Sir Arthur Stanley on 17 May 1919. At the same time he unveiled a photographic honour board in memory of local soldiers killed during World War One and officially opened the Town Hall/Council Chambers building at 104 Ferguson Street. The Governor was presented with this proclamation and asked to sign the parchment. The official birth of the city was celebrated by 2000 residents. Held under the patronage of the Victorian Bands' League, this event involved bands marching from Elsternwick Station to the oval, and then performing a selection of items either on the march or in massed band format. The event was adjudicated by Mr George Harris with trophies awarded to various brass bands. The Massed Bands event was held to raise funds for the Caulfield Citizens' Band who had recently lost their band room due to fire.This little program is of significance as it highlights a typical brass band event in Metropolitan Melbourne. These programs are rare and it indicates the popularity of them and the range of bands that would travel long distances to participate. In a dual purpose, this event also raised money for the local band and was obviously a highlight for the municipality. He enlisted in the Australian Army during the first World War, and had the distinction of being appointed private masseur to the then Prime Minister, the Right Hon. ...Thomas Briggs Mayor of Williamstown Councillor Thomas Briggs was a prominent local civic leader who served two distinct terms as the Mayor of the City of Williamstown during 1932-33 and 1942-43. ...Councillor Thomas Briggs was a prominent local civic leader who served two distinct terms as the Mayor of the City of Williamstown during 1932-33 and 1942-43. He enlisted in the Australian Army during the first World War, and had the distinction of being appointed private masseur to the then Prime Minister, the Right Hon. Wm. Hughes. He again offered his services when the second World War broke out, and was appointed in command of a section of the Garrison Guards. Councillor Briggs sought and found many avenues of public service. He was a special magistrate in the Children’s Court, a member of the R.S.S.A.I.L.A., and was actively associated with the Salvation Army. HISTORY of the Missions to Seamen: - DETAILED HISTORY of the Missions to Seamen: - The Missions to Seamen is an Anglican (Church of England) charity that has served the world’s seafarers since 1856. It was inspired by the work of Rev. John Ashley, who, 20 years earlier, had pioneered a ministry to seafarers in the Bristol Channel in Great Britain. When Ashley retired, others continued the work, founding the Missions to Seamen. It adopted a Flying Angel as its symbol, inspired by a verse from the Bible in Revelation 14. Today, over 200 world ports have Missions to Seamen centres and chaplains. A Missions to Seamen’s Club warmly welcomes sailors of all colours, creeds and races and provides a wide range of facilities. The Missions to Seamen organisation changed its name to the Mission to Seafarers in 2000, continuing to include Missions to Seamen clubs in Victoria’s cities of Melbourne, Portland, Geelong and Hastings. Flagstaff Hill’s St Nicholas’ Seamen’s Church is named after its namesake from Williamstown, Victoria, which began in 1857. Bishop Perry opened the first Sailors’ Church there, known as ‘Bethel’, on an old hulk floating in Hobson’s Bay, Port of Melbourne. In 1860, a Sailors’ Rest started operating from rented premises in Williamstown. In 1878, the Sailors’ Church moved into an old Wesleyan chapel in Ann Street. By the end of that year, they managed to purchase the building, which they had already refurbished. In 1883, they affiliated with the Victorian Seamen’s Mission. A few years later, in 1906, the building had to be demolished because it was no longer safe. While they raised funds for a new building, the Sailors’ Rest temporarily moved to premises in front of Customs House in Nelson Place. Around this time, in 1906, the Ladies Harbour Lights Guild was formed in Australia to support and raise funds for the Mission to Seamen organisation in Melbourne. Two of the most significant ladies of the Guild were founding members Ethel Godfrey and Alice Sibthorpe. During the Mission's time at Siddeley Street, Melbourne, the activities of the Guild raised funds for the Mission to Seamen's Chapel at their new, and still current, premises in Flinders Street, Melbourne, opened in 1917. The Guild continued its important work until the 1960s. In 1908, the Williamstown Mission had enough money to purchase the former Mascotte skating rink on Thompson Street, Williamstown. In August of that year, they were inaugurated into the Victorian Missions to Seamen. They continued at that venue for a few decades. In 1943, the former ES&A Bank building at 139 Nelson Place, Williamstown, was purchased to become the new Mission to Seamen’s Club. On May 6th, 1944, it was officially opened, described as a ‘distinctive little building’. Funds had previously been raised for the building and furnishing of the chapel at the rear. The chapel was named St Nicholas’ Seamen’s Church, after St Nicholas, fourth-century bishop and patron saint of sailors. Services were held on Wednesdays and Sundays. The church was supported by the Williamstown Lightkeepers’ Auxiliary, newly founded by Mrs Ethel Margaret Musther in 1943, as well as the Harbour Lights Guild and the League of Soldiers’ and Sailors’ Friends. The Williamstown Mission to Seamen’s Church operated until 1966, when large international ships no longer used the Port of Williamstown. The Commonwealth Government then leased the premises. In the