On Sunday, 10 November 1985 a time capsule was lowered into a monument installed near the corner of Main Road and Pitt Street in Eltham, within the gardens at the front of what is now the Eltham Community and Reception Centre. This monument commemorates Victoria’s 150th anniversary and the former location of the Eltham Town Centre, which existed along this section of Main Road, then known as Maria Street. Beneath the site is a time capsule to be opened in the year 2035. A plaque was also erected at this site in October 1987 to commemorate the Shire of Eltham Historical Society’s 20th anniversary. The main feature of this monument is a ‘tyring disc’, a blacksmith’s implement that was found on this site. This consists of a large iron disc that was used as a platform for fitting iron tyres (like the one shown on top of the platform) to wooden-spoked cart wheels. The local blacksmith and wheelwright worked together to assemble the wheel, which was clamped to the platform placed close to the fire. The red-hot iron hoop, previously forged to the correct size, was lifted with tongs by the blacksmith over the outside of the rim, then hammered down amid flames from the scorching timber. The wheelwright drenched the tyre with cold water as soon as it was in position. A clamp placed on the naff (hub) and screwed down tightly kept the spokes at a constant angle as the tyre cooled. An even pressure from the contracting tyre tightened the joints at each end of the spokes and formed a vice-like grip, which would last for the life of the wheel. Further details of the project are given under a separate heading below and this item deals with the proposed ceremony. We propose to formally lower the time capsule into its container underneath the monument as part of the Eltham Community Festival. All members are invited to attend the ceremony at 2.00 p.m. on Sunday, 10th November. Come earlier with a picnic lunch if you like. Local people and firms who have contributed money or services for the monument will also be invited. As part of the Festival programme the public are welcome to attend. This is one of the most significant projects the Society has undertaken and members' participation in its finalization would be most gratifying to the organizing committee. 150TH ANNIVERSARY PROJECTS: We have concentrated our efforts on finishing the monument and time capsule project within the 150th year and have found it necessary to abandon the historical tour project. We have applied to the State 150th Committee to transfer the funds allocated for the tour to construction of the monument. The historical tour project will be continued at a later date and photos of historic houses in the area, taken by Doug Orford, will be available for use in an associated display. At the time of writing, the monument construction is on schedule for the ceremony on 10th November. The concrete base has been completed and the main feature of the monument, which is an old tyring plate or disc, will be lifted into place in the next week. The final ceremony will involve lowering the sealed time capsule into place, bolting down its container lid and then concreting over the lid. The capsule will contain mainly items relating to present day Eltham and its people and is to be opened in the year 2035, a video film made by Joh Ebeli and also details of families and organizations who have contributed to construction of the monument. It is proposed to place the items in the capsule on 5th November and any items members think could be included may be submitted up to that date. The Society has received an excellent response from local people, firms and organizations by way of assistance with this project. Graham Beyer, who originated the project, has arranged many of the donations. He and his firm, Package Handling Equipment, have donated the time capsule itself and have carried out fabrication of sections of the monument. The design of the monument was adapted by Graham Beyer from drawings by Joh Ebeli. Charmac Industries has donated the container for the time capsule and a cast gun metal name plate for the monument. BMG Concrete has donated concrete for the base which was constructed by Caridi Construction Company. Northbourne Garden Supplies has donated materials for the paving around the monument. Robert Becker from Eltham Apex directed construction of the paving by Society members. Terry Hutchinson has agreed to donate the use of his crane to lift the tyring disc into place. Financial contributions have been made by the Eltham Chamber of Commerce and the Rotary Club of Eltham. We are grateful to all who have helped, and members' support for firms who have donated their services would be an appropriate recognition. It is planned to print "Time Capsule Certificates" which