving children when he married Arthurena in 1885. His fist wife, Georgina (nee KELLY) died at Rosedale in 1883 when the youngest child was just 5 weeks old. John and Arthurena had a further 8 children (5 born at Orbost), and after John's death she married George McCARLIE in 1916 at Sale and moved Mirboo North. There was at least one other private school much earlier, in 1884. It was thought to be the first school in the district and conducted by William Ballantyne. It was located on the flat on the Newmerella side of the Snowy River near where the first railway crossing used to be. Wm Ballantyne had previously taught school at Sarsfield from June 1873 to November 1879. (information from John Phillips) This advertisement was for educational tuition by Mrs Beattie. Tuition would be from 10.00am - 12.00 and from 1.30pm - 3.30pm. Costs were thirteen shillings per quarter for children under the age of 12 years and one guinea for those over 12 years. A reduction would be given for more than one child in the same family. The 1872 legislation required all children aged 6-15 years to attend school unless they had a reasonable excuse. Parents who did not send their children to school were liable for fines up to five shillings for a first offence, with the penalty increasing to 20 shillings for each repeat offence. The Orbost State School had opened on 19th of March 1886 and this "private school" appears to have been a small private enterprise school.
