This map was printed in 1925 and contains the Warrnambool Harbour alterations proposed by the Warrnambool Harbour Committee incorporating the original designs of Captain Menzies, the Warrnambool Harbour Master and the City Engineer, Mr A. Lavercombe. The main features of the proposal were the extension of the Eastern Wall to almost enclose the harbour and a basin in Lake Pertobe. The design was to be placed before the Victorian Royal Commission on the Outer Ports which was established partly to examine the allegations of unsatisfactory work carried out in Warrnambool when the Breakwater was extended 300 feet in 1914 and also to make recommendations regarding all regional ports. The Warrnambool Breakwater was completed in 1890 but failed to provide the shipping conditions needed to continue Warrnambool as a viable port. Many plans and proposals for port improvement such as this one were produced in the late 19th century and the first half of the 20th century with the port officially closed in the 1940s. Still today the Breakwater and Warrnambool Harbour conditions remain a source of contention.This map is significant as it shows a 1925 design for Warrnambool Harbour hitherto little-known. It also has markings showing land sites of the time (BayView Hotel, Woollen Mill etc.)This is a map made of thick yellow paper pasted onto a cloth backing. It has two cloth tags at the top for tying up the map when folded. It appears to be a hand-drawn map copied with printed material added. The map is shaded green and red in some areas. Attached by nails to the map are wooden frames, rounded at the bottom and partly curved at the top. The map is torn and partly detached at the top. This document "Early Records of the Warrnambool Harbour" from the Royal Commission in 1923 is embossed with mark of Warrnambool Harbour Board. It gives a summary of historical records, 1850 - 1884, associated with the Warrnambool Harbour, such as diary entries from lighthouse keepers. It covers the period from when the lighthouse and other buildings were located on Middle Island to the moving of the lighthouse and buildings to where they now stand at Flagstaff Hill, Warrnambool. The document was amongst the personal effects of Dr. (William) Roy Angus, who was appointed by the Commonwealth Government as a Port Medical Officer in Warrnambool until the 1940's and may have procured it due to his interested in the background to his appointment. This document was donated to Flagstaff Hill Maritime Village by the family of Doctor William Roy Angus, Surgeon and Oculist. It is part of the “W.R. Angus Collection” that includes historical medical equipment, surgical instruments and material once belonging to Dr Edward Ryan and Dr Thomas Francis Ryan, (both of Nhill, Victoria) as well as Dr Angus’ own belongings. The Collection’s history spans the medical practices of the two Doctors Ryan, from 1885-1926 plus that of Dr Angus, up until 1969. ABOUT THE “W.R.ANGUS COLLECTION” Doctor William Roy Angus M.B., B.S., Adel., 1923, F.R.C.S. Edin.,1928 (also known as Dr Roy Angus) was born in Murrumbeena, Victoria in 1901 and lived until 1970. He qualified as a doctor in 1923 at University of Adelaide, was Resident Medical Officer at the Royal Adelaide Hospital in 1924 and for a period was house surgeon to Sir (then Mr.) Henry Simpson Newland. Dr Angus was briefly an Assistant to Dr Riddell of Kapunda, then commenced private practice at Curramulka, Yorke Peninsula, SA, where he was physician, surgeon and chemist. In 1926, he was appointed as new Medical Assistant to Dr Thomas Francis Ryan (T.F. Ryan, or Tom), in Nhill, Victoria, where his experiences included radiology and pharmacy. In 1927 he was Acting House Surgeon in Dr Tom Ryan’s absence. Dr Angus had become engaged to Gladys Forsyth and they decided he would take time to further his studies overseas in the UK in 1927. He studied at London University College Hospital and at Edinburgh Royal Infirmary and in 1928, was awarded FRCS (Fellow from the Royal College of Surgeons), Edinburgh. He worked his passage back to Australia as a Ship’s Surgeon on the on the Australian Commonwealth Line’s T.S.S. Largs Bay. Dr Angus married Gladys in 1929, in Ballarat. (They went on to have one son (Graham 1932, born in SA) and two daughters (Helen (died 12/07/1996) and Berenice (Berry), both born at Mira, Nhill ) Dr Angus was a ‘flying doctor’ for the A.I.M. (Australian Inland Ministry) Aerial Medical Service in 1928 . The organisation began in South Australia through the Presbyterian Church in that year, with its first station being in the remote town of Oodnadatta, where Dr Angus was stationed. He was locum tenens there on North-South Railway at 21 Mile Camp. He took up this ‘flying doctor’ position in response to a call from Dr John Flynn; the organisation was later known as the Flying Doctor Service, then