can be held by organizations or passed on to descendants by individuals. The certificates will indicate an interest in the contents of the capsule when it is opened in fifty years. After the State Electricity of Victoria completed the construction of the Kiewa Hydro Electric Scheme in 1961 the township of Mt Beauty was sold. The Shire of Bright (currently Alpine Shire) purchased the town and individual houses were put up for sale to the public.The sale of Mt Beauty changed the town - its occupants, its industry, its governance etc. Papers held in a manila folder. In December 1939 the excavation of the diversion tunnel at the site of Junction (Lake Guy) Dam was commenced and finished in February, 1940.This allowed the stream to be diverted to facilitate the dam wall construction. This is a 'slab and buttress' dam. It is framed with timber and concrete then poured into the structure. A contract was let to Lewis Construction Co. for the construction of the dam, and the first batch of concrete was placed in September, 1940. Industrial trouble caused some delays but there was also slow progress on the part of the contractor and the work was taken over by the S.E.C., terminating the contract. The dam was completed in March, 1944. The lake is named after Mr. L.T. Guy who was the Resident Engineer, in charge of construction work and associated activities on the Kiewa area, from 1939 until November 1946. Lake Guy Dam is a 'slab and buttress' type wall. A timber frame is built and then filled with concrete. The first batch of concrete was placed in September, 1940. By June, 1941 the buttresses were finished to a height safe from floods and in October of that year a flood of 2,800 cusecs occurred but with only slight damage to the installations. Industrial trouble caused some delays but there was also slow progress on the part of the contractor and the work was taken over by the S.E.C., terminating the contract. The dam was completed in March, 1944. A walkway was made through the dam wall. Lake Guy was named after Mr. L.T. Guy who was the Resident engineer, in charge of construction work and associated activities on the Kiewa Area from 1939 to November 1946.Shows the walkway placed as part of the Lake Guy (Junction) Dam wall. The Silver Street Bridge, 1901 Butty Gang workers excavate a rock cutting near the Silver Street bridge prior to laying of track. The Butty Gang system versus the Contract System was subject to public debate regarding cost benefits at the time of the Eltham line construction. Butty gang workers were a group of men who take a contract for a part of a work, as in the construction of railroads, etc., the proceeds being equally divided between them, with something extra to the foreman. Some hold picks, a couple of horses and carts are lined up probably for carting the broken rock away, dirt, rocks and shale lay at the bottom. A pair of small wooden buckets are evident, most likley to provide drinking water. The timber Silver Street bridge crosses the cutting in the background. The opening of the railway line from Heidelberg to Eltham took place on the 6th June 1902. Similiar to 810. This photograph is part of the Caulfield Historical Album 1972. This album was created in approximately 1972 as part of a project by the Caulfield Historical Society to assist in identifying buildings worthy of preservation. The album is related to a Survey the Caulfield Historical Society developed in collaboration with the National Trust of Australia (Victoria) and Caulfield City Council to identify historic buildings within the City of Caulfield that warranted the protection of a National Trust Classification. Principal photographer thought to be Trevor Hart, member of Caulfield Historical Society. Most photographs were taken between 1966-1972 with a small number of photographs being older and from unknown sources. All photographs are black and white except where stated, with 386 photographs over 198 pages.Victorian Heritage Database - Hotham Street Road Overbridge HO116 Heritage Overlay - City of Glen Eira https://vhd.heritagecouncil.vic.gov.au/places/43557 (as of 04/07/2021) The Hotham Street road overbridge is located on the Sandringham railway line between Ripponlea and Elsternwick railway stations. It is presumed to have been built by contractors Sharp and Campbell who signed a contract on 25th . November, 1881 to construct a second line of railway between Windsor and Elsternwick. This contract was completed during 1882 and the bridge may have been designed in the year when Robert Watson took over from William Elsdon as engineer in chief for the Victorian railways. It is historically, aesthetically and technically significant. It is historically significant (Criterion A) to the extent that it demonstrates the standards