The Municipality of Kew was proclaimed on 19 December 1860, then upgraded to a Borough (1863), a Town (1910) and finally a City (1921). From 1865, its offices were based in the former Athenaeum Hall in Walpole Street, which, although extended in 1883, inevitably became inadequate. Plans for a new purpose-built Town Hall were first mooted in the late 1880s, but fell prey to six subsequent decades of debate. During that time, many sites were considered and rejected, and several schemes prepared. Finally, in 1945, it was resolved to build a new civic centre as a war memorial. The council acquired Southesk, a mansion on the south-west corner of Cotham Road and Charles Street – first mooted as a possible Town Hall site two decades earlier – and plans for a civic precinct were drawn up by John Scarborough. The project stalled until 1957, when a Town Hall Committee was formed and a new architect appointed: Harold Bartlett of Leith & Bartlett. He also proposed an entire civic precinct, of which a large public hall would constitute Stage One. Designed to accommodate almost any public or official function, the space had had a small stage at one end for intimate theatrical productions, a larger stage at the other (with operable sunken orchestra pit) for musical performances, plus the most up-to-date equipment for live TV transmission. The building, befitting its original intent as a war memorial, was also to include a sculpted monument, for which a separate design competition was held. First prize went to George H Allen (1900-1972), long-time head of the Sculpture Department at RMIT and a former war artist himself (the only one, in fact, to have worked in the medium of sculpture). At the time of the Kew project, Allen was best known for his Cenotaph at the Shrine of Remembrance (1955) and a controversial abstract sculpture at Hume House in William Street (1957). Tenders for the new hall were called and the contract (worth £104,986) was awarded to H F Yuncken. The foundation stone was laid by the Mayor, Cr F C O'Brien, on 1 June 1959. Completion (initially scheduled for October) was delayed by the unavailability of certain materials; it was barely finished in time for the official opening (by Premier Henry Bolte) on 23 April 1960. The war memorial was unveiled two days later (Anzac Day) by Bolte's deputy, the Hon A G Rylah. Taken by family as Mamie McLeod was living in Fellows Street, Kew, so would be near there. Retain (or discard) as you see fit." [Donor's name and address withheld from public view]. To gain an insight into the flood levels at Kew, it is worth reading newspaper accounts of the event. The Age published an article - Valuable Gardens Destroyed at Kew - on 25 September 1916: "VALUABLE GARDENS DESTROYED AT KEW. From the heights of Studley Park, Kew, a splendid view of the flood waters can be obtained, and yesterday afternoon, despite continuous rain, crowds of citizens assembled there to witness the spectacle. There is a vast stretch of water some 300 or 400 yards broad, above the foot bridge connecting Gipps-street, Collingwood, and Studley Park. The river is only about 3 feet from the top of the embankment connecting with the ramp of the bridge on the Studiey Park side. When the upper llood waters come down it is almost a certainty that tne embankment will be submerged and the bridge rendered impassible. Below the bridge the waters again stretch out, and have submerged all the low-lying land on the Collingwood side and invaded the back premises ot the Kodak Co., Phoenix Biscuit Factory, a tannery adjoining thereto, the Shamrock Brewery, and Chinese gardens in the vicinity. At Walmer-street-bridge, at the end of Studley Park, the low-lying land on the Kew side is covered with water to the depth of many feet. Housing estates such as the 1919 Balwyn Park Estate, 1922 Hillcrest Estate and the Camberwell City Heights Estate, also 1922, quickly followed. Victoria Bridge is a riveted and welded steel Warren truss bridge over the Yarra River completed in 1884 to a design by Fraser & Chase following a controversial design competition held in 1880. Funds for the bridge's construction were provided by the councils of Collingwood, Hawthorn, Kew and Richmond. The contract was awarded to Mr P. Platt. Charles Rowand was officially appointed Supervising Engineer in 1883. The winning design was based on the theoretical work of William Charles Kernot (1845-1909) who campaigned for economy in public works design and the application of scientific principles in engineering. ... The bridge was widened in 1890 by the addition of a third line of truss on new piers on the up stream side to carry horse trams. Work commenced in 1914 to convert the horse tramway to an electric tramway by the Prahran & Malvern Tramways Trust, part of the Trust's extension of its tramway into the eastern suburbs between 1913-18. In 1915 the bridge was further strengthened to accommodate the extra