The set of seven 1858 plans shows proposed plans for the original Lighthouse Complex that was built on Middle Island in 1858-1859. The whole complex was then transferred to Flagstaff Hill in 1871. The plan, dated 1909, is for proposed additions and repairs to the Quarters at Flagstaff Hill. The plan 'Alterations and Additions' shows alternate plans for changes to the quarters at the Flagstaff Hill location. This plan has no date. The Complex comprised the Lighthouse, the Lighthouse Keepers’ Quarters, the Store (now called the Chart Room) and a Privy, which was not included in these plans. The Keeper’s bluestone Quarters was a cottage divided into two compartments, one for each keeper and his family. The bluestone Store was divided into three; a store, a workshop an oil store (or office). The Privy comprised of a small building also divided into two separate, back-to-back toilets, one for each Keeper and his family. The Flagstaff Hill Keeper's Quarters have had extensions and additions at various times, and these have also been removed at various other times. It shows the floor plans of the Store, Upper Lighthouse and the Quarters. The Store building has three sections; a Store, Work-Shop and Office, with an internal wall between them and separate entries. The Quarters are divided into two dwellings. The Senior Keeper’s side on the left has fireplaces in two of the three bedrooms and there is a pantry and wash house. The Assistant’s side has no fireplaces in the bedrooms and there’s no pantry or washhouse. These plans include proposed changes to the buildings. The Senior Keeper’s Quarters would have a partition on bedroom 2, a bath with plumbing and drainage, a wall moved and a built-in side porch. The Store would also have a built-in porch. The undated plan 'Additions and Alterations' (2375.9) shows alternative arrangements for water tanks, plumbing and such. WARRNAMBOOL'S LADY BAY LIGHTHOUSES- In the 1800s ships sailing from England to Australia began to use Bass Strait as a faster route to Melbourne. Small navigation errors led to many tragic shipwrecks. From 1848 lighthouses were operating along Victoria’s southern coast as a guide for sailors. Coastal towns such as Warrnambool grew and the exchange of trade and passengers were of great benefit. However, the uncertain weather changes, relatively shallow waters and treacherous, hidden rocky reefs were not suitable for a Harbour and in the 1840s and 1850s there were many shipwrecks in the area, with some even stranded in its Lady Bay harbour. A jetty was built in 1850 and a flagstaff to guide seafarers was placed up high on what became known now as Flagstaff Hill. In November 1857 the Victorian Government recommended that Warrnambool Harbour had beacons and two lighthouses to guide vessels into and out of the Harbour safely. The white light of the Middle Island lighthouse was to be used for the first time on September 1, 1859. The red light of the Beach Lighthouse, a wooden obelisk structure, was first operated on March 25, 1860, but in 1868 this light was ‘discontinued’ due to it being too low. Melbourne’s Department of Public Works decided to relocate the Middle Island Lighthouse Complex - Lighthouse, Keeper’s Quarters, Privy, Store Room and even water tanks - to Flagstaff Hill. The lower obelisk was shortened, and a protruding gallery, railing, and external ladder were added, as well as the light from the Beach Lighthouse. A green guiding light was erected on the end of the jetty. The transfer of the Complex began in March 1871. Each shaped stone of the lighthouse was carefully numbered, removed then reassembled on Flagstaff Hill. In 1872 the well was sunk behind the Lighthouse Keeper’s Cottage. The Keepers and families had left Middle Island in April and moved to Flagstaff Hill in October 1871. Vessels entering Lady Bay align the Upper and Lower Lighthouse towers during the day and the lights at night. The Upper Lighthouse is a round tower, the Lower Light is square. The Lighthouses were categorised as harbour lights rather than coastal lights, so they remain under the control of the Victorian Government’s Ports and Harbours section. The lights were originally powered by oil, then acetylene gas, later by electricity, and then converted to solar power in 1988. In 1993 the solar panel was replaced by a battery charger. A decision was made in 1936 to replace the lighthouses’ lights with unattended lights that no longer required Keepers and Assistants. At least 29 Keepers had attended to the lighthouse from its opening in 1859 to when the last official Lightkeepers left In April 1916. The Warrnambool Harbour Board rented out the Quarters from 1916 to 1936. The Board closed down but the rentals continued with other unknown landlords. In the 1970s the Flagstaff Hill Planning Board was set up under the chairmanship of John Lindsay. The Board was to make recommendations to the Warrnambool City Council regarding the use of the buildings and the rest of the Crown Land on the site. The Flagstaff Hill Maritime Village opened in 1975 and began renovating the Cottage in stages, during which time evidence of a 1920s fire was found in the eastern section of the cottage. Additions of a