of construction adopted by the Victorian Railways Department when it rebuilt the lines acquired from the private railway companies, (compare the Geelong and Melbourne Railway Co's line from Newport to Geelong, acquired in 1860). It is aesthetically significant (Criterion E) as an intact nineteenth century structure of its type, many similar girder bridges having been renewed with concrete girders in recent years. The bluestone abutments demonstrate high standards of stone masonry and are representative of Departmental work of the period. This bridge forms one of a group of historic structures on the railway to Brighton Beach and therefore contributes to the line's cultural importance as a whole. Programme, The Opening of Civic Hall, 1956, 1956
The City of Ballarat unanimously resolved to erect a Civic Hall in Mair Street in 1951. The architects, Gordon Murphy, of Melbourne, and H.L. and L.J. Coburn, of Ballarat, were commissioned in 1952. The Council constructed the foundations and footings for the building under the supervision of the former City engineer, Mr L.H. Finch, in 1953. These footings are of massed concrete. The design for the building took advantage of the cross fall of the land, providing for the Small Hall to be entered from the Doveton Street frontage through a foyer under the Main Stage, the structure is steel with brick panels, with accommodation for 1,592 persons in the Main Hall and 440 persons in the Lower Hall. The front facade faces Mair Street, set back from the building line to provide for the entrance drive-ways and kerbed gardens. Tenders were invited on a firm price basis. A young Ballarat master Builter, Walter Benbow Trahar was the successful tenderer, the contract price being 139,841 pounds. the work was commenced in 1953 and has proceeded in spite of material and labour difficulties until its completion. The following statistics are of interest:- * The foundations contained 200 cubic yards of concrete. * The constructional steel work weighs approximately 270 tons. * The reinforcing steel 47 tons. * Reinforced concrete in the structure, 1,100 cubic yards. * The approximate number of bricks in the building, 580,000. * The flooring is of selected kiln-dried hard wood and totals 40,000 lineal feet. * The dimensions of the Main Auditorium, 100ft by 86 ft, including the side promenades each 82ft by 13ft. *The Main stage, of reinforced concret with parquette finish measures 62 ft by 40ft. *The floor area of the Lower Hall is 74 ft by 38 ft, and has a stage dimensions of 40ft by 20 ft. * Each hall has independent heating and ventillating systems. Where possible the material in the building was furnished from local business houses. The public address installation, which provided for additional microphones, is on the main Stage. There is inter-communication throughout the building connecting the front office, with the bioscope box, the stages in both the large and lower halls, and the Hallkeeper's residence. Local craftsmen have completed the painting, plaster work, and the electrical installation; local produced materials being used in the construction of the buildings with the exception of the timber for the Main Floor, the roofing and the structural steel. The City of Ballarat Councillors in 1956 were Councillors N. T. Callow, F.J. Cutts, K.C. Webb, W.E. Roff, O.W. Curnow, F.T. Woodward, Allan C. Pittard, A.W. Nicholson, J.A. Chisholm, G.L. Scott, F.W. Oliver, A.D. Mason. The Town clerk was H.R. Maddern and the City Engineer was G. Murrowood. A City of Ballarat Council meeting of 25 September 2013 voted to demolish the Ballarat Civic Hall. The Council heard from nearly 50 members of the public during a marathon six-hour meeting. Councilors John Birt, Des Hudson, Amy Johnson, Josh Morris, Peter Innes, John Philips supported the motion to demolish Civic Hall. Councillors Samantha McIntosh, Vicki Coltman and Belinda Coates voted against the motion.Six page souvenir Program of citizens' entertainment on the occasion of the Opening of Ballarat Civic Hall on in August 1956. Callow, , James H, Davey, and an artist's impression of the Ballarat Civic Hall. Mayor Neil Callow's Message: "To-day, our citizens witness the fulfilment of the most extensive Municipal undertaking in the City's period of recent prosperity and development. Their Hall now fills a requirement of which they have been deprived since the Coliseum building was destroyed by fire over 20 years ago. The building has been designed as an all purpose structure and I am hopeful the citizens will use it and enjoy it to its fullest extent. Your Council and its Architects have planned as broadly as possible for the benefit of all to-day and for years to come. We are proud of the work executed by a Ballaarat Master Builder whose work is a