weight of electric trams and widened by the addition of two six feet cantilever footpaths. During this period the Prahran & Malvern Tramways Trust erected two ornamental gantries over the roadway to support overhead wires for the electric tramway. Further widening and reconditioning of the bridge took place in 1933, including the addition of four new welded trusses, two intermediate and two on the outside. The latter were supported on new cantilevered truss cross beams attached to the top of the piers. Without bridges, Kew remained cut off from the City of Melbourne, only being accessible by Punt. Private and public bridges were constructed from the 1850s, beginning with the Hawthorn Bridge linking Bridge and Burwood Roads. A bridge across the Yarra at Burke Road was created as early as 1873. The architect, Edward Kilburn designed Byram in the Arts & Crafts style for the industrialist George Ramsden. Construction began in 1888 and was reputed to have lasted three years. The mansion had frontages to Studley Park Road and Stevenson Street, including gardens laid out with great taste, including pleasure grounds, tennis lawn, fruit and flower garden, and paddock.The size of many of the trees in the garden indicate that many survived from the garden of Clifton Villa, the previous single-storeyed house built on the site by the Stevenson brothers. Byram had views to Melbourne and Port Phillip Bay. The house was demolished in 1960, despite opposition from the National Trust (Victoria), and its gardens subdivided into residential allotments.An early photograph of Goathland (also known as Byram, Lowan and Tara Hall). The photo shows the front of the building during the period of Sir Malcolm McEacharn’s occupation of the house (1901-11). Edward George Kilburn, of Ellerker & Kilburn, had originally designed the house for the industrialist George Ramsden in 1888. When Sir Malcolm McEacharn purchased Byram, he was to rename it as Goathland. This has led to some confusion, as Goathland was also the name used for McEacharn’s other home in St. Kilda. The period of McEacharn’s ownership represented the high point of the mansion’s history. 'Lost Glories: a memorial to forgotten Australian buildings' was published by David Latta in 1986. It tells the story of a number of significant Australian buildings that had previously been demolished. A chapter in the book was devoted to Goathland, later known as Tara Hall. To supplement the text, he sourced photographs from a range of suppliers, chiefly the Royal Women's Hospital which had once owned Tara Hall, but had sold it in 1960. Blind Creek was located between the Abbotsford Convent and what is now the Collins Bridge in Studley Park. In an 1858 map of East Collingwood by Clement Hodgkinson, in the State Library of Victoria, one can see how the creek was originally a significant landmark in Collingwood; remaining vacant land until a barrel drain enclosed it. The area was later filled in, surveyed and developed. The position where Blind Creek entered the Yarra was in the immediate vicinity of Hodgson’s Punt, which had linked Kew to the other side of the Yarra from 1839. In 1871, Victoria Park, beside the Boroondara General Cemetery was set aside as a public reserve. As the Park developed, exotic plants were added to existing specimens. In 1910, a photograph of ‘The Oldest Inhabitant: A Giant Red-gum Tree’ in the Park was included in the Jubilee History of Kew. Fifty-one years later the tree was re-photographed by Colin Campbell. A 2007 Master Plan developed for the City of Boroondara advises the retention of this now dead River Red Gum, including a ‘managed risk zone’ and planting under the heavily lopped tree.‘The Old Gum Tree’ in Victoria Park. Nita Green was a member the Society and owner of Reno in St John's Parade, Kew. She was clearly a skilled photographer from the examples of photographs taken by and processed by her.Double fronted weatherboard house at 47 Derby Street, taken in 1979 before modifications to the facade had occurred. The front of the house is dominated by a large elm tree. The house has a central portico and door with sash windows on either side. ‘Reno’, stood on the east side of St John’s Parade. Its earliest recorded owner was the architect Samuel Cocking who lived there from c.1865 until his death in 1888. The original landholding was bordered by Cotham Road, Glenferrie Road, Wellington Street, and Charles Street. The southern portion of this land included a fine orchard, with many imported trees. The old summer house, at first in the orchard, was later removed to the house garden. The MMBW Detail Plan No.1576 (1904) shows the remaining portion of the original land holding, including a semi-circular pathway at the front, and garden features such as an aviary, a fountain and grotto, and a fernery. The garden including rare plants supplied by Baron Von Mueller, surrounds the cottage in a tangled frenzy.
