Born at the Victorian town of Sandhurst (now Bendigo, Albert Steane attended the Gravel Hill State School until the fourth class, then transferred to the Central School 1976 where he gained the Merit Certificate. The monitor system of teacher training had been introduced and he passed as a fourth, third, second and first class pupil teacher. At about 16 years of age Steane was appointed a teacher monitor at £12 per annum. Albert Steane was awarded the Teachers' Certificate of Competency in 1897. He was the first headmaster of the Ballarat Technical School, and opened the Sloyd (woodwork) Centre in 1902 at the Ballarat East Art School (later known as the Ballarat East Free Library). According to the Ballarat Courier of 23 March 1957 Steane established the Ballarat Junior Technical School in February 1913, a part of the School of Mines and Industries Ballarat. The beginning classes with 86 pupils were held at a temporary site at the Dana Street School. Classrooms were so scattered that Steane recalled without his motorbike he would never have covered the ground! By 9 September 1921 the Junior Technical School Building was officially opened on the site of the old Ballarat Gaol. In a confidential report of 1916 Steane was described as one of the best organizers in schools at that time, and he was noted for his strong but fair discipline. In the 1926 school report the Chief Inspector wrote that 'no boy is neglected'. Steane held the position of headmaster at the Ballarat Junior Technical School for 29 years retiring on 16 April 1942. Steane is known for the teaching of Sloyd or woodwork, which was an important point in his career, and for his love of gymnastics. He was made a life member of the Ballarat Y.M.C.A. in 1968 aged 91 years. The teaching of woodwork in Victoria began in 1901 and Steane was chosen, among 18 others for the inaugural training course at Queensberry State School in Melbourne. Because of his lifelong love of gymnastics Steane organized a gymnastic display for the Education Department in 1902 at Bendigo's Golden Jubilee Exhibition. He was one of those instrumental in establishing the Ballarat Y.M.C.A. and directed its physical culture evening classes in 1906. In 1908 Steane toured the world visiting the Swedish Naas Institute and the Gymnastic Festival in Germany. Steane in his reminiscences recalls: "In 1908 I obtained leave of absence and undertook a world trip to further my knowledge of both manual art training and physical training. On this trip I visited U.S.A., Canada, Scotland, England and Europe. Notable events were the attendance at the great 11th Deutche Turnfest at Frankfurt, inspection of the Naas Training School for Sloyd at Naas, Sweden inorgorated [sic] by Otto Solomon, and attendance at Physical Education Demonstrations at London given by the Swedish institution. These P.E. demonstrations were given to assist the organization and introduction of P.E. training in London schools.On returning to Ballarat I resumed my position at the Ballarat East Sloyd Centre and continued my studies at the Ballarat Art School gaining the Drawing Teachers' Certificate." Steane died, aged 93 years, on 13 July 1970, at Sydney, leaving his widow Grace Elliott Steane and children Eric and Violet. Alfred Donald Senior studied Electrical Engineering at the Ballarat Schoo of Mines (SMB) between 1927-33. He worked as an Instructor in Electric Welding at SMB between 1932 and 1967 receiving a certificate of Electrical Engineering, and greatly enjoyed his association with SMB as a student and instructor. Senior was an A. Grade Electrical Mechanic (A.M.I.E.I.s Vic and NSW) and was employed at the SEC Elec. Supply Co of Vic 1927-1970. Henry J. Hall was an teacher Freehand Drawing and Model Drawing at the Ballarat School of Mines. In 1889 he reported to the Ballarat School of Mines Council that this class was never established for the cultivation of Art (as generally understood) or the making of pictures but with an idea of assisting artisans - of both sexes - and persons connected with mechanical industries, in acquiring lightness of hand, and facility in the use of a black-lead pencil so as to be able to place legibly and intelligibly upon a sheet. For many years Henry Hall advertised private tuition in Drawing, Painting and Perspective, at 'Ferndale', 25 Eyre Street. Hall to Andrew Anderson, President of the Ballarat School of Mines. "Mr. J. B. Rankine, the inspector for the Dundas goldfield, entered upon his duties on June 4, 1897. He states that his preliminary examination of the mines in active operation on the field, which was of a hurried nature, revealed in several instances a very unsystematic method of mining, which must have been attended with grave risk to the workmen had it been allowed to continue. The underground workings in one, particular mine which he inspected, and wherein a large number of men were employed, were of such a serious and dangerous nature that immediate steps and measures had to be taken to secure the ground for the safety of the men so employed. Without entering on this occasion into the question of culpability, he desired to place on record that the manager had shown a readiness and willingness to carry out his (the Inspector's) instructions. Harold Brocklebank Herbert (16.09.1891-1945) Harold Herbert was one of the first pupils at the school starting in 1891, commencing as a 15 years old he studied Applied Design and Architecture at the Ballarat Technical School of design attached to the Ballarat Fine Art Galery, transferring to the Ballarat Technical Art school attached to the Ballarat School of Mines. He was a certificated Art Teacher with the Victorian Education Department. His talents were identified by Ballarat’s Ponsonby Carew-Smith who rose to become Art Inspector