monument to the City's craftsmen. I feel I should also remind this assembly that the women of Ballaarat, back in 1951, provided funds which have been applied in the purchase of a Grand Piano and two Upright Pianos which are now installed in this building. The sincere hope of myself and your Councillors is that this Hall and its amenities will prove of immense value to the development of the cultural and artistic tastes of this community and that it will be freely used for these and many other purposes. From now on this magnificent building and its furnishings and equipment will be available to all. I strongly exhort you to use and protect it. Work began on the Library construction in 1968. This was when it was known as Ballarat College of Advanced Education - Mount Helen. The Library started on the ground floor in 1970. In 1971 a contract for a four-storey library was drawn up and construction began the same year. The building opened in 1973, occupying two stories of the current building. The library grew and with Commonwealth Grants was able to develop its collection. In 1987 the library achieved an annual budget of over $1 million. The Teachers Resource Collection was added and by 1989 the library expected to occupy the top three floors plus the lower ground floor. A flexible study area on the top floor was introduced 1990-1991. 2010 saw the completion of a new stage in the history of the library. It now includes new study and research areas including the Geoffrey Blainey Research Centre with access to the University's Art and Historical Collection. The E. J. Barker Library is named after a former Principal of the School of Mines Ballarat who then became the first Director of the Ballarat College of Advanced Education, now Federation University. Jack Barker played an active part in education and was awarded the Medal of the Order of Australia. After retirement in 1987, the College Council decided to name the Library after him in recognition of his achievements.Colour photograph showing the entrance to the E. J. This navigation cart of Lady Bay and Warrnambool Harbour was originally surveyed in 1870 but this version includes the update for magnetic variation in 1893. Since the printing of the chart several annotations have been added. These include an additional stamp dated 15-8-1910, a handwritten comment across the top of the page dated August 1910, and another handwritten comment regarding the ‘Proposed Extension of Dock’ dated 19-2-1925, plus connected drawings, notes and figures. The 1925 proposal on this chart may have been a reaction to the Royal Commission of 1923, when the damaged stonework on the seaward side of the Warrnambool Breakwater, caused by the action of the sea, was the subject of enquiry. A conference between the Public Works, Water Commission and the Harbour Trust concluded that it would less costly to make repairs to prevent further damage rather than replaced the damage portion of the wall. A contract was raised in late 1924 to deposit rubble on the damaged side of the breakwater to minimise the Southern Ocean’s destructive action and work had started by August 1925. The Breakwater construction had begun in 1874 and was completed in 1890. The Victorian Government had commissioned Sir John Coode, a British harbour engineer, to present a plan to complete the Warrnambool Breakwater but his original plan was too expensive. He prepared a revised plan for a shorter structure. The construction proved to be too short to protect adequately from the weather and didn't allow enough depth for larger vessels to come into port. The decreasing trade was further affected by siltation in the bay due to the breakwater, and the completion of the railway line. The situation of the harbour became a real problem by 1910 and required continuous dredging. In 1914 the Breakwater was extended but proved to be a failure because the work began to subside and by 1920 about two thirds of the harbour was silted up. Alterations made in the 1920's increased the silting problem and by the 1940's the harbour was no longer used. More alterations were made in the 1950's and 1960's. This chart is significant for its strong connection to the maritime history of Warrnambool Harbour and Lady Bay and the Warrnambool Breakwater. The Warrnambool Breakwater is registered as a place of significance on the Victorian Heritage Database (VHR H2024). The Warrnambool Breakwater is one of the most important late 19th century maritime engineering projects in Victoria and significant in the development of Victorian coastal shipping. It is also significant for its connection with British harbour engineer, Sir John Coode. The chart is a historical record of structures existing in 1893; the Warrnambool Jetties, Warrnambool Breakwater in Lady Bay, the