With respect to the objectors, the Tribunal did not accept that a responsibly managed and attractive amusement parlour could not coexist near the adjoining residential area and without detriment to the commercial centre. At a Council meeting on June 7, 1994 councillors requested a report outlining criteria to be used to assess planning applications for youth entertainment venues given the Tribunal's view that a poorly managed facility in a small neighbourhood shopping centre, particularly in such close proximity to a residential area would not only have the potential to increase perceived youth problems, but could jeopardise the prospects of future proposals. The commercial centre developed in High Street ...Presbyterian Church Melton Background: A Combined Denominational Church and School was established in Melton by Protestants from the Presbyterian, Episcopalian, Wesleyan and Baptists denominations. A wooden church was built on the flat area east of the Toolam Toolern Creek. A photo of this church shows the buildings with small houses nearby. In the background the bluestone Presbyterian Church built in 1867 can be seen to the north on Yuille and Sherwin street. The flat area beside the road to Ballarat was subject to flooding and the site was eventually abandoned for a settlement. By the latter part of the 1860s the Church of England and Wesleyan bluestone churches were also being erected in the centre of the township of Melton. The commercial centre developed in High Street from Smith to Palmerston Street. Township of Melton Crown Grants Issued Under Common Law refers to the site of the Combined Denominational Church and School on the east side of Sherwin Street on the corner of Pyke Street. Section 4 Allotments 1 and 10 situated on the corner of Pyke, Bryan and Sherwin Street. The early map has the name of Thomas Cridge on this site. The area known Common (flat) remained open level ground with some cottages and buildings and a milk cooler in the 1930s, Granny Watts house “Lynch Cottage was moved in 1964. Sherwin Street was used until the 1960s with the open area being the used for playing golf. Alterations to the flat occurred when the golf course added to the height and removed the Sherwin Street access. The greens were developed and the height of ground altered the vista across Common. The first Presbyterian Minister in the district was the Reverend Alexander McNicol an advanced student and an experienced missionary from Glasgow, arriving in Melbourne in 1850. He was ordained on the 8th of June and was called to the Bacchus Marsh and Mount Macedon district. On the 1st of May 1851 he was called to Geelong and returned to Bacchus Marsh on February 1856 remaining until July 1859. ... " was the principal commercial focus for the District in 1857..." was the principal commercial focus for the District in 1857 ...This photograph is part of the Caulfield Historical Album 1972. This album was created in approximately 1972 as part of a project by the Caulfield Historical Society to assist in identifying buildings worthy of preservation. The album is related to a Survey the Caulfield Historical Society developed in collaboration with the National Trust of Australia (Victoria) and Caulfield City Council to identify historic buildings within the City of Caulfield that warranted the protection of a National Trust Classification. Principal photographer thought to be Trevor Hart, member of Caulfield Historical Society. Most photographs were taken between 1966-1972 with a small number of photographs being older and from unknown sources. All photographs are black and white except where stated, with 386 photographs over 198 pages. Glen Eira Heritage Management Plan 1996 by Andrew Ward The 1857 rate book indicates that the major portion of the District was under pasture, although a considerable portion was cultivated. There were 159 houses, huts and tents whose occupants were mainly occupied on the land. If "Camden Town" was the principal commercial focus for the District in 1857, it was to remain so in later years, incorporated today in the Glenhuntly Road centre which extends more or less continuously from Elsternwick to Bambra Road. The Caulfield State School of 1877, the horse tramway of 1889 and subsequently the electric trams were all events confirming the importance of Glenhuntly Road and the fledgling community of "Camden Town" wherein the City's commercial centre has its origins. It is recalled, today, by their presence, and also by the "London Tavern" in Hawthorn Road, established by John Guess in 1873. Dr Geulah Solomon's 4 volume book "Caulfield's Heritage" Vol 1 p 93: "A modern hotel presently on the site continues the name of the London Tavern." Photograph High Street, Kew In 1891, High Street was the centre ...At the beginning of the 1890s, the Kew businessman and Town Councillor, Henry Kellett, commissioned J.F.C. Farquhar to photograph scenes of Kew. These scenes included panoramas as well as pastoral scenes. The resulting set of twelve photographs was assembled in