porch on the west and a washroom on the east were made in the 1980s. The western part of the building is now a Shipwreck Museum and the east has returned to a late 19th-century Lighthouse Keeper’s cottage and includes the screen made by Assistant Lighthouse Keeper Thomas Hope during one of his two periods of service there. THE LIGHTHOUSE KEEPERS Lighthouse Keepers were responsible for keeping their Lighthouse’s lights shining at night. They kept a lookout for passing vessels and changes in weather. They were expected to clean, polish and maintain the equipment and buildings. They kept regular and detailed records of who was on watch, and the time the light was lit, trimmed and extinguished. They kept a journal about other events that occurred. They keep regular, accurate Meteorological Logs. It was expected that they were competent in Morse code signalling. They would be called to help in times of disasters and shipwrecks, and to give official statements about these events. Many Lighthouse Keepers also volunteered as members of the lifeboat crew. The Lady Bay lighthouses were officially classified as small, so the Keepers had the official titles of Senior Assistant Lighthouse Keeper and Assistant Lighthouse Keeper. They were employed by the Public Service and paid rent to live in the Lighthouse Quarters. They were compulsorily retired at the age of 60, with most receiving a superannuation payment. Despite their time-consuming duties, there was time to follow hobbies and crafts such as growing vegetables, playing musical instruments, making models of buildings including lighthouses, and crafting furniture pieces. An example of a keeper’s skills is the carved fire screen made by /assistant Keeper Thomas Hope in the early 20th century and displayed in the Lighthouse Keeper’s cottage at Flagstaff Hill. The last occupants of the Middle Island Complex were Senior Keeper Robert Deverell, his Assistant Keeper, Andrew Farncombe, and their families. They all became the first occupants at the Lady Bay Lighthouse Keepers’ Quarters on Merri Street. The Warrnambool Lighthouse Complex plans are the origin of what is now the Lady Bay Lighthouse Complex. They are a record of the people, process and departments involved in bringing the complex into fruition. The plans are significant to the Complex, which is now listed on the Victorian Heritage Register, H1520, for being of historical, scientific (technological) and architectural significance to the State of Victoria. The Complex is significant as an example of early colonial development. The plan are significant for their connection with the important navigational function of the Lighthouses, a function still being performed to this day. The plans are also significant as an example of a product from the Public Works Department in Victoria in the mid-to-late 19th century. The structures built to these plans still stand strong. The sanctuary lamp was part of the original furnishings of St Nicholas Seamen's Church, Williamstown, Victoria. The church was operated by the Missions to Seamen organisation. The lamp was donated by Miss C. Roberts to St Nicholas Seamen's Church, Williamstown, as a memorial to Edward Roberts, who passed away on August 7th, 1905, as stated on the plaque. THE MISSIONS TO SEAMEN (Brief History): - The Missions to Seamen was an Anglican charity in Great Britain that has served the world's seafarers since 1856. Its symbol is a Flying Angel, inspired by a Bible verse. Today, there are centres in over 200 ports worldwide where seamen of all backgrounds are offered a warm welcome and provided with a wide range of facilities. In Victoria, the organisation began in Williamstown in 1857 as a Sailors’ Church, also known as ‘Bethel’ or the ‘Floating Church’ in an old hulk floating in Hobson’s Bay, Port of Melbourne. It soon became part of the Missions to Seamen, Victoria. In 2000, the organisation, now named Mission to Seafarers, still operated locally in Melbourne, Portland, Geelong and Hastings. The Ladies’ Harbour Lights Guild was formed in 1906 to support the Missions to Seamen in Melbourne and other centres, such as Williamstown. Two of the most significant ladies of the Guild were founder Ethel Augusta Godfrey and foundation member Alice Sibthorpe Tracy (who established a branch of the Guild in Warrnambool in 1920). The Guild continued its work until the 1960s. In 1943, a former Williamstown bank was purchased for the Missions to Seamen Club. The chapel was named St Nicholas’ Seamen’s Church and was supported by the Ladies’ Harbour Lights Guild, the Williamstown Lightkeepers’ Auxiliary and the League of Soldiers’ and Sailors’ Friends. It ceased operation in 1966. A Missions to Seamen Chapel and Recreation Room was a significant feature of ports during the late 1800s and 1900s. It seemed appropriate for Flagstaff Hill to include such a representation within the new Maritime Village, and the Melbourne Board of Management of Missions to Seamen Victoria gave its permission on 21st May 1979 for the entire furnishings of the Williamstown chapel to be transferred to Flagstaff Hill. The St Nicholas Seamen’s Church was officially opened on October 11, 1981, and resembles the Williamstown