the Royal Flying Doctor Service. A lot of his work during this time involved dental surgery also. Between 1928-1932 he was surgeon at the Curramulka Hospital, Yorke Peninsula, South Australia. In 1933 Dr Angus returned to Nhill where he’d previously worked as Medical Assistant and purchased a share of the Nelson Street practice and Mira hospital from Dr Les Middleton one of the Middleton Brothers, the current owners of what was once Dr Tom Ryan’s practice. Dr L Middleton was House Surgeon to the Nhill Hospital 1926-1933, when he resigned. [Dr Tom Ryan’s practice had originally belonged to his older brother Dr Edward Ryan, who came to Nhill in 1885. Dr Edward saw patients at his rooms, firstly in Victoria Street and in 1886 in Nelson Street, until 1901. The Nelson Street practice also had a 2 bed ward, called Mira Private Hospital ). Dr Edward Ryan was House Surgeon at the Nhill Hospital 1884-1902 . He also had occasions where he successfully performed veterinary surgery for the local farmers too. Dr Tom Ryan then purchased the practice from his brother in 1901. Both Dr Edward and Dr Tom Ryan work as surgeons included eye surgery. Dr Tom Ryan performed many of his operations in the Mira private hospital on his premises. He too was House Surgeon at the Nhill Hospital 1902-1926. Dr Tom Ryan had one of the only two pieces of radiology equipment in Victoria during his practicing years – The Royal Melbourne Hospital had the other one. Over the years Dr Tom Ryan gradually set up what was effectively a training school for country general-practitioner-surgeons. Each patient was carefully examined, including using the X-ray machine, and any surgery was discussed and planned with Dr Ryan’s assistants several days in advance. Dr Angus gained experience in using the X-ray machine there during his time as assistant to Dr Ryan. Dr Tom Ryan moved from Nhill in 1926. He became a Fellow of the Royal Australasian College of Surgeons in 1927, soon after its formation, a rare accolade for a doctor outside any of the major cities. He remained a bachelor and died suddenly on 7th Dec 1955, aged 91, at his home in Ararat. Scholarships and prizes are still awarded to medical students in the honour of Dr T.F. Ryan and his father, Dr Michael Ryan, and brother, John Patrick Ryan. ] When Dr Angus bought into the Nelson Street premises in Nhill he was also appointed as the Nhill Hospital’s Honorary House Surgeon 1933-1938. His practitioner’s plate from his Nhill surgery states “HOURS Daily, except Tuesdays, Fridays and Saturday afternoons, 9-10am, 2-4pm, 7-8pm. Sundays by appointment”. This plate is now mounted on the doorway to the Port Medical Office at Flagstaff Hill Maritime Village, Warrnambool. Dr Edward Ryan and Dr Tom Ryan had an extensive collection of historical medical equipment and materials spanning 1884-1926 and when Dr Angus took up practice in their old premises he obtained this collection, a large part of which is now on display at the Port Medical Office at Flagstaff Hill Maritime Village in Warrnambool. During his time in Nhill Dr Angus was involved in the merging of the Mira Hospital and Nhill Public Hospital into one public hospital and the property titles passed on to Nhill Hospital in 1939. In 1939 Dr Angus and his family moved to Warrnambool where he purchased “Birchwood,” the 1852 home and medical practice of Dr John Hunter Henderson, at 214 Koroit Street. (This property was sold in1965 to the State Government and is now the site of the Warrnambool Police Station. ). The Angus family was able to afford gardeners, cooks and maids; their home was a popular place for visiting dignitaries to stay whilst visiting Warrnambool. Dr Angus had his own silk worm farm at home in a Mulberry tree. His young daughter used his centrifuge for spinning the silk. Dr Angus was appointed on a part-time basis as Port Medical Officer (Health Officer) in Warrnambool and held this position until the 1940’s when the government no longer required the service of a Port Medical Officer in Warrnambool; he was thus Warrnambool’s last serving Port Medical Officer. (The duties of a Port Medical Officer were outlined by the Colonial Secretary on 21st June, 1839 under the terms of the Quarantine Act. Masters of immigrant ships arriving in port reported incidents of diseases, illness and death and the Port Medical Officer made a decision on whether the ship required Quarantine and for how long, in this way preventing contagious illness from spreading from new immigrants to the residents already in the colony.) Dr Angus was a member of the Australian Medical Association, for 35 years and surgeon at the Warrnambool Base Hospital 1939-1942, He served as a Surgeon Captain during WWII 1941-45, in Ballarat, Victoria, and in Bonegilla, N.S.W., completing his service just before the end of the war due to suffering from a