This was part of the initial planning in 1937. The Pretty Valley Reservoir was to be part of a pumped-storage scheme with a pumping station located immediately below the main structure. Preparatory work was commenced in 1946 with erection of staff accommodation. Between 1947 and 1950 the main camp was erected, access roads, constructed and banks and benches at the dam site undertaken. Following the financial crisis in 1951, a review of the scheme was carried out and work ceased in June 1951. Staff quarters was completed in April, 1947 and accommodation for workmen commenced in 1948 but was suspended from May until November. ...Falls Creek Victorian Snowfields Pretty Valley A black and white photo taken inside the Pretty Valley Camp kitchen. ...MEYER COLLECTION - FALLS CREEK PHOTOS In 1947 a determined group of like-minded State Electricity Commission (SEC) staff including Ray Meyer, the chief surveyor of the Kiewa Hydro-Electric Scheme, had a common interest that revolved around the skiing potential of the snow-covered high plains which included what is now the resort of Falls Creek. The six SEC employees, Toni St Elmo, Ray Meyer, Jack Minogue, Lloyd Dunn, Adrian Ruffenacht and Dave Gibson (together with their families) banded together to secretly build a 'hut' that was the first ski lodge at Falls Creek. Using a road built in 1930s to gain access to Falls Creek, their hut project was carried out in secret as efforts by other skiers were blocked by H.H.C. Williams – the engineer in charge of the Hydro Scheme. In 1946 Ray Meyer made a trip to the Lands Office in Melbourne. He came away with a 99-year lease on three acres that was ideally suited for a hut designed by Lloyd Dunn. Adrian Ruffenacht (Design Engineer for the KHS) had suggested where the group should build because of easy access to a spring for water. Much of the building material required was scavenged from derelict huts on the high plains. Due to the need for secrecy, the determined group worked on the hut in the evenings and weekends to avoid detection. During the building period the group had met at Echidna Rock (now known as Eagle Rock) where Skippy St Elmo announced, "This is my favourite ‘Skyline’.” And so the first lodge in the area at Falls Creek Ski Resort came into existence. With the development of the International Poma in the 1970s, the Skyline Lodge, which was sited between the ski-lift’s pole one and pole two, was demolished. However, the legacy of Ray Meyer, Toni St Elmo, Jack Minogue, Lloyd Dunn, Adrian Ruffenacht and Dave Gibson and Skyline lives on in the vibrant atmosphere of Falls Creek Resort. The MEYER COLLECTION documents developments on the Kiewa Hydro Scheme and their life at Falls Creek from the mid 1930s to 1960s.This image is significant because it documents the development of the Kiewa Hydroelectric Scheme.A black and white photo taken inside the Pretty Valley Camp kitchen. Also in 1947 construction of a stream diversion was commenced to allow excavation to commence for the dam wall. In the summer of 1948/49, stripping of the foundation area on both sides of the river was carried out. Weather conditions were not always favourable during the construction, particularly 1955/56 summer, and work would have to cease each year for the winter season due to the severe conditions. The dam is a earth and rock fill structure with a height of about 30.5 metres and crest length 518.16 metres and was completed in March, 1959.These photographs show the type of terrain in the area prior to the construction and filling of Rocky Valley Dam. Also of interest is the type of accommodation provided for those working on the construction and the early cranes available in the 1940/50's. In 1939, the State Electricity Commission of Victoria established a field headquarters at Bogong to house workers and their families for the Kiewa Hydroelectric Scheme which ran from the 1930s to the 1960s. The workmen's camp was originally started with tents and was called Junction Camp. By 1947, the village supported 300 workers and their families. It included 40 houses, a hostel for single staff, a post office, a police station, a medical centre, and a primary school. The staff hostel was known as Kiewa House. At the completion of the Scheme, in the 1960s, the village was opened to public/tourism use. In 1968 the Victorian Education Department acquired the camp buildings and four houses from the State Electricity Commission of Victoria to establish an Outdoor Education Centre which operated for over 50 years. The Kiewa Hydroelectric Scheme was privatized in the 1990s and sold to Southern Hydro, before being acquired by AGL in 2005. As part of the push to cut electricity costs and diversify supply, the Victorian Government (circa 1930) initiated the conversion from primarily brown coal supply to hydro – electricity. Field investigations during the 1940’s resulted in a new proposal for a scheme that had more than double the capacity of the 1938 scheme. The Kiewa Hydroelectric Scheme became the largest scheme of its kind in the State Of Victoria and the second largest scheme in Australia. The number of personnel involved