an album, Kew Where We Live, from which customers could select images for purchase.The preamble to the album describes that the photographs used the ‘argentic bromide’ process, now more commonly known as the gelatine silver process. This form of dry plate photography allowed for the negatives to be kept for weeks before processing, hence its value in landscape photography. The resulting images were considered to be finely grained and everlasting. Evidence of the success of Henry Kellett’s venture can be seen today, in that some of the photographs are held in national collections.It is believed that the Kew Historical Society’s copy of the Kellett album is unique and that the photographs in the book were the first copies taken from the original plates. It is the first and most important series of images produced about Kew. The individual images have proved essential in identifying buildings and places of heritage value in the district.In 1891, High Street was the centre of commercial activity in the Borough of Kew. It was unpaved and edged with deep bluestone gutters, which were designed to channel the significant flow of storm water down the hill to and beyond the Junction. On either side of the entrance to the shopping strip are two cast iron gas lamps that provided the only public street lighting before the Post Office was reached. Most shops, including the Nicholas Brothers’ Junction Store featured cast iron verandas. Further up the hill, Dougherty’s Greyhound Hotel was by this stage a local institution. Apart from the horse-drawn tram, the main form of personal and commercial transport in this period remained the horse, horse and cart, or buggy.The panoramic view predates the widening of High Street in the 20th century, and thus includes the original alignment of buildings on the south side. Bank of Victoria, Photograph
A branch of the Bank of Victoria was erected from bluestone in Mortlake in 1866. In 1860 improvements were made to the branch in in 1927 the Bank of Victoria mered with the Commercial Banking Co. of Sydney Ltd which later became the National Bank of Australia. This bluestone building was demolished in 1956 to make way for a new brick National Bank of Australia banking chamber and residence. The bluestone was taken to a local property called "Cattle Runs" -

This franking machine was used in the mail room of SMB and also in the mail room at University of Ballarat. Pitney Bowes is a global technical company, known for its postage meters and other mailing equipment and services. It was founded in 1920 when the company of Arthur Pitney, founded in 1902, merged with the company of Walter Bowes, founded in 1908. The name at merger became Pitney Bowes Postage Meter Company. The history outlined in the booklet follows: 'Ballarat has helped to influence the life and destinies of Australia in many ways, the recital of which would perhaps prove tedious to the citizens of less favoured localities! However, it can be said, without much fear of contradiction, that only less known thought Australia than its fame as a gold field is the reputation won for it by its school of Mines, ... Ballarat was still quite a new place when the School was founded, but a very propserous and popular place all the same, with a go-ahead lot of citizens brim full of the spirit of enterprise which seemsto animate mining populations generally. Money was plentiful, and they launched out into ventures, which later, were to develop and take the place of the gold mines, while what is more to the point, they understood the value of education. the old digging days were passing away. Bickett had the honor of bringing forward the proposition at a meeting of the Ballarat Mining Board in October, 1869. it was agreed to, and the Government, having been approached for assistance, granted a lease of the old Supreme Court buildings at a nominal reantal. A modest sum, including 100 pounds from the Borough Council of Ballarat West, was subscribed by a number of sympathisers, and on the 26th October, 1870, the inaugural address was delivered by Sir Redmond Barry, the first President of the School. Classes were commenced on the 23rd January, 1871. The students at first were mostly adults. They were chiefly men emloyed at the mines, who had the wisdom and energy to devote their spare time to study, and, though their attendance was somewhat irregular, they made very good progress. Old prints which have been preserved show them at work at furnaces, big bearded men of the old-fashioned type of miner. It is interesting to note that among those who gave evidence and encouragement was Sir Roderick Murchison, who many years before had advised Cornish miners to emigrate to Australia to search for gold, and who in 1848 was in possession of gold ore sent from this country. Sir Roderick sent a parcel of books for the library, and gave useful advice as to the curriculum which should be adopted. The Museum, which now contains a most valuable collection of minerals, was one of the first things attended to, and the reports