chapel. The lamp is socially significant as a lasting memorial to Edward Roberts. It is also significant historically for its origin in the St Nicholas Mission to Seamen's Church in Williamstown, established in 1857 to cater for the physical, social, and spiritual needs of seafarers. It originated in Bristol, England when a Seamen's Mission was formed in 1837. The lamp is historically significant for its connection to the Ladies Lightkeepers’ Auxiliary, an organisation of women formed to support seafarers. The connection of this lamp to the Mission to Seamen highlights the strong community awareness of the life of people at sea, their dangers and hardships, and their need for physical, financial, spiritual and moral support. The Ballarat School of Mines was established in 1870 through the initiatives of the Ballarat Mining Board making it the oldest site of technical education in Australia. The Board was concerned with the shortage of mine managers for the goldfields. Classes began in surveying, mathematics, and chemistry and a decade later they included metallurgy , assaying and geology. With the decline in goldmining the direction of the college changed and broadened, the art School was established and the Ballarat Junior Technical School developed. In 1976, the tertiary sector seperated from the School of Mines and Industries Ballarat to form the Ballarat College of Advanced Education. In the 1980s SMB was a Community College of Technical Education and Further Education (TAFE) offering a wide range of vocational, enrichment and preparatory programs. It is continuing the tradition of providing for the educaiton needs of people within the Central Highlands. During the 1970s and 80s it acquired and refurbished old buildings and developed new facilities to keep up with the needs of an expanding curriculum and student population. In April 2012 former Royal Australian College of General Practitioners president Dr Paul Hemming was appointed the University of Ballarat’s new chancellor. Dr Hemming was a deputy chancellor of the university since 2011 and a member of the university council since 2007, and replaces outgoing chancellor Robert Smith. He was a founding director of Beyondblue and has been president of the Royal Australian College of General Practitioners. He was also president of the Australian Medical Association Victoria and has served on numerous federal government medical bodies and tribunals. Chancellors are appointed to chair the university's council (governing body) as the senior office holder of the University. They also confer the academic awards of the university, and represent the university at meetings, functions and ceremonies. At the installation of Dr Hemming as the Fifth Chancellor Of The University Of Ballarat Governor of Victoria Alex Chrnov said: "I join Bonnie Fagan in acknowledging the traditional owners of this land and I pay my respects to their elders past and present. It is my great pleasure, as Governor of Victoria and Visitor to the University of Ballarat, to install Dr Paul Hemming as the fifth Chancellor of this University. I extend to him and his family my warmest congratulations on this appointment and wish him all the best in his new role. I have no doubt that he will be an industrious and wise leader of this University. Although the University of Ballarat is one of Australia’s newest Universities, it is the third oldest Tertiary institution in our country with the School of Mines being established in 1870. It has much to be proud of, and should be recognised for its commitment to being one of our most outstanding regionally focused higher education institutions. It offers on six campuses a diverse, yet suitably targeted, group of learning models that include higher education, TAFE and senior secondary school education, and is one of the few universities in the country that has an associated Technology Park. This University is uniquely placed to provide higher education in Regional Victoria. For example, I understand that by 2020 the population in the Ballarat area will increase by 20% so this University will have the responsibility and opportunity to provide educational opportunities for this growing population. The role of the Governor can be divided into three parts – ceremonial, constitutional and community engagement. It is the third aspect of the role that is most time consuming and, I add, enjoyable. It includes making official visits to Regional areas of Victoria. To date Elizabeth and I have been on 16 such visits and the thing that stands out is that despite the challenges that face Regional communities whether it be through natural disasters, or the economy more broadly – the stoicism, volunteerism and self reliance are always present. Ballarat is an example of such resilience and confidence in its future that can be dated back to this University’s inception. When the School of Mines was established in 1870 on the back of the gold rush era of the 1850s, the local community had vision and faith in its future that is reflected in the building of this institution. It is not dissimilar to Melbourne, where its relatively few citizens established the iconic pillars of our society like the