Shire of Phillip Island managed the Phillip Island Penguin Parade during this era, and made several improvements for visitors including the building of a kiosk for food and beverage and some souvenirs. The building was located on a bitumen area at the base of the hill along with a brick toilet block. The area was actually raised from creek bed adjacent to the bitumen area, with Little Penguin rookery either side. The Shire tendered out the contract for the running of this kiosk on a 3 yearly basis.This small public notice from a Wonthaggi newspaper at a time when no local newspaper was being published on Phillip Island, marks the time when the Shire of Phillip Island began to increase provision of tourist facilities at the Penguin Parade. The number of visitors being 100,000 for the previous year is also an excellent indication of the popularity of the Penguin Parade. This model was produced in the time from 1933 to 1951 when it was superseded by the most popular model, Model 8 (1951 to 2008).This AVO meter brought the measuring of three electrical power indicators i.e., amps, volts and ohms into one measuring unit. By using a "one fits all" unit, the carrying of separate measuring devices was reduced considerably. The need for a mountainous and a large area of operational requirements, such as the SEC Vic Kiewa Hydro Electricity Scheme, to minimise the weight of equipment carried by electricians and technicians was of the utmost relevance. The significance of this meter to the Kiewa Valley region relates to the impact of modern technology (at that time) upon a mainly rural environment. This equipment shows how the boost of "modern" equipment into the area because of the "Hydro Scheme" was facilitated a lot faster than would have taken under "normal" evolutionary time. The speed of information on all "new technology" had a relatively slow assimilation rate to those living in rural communities. This AVOMETER is a Model 7 MKII, production pre 1951. This meter measures electrical Amps, Volts and Ohms and has two internal batteries for its power. The main casing is made from aluminium with a bake-lite front. The front has a "window" detailing, with a needle pointer, the amount of electrical power being tested. There are two big dial switches, detailing Direct Current(DC) and Alternating Current(AC) when reading measurements of Ampere, Voltage and Ohms for power. This meter took the place of three or four meters used earlier. Modern meters (2000 onwards) have become digilised and are considerably lighter in weight and smaller. There are two electrical connection leads (one black and one red) each has a removable clasp and is 125cm long.Molded on the front centre panel " UNIVERSAL AVOMETER". Below this and above the left hand dial "D.C. SWITCH" .Above the right hand switch the right "A.C. SWITCH". On the bottom are four large chromed metal lugs acting as feet to keep the bottom from lying flat on any floor. The State Electricity Commission was established in 1920 with the development of the Yallourn Power Station and brown coal was used for 90% of Victoria’s electricity supplies. In the 1990s the Commission was abolished and electricity companies were privatized. In Warrnambool electricity was officially connected to the city in 1924. This plate is one taken from a Warrnambool power station. One power station in Warrnambool today being located in Botanic Road.This plate is of some interest as a reminder of the times when the State Electricity Commission controlled power supplies in Victoria.This is a small rectangular metal plate with four holes at each corner for attachment to a Warrnambool Power Station. In the early stages of the Kiewa Hydro-Electric Scheme the State Electricity Commission took over the financial and construction responsibility of the Tawonga District General Hospital building at a cost of 27,000 pounds. This included the removal and re-erection of the ex-military Bonegilla ward from Wodonga while in addition they carried out all the necessary building works that allowed the hospital to operate as a functional unit. The work was completed and handed over to the Hospital Committee of Management on September 1, 1949. Local residents raised 3,400 pounds through fund raising. The balance was met by the SEC and the Hospital and Charities Commission. The initial project was to provide for a basic temporary hospital which was later to include an Operating Theatre, Offices, Store, Mortuary and a Nurse’s Home, until the establishment of a permanent medical premises. Following the opening, 455 patients were admitted to the Tawonga District General Hospital and 254 operations were performed in the first year. The hospital relocated to Mount Beauty in the former SEC administration offices located in the town centre. Official opening of the 18 bed Tawonga District General Hospital on April 29 in 1961. Alpine Health CEO Mr Lyndon Seys oversaw the opening of the new Mount Beauty Hospital in November 2001 alongside Board of Management President Mr Andrew Randell, other board members and politicians. The townships of Mount Beauty and Bogong Village were constructed by the Victorian State Electricity Utility Commission (SEC) from the 1930’s to the 1950’s to house workers on the Kiewa Hydro Electric Scheme. At its peak the Kiewa Scheme employed around 4000 people. Although the towns were built as temporary accommodation for the workers and their families, many stayed and even retired there after the scheme had finished. The Bright Council, now the Alpine Shire took over the control of the township in 1960 and today Mount Beauty is one of the most complete company towns in Victoria.The SECV provided several standard designs for the housing of workers and management in Mt Beauty. At the completion of the scheme the housing was retained and Mount Beauty now exists as one of the best examples of a company town in Victoria.There are many examples of the original houses remaining around the town. Bogong Village became a tourist town after the State Electricity Commission of Victoria sold it upon the completion of the Kiewa Hydro Electric Scheme.Bogong Village was built by the SEC as a town for its employees on the Kiewa Hydro Electric Scheme. Bogong Village was built by the SECV in 1940 for the workers of the Kiewa Hydro Electric Scheme. In 1971, 30 houses were furnished for use as holiday homes for SEC personnel throughout the State. From 1989 