in the planning and construction of the scheme increased dramatically. During the late 1940’s, most activity centred around the construction of the West Kiewa Power Station, Rocky Valley Reservoir, McKay Creek Power Station and the Bogong Creek Aqueduct.A common thread across all the larger hydro scheme constructions was the need for workers, both qualified and unqualified who came from around the world seeking a new life for themselves and their families. New accommodation and facilities were required for the army of workers engaged in construction in often remote and wild areas. The SEC had a high demand for timber, and set up the first of a number of sawmills at Bogong Creek in 1939 and set up the first hardwood logging in the headwaters of the Kiewa River. These new ‘towns’ such as Mt Beauty and Bogong, survived, serving the needs of operational personnel and their families, and expanding with growth of new industries. Mount Beauty, and to a lesser extent Bogong, are among these places. The proposed dam to be built at this site was postponed in 1954 because of financial restraints imposed by the government at this time. It was to have supplied water for No. 2 Power Station at the Junction of the Pretty Valley and Rocky Valley branches of the East Kiewa River. This power station was not constructed until 2008 - 2010 and now gets it water from McKay Creek Power Station. The site of this camp is now occupied by the Howman's Gap Alpine Centre. Some of the original buildings still remain. In the mid 60's a few families with school age children established themselves in the village, and a need arose for a school to encourage them to stay. An enrolment of seven children and a building was required before the Education Department could become involved. The Management Committee of the day gifted the families some land (still the site of the Falls Creek Primary School No. 5067) and fundraising began. The original committee consisted of the Steven family (two children), the Lee family (three children), the Caddie family (no children), the Carroll family (no children), and the Alston family (children?). After two years of community based, yet dubious fundraising methods (including weekly gluhwein parties, keg parties and numerous raffles), enough money ($1,300) was raised and an unused SEC building in Mt Beauty was bid on and won. Due to the condition of the road up to Falls Creek, it had to be dismantled and reassembled up the mountain. Unfortunately, the building was delivered to Falls Creek too late into the season to be erected but the following summer, with no money available to hire builders, working bees began, beer was on tap, and BBQs were cooked, and a crude schoolroom with an oil heater donated by Cecil Dobson from Winterhaven was erected. The first teacher hired was an Alaskan woman who agreed to a wage of $10 per child per week. Due to minimal resources the children were sent home at different times of the day in order to warm up and have a meal. Through the winter of 1971 many government departments were lobbied and it was decided that if the building could be finished to the Education Departments standards then they would provide a government endorsed full time teacher. The three main site holders (Bob Lee, Cecil Dobson and Dick Humphries) took out a loan and the school was refurbished and opened as the 'Bob Scott Memorial Hall' in time for the 1972 season. Maree Keele was the first Head Teacher. After three years of fund raising by the school committee the hall was paid off in full. After many years in the original building the Education Department took control of the school, updated the classrooms and provided accommodation for the teachers. In 1982, discussions began surrounding construction of a 'new' Falls Creek Primary School, a joint property with the community and the Education Department. After it was decided that the funds could not be raised fully by the community ($150,000), the Department constructed a new facility and students moved in on 1st July 1985.This image is significant because it includes children who became champion competitors at Victorian State, national and international level.A black and white photo of a group of children on a toboggan outside the Falls Creek Primary. The scheme is situated in the Australian Alps in north-eastern Victoria about 350 km from Melbourne and is wholly owned by AGL Energy. The scheme was originally constructed between 1938 and 1961 by the State Electricity Commission of Victoria although it was privatised in the 1990s. The scheme was originally developed solely for electricity generation, unlike the Snowy Mountains Scheme, which was also intended to direct water west of the Snowy Mountains for purposes of irrigation. From 1937 to 1944 the construction of dams at Pretty Valley, Rocky Valley and the Junction Dam were undertaken requiring large numbers of planning and support staff to see the projects successfully completed. Planning and support staff were the backbone of the successful completion of the Kiewa Valley Hydro Electric Scheme and contributed significantly to the development of the Kiewa Valley area.