State Library, the University of Melbourne, Parliament Houses and the National Gallery of Victoria. The contribution by the University of Ballarat to Regional Victoria cannot be overstated. Not only does it provide top educational opportunities for students from the Region but its graduates almost invariably end up working in Regional Australia, and often in their own local communities. More specifically, almost three out of every four of the graduates from this University end up finding employment in Regional areas. Such figures highlight the University’s significant contribution to the Regional economy. But its impact is not limited to our Regional areas – it extends to other parts of Australia and overseas. But like so many other higher education institutions in Australia, the University of Ballarat is facing challenges brought about by events such as global uncertainties and the high Australian dollar that impact on the inflow of international students, and dealing with students, more and more of whom come from the lower socio economic sector. It is in those circumstances that the Chancellor must show leadership that involves, amongst others, objectively guiding the Council and supporting the Vice-Chancellor, albeit without becoming involved in the day to day micro management of the University. A strong, trusting and respectful working relationship between the Chancellor and the Vice-Chancellor is, I believe, critical to the sound progress of a University. Before I turn more specifically to Dr Hemming, I would like to reflect briefly on his immediate predecessor, Emeritus Professor Robert Smith. I am sure that Dr Hemming has already found in Professor Smith an invaluable source of assistance. He was a skilled and effective leader not only here, but also in the broader higher education sector. I mention by way of example his instigation and leadership two years ago of the much acclaimed Chancellors’ Conference that was held in Melbourne. There was great diffidence amongst the Chancellors in having it at all. It was a little like herding cats. But Bob Smith spearheaded the organisation of it, with great attention to detail. And it was his hard work and leadership that resulted in the Conference being such a success and of assistance to all Chancellors who attended. It was an illustration of Bob Smith’s skills as a leader in the sector and of this University. And the sector, just as this University remains indebted to him. And I have no doubt that Dr Hemming will similarly lead this University through the challenging, yet exciting, times that lie ahead. He is eminently qualified to do so, in terms of his personal attributes, academic achievements and experience in governance. With his extensive medical career as a General Practitioner, service on a number of Federal Government medical boards and tribunals, and having been a Founding Director of ‘Beyondblue’, President of the Royal Australian College of General Practitioners and President of the Australian Medical Association (Victoria), his list of personal and professional achievements, as well as his strong sense of public and community duty, is impressive. Importantly, Dr Hemming has a long standing connection with the Ballarat community, having moved here with his family from the United Kingdom in 1977. He is now even accepted as a “local” I am told. Given his range of experience to which I have referred and the time he has already spent on the Council and Standing Committees of this University, he is obviously well placed to take part in leading this University. So it is a great pleasure for me to install Dr Hemming as the fifth Chancellor of the University of Ballarat." After the storming of the Eureka Stockade on 03 December 1854 a number of reward posters were posted for the capture of rebellion leaders. Frederick Vern was born in Hanover. A reward of 500 pounds was offered for his reward. This was the greatest of all the reward posters (ie a reward of 400 ounds was offered for Lalor and Black). It is not known why Vern was targeted with the high reward value, but it was probably something to do with the fear of the preceived foreigners at the time. The poster gives a description of Vern: "Tall, about 5 feet 10 1/2 inches, long light hair falling heavily on the side of his head, little whisker, a large flat face, eyes light grey or green and very wide asunder. A mining safety cage was used in a mine lift. It was fitted with mechanisms to prevent the cage from dropping if the lifting rope broke. In the 1870s in Victoria, deaths and injuries from falling cages in vertical shafts of gold mines were a major problem. The inventor of this safety cage was Robert Allan, a machinery maker of Creswick Rd, Ballarat. He said his cage featured a ‘dissolving’ fulcrum. Others called it an eccentric (off centre) system. Note the pair of clutch levers designed to grab the side guides if tension ceases in the suspending rope from the poppet head pulley. Also, the hinged ‘lids’; designed to protect miners trapped in a braked cage from falling rope, and to enable rescue of the miners. This model was presented to The Ballarat School of Mines Council in November 1876. This model was shown