to 1993 the houses were restored & renovated.During the 1990s the buildings in the village had been leased to private owners. Many of them rented their houses for tourists. The Commissioner's lodge was on the other side of the Mt Beauty - Falls Creek road, above Bogong Village. Wally Baldwin ran it in the 1960's.It was destroyed by the 2003 bushfires.These papers present a history of 'the Commissioner's lodge' and Bogong Village in the 1990's. Although the Kiewa Hydro-Electric Scheme was first proposed in 1911, construction did not commence until 1938. As part of the push to cut electricity costs and diversify supply, the Victorian Government (circa 1930) initiated the conversion from primarily brown coal supply to hydro – electricity. Field investigations during the 1940’s resulted in a new proposal for a scheme that had more than double the capacity of the 1938 scheme. The Kiewa Hydroelectric Scheme became the largest scheme of its kind in the State Of Victoria and the second largest scheme in Australia. The number of personnel involved in the planning and construction of the scheme increased dramatically. During the late 1940’s, most activity centred around the construction of the West Kiewa Power Station, Rocky Valley Reservoir, McKay Creek Power Station and the Bogong Creek Aqueduct.A common thread across all the larger hydro scheme constructions was the need for workers, both qualified and unqualified who came from around the world seeking a new life for themselves and their families. New accommodation and facilities were required for the army of workers engaged in construction in often remote and wild areas. The SEC had a high demand for timber, and set up the first of a number of sawmills at Bogong Creek in 1939 and set up the first hardwood logging in the headwaters of the Kiewa River. These new ‘towns’ such as Mt Beauty and Bogong, survived, serving the needs of operational personnel and their families, and expanding with growth of new industries. Mount Beauty, and to a lesser extent Bogong, are among these places. Although the Kiewa Hydro-Electric Scheme was first proposed in 1911, construction did not commence until 1938. As part of the push to cut electricity costs and diversify supply, the Victorian Government (circa 1930) initiated the conversion from primarily brown coal supply to hydro – electricity. Field investigations during the 1940’s resulted in a new proposal for a scheme that had more than double the capacity of the 1938 scheme. The Kiewa Hydroelectric Scheme became the largest scheme of its kind in the State Of Victoria and the second largest scheme in Australia. The number of personnel involved in the planning and construction of the scheme increased dramatically. During the late 1940’s, most activity centered around the construction of the West Kiewa Power Station, Rocky Valley Reservoir, McKay Creek Power Station and the Bogong Creek Aqueduct.A common thread across all the larger hydro scheme constructions was the need for workers, both qualified and unqualified who came from around the world seeking a new life for themselves and their families. New accommodation and facilities were required for the army of workers engaged in construction in often remote and wild areas. The SEC had a high demand for timber, and set up the first of a number of sawmills at Bogong Creek in 1939 and set up the first hardwood logging in the headwaters of the Kiewa River. These new ‘towns’ such as Mt Beauty and Bogong, survived, serving the needs of operational personnel and their families, and expanding with growth of new industries. Mount Beauty, and to a lesser extent Bogong, are among these places. The Victorian Government took control of power generation in 1921, forming the State Electricity Commission (SEC). Construction approval on a grand scheme to build five power stations with a combined capacity of 289 megawatts was received in 1938, and the Clover Power Station was completed by 1945. The original scheme was dramatically pruned after World War II and only two more power stations were built. The Junction Dam and Clover Dam Power Station, stages of the Kiewa Hydro-Electric Scheme, were needed to meet the increased power demands of the wartime industry in Victoria. Clover added 26 megawatts to the grid. Junction Dam was completed and ready to hold water by September 1943, but was emptied in December 1943 and not filled again until May 1944. The State Electricity Commission of Victoria built the Kiewa Hydro Electric Scheme and was keen to promote tourism in the area. The booklet includes Facilities, Falls Creek Ski Resort, the Kiewa Works Area, the Three Floras of Bogong, the Geology of the Kiewa area, the Bird and Animal life of Bogong and the Kiewa Hydro Electric Scheme. The colored photos and the map on the back appeal to the reader/tourist.The SECV promoted tourism in the Kiewa Valley especially the area of the Kiewa Hydro Electric Scheme. This booklet is attractive and informative with a lot of detail. The Tawonga South Tennis Club commenced in 1946 and was situated on the last property on the riverside before the Tawonga South bridge where there was also a kiosk. Tennis was very popular in the Kiewa Valley with the influx of players available from the Kiewa Hydro Electric Scheme. In the Bogong-Tawonga Tennis Association there were three Bogong teams - Cope, McKay and Beauty with the other teams from Tawonga called Wanderers, Rovers, Pines and South Tawonga. Reported in the SEC magazine, Oct--Nov. 1946 Page 45:- "The membership now totals eighty, and both Bogong courts are in continuous use during week-ends and in the evenings and early mornings." There were clubs & teams in Bogong, Mt Beauty and Tawonga. This trophy indicates that there was a tennis association at Tawonga South in 1950. In 1945 the Tawonga South school was set up to serve the children of the State Electricity Commission of Victoria employees. The school was extended from one room to two in 1955 to avoid congestion. This would indicate that the population would have been sufficient for a tennis club as well. In the SEC Magazine 1946 Page 45:- "South Tawonga Tennis Club has arranged social functions to raise funds, and working bees are busy on the erection of a tennis court. The president is Mr. N. Piera, the secretary Mr. H. Wilson and the treasurer Mrs. W. Griffiths.Tarnished metal trophy with cup and two, extending above the cup, handles either side.