leading lights (lighthouses), streets, roads, bridges and many buildings. It also shows the lay of the land and seabed. Navigation Chart: Lady Bay and Warrnambool Harbour, Australia - South Coast - Victoria. Surveyed by Nav. Lieut. H.J. Stanley, R.N., 1870. Updated for Magnetic Variation, 1893. The rectangular chart is printed on heavy cream paper. Stamps are shaped rectangular, oval and round. Around the Breakwater and Jetty area are handwritten notes, dotted and joined lines, numbers and signatures, and shading of red and green. The chart shows the surrounds of Warrnambool Harbour, Lady Bay, the Breakwater and Jetty, roads, bridges and the streets in Warrnambool. Photocopied newspaper cutting from Bendigo Advertiser 22nd Dec 1952, pertaining to donation of Joseph Brady bound notebooks. Brady was engineer of the Bendigo Waterworks in 1858 and accepted appointment as engineer to the contractors of the construction of a segment of the Melbourne Sandhurst railway. One book was related to the Bendigo Waterworks containing particulars of Crusoe Reservoir. The other surrounding Cornish & Bruce contracts for the middle section of the Mt Alexander Railway. Books donated to Bendigo by Mrs A Strickland of Currie King Island, Brady's granddaughter. 60lbs rail that was used throughout the Victorian rail network. In 1887 Gibbs, Bright and Co. had a contract with Victorian Railways for railway and canal construction and supply of Krupp Rails. Gibbs, Bright and Co were merchant bankers and shipping agents and merchants who where also Directors of the GWR ( Great Western Railway ) and the Ship The "Great Britain" in England Gibbs, Bright and Company had principally been involved in shipping and trading, mainly in the West Indies, but following the discovery of gold in Victoria they established an office in Melbourne and soon became one of the leading shipping agents and merchants in the Colony. They expanded into passenger shipping and soon established offices in Brisbane, Sydney, Newcastle, Adelaide and Perth as well as launching passenger services between England, Mauritius and New Zealand. Gibbs, Bright also held a number of financial agencies from British mortgage, finance and investment companies as well as representing several British insurance companies in Australia. In addition they conducted a growing import business as well as an export business that included livestock, dairy produce, wool and flour. Also the company played a substantial part in the development of Australia's mineral resources, starting with lead in 1895, and later venturing into tin, gold, copper, cement and super phosphates. In Australia, after WWI, many of the larger companies were managing their own import and export so Gibbs, Bright and Company tended to focus its Agency business on smaller companies while expanding their interest into other markets such as timber, wire netting, zinc, stevedoring, road transport, marine salvage, gold mining as well as mechanical, structural, electrical and marine engineering. The Company's shipping interests continued to grow as well and still formed a major part of its business. In 1948 the parent company in England took the major step from tradition when they changed the business from a partnership into a private limited company. The name was the same, Antony Gibbs and Sons Limited, and in practice the effect of the change was very little. Some of the firm's branches and departments had already become limited companies and the formation of a parent company simplified the structure. The Australian operation was in time changed to Gibbs Bright & Co Pty Ltd in 1963. In 1848 Alfred Krupp becomes the sole proprietor of the company which from 1850 experiences its first major growth surge. In 1849 his equally talented brother Hermann (1814 - 1879) takes over the hardware factory Metallwarenfabrik in Berndorf near Vienna, which Krupp had established together with Alexander Schöller six years earlier. The factory manufactures cutlery in a rolling process developed by the brothers. Krupp's main products are machinery and machine components made of high-quality cast steel, especially equipment for the railroads, most notably the seamless wheel tire, and from 1859 to an increased extent artillery. To secure raw materials and feedstock for his production, Krupp acquires ore deposits, coal mines and iron works. On Alfred Krupp's death in 1887 the company employs 20,200 people. His great business success is based on the quality of the products, systematic measures to secure sales, the use of new cost-effective steel-making techniques, good organization within the company, and the cultivation of a loyal and highly qualified workforce among other things through an extensive company welfare system. From 1878 August Thyssen starts