presented to the Council from time to time speak of additions being made from all parts of the world. New equipment was constantly being added to the School, a good deal of assay work was done, and some specimens were sent from the East Indies for examination as far back as 1873. By this time there was a difficulty in providing accomodation for the students who wished to enrol, and the number of instructors had grown from two to four. In 1882 the first building was being erected on what was then part of the gaol reserve. A little more than ten years afterwards a buildnig formerly serving as a Methodist Church was absorbed, while later on, the demand for accomodation increasing, the attack upon the gaol was renewed. The School continued to grow in reputation and size, and became the science centre of the district, and in 1889 a learge new building was opened by Sir Alexander Peacock. Students came from over seas as well as from all the States of Australia, and after going through their courses they took with them the name and fame of the old School to all parts of the globe. School of Mines boys have played a great part in developing the mining fields of Western Australia, South Australia, and africa, while old students who have made a name in their profession are constantly dropping in to see how the old place is getting along. Mining Schools were started in other parts of Australia, and, at the same time, Victoria ceased to hold first place as a mining state. On the other hand there was a great advance in manufacturing, and the demand for technicaly trained men became a great and as insistent as ever it had been for trained mining men. The Council was quick to adapt the school to the new conditions, and the result is seen in the institution, which is one of Ballarat's proudest possession. Instruction is given in all branches of technical work, and the classes are filled with students who are building up for Ballarat a reputation as an industrial centre, which promises to equal that which it formerly held as a mining town. Owing to its bracing climate, its abundant opportunities for recreations, and its accessibilty, Ballarat as a city is an ideal place for educational purposed, and is yearly becoming more and more appreciated throughout the State. The chairman of one of Ballarat's biggests industries claims that the workman can do twice the day's work here that he can do in Melbourne. he was a little enthusiastic over it, perhaps, but it is a well-known fact that the healthy and invigourating Ballarat climate is conducive to both physical and mental activity, and the records of the School provide ample proof of it. One of the most interesting and successful branches of the School of Mines and Industries - if the name be enlarged with the enlargement of its scope - is the Technical Art School. "The City of Statues" has from its earliest days been a stronghold of art. Art schools have flourised here, and in 1905 the Education Department came to the conclusion that the best thing to do with them was to place them under the management of the School of Mines Council. A magnificent new Technical Art School was built at a cost of some 12,000 pounds on the site of the old Supreme Court building, and was formally opened on the 23rd July, 1915. The results have not only been justified but surpassed all anticipations. The most comprehensive list of subjects is taught, and this list is constantly added to. Students have flocked to the art School, which may be said to occupy a unique position in Australia, and its record of success is really astonishing. Its students supply art teachers for the newer schools that are being built, and many occupy leading positinos in important business houses. So well is its reputation known that orders are constantly being received, not only from Victoria, but from other States, for honor boards and challenge shields to be designed and made. The most recent addition to the School of Mines and Industries is the Junior Technical School, for which a new building is now being erected on a portion of the gaol site, transferred to the School of Mines Counci by the Government. At the present moment temporary quarters are being occupied. Some students after passing through the Junior School go straight to employment, continuing perhaps to attend the evening trade classes, while others move on to the senior School. In a review of the work of the School of Mines mention must be made of a series of industrial research carried out under supervision of the Principal. One in particular, regarding the suitability of the local ores for the manufacture of pigments attracted much attention, while the experiemtns on the manufacture of white potery from Victorian clayes were considered of sufficient importance by the Federal Advisory Council of Science and Industry to warrant the appointment of a special investigator. The results of these have been most encouraging, and may have far-reaching consequences. The vocational training of returned soldiers also should not be overlooked. The work was taken in hand from the first, before the Repatriation Department gave assistance, and now with the help of the department of the School has become one of the largest vocational training centres in Victoria outside of Melbourne. The soldiers, trained in a variety of occupations, have made remarkable progress, and already considerable numbers have found employment in local workshops and factories. Numerous Scholarships are offered every year, and altogether students will find few places to equal the Ballarat School of Mines and Industries as a training place for their life's work. Machine - Treadle Lathe, 1920-1923
