The Ballarat Mining Board moved a motion to start Australia's first school of Mines at Ballarat. This document shows the resolutions of the Mining Board, and make reference to the Ballarat School of Mines Trustees, Redmond Barry, Rivett Henry Bland and Somerville Livingston Learmonth. The constution was adopted on 25 January 1870.The Ballarat School of Mines is Australia's first School of Mines. This book belonged to John Cowtan. He was a purchaser of land near Cassady’s Bridge in Warrnambool and an important and early settler in Port Fairy. The land that John Cowtan selected was bought by Williaam Cassady whose sister, Ann, was married to John Cowtan. Cassady established the property, Boughton where Cassady’s Bridge is today. This book came from a Cassady estate sale early in the 21st century. Between 1839 and 1844 John Cowtan was a ship’s captain for John Griffiths, a shipowner and entrepreneur. In 1844 Cowtan established a merchant trading and produce business in Port Fairy with John Bland. In the 1860 John Cowtan went to live in Melbourne.This book is of great interest because of its early date (one year after the founding of Warrnambool) and because of its association with John Cowtan, a pioneer settler of Port Fairy with connections to Warrnambool.This is a brown leather cover book of 385 pages. The spine has gold lettering. The binding has come apart and has been mended with white cotton material on the inside of the cover. The insides of the cover have a brown, white, blue and yellow mottled pattern. The cover is stained and torn at the edges and has a deep gouging on the front. The first page has been torn and mended with tape and some of the pages are stained. There are two pressed fern fronds, one loose newspaper cutting and a bookmark with a sepia-coloured image, lace paper edges and coloured embroidery contained within the pages. This book is a 19th Century treatise on aids to navigation. It belonged to John Cowtan who held land near the Cassady's Bridge area in Caramut Road today (he was related to the Cassady family) and who is mainly important in the history of Port Fairy. Captain John Cowtan was a ship's master for John Griffiths and a Launceston entrepreneur and ship owner between 1839 and 1844. In 1847 he went into partnership with John Bland, establishing a merchant's business with riverside buildings at the Port Fairy wharf. He left Port Fairy in the 1860s. The date of John Cowtan's signature in this book is 1849 (certainly a very early one in our history) and inside the front cover he has written notes about the local weather, mainly as it affected sailing conditions in late 1849 and early 1850. It then lists some text books used in the school. Section V mentions the School Council, lack of funds, future directions, mining laboratory. R.M. Serjeant was listed as a mining manager and Joseph Flude as a metallurgist. In 1875 they were both living in Ballarat. The patent number is A.D.1875, 4th March. No 2031. According to the patent the hearth of the furnace is in the form of a cone revolving horizontally. The feed is supplied to the apex of the cone by an archimedian screw. The crown of the furnace comprises a double covering or roof with an intermediate chamber for receiving heated air. The inner covering is pierced to admit of the heated air being brought into contact with the pyrites on the face of the revolving hearth. The discharge of the roasted substance is affected by means of a scraper at the base of the cone. It was claimed that this was a new mode of introducing heated air, and the exclusion of flame during the operation of roasting pyrites. The self-acting charge and discharge of the furnace and the peculiar construction of the hot air chambers, and the use of perforated bricks through which the supply of air is affected were also new. The extraction of the gold from pyrites and the utilization for commercial purposes of other substances connected with pyrites are peculiarly important to Ballarat, because were a simple and inexpensive method devised there are millions and millions of tons of quartz that would then be made remunerative. With this thought in their minds two scientific gentlemen invented the school of mines self-acting rotatory furnace. This, for lack of funds, has not been completed as yet, but the amount in hand for the purpose is daily increasing, and it will eventually be an accomplished fact. It is in contemplation also to erect machinery shops in connection with the school, and it is purposed to con struct a steam-engine to do at once the work of the pyrites treatment and the ma chine room. A model shaft and mine too are being prepared for on the reserve, so that practical mining of the most thorough character may be taught on the ground.'Large indenture on red bordered vellum. The large document is on a vellum type paper complete with stamps and seal. The document is signed by Acting-Governor William Stawell. The Ballarat School of Mines was established in 1870 through the initiatives of the Ballarat Mining Board making it the oldest site of technical education in Australia. The Board was concerned with the shortage of mine managers for the goldfields. Classes began in surveying, mathematics, and chemistry and a decade later they included metallurgy , assaying and geology. With the decline in goldmining the direction of the college changed and broadened, the art School was established and the Ballarat Junior Technical School developed. In 1976, the tertiary sector seperated from the School of Mines and Industries Ballarat to form the Ballarat College of Advanced Education. In the 1980s SMB was a Community College of Technical Education and Further Education (TAFE) offering a wide range of vocational, enrichment and preparatory programs. It is continuing the tradition of providing for the educaiton needs of people within the Central Highlands. During the 1970s and 80s it acquired and refurbished old buildings and developed new facilities to keep up with the needs of an expanding curriculum and student population. The Donation Book relates to the Ballarat School of Mines Museum which opened in 1872. Very few of these items are still held by Federation University.