at the Smeaton Show in November 1874, Ballarat School of Mines Museum from 1876, and examined by the 1879 Victorian Board of Inquiry (Pg 15 of FedUni Catalogue 3437) From the Argus of 13 November 1874: At Smeaton Show, Robert Allan of Ballarat won 1st prize for a Model of a Mining Cage, a Butter working machine, a Cheese press and a Curd Mill. By 1878 an Allan Safety-Cage was in operation in the Number 6 shaft of the Band and Albion Consols mine in Ballarat. This cage was judged the best inspected by the Victorian Board of Inquiry by 1879, p. 39.Mining was a big industry in Ballarat in the late 1800s and a lot of deaths were recorded because of mining accidents, the development of the mining safety cage brake limited the deaths and injuries from falling cages in vertical shafts. The model also has links to the Ballarat School of Mines, being presented to the council in 1876. This black and white photograph is estimated to have been taken c1900 inside the Burke Museum. Several objects part of the museum collection at the time can be seen, with a high number of Asian influence objects visible; potentially Chinese in origin, as several Chinese villages were located around Beechworth and across Spring Creek, from the mid 1800s. The Burke Museum is part of the Precinct of Beechworth, which was established upon the discovery of gold in 1852. Originally built as the Beechworth Athenaeum in 1857, the museum was later renamed to the Robert O'Hara Burke Memorial Museum, more commonly known as the Burke Museum, in honour of the famous explorer and former Beechworth Superintendent of Police, Robert O'Hara Burke, after his death in 1861 at Coopers Creek during the famed ill-fated Burke and Wills expedition.This photograph is contextually, historically and socially significant due to its connection to both the Burke Museum and Chinese culture in and around Beechworth during the mid-1800s through to 1900s. Around 4700 people of Chinese heritage lived at the Ovens goldfield by April of 1857, representing one-quarter of the entire population at the time. The object holds strong representativeness to the history of the Burke Museum and to the objects in its collection. Its interpretive capacity could be supported and enhanced with other photographs and objects in the collection. This photograph is recorded as depicting a street of shops and London houses at Burke Museum in the 1990s. It features an indoor recreated historical streetscape of the 19th century. Within the shop window recreation are objects on display, including hats. The Street of Shops exhibition is still on display at Burke Museum and features objects collected in 1979 through the community by Roy Harvey (also author of Background to Beechworth from 1852), to provide insight into eras of the past. This exhibit displays a collection of over 30,000 items, many dating back over 150 years. The ‘street of shops’ tell the story of the changing town and its community.This photograph is of social significance to the Beechworth area and the Burke Museum as it depicts a still-exhibiting museum display that is of value to the community. The artefacts exhibited in the photograph all have a strong connection to the Beechworth area, having been donated by members of the local community, and are of special value to that community. The author of this book, and many other similar books, was Sir John F. W. Herschel (John Frederick William), 1792-1871. He was a famous mathematician, astronomer, chemist and botanist. In 1838 he was created a baronet, of Slough in the County of Buckingham. The results of his research and discoveries are in use today. The book is part of Flagstaff Hill's Pattison Collection, a large group of books and records, some of which are rare and valuable. The collection was originally owned by the Warrnambool Mechanics' Institute, which was founded in 1853 and is named after Warrnambool's Public Librarian, Ralph Pattison. Thomas Longman founded his publishing firm in 1724 in London by the name Longman. In August of that year, he bought the two shops and goods of William Taylor and set up his publishing house there at 39 Paternoster Row. The shops were called Black Swan and Ship, and it is said that the 'ship' sign was the inspiration for Longman's Logo. After many changes of name and management, including Longman Brown Green Longman and Roberts, the firm was incorporated in 1926 as Longmans, Green & Co. Pty Ltd. The firm was acquired by Pearson in 1968 and was known as Pearson Longman or Pearson PLC. The book is significant for its association with the author, Sir John F W Herschel, and his discoveries and inventions, some of which are still used today.. The book is important for its connection with the London publisher Longmans, Green, Brown, Longmans and Roberts. The firm has been established for over two centuries and is renowned for publishing encyclopedias, dictionaries, books on English grammar, textbooks, poetry, reference books, novels, magazines and more. The book has additional importance for its connection to the Pattison Collection, which, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institutes’ Collection. The Warrnambool Mechanics’ Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and