The lathe-making business incorporated in 1902 as Drummond Bros Ltd originated in the fertile mind of Mr Arthur Drummond, said to have been living at that time at Pinks Hill, on the southern edge of Broad Street Common, west of Guildford. Mr Drummond, whose accomplishments included several pictures hung in the Royal Academy, was unable to find a lathe suitable for use in model engineering. In 1896 he designed for himself a ‘small centre lathe … which had a compound slide rest with feed-screws and adjustable slides’. He also designed and built ‘lathes of 4.5 inch and 5 inch centre height, which had beds of a special form whereby the use of a gap piece was eliminated but the advantages of a gap-bed lathe were retained’. Assisted by his brother, Mr Frank Drummond, who had served an apprenticeship to an engineering firm at Tunbridge Wells, the first lathes were made in a workshop adjoining Arthur Drummond’s house. The demand that speedily built up led to the decision to form a company and manufacture the lathes for sale commercially. Land was acquired nearby, at Rydes Hill, and the first factory built. The enterprise was a success, and the company quickly established ‘a high reputation in this country and abroad for multi-tool and copying lathes, and gear-cutting machines’. Other lathes were added to the range, including the first of the ’round bed’ machines for which the firm became widely known. A Drummond 3.5 inch lathe was among the equipment of Captain Scott’s 1912 expedition to the South Pole, and large numbers of 3.5 inch and 4 inch designs were exported to Australia, Canada and India. By the outbreak of war in 1914, 5 inch, 6 inch and 7 inch screw cutting lathes, arranged for power drive, were on sale. Large orders were received from the government for 3.5 inch lathes, for use in destroyers and submarines, and 5 inch lathes for the mechanised section of the Army Service Corps. The latter were used in mobile workshops. The factory worked night and day to supply the forces’ needs, until production was disrupted by a fire which destroyed a large part of the works in May 1915. As soon as rebuilding was complete work restarted. At the end of the war the entire production was being taken by the Government departments, a special feature being a precision screw lathe, bought by the Ministry of Munitions in 1918. Between the wars Drummond Bros Ltd introduced new machines for the motor vehicle, and later the aircraft industry, and the works were extended on many occasions to fulfill the increasing orders. The Maxicut multi-tool lathe (1925), designed for high-production turning operations, was one of the first machines of this type to be built in England. It was followed (1928) by an hydraulic version for turning gear blanks, and similar work. Further developments provided machines which, during the Second World War, turned all the crankshafts and propeller shafts for Bristol engines. Others, ordered by the Ministry of Supply were employed in turning shells, and many other specific needs of vehicle and aircraft manufacture were catered for by new types of Drummond lathes. Production of the small centre lathes ceased during the war when the company needed to concentrate on building multi-tool lathes and gear shapers. After the war a completely new Maxicut range was introduced, replacing the older versions, and fully automatic. The types were continually developed, and new versions manufactured until the end of the company’s life in 1980. The disappearance from the scene of Mr Arthur Drummond in 1946, and the end of the company’s autonomous existence in 1953 when the company was acquired by William Asquith Ltd, which was in turn bought by Staveley in 1966, meant that the factory at Rydes Hill became one – albeit very effective – part of a large national engineering company. Achievements at the Guildford works during its last years included the development of automated Maxicut gear-shapers in what was ‘probably the most fully automated gear shop in the country’, while a machine from Guildford was sent to the Osaka Fair in 1962. In 1963 an agreement was signed with Hindustan Machine Tools for the manufacture of Maxicut gear-shapers in state owned factories in Bangalore and Chandigarh. During 1963 the two largest multi-tool lathes ever made in the UK were installed in Ambrose Shardlow’s works in Sheffield for handling cranks up to 14 foot long. In 