heart attack. During his convalescence he carved an intricate and ‘most artistic’ chess set from the material that dentures were made from. He then studied ophthalmology at the Royal Melbourne Eye and Ear Hospital and created cosmetically superior artificial eyes by pioneering using the intrascleral cartilage. Angus received accolades from the Ophthalmological Society of Australasia for this work. He returned to Warrnambool to commence practice as an ophthalmologist, pioneering in artificial eye improvements. He was Honorary Consultant Ophthalmologist to Warrnambool Base Hospital for 31 years. He made monthly visits to Portland as a visiting surgeon, to perform eye surgery. He represented the Victorian South-West subdivision of the Australian Medical Association as its secretary between 1949 and 1956 and as chairman from 1956 to 1958. In 1968 Dr Angus was elected member of Spain’s Barraquer Institute of Barcelona after his research work in Intrasclearal cartilage grafting, becoming one of the few Australian ophthalmologists to receive this honour, and in the following year presented his final paper on Living Intrasclearal Cartilage Implants at the Inaugural Meeting of the Australian College of Ophthalmologists in Melbourne In his personal life Dr Angus was a Presbyterian and treated Sunday as a Sabbath, a day of rest. He would visit 3 or 4 country patients on a Sunday, taking his children along ‘for the ride’ and to visit with him. Sunday evenings he would play the pianola and sing Scottish songs to his family. One of Dr Angus’ patients was Margaret MacKenzie, author of a book on local shipwrecks that she’d seen as an eye witness from the late 1880’s in Peterborough, Victoria. In the early 1950’s Dr Angus, painted a picture of a shipwreck for the cover jacket of Margaret’s book, Shipwrecks and More Shipwrecks. She was blind in later life and her daughter wrote the actual book for her. Dr Angus and his wife Gladys were very involved in Warrnambool’s society with a strong interest in civic affairs. Their interests included organisations such as Red Cross, Rostrum, Warrnambool and District Historical Society (founding members), Wine and Food Society, Steering Committee for Tertiary Education in Warrnambool, Local National Trust, Good Neighbour Council, Housing Commission Advisory Board, United Services Institute, Legion of Ex-Servicemen, Olympic Pool Committee, Food for Britain Organisation, Warrnambool Hospital, Anti-Cancer Council, Boys’ Club, Charitable Council, National Fitness Council and Air Raid Precautions Group. He was also a member of the Steam Preservation Society and derived much pleasure from a steam traction engine on his farm. He had an interest in people and the community He and his wife Gladys were both involved in the creation of Flagstaff Hill, including the layout of the gardens. After his death (28th March 1970) his family requested his practitioner’s plate, medical instruments and some personal belongings be displayed in the Port Medical Office surgery at Flagstaff Hill Maritime Village, and be called the “W. R. Angus Collection”. The Warrnambool Harbour Board and its records are an integral part of Warrnambool's early history The W.R. Angus Collection is significant for still being located at the site it is connected with, Doctor Angus being the last Port Medical Officer in Warrnambool. The collection of medical instruments and other equipment is culturally significant, being an historical example of medicine from late 19th to mid-20th century. Warrnambool Harbour Board The Warrnambool Harbour Board was constituted by Oder of Council in 1928 under the Harbour Board’s Act of 1927. The Board was made up had 7 members 1 from the Government in Council, 3 from the City Council and 3 from the Shire of Victoria. After the functions of the lighthouse keepers ceased, the Lady Bay Assistant Lighthouse Keeper's Quarters, on the western side of the building, wererented out to the public as living quarters.The book is significant for its connection with the Heritage Listed Lady Bay Lighthouse Complex. This report lists the depths of water and the consistency of the seabed surrounding the Warrnambool Harbour in October 1929, The information, often referred to as 'soundings', was obtained by Jet Probing,. In earlier days a lead line was used to perform a similar task. The author of the document is unknown. Jet Probing is a method used for underwater archaeology, cable installation and coastal engineering. A jet probe is a machine that produces a strong jet of water that penetrates the layers of sediment on the seabed, determining their depth, thickness and consistency. It provides a survey of the seabed and can be used as an aid to engineering design and construction. The report mentions lining up with the wooden jetty, the end of the breakwater and the leading lights. It mentions