with the Victorian Education Department. His teaching career included being appointed Principal of the Sale Technical Art School in 1898. Harold Herbert undertook further studies in England returning to Ballarat with all new entrepreneurial ideas. He worked at the Ballarat Technical Art School between 1915-19. Harold Herbert was involved with the design of the Ballarat Arch of Victory, and was responsible for the reproductions in ‘The Education Department’s Record of War Service. Had been principal of the Sale Technical Art School since 1898, and had undertaken further studies in England returning to Ballarat with all sorts of entrepreneurial ideas. In 1924 the Ballarat School of Mines Students’ Magazine reported “We are perfectly safe in claiming on behalf of our school, that no institution of its kind has turned out a greater number of men and women students who have since “made good” while some have achieved enviable prominence in the world of art. Amongst these later, the most brilliant is Harold B. Herbert whose work is so widely and justly appreciated throughout Australia and whose achievements are watched by his old school with the greatest pride. He commenced at the School when he was about 15 years of age, and followed a course of training very similar to what most students are doing the most valuable qualities shown by him during his career as a student were a passion for drawing and a capacity for taking pains, so essential in all artwork. He was appointed as Assistant Art Teacher at Ballarat on completion of his course, and later assistant in the office of Art Inspector. All of his spare time was devoted to out-door sketching and commercial drawing and he showed an ability in practical design for various crafts quite equal to the ability he has since displayed in depictive art. His return to this School as senior master and his departure to devote himself entirely to fine art are quite recent happenings with which all students are familiar. The wonderful exhibition he held in Melbourne on return from a sketching trip abroad has place him amongst the leading artists of Australia. Upon his death in 1945 the Ballarat School of Mines Student's Magazine recorded: "The death of the famous water-colour artist, Harold Herbert, will be a distinct loss to art in Australia. he was educated at the Ballarat Art School which it was situated in Sturt Street, and the gave promise of becoming a famous artist then. his talents were recognised, and in water-colour work he quickly made a name for himself. his landscapes in water-colour are in the principle galleries of the world, and many of them are to be found in the Ballarat gallery and in other provincial galleries. In 1941 he was appointed official war artist for the COmmonwealth, and he served in the Middle East and Syria. Establishment and Functions Prior to 1860, the Chief Secretary's Department had been responsible for the administration of the gold fields and associated mining activities. In November 1860 a Commissioner of Mines was appointed and a Department was established under his administration. For the period November 1861 to June 1863, the Postmaster General was responsible for the Mining Department. A Minister of Mines was again appointed in 1863. Responsibilities of the Department of Mines were: 1. Regulation of mining and related public works activities through the issue of miners rights, business and residence licences, mining leases, mineral and other prospecting licences 2. Superintendence of the activities of mining surveyors, registrars, wardens and Mining Boards. 3. Investigation of the state's geological structure, mineral wealth and underground water resources 4. Development of the mining industry 5. Supervision of the safe working of mines, machinery and quarries including checking the credential of mine managers, inspectors and operators 6. Regulation of the disposal of sludge and other waste products 7. Administration of the Victorian Mining Accident Relief Fund. Arising from its initial responsibility for the supply of water on the gold fields, the Department became responsible for rural water supply from the mid 1860s. Statutory responsibility for rural water works during this period rested with the Board of Land and Works. In 1865 the Waterworks Act gave the Board power to construct waterworks, purchase land, levy charges and lease or sell works, while the Public Loans Act 1865 empowered it to provide loans to local water trusts for waterworks. The actual administration of these statutory provisions was undertaken by the Victorian Water Supply Department which operated from 1865 to 1889 as a sub-department of the Department of Mines, from 1889 as a department in its own right, and from 1895 to 1909 as a sub-department of the Department of Mines and Water Supply. For a brief period from 1891 to 1893 the Department of Mines was also responsible for forests and, until 1880, for the Schools of Mines subsequently transferred to the Education Department. In 1895 the Department of Mines and the Victorian Water Supply Department were amalgamated to form the Department of Mines and Water Supply. Queen Victoria on 22 January 1901. Mourning stationery for letters, both writing paper and envelopes, was printed with black borders, of varying depths, as a token of bereavement. Black sealing wax, black leather blotters, and jet paperknives were also sometimes used. Harry Clark lived in Lobb St North Bendigo with his wife and son Max in 1940s. Stawell Technical School, Skene Street Stawell. The school had its first origins in an inquiry in c 1882 by the inspector of Schools of Design. A meeting was called Sept.1882, the first outcome of this meeting, was to advertised for, Friday 12th October 1882 from 7.30 pm to 9.30 pm in the Mechanic's Institute.