its important role in people's intellectual, cultural and social development throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. The design of the bottle is called a Codd, sometimes referred to as a marble bottle or "Codd's patent bottle". During the mid-to-late 1800s, there were many inventions to keep the fizz in carbonated drinks such as ginger ale, soda water, and fruit drinks. Hiram Codd, an English engineer invented a successful process that he patented as "Codd's patented globe stopper bottle" in 1872. The Codd-neck bottle (commonly called Codd or marble bottle) is manufactured in two parts. The body of the bottle is cast in two sections. At the time of joining the sections, glass marble and rubber seal are inserted into the neck section. The lip is then applied to the top of the bottle. The Codd bottle is filled upside down as the pressure of the gas from the carbonated liquid holds the marble up and out of the way. When the bottle stands upright the gas pushes the marble up against the washer, creating a firm seal to keep the fizz inside. The bottle is opened by pushing the marble down firmly to allow some of the gas to escape. The marble drops down and is caught in a depression formed in the neck. When the bottle is tilted to pour or drink the liquid the marble rests in a dimple. Two Ballarat miners, Evan Rowland and Robert Lewis started manufacturing mineral and aerated waters, bitters, cordials, and liqueurs in 1854, in a tent on the shores of Lake Wendouree Ballarat. Another 13 firms at that time employed manual operations, whereas they introduced Taylor's No. 1 machine that speeded up the process and laid the foundation for their fortune. Evan Rowland was a pioneer in the aerated water trade in Australia. He was born on August 2, 1826, in North Wales. In 1852, during the gold rush, he emigrated to Melbourne, and in 1854 he went to Ballarat and formed a partnership with Robert Lewis, the firm being called ‘‘Rowlands & Lewis’’. Their next step was to secure a supply of pure water. Using mineral Waters that they found via a natural spring at Warrenheip, Victoria. From the outset, the beverages made from this water gained repute and were in great demand. Their business prospered so well that in 1858 they were able to build a factory at the corner of Sturt and Dawson Streets, Ballarat, and to fit with the most up-to-date machinery then in use. By 1870 their business had increased so much and demand had grown to such an extent that Mr. Rowlands erected another factory, covering over an acre of ground at the corner of Dana and Doveton Streets, costing £13,000. The factory was fitted with the most modern equipment of the time to manufacture cordials and aerated water. In 1873 Rowlands established an agency at 116 Collins St, Melbourne, because the demand for the products of the Melbourne factory became so large. The company expanded to Sydney opening a factory at the corner of Burns & Hay Streets Darling Harbour obtaining spring water to supply this plant from Katoomba in the Blue Mountains. The water was brought to Sydney by rail. In the meantime, the Melbourne concern had progressed so rapidly that in 1888 a magnificent factory embodying all the latest ideas and equipment was built in King Street Melbourne. Robert Lewis was a fellow Welshman born in 1816, and he arrived in Port Phillip in 1853 and became a partner in the early day with Evan Rowland but with lesser and shorter involvement in the firm, from which he retired in 1876. Robert Lewis was perhaps better known as Ballarat's first mayor and a Member of the Legislative Assembly. He was a strong supporter of local charities, president/treasurer of the Eisteddfod Committee, a major force in the development of the Ballarat Hospital, and he was the mayor of Ballarat five times, the first in 1863, (having been a counsellor as early as 1859) and for the last time in 1881. Lewis died in 1884 of a stroke in Ballarat. Rowlands continued in the firm and invented and patented an improved soda water bottle. The water used in Rowlands products was filtered four times but his attempts to use local corks failed on quality grounds. He was a stickler for quality, which was so good that many outside Victoria were prepared to pay the 'premium' imposed by inter-colonial customs duty payable at that time. By the 1890s, Rowlands had factories in Ballarat, Melbourne, Sydney, and Newcastle. He died in 1894 but his company continued until well after the Second World War when it was sold to Schweppes. Bottles such as this popular brand, containing soda water, were often used on paddle steamers for refreshments.An early manufacturing process producing the first mineral waters in Australia was invented and developed by an early Welsh migrant to Australia. The Evan Rowlands story gives an insight into the early development of manufacturing industries in Australia that allowed their workers and the towns they were situated in to prosper and develop into what they are today. Nillumbik Commissioners used 'reserve power's to permit a controversial Shell service station and Hungry Jackls restaurant development at the former Eltham Shire Office site at 895 Main Road. More than 200 people attended the Council meeting in the public gallery and protested at the decision. 