Ponsonby Carew Smyth, A.R.C.A. London, was Victorian Art Inspector of Technical Schools. "Ponsonby May Carew-Smyth (1860-1939), educationist, was born on 7 August 1860 at Cork, Ireland, son of Emmanuel Uniacke Smyth, gentleman, and his wife Catherine Giles, née Carew. Carew-Smyth's initial art training and teaching was at the Belfast Government School of Art and Design. In 1885 he entered the National Art Training School at South Kensington, London, where he remained as student and teacher for five years. He also taught at Rugby School, studied at the Royal School of Wood Carving and the Guild School of Handicrafts, London, and was sent by the Department of Science and Art to study art, art education and museum procedures in Paris. Testimonials to his career in England affirm his ability and dedication as an educationist and his integrity as a man. On 23 December 1890 Carew-Smyth married Marie Reynolds of Brixton; they migrated to Australia next January. In September Carew-Smyth applied from Melbourne for the position of master of the school of art and design, established under the auspices of the Ballarat Fine Art Gallery. Opening in November, the school offered day classes and a broad curriculum, and under Carew-Smyth's guidance, established a sound reputation. In November 1899 he was appointed inspector of drawing in the Department of Education. Carew-Smyth saw drawing as a crucial link between primary and technical education, insisting on it as a 'mental process quite as much as a manual'; he believed strongly in the utilitarian value of drawing to the artisan class and of art as 'craftmanship'. By his emphasis on teacher-training, by his role in the Teachers' Training College, and by his constant travels, writing and lecturing, he upgraded both the standard and importance of drawing early in the century. His meticulous mind formulated the Austral Drawing Books which provided the basis of instruction in the subject in Victoria until 1927. Although he gave his occupation as 'artist', Carew-Smyth was primarily an educationist. He was actively involved in the early years of Prahran and Swinburne Technical colleges, and especially the Working Men's College which held his interest even after his retirement. In 1906 he was appointed chairman of the Victorian State Schools' Equipment and Decoration Society, and he was important in the organization of the state schools' exhibition that year. He designed the commemorative wall plaques installed in state schools after World War I, and the art teachers' certificate. He was prominent in bringing about the 1922 Jubilee Exhibition, and the 1926 showing of work of overseas schools, and especially the 1934 Melbourne centenary 'Early Victorian Art' exhibition. In the 1930s he wrote wide-ranging, informative and sometimes humorous articles for the Argus on various aspects of the decorative arts. In mid-1936 he was acting director of the National Gallery of Victoria. To students his single-mindedness sometimes suggested sternness, but Carew-Smyth was always held in the highest regard both professionally and personally. His colleagues recalled a man of kindness, unstinting devotion to work, and humour; he was considered quite a raconteur. Survived by his wife, a son and a daughter, he died in his home at South Yarra on 9 October 1939, and was cremated." The Ballarat School of Mines was established in 1870 through the initiatives of the Ballarat Mining Board making it the oldest site of technical education in Australia. The Board was concerned with the shortage of mine managers for the goldfields. Classes began in surveying, mathematics, and chemistry and a decade later they included metallurgy , assaying and geology. With the decline in goldmining the direction of the college changed and broadened, the art School was established and the Ballarat Junior Technical School developed. In 1976, the tertiary sector seperated from the School of Mines and Industries Ballarat to form the Ballarat College of Advanced Education. In the 1980s SMB was a Community College of Technical Education and Further Education (TAFE) offering a wide range of vocational, enrichment and preparatory programs. It is continuing the tradition of providing for the educaiton needs of people within the Central Highlands. During the 1970s and 80s it acquired and refurbished old buildings and developed new facilities to keep up with the needs of an expanding curriculum and student population. In 1980 M.B.John was Council President. In 1980 the School of Arts moved into their new building, 1870 Founders Hall was financed - at a cost of $800,000 - from the proceeds of the SMB Centenary Appeal, and was completed late in 1980. Extensive work was carried out on the Student Residences and the former Education Department Hostel in Victorian Street. The amphitheatre adjacent to the eastern side of the Education Buildings was constructed, together with the nearby