to get involved in processing the products manufactured by Thyssen & Co., including the fabrication of pipes for gas lines. In 1882 he starts rolling sheet at Styrum, for which two years later he sets up a galvanizing shop. The foundation stone for Maschinenfabrik Thyssen & Co. is laid in 1883 with the purchase of a neighboring mechanical engineering company. In 1891 August Thyssen takes the first step toward creating a vertical company at the Gewerkschaft Deutscher Kaiser coal mine in [Duisburg-]Hamborn, which he expands to an integrated iron and steelmaking plant on the River Rhine. The locomotive was supplied new by Decauville to the Metropolitan Gas Company Ltd, Melbourne, for use at their gasworks in West Melbourne, where it was named Carbon suppied in 1889 (Couillet builder's number 986, Decauville serial number 90). It was named Carbon. The West Melbourne gas works sourced its coal from Maitland, New South Wales, and the coal was brought by ship to a wharf adjacent to the West Melbourne gas plant. John Benn and Carbon were used to haul the coal over a 762 mm (2 ft 6 in) gauge railway from the wharf to the gasworks, a distance of about 450 metres (500 yards). Decauville began designing their own locomotives in 1882, although initially manufacture was contracted out to other builders, notably the Belgian firm Hainault at Couillet Although not well known in Australia, in Europe Couillet was a significant builder of steam locomotives of many different gauges and sizes over a long period of time. The locomotive was supplied new by Decauville to the Metropolitan Gas Company Ltd, Melbourne, for use at their gasworks in West Melbourne, where it was named Carbon (986) . It has the Couillet builder's number 986. of 1889 It was built for Decauville & Cie. of Paris, suppliers of portable and industrial railway equipment, and has their serial number of 90 of 1890. Built in 1889 for the West Melbourne site of the Metropolitan Gas Company, it is a four-wheel tank locomotive and was named “Carbon”. It was withdrawn from service in the 1930s and stored until sold privately in 1962. For a few years in the 1960s it was used on a circle of track at Walhalla, before going to the Whistle Stop Amusement Park in Frankston. Although a number of similar locomotives still exist, as far as is known Carbon is the only one still operating in its original condition. One of the earliest lines to use double-headed rail was the London and Birmingham Railway, which had offered a prize for the best design. This rail was supported by chairs and the head and foot of the rail had the same profile. The supposed advantage was that, when the head became worn, the rail could be turned over and re-used. In practice, this form of recycling was not very successful as the chair caused dents in the lower surface, and double-headed rail evolved into bullhead rail in which the head was more substantial than the foot. The Ravenswood Railway siding was constructed in 1862 with 12 feet wrought iron double-head rail held in cast iron chairs with Ransom and May patent compressed keys. Trenails held the chairs to the sleepers and the joints were secured in joint chairs. Joints were subsequently joined using fish plates. It formed part of the Melbourne to Echuca rail line, initially known as the Melbourne, Mt Alexander and Murray River Railway. George Christian Derbyshire, the first Engineer-in-Chair of the Victorian Railways was responsible for the design and construction of the works. No new lines were built in Victoria using double-headed rail after 1870. The siding was disconnected from the main line in 1988. The Ravenswood Railway Siding demonstrates the original 1856 philosophy of the Victorian Railways to adopt British permanent way technology. The siding demonstrates significant aspects in the development of permanent way technology in England and Victoria over the period from the 1830's to the 1880's. The chairs in the Ravenswood siding are physical evidence of early railway technology rendered obsolete 120 years ago, namely joint chairs at rail joints and trenails to secure the chairs to the sleepers. The double-headed rail demonstrates an important stage in the evolution of British rail technology in the 1830s. The old fish plates, square headed bolts and square nuts demonstrate the success of fishing the rail joins. The Ravenswood siding demonstrates the earliest form of rail joint technology developed in England, and existing in Australia, the joint chair. In part of the siding the sequence of joint and intermediate chairs is consistent with the 1856 specifications, that sequence is rare with the joints secured in joint chairs. The survival of chairs in this sequence is rare and almost certainly demonstrates that they remained in continuous use at