32 personal submissions were made to Council's Planning Special Committee meeting whose members vioted 3-2 against the development. The Committee consisted of the three Nillumbik Commissioners and three community members (Jim Connor, Bronwyn South and Janet Mattiske). Chief Commissioner Don Cordell, a former Shell employee excused himself from voting and the three communbity memebrs voted against the submission. The other two commissioners, Vin Heffernan and Kevin Abbott voted against it. They then immediately closed the meeting and opened a Council meeting lasting just seconds to use special reserve powers to overturn the decision. The demolition of the former Shire of Eltham offices and proposed sale and development driven by the Commissioners for Nillumbik Shire Council brought the community together in substantial protest at the infrigement of ratepayers democratic say in local government and ciommunity assets combined with protests about inappropraite development of Eltham's Gateway. The Eltham Community and Reception Centre was Australia's first public mud-brick building. Commissioned in 1977 by Eltham Shire Council, led by Shire president (and architect) Robert Marshall, architects Whitford and Peck were asked to design a multipurpose facility in mud-brick and timber. New citizens have made their vows, volunteers have been honoured, school children have performed, weddings celebrated and people mourned at funerals. Since 1978 the Eltham Community and Reception Centre at the corner of Pitt Street and Main Road, has provided a beautiful and quintessential Eltham environment for people from all over Melbourne. Recognised as Australia’s first public mud-brick building, the centre was built partly on the site of the parsonage of the former Methodist Church (now the Uniting Church).1 Commissioned by the Eltham Council headed by President Robert Marshall, architects Whitford and Peck were asked to design a multipurpose facility in mud-brick and timber. Following public consultation, it was agreed to build a centre for dances, exhibitions, films, plays or concerts. The results – at a cost of around $620,000 – captured the Eltham rustic style. The building – in soft tones of mud-brick and timber and immense floor-to-ceiling windows – overlooks the Diamond Creek and sporting fields. Eltham’s strong artistic heritage is reflected in the centre. Although the lighting is not ideal for a gallery and labels cannot be placed on walls, the centre hosts the Nillumbik Art Awards and displays around ten to 20% of the Nillumbik Shire Art Collection, usually for around a year at a time.2 On permanent display, close to the entrance, is local artist Clifton Pugh’s White Choughs in the Landscape. Further to the right is the Walter Withers Gallery, named after a local member of the Heidelberg School of artists. As part of the Eltham Gateway opposite the Eltham Hotel, the centre stands on what was once part of the Eltham Town Centre along this section of Main Road, then known as Maria Street. On the same site once stood the house and flour mill owned by Henry Dendy, best known as the founder of Brighton, although he lived longer in Eltham. Beside the drive is a wheel-rim tool with accompanying plaque, illustrating a technology important during the horse-powered age and now almost completely gone, as has the blacksmith’s shop that had housed it nearby. The implement is a platform for fitting iron tyres to the wooden rims of cartwheels. Beneath it is a capsule placed in 1985 to commemorate Victoria’s 150 years, which is to be opened in 2035. Although the plants, forming part of the landscaping by Peter Glass and Denis Edwards, are largely indigenous and other native species, some exotic plants are protected as an important link with the site’s past. Planted at the front around 1920, is a large Peppercorn tree with two joined trunks growing from the base, and close by is a Bhutan Cypress (Cupressus torulosa). Three other Peppercorn trees fringe the drive. The building includes two halls – the larger seating 250 people – and a large foyer overlooking trees and ovals. Both halls have retractable rear walls providing varying spaces as required, and guests can use several external decks. A site for outdoor theatre has been carved out of the natural slope outside the entrance. The Bricklayers Union refused to use the traditional mud-bricks, which weigh more than 22kg. As a result the mud-bricks were redesigned to reduce their weight and were laid back-to-back to produce a wall of normal thickness.3 The centre’s massive timber frame is reminiscent of timber bridge construction, with infill panels of mud-brick.4 In accord with the rustic style are colossal rough-sawn posts, bolts and steel brackets. The combination of mud-brick, exposed feature timber framing and creative design in this centre, characterises Eltham’s innovative buildings and the social movement behind them from the 1940s to the 1970s.