The 31-acre (13 ha) cemetery site was reserved in 1855 and trustees were first appointed in 1858. A site plan was drawn up by Frederick Acheson, a civil engineer in the Public Lands Office, with the layout segregated by religious denomination, a common occurrence at the time. The first burial took place in 1859. The rules were gazetted rather than published as guidelines as the cemetery was constituted under and act of parliament. BACKGROUND The Eltham Cemetery is of historic significance to the Eltham area. The Trust was established in 1858 and has administered and maintained the cemetery from that date right up to the present. Among the more noteworthy graves is that of Sir William Irvine, a former State Premier and Chief Justice of Victoria. Eltham Cemetery is surrounded on three sides by urban development. Montsalvat Artists Colony adjoins the remaining (eastern) side. A Joint Select Committee of Parliament called the “Mortuary Industry and Cemeteries Administration Committee" (MICA) enquired into the land requirements at the Eltham Cemetery in 1986. The MICA recommendations contained in its 1986 report are included in the Appendices attached to this report. Although the recommendations have not been adopted by the Government it is interesting to note that the MICA report recommended the use of the bulk of the land for cemetery purpose. In June of 1987, the Cemetery Trust was expanded to include additional members from the Eltham Community by the Minister for Health. At the same time, he instructed the Trust to resolve the land requirement issues. As a result of this Ministerial direction, Tract Consultants has been instructed by the Eltham Cemetery Trust to prepare a report addressing the issues raised in the Minister's letter (see Appendix 1) to the Trust. Principally, the study will examine options available for development of the Cemetery. These options will explore possible boundaries, cemetery design, vegetation, the overall environment, landscaping and financial planning for the Cemetery operations. Appendix 2 details the Cemetery Trusts Terms of Reference for the Study. Before commencing the study in detail, additional basic information was sought; viz: a) sub-soil and rock analysis; and b) feature survey by a Licensed Surveyor. Nillumbik Commissioners used 'reserve power's to permit a controversial Shell service station and Hungry Jackls restaurant development at the former Eltham Shire Office site at 895 Main Road. More than 200 people attended the Council meeting in the public gallery and protested at the decision. 32 personal submissions were made to Council's Planning Special Committee meeting whose members vioted 3-2 against the development. The Committee consisted of the three Nillumbik Commissioners and three community members (Jim Connor, Bronwyn South and Janet Mattiske). Chief Commissioner Don Cordell, a former Shell employee excused himself from voting and the three communbity memebrs voted against the submission. The other two commissioners, Vin Heffernan and Kevin Abbott voted against it. They then immediately closed the meeting and opened a Council meeting lasting just seconds to use special reserve powers to overturn the decision. Community residents who made submissions included Russell Yeomans speaking on behalf of the Eltham Gateway Action Group and Eltham District Historical Society, Des Ryan on belaf of Eltham Senior Citizens, Angela Newhouse, others on behalf of Our Lady Help of Christians Primary School and Judge Book Village, Tom Munro, Ian Jennings, Margartet Ball a fifth generation descendant of the Shillinglaw family, one of the early settlers of the area and owner of the land that was sold to Council, Frank Burgoyne who said "there will be a lot of creaking and rumbling in the cemetery if this goes through. So many old people who have done so much for Eltham are buried up there and it is up to us to pass on what they left to the younger generation. Eltham is a beautiful spot; why louse it up?" Anne Hunniford's Post Office and Burgoyne's store on left. Miss Harriet (Minnie) Williams's Cash Drapery Mart (est. 1902 and enlarged in 1906), also known as Eltham House on the right. Harriet (Minnie) Williams was born London, 1857, the daughter of George John Williams (1812-1895) and Jane Mansfield (1812-1895). In September 1885 she was operating Williams’s Drapery Establishment in premises on Main Road owned by R. Wallis who advertised them to let in September 1885. In 1902 she opened Williams’s Cash Drapery Mart at the southwest corner of Bridge Street and Main Road (opposite the Post Office), owned by W.J. Taylor. In 1906 she bought the premises and one quarter acre of land and expanded the business with a re-opening in April 1906. Harriet was also well-known and esteemed as an active worker in Methodist circles and also Superintendent of the Sunday School. Harriet fell ill in August 1907 and died 15 August. She is buried in Eltham Cemetery with her good friend Ada Ford. The result being that she consulted Mr Roach, contractor, of Heidelberg, put the matter in his hands, and now he has completed in a very satisfactory manner and up-to-date style extensive improvements. A large addition, of very neat and attractive design, with three large windows, has been built right along the front of the old building, and the counters and inside fittings are very neat and convenient, harmonizing well with the attractive outside appearance. Miss Williams has now got in a large now stock of goods, and is making extensive arrangements for a “reopening week," commencing 2nd April, during which time she will make 10 per cent reduction on all cash purchases in the form of gifts of that value. Miss Williams has gone to considerable expense and liability both, in the enlargement and improvement of the premises and in purchasing additional stock. Resources were scarce so there was a transition away from the traditional style memorials that sprang up post 1918 to one of building facilities that would provide ongoing benefit to the community. Even before the end of the Second World War, the citizens of Eltham began to consider an appropriate form of memorial for those from the area who fought and died in the First and Second World Wars. In 1943 the Eltham Women’s Auxiliary raised funds for the construction of buildings to be established on land to be purchased for the proposed War Memorial. On March 27th, 1945, the Eltham District Progress Association called a meeting of local people who in turn set up and registered the Eltham War Memorial Trust Inc. As a focus for the purpose of the memorial, the newspaper notice read:- ‘Those who have had a member of their family in the fighting services will want to see that the form of a memorial we are concerned with is the one which will be a constant reminder to us of those who fought for us and the little ones for whom they fought and died.’ At that meeting it was decided the Memorial should take the form of a baby health centre along with a creche and children’s library. In late 1945, the newly formed Eltham War Memorial Trust purchased the land at 903-907 Main Road Eltham from Miss Shillinglaw, which once formed part of the Shillinglaw farm on Lot 90 of Holloway’s 1851 “Little Eltham” subdivision. The Governor of Victoria, General Sir Dallas Brooks, laid the foundation stone on November 24th, 1950, in memory of those who fell in the Second World War. The Eltham Infant Welfare Centre was opened November 15th, 1952, the Pre-school on December 1st, 1956, and the Children’s Library in 1961. In late 1966 the children’s library service was integrated into the Heideberg Regional Library Service and the building was officially renamed the Eltham War Memorial Hall.