disabled ramp. Negotiations with the Shire of Buninyong were continued for access to the campus from the Green Hill Road. Following the creation by Act of Parliament in 1978 of the Victorian Post-Secondary Education Commission (VPSEC) amendments to the same Act early in 1980 made provision for the repeal of the VIC and SCV Acts. From mid-December 1980 these latter two bodies ceased to exist when the provisions for repeal of their Acts were proclaimed. The Victorian Institute of Colleges had been set up in 1965 to aid in the co-ordination and development of a number of non-university tertiary institutions that affiliated with it from 1965 on to become Colleges of Advanced Education. In taking up this role which had been spelt out in 1964 by the martin Committee, the VIC broke new ground in a whole range of operations. It became responsible for the physical development of new building programmes and new campuses from many of its colleges, for the procurement of operating funds from the Commonwealth, for the accreditation of new courses of study, for the first non-university degrees to be awarded in Australia and so on. The Former Ballarat Institute of Advanced Education (the tertiary division of the School of Mines) was affiliated with the VIC from the outset and its progress towards a new status, rapid growth and vastly improved physical resources was closely linked to and dependent upon the efforts of the VIC. The similar co-ordinating authority - The State College of Victoria - was established in 1973 to similarly foster the autonomous development of the former teachers colleges. its early work was highly influential in the transition of the Ballarat Teachers' College into the State College of Victoria at Ballarat. On the merging of the BIAE and the SCVB in 1976, the new college continued under the co-ordination of the Victorian Institute of Colleges. The major contribution made to the progress and stature of became the Ballarat College of advanced Education by both the VIC and SCV, and their Councils and officers, over the formative years of rapid change and evolution is acknowledged and recorded with appreciation. Such efforts by the two central authorities have markedly assisted in bringing the College to the present point where its accumulated experiences and traditions provide a sound basis on which it can confidently and responsibly exercise the greater autonomy gradually passing it. As the previous owner, a marine engineer and donor of this textbook was based in Liverpool for some years it is possible that he may have studied for the Ministry of shipping exam at the former College of Marine Engineers, Liverpool in the early - mid 20th C. Mariner Duncan had a particular regard for the Mission to Seafarers. A plate for display on a commissioned new table at the MTSV chapel acknowledges his bequest and the material donated. Collectively the G W Duncan material includes: photographs, professional data memorabilia and written and commercially printed resources. The memorabilia relates to his career at sea and in particular the role of an engineer, including a handwritten manual of notes and references relating to the mechanical and engineering aspects and areas of responsibility for maintenance. The Crofton Hatsell Room at Federation University Gippsland Campus is name after former Council member Crofton Hatsell. During his time on Council he played a creative and important leadership role in advancing tertiary education in Gippsland. Hatsell served as President of the Council of the Gippsland Institute of Advanced Education, Chair of the Advisory Council of Monash University College Gippsland and Monash University Gippsland Campus, and was a member of the Council of Monash University. Federation University Australia was established on 1 January 2014. Formerly known as the University of Ballarat, its enabling legislation was the University of Ballarat Amendment (Federation University Australia) Act 2013. On 1 January 2014, the University of Ballarat amalgamated with the Monash University Gippsland Campus to form Federation University Australia. The Gippsland Campus also had a long lineage dating back to 1928 with the establishment of the Yallourn Technical School which became a predecessor institution to the Gippsland College of Advanced Education formed in 1968. In 1990, it was renamed the Monash University College and in 1993 became the Gippsland Campus of Monash University. In 2016, Federation University Australia announced plans to take possession, over a two-year period, of Monash’s Berwick Campus in the south-east corridor of Melbourne. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. Anne completed her secondary education at Presentation College Windsor. She left Melbourne to study Librarianship at Ballarat College of Advanced Education and completed a Graduate Diploma of Librarianship in 1981 and a Graduate Diploma of Education in 1986. During her studies Anne E. Stewart produced weekly shows on 3BBB Community Radio Ballarat, `As the assistant children's librarian at Geelong in 1987 Anne E. Stewart drove the Jolly Jumbuck storytelling van to various local sites, gathered the children and told a story. A keen community player Anne E. Stewart has fulfilled a number of pro bono roles such as the President of the Australian Storytelling Guild (Vic Branch), and Council President of the Daylesford Primary School. Anne E. Stewart is a senior writer for the 'Swag of Yarns' and has worn the prestigious storytellers Cape at Dromkeen, an institution that nurtures and develops children's literature. Returning to her alma mater in 2007 Anne E. Stewart developed a ghost tour through the historic Ballarat School of Mines (SMB) campus. Established in 1870, and incorporating a former gaol, the SMB ghosts came to life as she enthralled numerous groups visiting the campus on Open Day 2007, 2008 and 2009. In 2009 Anne E. Margaret Bennett was a student at Ballarat Teachers' College in 1949. She attended the Ballarat School of Mines as a full-time day student for three years, gaining her Diploma of Art in 1972. She was Drum Major of the Ballarat Ladies' Pipe Band from c1954-1955 and wore this shoe buckle in that role. She was also the set and costume designer for Junior Light Opera Company. One leather and pewter shoe buckle, with the pewter buckle engraved with images of scotch thistles. On the back is a leather loop through which the shoelaces were tied. This blazer pocket is from Ann (Price) Royal's Clarendon Presbyterian Ladies College blazer. Ann attended CPLC 1947 - 1957. Blazer pockets were embroidered with the school crest and additional embroidery was added during a student's years at College to reflect school colours and leadership roles. School colours were awarded for participation and leadership in various sport, house and academic pursuits. Ann's pocket, and the accompanying authorisation receipt reflect her receipt of the following awards: Athletics Colours (1952 - 1957), Hockey Colours (1954 - 1957) , Cairns House colours, school colours (1957) as well as leadership roles as Prefect (1957), House Captain (1957) and Sports Captain (1956). Students removed their pockets after graduation to keep as a momento of their school years. The authorisation receipt indicates that Ann's family chose not to have the final embroidery for Aths 1957, Hockey 1957 added to the pocket - probably because these awards would have been identified at the end of Ann's final school year. As an incentive to improve school work and develop student leadership, from 1927 former Clarendon PLC student Nellie Sutherland (Coulter) donated a silver cup each year. The cup soon became a prestigious award. It was awarded to the girl holding the leading place in 'work, sport and above all moral character'. The cups were awarded annually until to 1951. Mrs Sutherland made these gifts partly to remember her school days under Mrs Kennedy and because the school in Mair Street was built on the site of her former home. But the main reason was in memory of her two brothers Jason and Les killed during World War 1. In 2001 the Junior School Parent Group funded the ongoing award for a Year 6 student. The award criteria in 2001 were 'general excellence in academic achievement, respect for and from others, a positive role model, involvement and initiative'. Beverley donated her Coulter Cup back to the school archive 'in appreciation of the wonderful experience I had a school' (CPLC reunion, April 2017). The Ballarat College of Advanced Education was formed by the merging of the State College of Victoria at Ballarat (SCVB) and the Ballarat Institute of Advanced Education (BIAE). The parent body of BIAE was the Ballarat School of Mines, founded in 1870 to train personnel for mining activities. The first awards at diploma level were made in 1896 in the branches of English, Metallurgy and Geology. Over the years the range of courses broadened to include Art, Physics, Business Studies, Humanities and Librarianship. The tertiary division of the School of Mines was relocated to Mount Helen in 1970. The SCVB was established in 1925 by the Education Department as the Ballarat Teachers' College. It was one of two provincial teachers' colleges to be established. The first courses were concerned with primary teaching and manual arts but later the subject areas of Physical Education, Environmental Sciences, Music, Art and Craft became major strengths. The merger took place in 1976 and by 1980 all staff were located at the Mount Helen Campus. In 1988 Student accomdation included: * Mount Helen - 290 individual furnished study/bedrooms arranged in units of ten to fourten rooms. $64.05 including 4 evening meals * Gillies Street - 56 individaul study/bedrooms in two blocks each containing kitchen/dining room areas, a common room, as well as bathroom areas.