the same location from 1862 to 1988. This remnant of the Ravenswood siding has survived 126 years. The siding has proved to be the most significant of extant remnant double-headed sidings in Victoria, containing a rare combination of early permanent way technologies. In this respect they are rare survivors and may be unique at the national level and of technical importance at the international level to the extent that they enhance contemporary understanding of early railway building technology. Surviving lengths of chaired double head rail survive at Kyneton, Ravenswood and Bendigo on this railway and include a number of different types of cast iron intermediate and joint chairs with hardwood keys and metal pins. The Ravenswood siding is of special significance for the diversity of chair types and for the sequence of chairs recalling rail lengths known to be associated with construction of the line in 1862. Construction of the Railway Tenders closed on 24 March 1858 with no less than 133 tenders being received. A contract was let to Cornish and Bruce for £3,356,937 to commence work on 1 June 1858 and complete the line by 31 July 1861. Cornish and Bruce made quick early progress with the Melbourne to Sunbury section being officially opened on 13 January 1859. The line was officially opened to Bendigo (Sandhurst) on 20 October 1862 by the Governor of Victoria, Sir Henry Barkly. A great banquet was held for 800 guests and this was followed by a grand ball. The extension of the line to Echuca was a relatively simple matter as that part of the line was across plain country without any significant engineering challenges. In 1943 Australian Army engineers; the 2/1 and 2/16 Field Company RAE, 9th Australian Field Company (AIF), veterans of Syria, Palestine, Egypt, Greece and Crete, the 1st and 3rd Australian Pack Transport Companies and local Papuan labour cut the road with pickaxes and dynamite over a period of eight months. During five months of operations over seventy per cent of the 2/1 Australian Field Company contracted malaria.Seventeen bridges were constructed; mostly single, but at least one with multiple spans. More than two thousand Australian army personnel and over two thousand Papuans and New Guineans were involved during nine months of construction. Thus the road, acclaimed as the greatest military engineering feat ever, was completed and for the only time in history motor vehicles crossed the high rugged mountains of Papua New Guinea. On 24th September 1888 a wooden state school opened on land purchased on the north west corner of Whitehorse and Mitcham Roads. In 1890 a contract was let for the construction of a one-room brick school house on that site. By 1907 student numbers had risen to 120 so the Church of Christ Hall was leased for 10/- a week. By 1922 cracks had appeared, plaster had fallen in the school and both the Brittania Street Scout Hall and the Methodist Church has been leased for classrooms. The Melbourne and Metropolitan Board of Works (MMBW) plans were produced from the 1890s to the 1950s. They were crucial to the design and development of Melbourne's sewerage and drainage system. The plans, at a scale of 40 feet to 1 inch (1:480), provide a detailed historical record of Melbourne streetscapes and environmental features. Each plan covers one or two street blocks (roughly six streets), showing details of buildings, including garden layouts and ownership boundaries, and features such as laneways, drains, bridges, parks, municipal boundaries and other prominent landmarks as they existed at the time each plan was produced. (Source: State Library of Victoria). This plan forms part of a large group of MMBW plans and maps that was donated to the Society by the Mr Poulter, City Engineer of the City of Kew in 1989. Within this collection, thirty-five hand-coloured plans, backed with linen, are of statewide significance as they include annotations that provide details of construction materials used in buildings in the first decade of the 20th century as well as additional information about land ownership and usage. The copies in the Public Record Office Victoria and the State Library of Victoria are monochrome versions which do not denote building materials so that the maps in this collection are invaluable and unique tools for researchers and heritage consultants. A number of the plans are not held in the collection of the State Library of Victoria so they have the additional attribute of rarity.Original survey plan, issued by the MMBW to a contractor with responsibility for constructing sewers in the area identified on the plan within the Borough of Kew. The plan was at some stage hand-coloured, possibly by the contractor, but more likely by officers working in the Engineering Department of the