1976 Drummond lathes were included in Staveley’s £14,000,000 installation in Moscow of an automated production line for Zil motor cars. Up to the end invention continued at Guildford: a new Drummond Multi-turn memory-controlled machine was shown at the International Machine Tool Exhibition in 1977. This could not save the works from the pressures of the late 1970s, and Staveley Industries closed its Guildford site in 1980.An early example of a lathe that was designed primarily for the hobbyist model maker. It is in good condition and sought today by collectors as many of it's attributes were innovative at the time and lead to further development and incorporation of some of its features into more industrial models of production machinery. Functional object - Platform Scales
Thaddeus Fairbanks (1796 –1886) was an American inventor. of heating and cook stoves, cast iron ploughs, and other items. His greatest success was the invention and manufacture of the platform scale, which allowed the weighing of large objects accurately. Fairbanks was born in Brimfield, Massachusetts, on January 17, 1796, the son of Joseph Fairbanks (1763–1846) and Phebe (Paddock) Fairbanks (1760–1853). His uncle was Ephraim Paddock, the brother of Phebe Paddock. In 1815 he moved to St. Johnsbury, Vermont, and set up a wheelwright's shop above his father's gristmill. In 1820 he married Lucy Peck Barker and In 1824 he built an iron foundry. his brother Erastus joined him to establish E. and T. Fairbanks, a partnership to manufacture heating stoves, cast iron ploughs a design for which he patented in 1826. In 1830 Fairbanks and Erastus became interested in the raising and processing of hemp. Fairbanks went on to patent a hemp and flax dressing machine and became the manager of the St. Johnsbury Hemp Company. He also built a set of scales that would measure large loads of hemp accurately, as there were no reliable scales at the time. Upon the success of building these scales, his brothers recommended that he make and sell these for general use. Fairbanks' most famous invention then became the platform scale for weighing heavy objects. These are commonly known as the Fairbanks Scales, for which he patented his original design in 1830. Before this time, accurate weighing of objects required hanging them from a balancing beam as a result, particularly heavy or ungainly objects could not be weighed accurately. A platform scale, if large enough, could weigh an entire wagon. By placing a full wagon on the scale, unloading it, and then placing it on the scale when empty, it became possible to easily and accurately calculate the weight and value of farm produce and other loads. In 1834 Fairbanks and his brother formed "E. and T. Fairbanks and Company" to manufacture and sell these platform scales. These scales were well known in the United States and around the world resulting in the company doubling in volume every three years from 1842 to 1857. There was a temporary slow down during the American Civil War, however, the business took off again after the war. Their partnership was incorporated in 1874 into a firm known as "Fairbanks Scale Company". These platform scales revolutionized weighing methods of large loads and have been in use ever since. Portable platform scales are found in almost every hardware store, physician's office, and manufacturing factory throughout the United States and the world. The first railway track platform scale patent was granted to Fairbanks on January 13, 1857, as Patent No. 16,381. In 1916 the company was purchased by ”Fairbanks, Morse and Company”. Ownership of the company has since changed several times, but Fairbanks Scales continue to be made in St. Johnsbury Vermont to this day. Fairbanks had received 43 patents in his lifetime with the last one at the age of 91. He died on April 12, 1886, and is buried at St. Johnsbury, Vermont, at the Mount Pleasant Cemetery. An early example of the first type of platform scale that revolutionised the weighing of goods throughout the world made in the USA around the turn of the 19th century. At back, square hollow wooden post supports a hooded rod which bears the weight of the platform and which hooks onto a brass balancing arm, marked in pounds up to 50. There is a cylindrical sliding weight and on the end a loop for a metal weight holder. The holder is designed for three circular pieces of metal with a slit to the centre. Historically(1920 to 1927), this ledger not only details the legible hand writing of this era but also the day to day commercial activity in the Kiewa Valley region. The neatness and the diligence of those who were required to pen the information into this ledger was a requirement by all who were involved in commercial trade be it in the city or in the rural area. Emphasis on neatness was ingrained in students at a young age. This era was well before general commercial stock computer based inventories. Generally all students of commerce required an accuracy in writing and arithmetic. Neatness and order were a "selection criteria" requirementThis item clearly identifies the Kiewa Valley as having a substantial financial hub to accommodate the various commercial enterprises within a rural environment Circa 1880's. Although Kiewa Valley had mining, agriculture, cattle and sheep it was also composed of a mixed society, encompassing all levels of society at that period. It identifies some the commercial activities(newsagency) undertaken by specific families farming in the Kiewa Valley and relates their history in the period of 1920 to 1927This ledger has a very thick cover of strong compressed cardboard. It has a cloth covering (Glued on) and is a faded blue colour. The corners of the opening side of the cover are reinforced by suede cloth,in a triangular shape, and enclose both the front and inside portions of the the ledger. The spin is reinforced by a suede section to provide increased strength and protection. The inside cover (both front and back) has an orange and brown bubbles and specks pattern. The grammage of the lined sheets (blue) is approximately 120g/m. The first twelve pages are indented and alphabetically marked with alternating red and black letters (two letters per page except for the last page which has three letters). The remaining pages are numbered in black print at the top outside edge of each page. There are 742 page numbers. Each page has thirty two blue horizontal lines and one double red line (second from top) Each page has thirteen vertical lines starting from the top horizontal double red lines and ending at the bottom of the page. These lines segregate the page into blocks for the date, the transaction and financial input. Emphasis on neatness was ingrained in students at a young age. This era was well before general typewriters and computers. Generally all students of commerce required an accuracy in writing and arithmetic. Neatness and order were a selection requirement. This ledger belonged to a general store, which was a forerunner to supermarkets and specialty stores. The shop provided everything from food, postage stamps, nails, tobacco, boots and Epsom salts. The general store provided nearly every product required to exist in a remote rural area of Australia in the 1800's.This item clearly identifies the Kiewa Valley as having a substantial financial hub to accommodate the various commercial enterprises within a rural environment Circa 1880's. Although Kiewa Valley had mining, agriculture, cattle and sheep it was also composed of a mixed society, encompassing all levels of society at that period. Each page has thirteen vertical lines starting from the top horizontal double red lines and ending at the bottom of the page. These lines segregate the page into blocks for the date, the transaction and financial input. This item was used by the State Electricity Commission of Victoria in their mess rooms for their workers during the construction of the Kiewa Hydro Electricity Scheme. The imprint of the year "1921" was to identify the year that the SECV was formed and relieved the private VHEC (Victorian Hydro-Electric Company). As the scheme was of such a huge, isolated and time consuming nature the feeding of its workers was quite demanding of cutlery and crockery. The use of sturdy English cups and saucers was essential. The period of construction and the isolation of the Kiewa Valley area placed heavy demand for "solid" crockery that could wear abusive handling. This period in time was one when crockery, whether for domestic or commercial use, was imported from "mother" England. This scenario was more so for governmental bodies such as rail, jails and electricity providers than domestic users. The influx of cheaper Asian crockery had not yet begun.This type of crockery item was used by the thousands of SEC Victorian staff and construction workers involved in the building of the Kiewa Hydro Electricity Scheme, over the extensive period (1938 to 1961). This was a period when Government bodies and other semi- government organisations were still tied to the "establishments" of "mother" England. It was a period in Australia's development when the Asian influence was very weak and the established ties to England and Europe was still very strong. The majority of heavy equipment and machinery was either made in England or Europe. Local/European expertise in dam construction and water management in alpine terrain came from migrants or specially recruited English and Europe specialists. This "mixing" bowl was used in a period before electric food processors and mixers were readily available(1940's). Basic food ingrediences requiring mixing such as cakes scones and bread had to be hand blended.This mixing bowl is very significant to the Kiewa Valley andrural regions because it details not only what kitchens, be they commercial, domestic or rural camp, required to be stocked with but also a period in time when electrical goods such as blenders were not on in production and electricity was not available.This bowl is made from steel and has a green enamel covering.