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. William Withers and Edward Ryan drowned near Point Lonsdale on 19 October 1954 when they tried to enter the Rip at Port Phillip Heads against an ebb tide with a strong south-west wind blowing. They were sailing a large crayfishing boat, the 'Robert John', returning with a load of crayfish from King Island.Photograph shows William (Bill) Withers and Edward Ryan who worked in the local Queenscliff and Victorian fishing industry. The commercial fishing industry developed in Queenscliff from the 1860s, with early fishing developing around the couta boat and barracouta fishing. Crayfishing and shark fishing also became important, especially as the supplies and popularity of barracouta as a commercial species waned. Local Queenscliff fishermen often fished outside Port Phillip into Bass Strait and had to navigate the dangerous entry to Port Phillip, known as 'The Rip', with its turbulent and variable water and weather conditions. This added to the everyday dangers of sailing faced by fishermen in their industry. The local fishermen often had the local knowledge of these waters, but the fishing community in Queenscliff also lived with the threat or fear that the Rip could rob them of one of their own. The entrance to Port Phillip with this Rip is the scene of many shipwrecks,often resulting in tragic loss of life or injuries, including passenger and cargo ships travelling to/from Melbourne and Geelong as well as accidents to local Queenscliff and Port Phillip sailors such as the fishermen or sea pilots. This Welsh Bible belonged to Ellen Hughes who was Welsh-speaking and the daughter of a farmer from Caernarfonshire, Wales. In 1874 she married William Jones of Warrnambool and became a stepmother to Robert Jones who was to become the owner of the property The Union, near Woolsthorpe. Robert’s daughters, Gwen and Edna Jones, gave this Bible to the Warrnambool and District Historical Society. They were both members of the Society. This book is of great importance as a beautiful memento of the 19th century when the Welsh Calvinistic tradition was strong in the Warrnambool district and a Gaelic church was operating in Woodford and services in Gaelic services were held regularly in Warrnambool. This is a hard cover book with a brown leather cover with gold metal edging and a gold clasp. The cover has embossed patterns on the front back and spine. The pages have gilt edges. The text is in the Welsh language and is presented in two columns per page. There is one blue stamp of the Warrnambool and District Historical Society on the first page. After being destroyed by fire in 1882 it wasn’t until 1910 that the Warrnambool Chamber of Commerce was approached by Marcus Saltau and Peter McGennan to invest in a new mill. The original directors were James Dickson, P J McGennan, Robert Swinton, M Saltau, and J W Younger. In 1955 the Warrnambool Woollen Mill formed a partnership with the Wangaratta Woollen Mills. Dunlop bought the mill in 1968. From that time until its closure in 2000 it had a number of different owners, the last being the Smith Family Industries. The Mill site holds significance for Warrnambool as the site was one of the earliest industries established in the town. The Warrnambool Woollen Mill operated for close to 100 years and in that time forged a strong link with the people of Warrnambool. Initial court cases for the Western district were held and controlled for some time by Rutledge in Port Fairy. The first courthouse was built around 1854 and was in service until the stone building was built next to it in 1870. These two implements were used until around 1970 when heating was installed in the courthouse. They were decommissioned by Mr Ellis Roberts, Public Works Department Inspector.These implements have a strong connection to a public building which has a long association with the town and surrounding area. The courthouse of 1863 was the scene of an infamous murder of Constable O’Boyle in front of the fireplace. Shovel has barley sugar twisted handle with eight sided domed top. It is flared at the bottom to hold the spade which is attached with two metal rivets. Spade contains a number of holes cut into oval shape in centre and has fluted side edges. The tongs consist of two parts held together below a short handle with a metal rivet and two metal discs. This is an original Victorian Government document containing the printed version of 37 reports and letters regarding the building of the first Allansford bridge completed early in 1852. The correspondence dates from October 1850 to February 1852 and includes letters and reports from Melbourne Government employees such as Robert Hoddle, Chief Surveyor, David Lennox, Superintendent of Bridges and Lieutenant – Governor Charles La Trobe. The correspondence from local settlers included the names of William and John Allan, John Davidson and James Coulstock. The correspondence shows that some settlers in the Warrnambool/Port Fairy district wanted a portion of the Government allocated funds spent on the local roads and bridges in other locations. The 1852 Allansford bridge cost £480 and was replaced in 1870. This document has strong historical significance as it relates to one of the earliest State government works in the district and records the public imput into the decision..