Borough and later Town, then City of Kew. The hand-coloured sections of buildings on the plan were used to denote masonry or brick constructions (pink), weatherboard constructions (yellow), and public buildings (grey). In MMBW Plan No.1592, the pink line indicates that area of the plan for which the contracting engineer was responsible. Included in the Plan are a number of primarily brick villas in a section of Belmont Avenue off Cotham Road. The house ‘Uvadale’ north of Belmont Avenue, and facing Cotham Road is also included in the contract. The laborious task of hand-tinting these Board of Works plans was not without hazards as is evidenced by Plan No. 1593. On the Plan, the original colourist spilt black and green ink, partially obscuring some parts. The most obvious casualty is ‘Clifton’ located on the corner of Cotham Road and Park Street [now Adeney Avenue]. Included in this Plan, and outlined in pink is that part of the section that the contracting engineer was tasked with completing. This included sewering on both sides of this part of Cotham Road, but excluded properties such as ‘Glendonald’ and ‘Monnington’. This area was to undergo a series of subdivisions including the ‘Clifton Estate’, which created housing lots on Adeney Avenue and Florence Avenue in 1916. Certificate, Melbourne Tramways Trust, Framed Testimonial to Alderman Thomas O'Grady J.P. from the Melbourne Tramways Trust, 5 February 1886
The recipient of the testimonial, Thomas O’Grady (1824-90) had migrated to Melbourne in 1854, practising the trades of building and contracting. The Australian Dictionary of Biography records that he became a Councillor of the City of Melbourne in 1868. It lists one of his major achievements as the construction ‘with Leggett & Noonan [of] the fifty-six-mile (90 km) railway from Essendon to Seymour’. He was chairman of the Tramways Trust from its formation in 1884. His obituary in the Melbourne Herald (29 Apr 1890) reported: "DEATH OF ALDERMAN THOMAS O'GRADY. Today we have the sad duty of recording the death of two old colonists, who for many years, havo occupied very, prominent positions in building, commercial and municipal circles. The first of these is Alderman Thomas O'Grady, who died last night at his residence in Carlton. Mr O'Grady has been ill for some time, and at one period his death was expected any moment. Then he rallied, and strong hopes of his recovery were entertained; but he had a relapse, and expired as stated. The deceased gentleman was one of the oldest members of the City Council, in which he has held the various positions of Councillor, Alderman and Mayor. At the time of his death he sat as alderman for Victoria Ward. Mr O'Grady also at one time represented the City Council on the Harbor Trust, and was chairman of that body. He has been the council's representative on the Tramway Trust and was chairman of that body for some considerable time." As late as 1951, the Advocate (11 Oct 1951) stated that: "To Alderman Thomas O'Grady, Lord Mayor of Melbourne in 1872-3, is due the credit of the successful inauguration of Hospital Sunday. Alderman O'Grady was the first Catholic Lord Mayor of the city. He was elected a councillor for Smith Ward in 1868, and an alderman in 1869. In private life he was an extensive contractor, being a member of the firm of O'Grady, Leggett and Noonan, the contractors for the first section of the Northeastern Railways (between Melbourne and Seymour)."This is a unique civic document, illustrating the life and contribution of Thomas O’Grady (1824-90), Melbourne City Councillor and first Chairman of the Melbourne Tramways Trust. It is historically significant in its recording of the development of Melbourne's public transport system. The design of the certificate and particularly the ebonised frame are artistically and aesthetically significant.An illustrated testimonial presented to the first Chairman of the Melbourne Tramways Trust in 1886. The Testimonial is encased in an ebonized frame of the period. It includes the coat-of-arms of 12 cities, corporations, boroughs and towns, including that of Kew. At the head of the testimonial the engines used to drive the cable systems are illustrated. At the foot of the testimonial there is a picture of two cable trams.The testimonial reads: ‘At the meeting of the Melbourne Tramways Trust held on the Fifth Day of February 1886, the following resolution was unanimously carried. That the thanks of the Melbourne Tramways Trust are due and are hereby accorded to Alderman Thomas O’Grady Hon. This is a single large archive file, primarily comprised of Kew Council documents, a number of which date from an earlier period. Interesting early primary sources include: 1914 Amendments to the Local Government Act of 1903 [copy owned by Mr W.J.