formative years of Flagstaff Hill Maritime Village, the Advisory Board decided to include a Missions to Seamen Chapel and Recreation Room in its village. The Missions organisation was a significant feature of ports during the late 1800s and early 1900s, the period that the Village represents. They often erected Missions to house social and worshipful activities for seamen. Flagstaff Hill’s curator, Mr Ken Marshman, approached the Melbourne Board of Management of Missions to Seamen regarding the Williamstown branch. Consequently, the Board permitted the furnishings of the Williamstown chapel to be transferred to Flagstaff Hill Maritime Village. A provision of the transfer was that the Victoria Missions to Seamen be recognised, that the items would remain as a collection, and that the chapel would be called St Nicholas Seamen’s Church and conduct Divine services. The donation was approved on 21st May 1979. Flagstaff Hill's St. Nicholas Seamen's Church: - The idea behind Flagstaff Hill’s Missions to Seamen’s Church was partly driven by the offer of Stained Glass Memorial Windows that originated from the Warrnambool and District Base Hospital, which was undergoing multi-storey expansion in the late 1960s and early 1970s. The hospital’s Manager/Secretary was eager to see the historic window installed in a suitable place. The church, or chapel, was designed by a local architectural draftsman in collaboration with the Flagstaff Hill Planning Board and was constructed by Mr Leon Habel. The designers hoped that the church would be used for formal worship such as weddings, funerals, and multi-denominational special services like war commemorations. The design is inspired by the ‘Missions to Seamen’ buildings in Portland and the Port of Melbourne. The furniture and furnishings were placed as accurately as possible according to photographs of the Williamstown St Nicholas Seamen’s Church and with assistance from local clergy. The Recreation Room was furnished and arranged on advice from experienced members of the Missions to Seamen organisation. A framed document in the building recognises the donor of the furnishings, Victoria Missions to Seamen, and includes the names of some original donors and their donated item/s. The building’s design incorporates local features such as Warrnambool sandstone, which was no longer commercially available but was procured from demolished buildings and uniformly cut to use as a veneer over the stronger Mt. Gambier stone. Also, traditional green American roofing slate was used, sourced from the 1908 local shipwreck “Falls of Halladale” by Flagstaff Hill volunteer divers. The bell tower includes a bell believed to be from a local shipwreck. Additional furnishings were acquired locally, along with several items donated by Warrnambool residents. Light fittings in both rooms were assembled to simulate 19th-century gas light fittings. The stained-glass window at the back of the church is a memorial to Dr Connell, a well-respected member of the Warrnambool community. It was originally installed in 1928 in the main building of Warrnambool Hospital. The St Nicholas’ Seamen’s Church at Flagstaff Hill was officially opened by His Worship the Mayor, Cr. John Lindsay, on Sunday, 11th October 1981. The event included a service of thanksgiving conducted by the Warrnambool Ministers Fraternal. Since then, the Chapel has been the historic venue for many weddings. This photograph is significant through its association with the St Nicholas' Mission to Seamen Church in Williamstown, Melbourne, established in 1857. The building in the photograph is the former English, Scottish and Australian Bank (ES&A bank), also known as the Mission to Seamen. Cooper during the time he served as a shipwright for the British Royal Navy on Nelson’s flagship, HMS Victory, in 1891. By that time, the H.M.S. Victory was around 100 years old, having been built in 1765 and was currently in dry dock undergoing restoration. Cooper’s skills as a shipwright would have been well employed during this period. HMS Victory was, and still is, undergoing continuous restoration to preserve her for display as a museum ship, due to the vessel's significant naval history. It was during that early restoration period that Cooper obtained the piece of Oak from HMS Victory, believed to be from the ship's hull. Cooper was in Australia in September 1891 serving on the HMS Wallaroo, a British Auxiliary Squadron commissioned as part of the British Royal Navy contingent, to serve and operate in Australian waters. The photograph included with the donation of the wood sample is a portrait of Mr H Cooper taken in 1895 in Sydney. The inscription on the photograph describes him as a skilled shipwright from H.M.S. Wallaroo, depicting Cooper as a young man in Royal Navy uniform, with the emblem of a petty officer third class. While Cooper was stationed on the H.M.S. Wallaroo in Sydney, he presented the display case, containing the wood sample from H.M.S. Victory, as well as the exhibit labels, to Charles Harding ("Chas"), late of the Royal Australian Navy. Harding had been based at the H M Naval Torpedo Depot at Williamstown, Victoria. Although not mentioned, it is believed the two men met whilst serving together in Australia in their respective assignments. It could have been a retirement gift from Cooper to Harding, with the photograph of Cooper likely included with the case, and gifted to Harding in 1895, as the date on the photograph indicates. One of the exhibit's labels indicates that Harding had the item on display whilst serving at the Naval Torpedo Depot in Williamstown. The label indicates: "This piece of Oak is part of the hull of H.M.S. 