Premier Town Awards are awarded by the Victorian State Government to regional communities that best protect and enhance their environment. The award recognizes success in litter prevention, waste management and environmental projects and community group and individual efforts are taken into account in this regard, Warrnambool has won the award three times (1958, 1979-82 and 1988-1991). These items are of interest as examples of the souvenirs distributed to celebrate Warrnambool’s being awarded the title of Premier Town of Victoria in the 1970s and the late 1980s. Bruce Rogers, the recipient of the brass plaque and Director of the Premier Town Campaign in 1979-82 was a Warrnambool businessman, City Councillor (1965-9) and a Lawn bowls player of note. These labels or stickers were produced as part of the celebrations and promotional material to be used during the period 1979 to 1982 when Warrnambool was the official Premier Town in Victoria. The title was awarded by the Premier of Victoria with scores allocated for heritage and environment, community participation, industrial and commercial development, tourism, land use and public works and community facilities. The Free Kindergarten Union of Victoria commenced teacher training in 1909. A two year course was run in cooperation with the Education Department in 1910-14, but from 1917 the Union trained its students independently. In 1922 the Kindergarten Training College was established in Mooroolbeek, Kew. In 1965, the institution, as the Melbourne Kindergarten Teachers' College, became an entity separate from the Union, and in 1973 joined the State College of Victoria as the Institute of Early Childhood Development. This glass is a souvenir of the awarding to Warrnambool of the title of Victoria’s Premier Town for the period 1979 to 1982. The Premier Town Awards were given by the State Government to the town or city that best protected and enhanced its environment. Factors contributing to this included waste management, litter control and environmental improvements. Warrnambool won the award in 1958, 1979-82 and 1988-1991. This souvenir glass is kept as an example of the type of souvenir sold on the occasion of Warrnambool’s winning the Premier Town Award for 1979 to 1982. It will be useful for display. This is a drinking glass in the form of a goblet with a circular base, a thin stem and a top with gold edging around the rim. The Warrnambool Hot Rod Club was formed in 1958 at the Warrnambool racecourse. In 1969 the Club transferred to a site on the Princes Highway. Today the Club is the Premier Speedway Club and the major annual event is the Grand Annual Sprintcar Classic. c1881 Henry W Seely, of New Jersey, USA, designed and patented an electric sad iron for pressing and smoothing material. He continued to modify and improve his designs, with his partner Richard Dyer, and other electrical appliance firms, e.g Hotpoint, began producing these flat irons that could provide continuous heat by connecting via an electrical flex to a light socket and hence without the need for hot fires, ash, or burning hot handles. Women with access to an electricity supply were delighted and their ironing chore became much less arduous No heat was felt at all from the iron as it is all concentrated on the bottom surface. By the early 20th century enthusiasm was building for the new electric smoothing irons: clean, powerful, adjustable, and labour-saving. The Premier towns is an award given by the Victorian state Government. It recognises positive actions by regional communities to protect and enhance their local environment. It is based on criteria relating to litter prevention and waste management, environmental and heritage management as well as activities among community groups and leadership. Before her marriage to Ron Kirner, Joan Hood taught at the Ballarat Girls' Junior Technical School in the late 1950s. The Girls' school was a division of the Ballarat School of Mines. After entering politics Joan Kirner was Minister for Education (1988) and Premier of Victoria (1990 to 1992). In 1992 Premier of Victoria Joan Kirner visited her former workplace to officially open and name four new facilities, marking stage 2 of the school's State Works and Services Development Project. Honoured in the naming ceremony was the late Albert Steane, the late Kenneth Fleckoe and Mr Jack Barker, President of the Ballarat School of Mines. The fourth facility was the recently opened carpentry and joinery complex. Mrs Kirner said naming the building in honour of the three men would act as a continual reminder of their contribution to education in Australia and what they have passed on to future generations. She said the Government and the State Training Board saw the college as not only one that was most important to Victoria but also nationally and internationally. Sports Clubs in Kew in the final decades of the 19th century and in the early 20th century were often umbrella organisations with facilities for a number of sports. Typically in Kew, this included teams in lawn bowls, tennis and croquet. The Kew Bowling Club was formed in 1880 while the privately owned Auburn Heights Recreation Club was opened in 1904. By 1998, the two Clubs decided to amalgamate at the Auburn Heights site in Barkers Road, forming the Kew Heights Sports Club. The combined club was itself taken over by the Melbourne Cricket Club in 2012 becoming MCC Kew Sports Club. In 2017 MCC Kew closed and its landholding was subsequently sold to Carey Baptist Grammar School. Both the Kew and Auburn Heights Clubs assembled important collections. These historically significant and large collections were donated to the Society in 2020. The University of Ballarat (later Federation University_ inherited the Camp Street Arts Precinct. As the functions of the former public buildings were moved elsewhere, the Victorian Government of the time recognised the importance of maintaining the heritage buildings and the opportunity to create a cultural precinct extending from the Art Gallery. The 19th century architecture along Lydiard Street and the dogleg bend of Camp Street define the precinct. With substantial financial assistance from both State and Commonwealth Governments, the Art Gallery Ballarat has been extended through to include the 1884 Police Station on Camp Street. The Post Office building (1864-1887) was acquired for the University. The 1904 and 1941 Courthouses and the c1900 Public Library building were also included. Two new buildings have been constructed. The Municipality of Kew was proclaimed on 19 December 1860, then upgraded to a Borough (1863), a Town (1910) and finally a City (1921). From 1865, its offices were based in the former Athenaeum Hall in Walpole Street, which, although extended in 1883, inevitably became inadequate. Plans for a new purpose-built Town Hall were first mooted in the late 1880s, but fell prey to six subsequent decades of debate. During that time, many sites were considered and rejected, and several schemes prepared. Finally, in 1945, it was resolved to build a new civic centre as a war memorial. The council acquired Southesk, a mansion on the south-west corner of Cotham Road and Charles Street – first mooted as a possible Town Hall site two decades earlier – and plans for a civic precinct were drawn up by John Scarborough. The project stalled until 1957, when a Town Hall Committee was formed and a new architect appointed: Harold Bartlett of Leith & Bartlett. He also proposed an entire civic precinct, of which a large public hall would constitute Stage One. Designed to accommodate almost any public or official function, the space had had a small stage at one end for intimate theatrical productions, a larger stage at the other (with operable sunken orchestra pit) for musical performances, plus the most up-to-date equipment for live TV transmission. The building, befitting its original intent as a war memorial, was also to include a sculpted monument, for which a separate design competition was held. First prize went to George H Allen (1900-1972), long-time head of the Sculpture Department at RMIT and a former war artist himself (the only one, in fact, to have worked in the medium of sculpture). At the time of the Kew project, Allen was best known for his Cenotaph at the Shrine of Remembrance (1955) and a controversial abstract sculpture at Hume House in William Street (1957). Tenders for the new hall were called and the contract (worth £104,986) was awarded to H F Yuncken. The foundation stone was laid by the Mayor, Cr F C O'Brien, on 1 June 1959. Completion (initially scheduled for October) was delayed by the unavailability of certain materials; it was barely finished in time for the official opening (by Premier Henry Bolte) on 23 April 1960. The war memorial was unveiled two days later (Anzac Day) by Bolte's deputy, the Hon A G Rylah. Fittingly, that year also marked Kew's municipal centenary, and many celebratory events were held in and around the new civic centre in December, including a special council meeting (attended by the Prime Minister), a tree planting ceremony and a youth ball.