sand, loose rock and rock. It tells of stopping work due to the water being too rough, the pipe choking, difficulty in connecting pipes, and pipe joint breaking as it tried to get through the sand, The report in the document is significant for its connection with the Warrnambool Harbour, Warrnambool Breakwater, Warrnambool Jetty and Lady Bay. The report gives figures for the depth and consistency of the water and seabed at a particular point in time and can be used to compart with similar figures taken at different times. Dates of recordings are 14-10-29, 15-10-29 and 16-10-29. (1929) The situation of the harbour had become a real problem by 1910 and required continuous dredging. In 1914 the Breakwater was extended but proved to be a failure because the work began to subside and by 1920 about two thirds of the harbour was silted up. Alterations made in the 1920's increased the silting problem. The soundings and Jet Probings were done after the Royal Commission of 1923, when the damaged stonework on the seaward side of the Warrnambool Breakwater, caused by the action of the sea, was the subject of enquiry. A conference between the Public Works, Water Commission and the Harbour Trust concluded that it would less costly to make repairs to prevent further damage rather than replaced the damage portion of the wall. A contract was raised in late 1924 to deposit rubble on the damaged side of the breakwater to minimise the Southern Ocean’s destructive action and work had started by August 1925. By the 1940's the harbour was no longer used. This Chart titled “Lady Bay and Warrnambool Harbour” was surveyed by Nav. Lieut. H.J. Stanley, of Britain's Royal Navy, in 1870 and printed in April 1871. The chart was made before the Warrnambool Breakwater was built (construction had begun in 1874 and was completed in 1890). The chart includes Directions for entering Lady Bay, Warrnambool Harbour. These are "Vessels entering Warrnambool Harbour must bring the Red Light in sight and steer in with it in line with the upper white Light bearing North, until the Green Light on the Jetty is opened, when steer towards it and anchor. The best anchorage is in 2 ¼ fms [fathoms)] of water, about a cable from ledge off Breakwater rock. Or where convenient, according to draught of water, only endeavouring to anchor as close as possible to Breakwater rock. It is not safe to enter or leave the Harbour in south westerly or Southerly gales.” This chart is significant for its strong connection to the maritime history of Warrnambool Harbour and Lady Bay, and eventually to the Warrnambool Breakwater. The Warrnambool Breakwater is registered as a place of significance on the Victorian Heritage Database (VHR H2024). A copy of the same chart was used to plan several submissions for future changes to the jetty and breakwater. The chart is a historical record of structures existing in 1870; the Warrnambool Jetties, Lady Bay, the leading lights (lighthouses), streets, roads, bridges and many buildings. This photograph shows the Lower Light at Flagstaff Hill, Warrnambool, in 1895, part of the Lady Bay Lighthouse Complex. The photograph is part of the Western Victoria collection produced in 1891 by Brookes' Photographic Union in Victoria. Brookes' Photographic Union was a collaboration of two brothers, Frederick Augustus Brookes and his brother Albert Edward Brookes. Frederick arrived in Victoria in the early 1880's. He and Albert formed the organisation to produce collections of photographs including the districts of Geelong, Gippsland and the Western Victoria. This photograph was taken and published just after the construction of the Warrnambool Breakwater. The image records a snapshot of the construction of the Warrnambool Breakwater, a construction that changed the history of the Port of Warrnambool, It is also a record of the Flagstaff Hill area and at that time.Photograph, sepia coloured rectangular shape, mounted between two sheets of cream card. This navigation cart of Lady Bay and Warrnambool Harbour was originally surveyed in 1870 but this version includes the update for magnetic variation in 1893. Since the printing of the chart several annotations have been added. These include an additional stamp dated 15-8-1910, a handwritten comment across the top of the page dated August 1910, and another handwritten comment regarding the ‘Proposed Extension of Dock’ dated 19-2-1925, plus connected drawings, notes and figures. The 1925 proposal on this chart may have been a reaction to the Royal Commission of 1923, when the damaged stonework on the seaward side of the Warrnambool Breakwater, caused by the action of the sea, was the subject of enquiry. A conference between the Public Works, Water Commission and the Harbour Trust concluded that it would less costly to make repairs to prevent further damage rather than replaced