'Victory', Lord Nelson’s renowned flagship, which took such a prominent part in the Battle of Trafalgar. 21st October 1805. Exhibited by Charles Harding, H.M.V. Naval Torpedo Depot, Williamstown.” After Charles Harding died in 1931, the case containing the sample of oak from H.M.S. A newspaper article dated 1905 included with the donation mentions that the city of Hamilton in Victoria was shortly expecting a mounted piece of the H.M.S. Victory to be included in the city’s commemoration of the centenary of the "Battle of Trafalgar". Battle of Trafalgar: On October 21, 1805, twenty-seven British ships of the line led by Admiral Lord Nelson aboard HMS Victory defeated thirty-three French and Spanish ships of the line under French Admiral Villeneuve. The battle took place in the Atlantic Ocean off the southwest coast of Spain, just west of Cape Trafalgar, near the town of Los Caños de Meca. The victory confirmed the naval supremacy Britain had established during the course of the eighteenth century, and it was achieved in part through Nelson's departure from the prevailing naval tactical orthodoxy of the day. Conventional practice at the time was for opposing fleets to engage each other in single parallel lines, to facilitate signalling and disengagement, and to maximise fields of fire and target areas. Nelson instead arranged his ships into two columns to sail perpendicularly into the enemy fleet's line. During the battle, Nelson was shot by a French musketeer, and he died shortly before the battle ended. Villeneuve was captured, along with his ship Bucentaure. He later attended Nelson's funeral while a captive on parole in Britain. Admiral Federico Gravina, the senior Spanish flag officer, escaped with the remnant of the fleet. He died five months later from wounds sustained during the battle. It was before this battle that Nelson had issued his now-famous final orders to his ships in 12 separate flag-hoists: “England expects that every man will do his duty”. This wood sample is historically significant for its association with Admiral Lord Nelson and the Battle of Trafalgar. Through Nelson’s leadership and unorthodox battle tactics, he secured not only a victory against the French and Spanish but also reaffirmed Britain's naval supremacy, opening the way for Britain to continue the policy of colonisation of many countries, including Australia.Wood sample adhered to the base of a hinged wood and glass display case. Wood is a sample of oak taken from the hull of Vice-Admiral Lord Nelson's flagship, the HMS Victory, built in 1765. The case also contain two exhibit labels pinned above the wood sample. Other items donated with the display case, and relating to the wood sample: an 1895 photograph, a 1905 newspaper clipping, a 1962 donor's letter (two pages), and a handwritten exhibit label with a border of red lines. Charles Ferguson, Esq, being voted to the Chair, briefly stated the intention of the present meeting, and that all must concur as to the necessity of founding same Institution for the relief of the numerous cases daily occuring in this port, amongst so great a number of ships, large at present but small in comparison to what may be expected in a short time. For the last five months ending May 31st, five hundred and eleven vessels en-tered Hobson's Bay, amounting to a tonnage of ninety-five thousand three hundred and seventy-two tons, which, in tho same proportion for twelve months, would give two hundred thousand tons annually and, calculating four men for each one hundred tons, shows that eight thou-sand sailors arrive at this port in the space of a year, for whom, at present, there is no provision made for either sickness or accidents. A lengthened conversation ensued, in th» course of which several instances were pointed out of he great benefit conferred upon the ship ping interest, by the establishment of an hospital at various ports named, and all agreed that such would be a great boon here. After some further discussion as to the wording of the re solution, the following was proposed by Captain Beaseley, and seconded by Captain Goss, «That this meeting is convinced of the necessity exist ing for a Seaman's Hospital, at Williams Town; and that a committee be appointed to draw up a menorial to His Excellency the Lieutenant Governor, respectfully praying, that a sum of money be placed on the Estimate for the en suing year, fur this purposoe ; and that the memorial be given to William Westgarth, Esq. M.L.C. in order to its presentation, -and that the committee accompany Mr Westgarth at the presenting of the said memorial. Deceased was born .ocally and was the eldest daughter of the late Engineer Commander James L. Breaks, R.N., and Alice Breaks. Deceased was a very prominent member and worker of Holy Trinity Church and actively identified with every caritable movement in this City. She leaves a sister, Miss Maude Breaks, to mourn her loss. The funeral took place on Monday afternioon, leaving Holy Trinity Church after a service conducted by the Rev. J. H. Raverty, assisted by the Revs. S. P. H. Martin and Oliver. The large congregation in the Church, lengthy cortege, and very large number of floral tributes received testified to the esteem in which deceased was held. Ernest W. Jackson. had charge of the funeral arrangements, and the Rev. J. H: Raverty officiated at the cemetery.Louise Breaks and her family were active members of the Mission. Her father James Lennox Breaks, aged 22 years, sailed from England on the Cerberus on her maiden voyage, and was associated with the ship for 34 years until he retired.
