booklet, 1958 Road Safety Colouring Competition, second half 1950's
Between the 1950s and 1970s, road safety was redefined as a medical and social problem, rather than a moral and legal one. This was a time before seat belts. The Road Safety Colouring Competition was a free colouring competition for children, organised by Commonwealth Oil Refineries Ltd., started in August 1954 with the , aims of teaching road safety. There were 1,000 prizes, valued at £1,200. The winner would receive a £100 bursary and a free plane trip with one parent to Canberra to receive the prize from the Federal Minister for Transport, Senator.G. McLeay. This booklet is the one used by the children in Orbost in 1958. This booklet was designed to promote road safety awareness, with messages and activities specifically considered for children. Its aim was to teach road safety in a fun, but educational way. This item was an important educational tool. Instrument - Weights and Measures, Troy Weight Set, c 1865
Troy weight is a system of units of mass from an unknown origin. While the name Troi is believed to have come from Troyes in the north east of France the system used primarily in the precious metals industry and adopted in Australia originated in 15th century England. Troy weight units are the 'grain' and 'pennyweight' (24 grains), the troy ounce (20 pennyweights), and the troy pound (12 troy ounces). One troy ounce equals 31.1034768 grams. The troy ounce and grain were also part of the apothecaries' system and was long used in medicine, but has now been largely replaced by the metric system (milligrams). When the Weights and Measures Act was passed in Victoria in 1862 local inspectors were established throughout the colony to ensure accuracy particularly in the weighing of gold. By the 1870's each local council had a set of standards that were used to test the scales, weights and measures of local merchants and businesses. This set would have been de commissioned some time after 1947 and was offered back to the Borough of Eaglehawk in 1989. Hinged, lockable wooden box with brass handle, hinges, latches and lock. Remnant wax on front face of box above and below lock. Interior of box is lined with purple velvet which is worn in several places. Box houses nine troy weights ranging in size from 100oz Troy to 2oz Troy. 1oz Troy is missing. Accompanying set is a two page letter from Weights and Measures Branch of Consumer Affairs offering set back to the Borough of Eaglehawk in 1989. Functional object - Safety Matches, Ever-Brite, Australia, Ever-Brite Safety Matches, c. 1950
This container of 11 boxes of safety matches would have been a common item in a household during the first half of the 20th century and would have been used for the safe lighting of lamps, candles, room heating (fires), bath heaters, cigarettes, pipes etc. Safety matches came into use in the first half of the 19th century and the safety aspects have been improved after that time. Safety matches are still used today - for instance, when camping or in times of power failure. These matches are of interest as an example of household items in common use in the past. These are eleven boxes of safety matches (one box missing) wrapped in a buff-coloured paper cover with a label in red, blue and white colours with printing and an image of a dark-haired woman set against a white flame. Each box contains about 60 matches with a label similar to the one on the outside packaging. The matches are wooden with pink tips. The boxes have a rough surface on the side acting as a striking mechanism. Within the artistic community there is a great concern for individuality and this is expressed in the artists' work. Safety razors were fist produced in the late 1800s by the Star Razor Company in U.S.A. and it was a former employee of this company that produced the Gem Safety Razor in 1898. The Gem razor, to be produced in later years by the American Safety Razor Company, became one of the world’s most popular razors and in the 20th century it was the major competitor to the Gillette razor produced in the U.S.A. The safety razor has been largely superseded by the disposable razor blade and the electric razor. This safety razor has no known local provenance but it is retained as an example of the type of safety razor used in households for the most part of the 20th century.This is a silver-coloured Gem safety razor in a rectangular green Bakelite box. The box lid has metal pins acting as hinges and inside the box there are moulded sections to ensure the razor fits snugly into the box. The razor handle has an etched decorative pattern and the top part opens so that a blade can be inserted. There is a blade in this section. A mining safety cage was used in a mine lift. It was fitted with mechanisms to prevent the cage from dropping if the lifting rope broke. In the 1870s in Victoria, deaths and injuries from falling cages in vertical shafts of gold mines were a major problem. The inventor of this safety cage was Robert Allan, a machinery maker of Creswick Rd, Ballarat. He said his cage featured a ‘dissolving’ fulcrum. Others called it an eccentric (off centre) system. Note the pair of clutch levers designed to grab the side guides if tension ceases in the suspending rope from the poppet head pulley. Also, the hinged ‘lids’; designed to protect miners trapped in a braked cage from falling rope, and to enable rescue of the miners. This model was presented to The Ballarat School of Mines Council in November 1876. This model was shown at the Smeaton Show in November 1874, Ballarat School of Mines Museum from 1876, and examined by the 1879 Victorian Board of Inquiry (Pg 15 of FedUni Catalogue 3437) From the Argus of 13 November 1874: At Smeaton Show, Robert Allan of Ballarat won 1st prize for a Model of a Mining Cage, a Butter working machine, a Cheese press and a Curd Mill. By 1878 an Allan Safety-Cage was in operation in the Number 6 shaft of the Band and Albion Consols mine in Ballarat. This cage was judged the best inspected by the Victorian Board of Inquiry by 1879, p. 39.Mining was a big industry in Ballarat in the late 1800s and a lot of deaths were recorded because of mining accidents, the development of the mining safety cage brake limited the deaths and injuries from falling cages in vertical shafts. The model also has links to the Ballarat School of Mines, being presented to the council in 1876. Ballarat School of Mines is the oldest Technical School in Australia and is a predecessor of Federation University. The model is significant to Ballarat's mining history.Model of a mine safety cafe. The Mining Safety Lamp is used in flammable atmospheres, and consists of a wick lamp with a mesh screen enclosing the flame. It was created for use in coal mines, to reduce the danger of explosions due to the presence of methane and other flammable gases, called firedamp or minedamp. J. K. DEY & SONS was established in 1947 and manufactures Safety Lamps, Torches and Carbide Lamps. In 1967 the Mining Authority of India issued approval of the Velox GL5 Flame Safety Lamp ( Kerosene burning ) self-extinguishing type. At that time J.K. They could have been used in retail or wholesale businesses like a general store or a grain merchant’s premises. The user would place either one or both of these weights on one side of a balance scale. Goods would then be placed onto the other side of the scale until the beam between both sides of the scale was level, showing that the weight of the goods was as heavy as the weight or weights on the other side. These two weights are marked in Imperial units. An Imperial Standard 1LB is equal to 453.592grams. The British Weights and Measures Act of 1824 defined official standards for weights and measurements. This ensured that uniform measurements would be used for trade throughout the Empire. Towns and districts would have an official set of Imperial Standard Weights and Measures. Inspectors periodically used this official set to check the accuracy of traders’ own weights and measures. There would be penalties such as fines or imprisonment for people who broke these laws. The State of Victoria had its own Weight and Measures Act in 1862 and a decade later the inspectors in local councils used their local set of weights and measures to test the local businesses measuring equipment. In the nineteenth century the Victorian Customs Department carried out this role but this was handed over to the Melbourne Observatory at the beginning of the twentieth century. The Measures Branch then followed on with this task from the 1940s until 1995. Australia began converting to the metric system in the 1960s, beginning with its money. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach.