the damage portion of the wall. A contract was raised in late 1924 to deposit rubble on the damaged side of the breakwater to minimise the Southern Ocean’s destructive action and work had started by August 1925. The Breakwater construction had begun in 1874 and was completed in 1890. The Victorian Government had commissioned Sir John Coode, a British harbour engineer, to present a plan to complete the Warrnambool Breakwater but his original plan was too expensive. He prepared a revised plan for a shorter structure. The construction proved to be too short to protect adequately from the weather and didn't allow enough depth for larger vessels to come into port. The decreasing trade was further affected by siltation in the bay due to the breakwater, and the completion of the railway line. The situation of the harbour became a real problem by 1910 and required continuous dredging. In 1914 the Breakwater was extended but proved to be a failure because the work began to subside and by 1920 about two thirds of the harbour was silted up. Alterations made in the 1920's increased the silting problem and by the 1940's the harbour was no longer used. More alterations were made in the 1950's and 1960's. This chart is significant for its strong connection to the maritime history of Warrnambool Harbour and Lady Bay and the Warrnambool Breakwater. The Warrnambool Breakwater is registered as a place of significance on the Victorian Heritage Database (VHR H2024). The Warrnambool Breakwater is one of the most important late 19th century maritime engineering projects in Victoria and significant in the development of Victorian coastal shipping. It is also significant for its connection with British harbour engineer, Sir John Coode. The chart is a historical record of structures existing in 1893; the Warrnambool Jetties, Warrnambool Breakwater in Lady Bay, the leading lights (lighthouses), streets, roads, bridges and many buildings. The Ship's Report Inward contains entries from 1877 to 1917. It is a record of vessels that visited the Port of Warrnambool during that time and was filled in by the Harbour Master on behalf of the Warrnambool Harbour Board. The book has also been used as football scrapbook for both the Australian and Victorian Leagues, with articles and photographs from the early 20th century events and photos of players in 1953. A child has also used the book for drawing and writing.It appears that this historic ledger was once regarded as insignificant and used for other purposes such as a scrapbook and spare paper for drawing. However, the ledger is now considered to be of important locall significant for its accurate reports of all vessels inward bound to the Port of Warrnambool, giving a summary of activities during the forty year period from 1877 to 1917. This is a receipt book issued by the Warrnambool Harbour Board to masters of ships that took on fresh water in Warrnambool Harbour. The Port of Warrnambool was administered by various bodies since the early 1850s with Harbour Masters, Pilots, Boatmen and Customs officials appointed by the Colonial Government. In those times these officials were responsible to the Chief Harbour Master and the Ports and Harbours Department in Melbourne but over the ensuing years the Port of Warrnambool came under different colonial and State Departments and the titles of the harbour officials in Warrnambool changed accordingly. In 1928 the Warrnambool Harbour Board was formed with Captain James Menzies as the Warrnambool Harbour Master. This Board was dissolved in 1937 and Captain Menzies was transferred to Portland where he stayed until 1945. Warrnambool ceased to operate as a port in the early 1940s. This receipt is of maritime interest. The book records the names of several ships in Warrnambool from 1927 to 1937, including the ‘Casino’, ‘Chillagoe’, the dredge ‘Pioneer’, and ‘Kapera’. This is a receipt book used by the Warrnambool Harbour Board. The book has mostly the pink copy of the receipt issued but there are a couple of the original receipts still intact. The receipt book has been printed and the details on the receipts have been handwritten in ink. This bank deposit book was used for financial deposits made between1932 and 1936. The funds were deposited into the Emergency Account of the Warrnambool Harbour Board, lodged at the Warrnambool Branch of the Commercial Banking Company of Sydney Limited (CBC). James Menzies, Pilot and Harbour Master from 1929, would have used this deposit book when he was appointed as Acting Secretary of the Warrnambool Harbour Board in 1932. He held this office until the Board ceased in 1936. Warrnambool’s CBC Manager during this time was L E Whitney; he was Manager from 1924 to 1939. The Commercial Banking Company of Sydney Limited opened in 1893. On January 1, 1927 the CBC amalgamated with the Bank of Victoria. In 1981 the CBC merged with the National Bank of Australasia Limited and on January 1, 1983 the bank started using the abbreviated name of the National Australia Bank (NAB). Warrnambool Harbour Board The Warrnambool Harbour Board was constituted by Order of Council on May 29, 1928, under the Harbour Board’s Act of 1927, taking over from the Ports and Harbours Branch of the Public Works Department of Victoria. The Board was then the only body with power to manage and control the whole Port, including shipping, facilities upkeep and improvements of the port. The work it carried out involved dredging, building of port facilities and drafting of port regulations, and collecting taxes, tolls, rates and charges. The Board was officially dissolved on June 30, 1936, at which time the Public Works Department again had control. The Warrnambool Harbour Board had rented out the Lighthouse Keeper’s Quarters from the 1920s until 1936, when the Board closed down. However, rentals continued with other currently unknown landlords until Flagstaff Hill Maritime Village opened in 1975 and began renovating the Cottage, in stages. This map shows the plans by eminent harbour engineer, Sir John Coode in 1879. Construction of the breakwater commenced in 1884 and was completed in 1890. Coode first visited Australia in 1872 when he commenced work with the Melbourne Harbour Trust to report on ways to improve Melbourne Port. He is considered one of the most eminent harbour engineers of the 19th century. His original plans for Warrnambool were revised because of cost but then subsequently found to be inadequate and later extended. This was not successful either and the harbour continues to have silting problems to this day. The Warrnambool Breakwater is of historical importance to Victoria and as this map depicts the original plans, it too has great historical significance. It is also significant with its association with Sir John Coode, who was one of the most important port engineers of the 19th century. He worked to improve ports along the Victorian coast including Portland, Geelong, Port Fairy and Lakes Entrance. While this map demonstrates the engineering skills of the era, it also reflects the limitations when natural elements are involved. Its Historical importance also lies in the depiction of items on the map which relate to Warrnambool’s early history. This printers block was made for the Warrnambool and District Historical Society and used to print letterheads, envelopes and cards. The impression on the block is of the sketch map drawn by Thomas Price of Port Fairy of the Warrnambool Harbour site when he wrote to Superintendent Charles LaTrobe in 1844 regarding the suitability of the site for a new town. The letter is regarded as an important impetus for La Trobe to consider establishing the town of Warrnambool and so the sketch was used by the Historical Society as its logo on letterheads etc for many years. It was also used as the heading for the Society newsletters from the late 1980s to late 2007.This block of the Thomas Price sketch was used by the Historical Society for many years for its printed material and the sketch was used as its logo for about 20 years so it is an important part of the Society’s history and the block is kept as a reminder of this.This is a printing block with an impression made of metal and attached to a wooden block. The wood is in layers of dark and light coloured wood and has a piece cut out at the top left hand corner. This photograph records the making and placing of the concrete blocks for the construction of the Warrnambool Breakwater in the Warrnambool Harbour, completed in 1890. Each block weighed 20 to 30-plus tons. The huge Titan steam powered crane in the photograph played a massive role in the construction. It was able to lift the concrete blocks with its overhanging, counterbalanced arm and roll on its wheels along the rails to the required position. It then lowered the blocks into position on the concrete foundation already laid on the seabed. There are many details in the photograph that help to tell other aspects of Warrnambool's history. It appears that the photograph was once owned by B. Fisher. The photograph is part of the Western Victoria collection produced in 1891 by Brookes' Photographic Union in Victoria. Brookes' Photographic Union was a collaboration of two brothers, Frederick Augustus Brookes and his brother Albert Edward Brookes. Frederick arrived in Victoria in the early 1880's. He and Albert formed the organisation to produce collections of photographs including the districts of Geelong, Gippsland and the Western Victoria.This photograph was taken during the construction of the Warrnambool Breakwater and published the year after it was completed. The project began with the Government of 1874 approving the plan, and was completed in 1890.
