A detailed list of duties broken into 4 parts; dealing with the occupants, the maintenance of the interior of the property, the maintenance of the exterior of the property and the catering and ordering of supplies. Also shows the conditions of employment, the salary was £5 a week with board included. The annual leave was 2 weeks a year. It was anticipated that a couple would manage the property so it outlines the days off per week could be taken together if proper supervision was arranged. The first manager was Mr Bert Frank and his wife was appointed Matron. Holmbush was the first hostel for children that Legacy started and operated from April 1943. It was later renamed Blamey House after another hostel called Blamey House was closed. Melbourne Legacy ran three residences: Blamey House (purchased 1947) , Stanhope (purchased 1945) and Harelands (purchased 1950), to take care of children whose fathers were servicemen, and who may have been left orphans, or whose mother may have been unable to care for them herself. Harelands accommodated boys and girls under the age of 14, Blamey House looked after boys over 14, and Stanhope looked after girls over 14. Ringwood Council approved revised plans for the hostel at 177 Heatherdale Rd, Vermont, after a year of negotiations with the applicants, Lois and Bob McDonough. Council received 14 objections from neighbouring residents to the development.

This postcard was produced in the 1950's for the tourist trade in the Kiewa Valley and Alpine region. It encompasses the period when the State of Victoria was pressured by the ever increasing demand by industry and its population for electricity supplies. Hydro electricity was seen as an untapped natural resource to quench this demand. The Victorian Alps and the rivers flowing into its valleys was ideal for the construction of the Kiewa Hydro Electricity Scheme. The late 1940's saw the development of this scheme and the changing of sections of alpine landscape is covered by this and other postcards/pictures (tourists, construction workers, and established rural populations). This period in time was before the established wildlife and forest/nature groups became political activist who changed legislative acts to protect the environment.This rural region (Kiewa Valley/alpine plains) was at most only significant to a smaller group of winter sports, summer hikers/horse riders and rural farmers/graziers. The numbers of tourists and the increase in the local resident population was boosted by the construction of the Hydro Electricity Scheme. This influx to the regional population resulted in a corresponding diversity in services and brought about an environment that responded to a growing level of tourists and thereby permitting this industry to grow more rapidly than it would have naturally. This postcard details an attraction to the "cleaner" method of providing electricity. The AFB were aware that accommodation options for blind people were limited and sought to open a hostel to assist with this.The first hostel opened in Lara Street, South Yarra but could not meet demand. In 1926, a suitable property 'Egremont' at 54 The Avenue, Windsor, came on the market. The price was £2650. Lack of funds to purchase seemed an insurmountable barrier. With assistance from the Trustees of the Edward Wilson Estate and the Felton Bequest a deposit of £650 was raised. In a huge step of faith the Committee took out a mortgage of £2000. The interest on the mortgage and its repayments weighed heavily on the Committee. The Avenue, as 'Egremont' was commonly termed, was also a seven roomed house. Mr Paterson and the Architect, Mr Parkes of Oakley and Parkes, immediately began planning an extension, fourteen single bedrooms were added. They were filled from the Waiting List. A Windsor Auxiliary was formed and worked to reduce the mortgage of £2000. An active programme of dances, card evenings, theatre nights and the like took place under the leadership of Mrs. Robertson. The Auxiliary also took an interest in the boarders, arranging entertainment and social activity. £1500. was still owed in 1930. Living side by side is no easy task for a group of people, and the Hostel meeting minute books are filled with stories of disputes over wireless sets, telephones, hot water bottles and wardrobes. In 1958, with rising costs and the growth of aged care centres, the Hostel was closed and the house sold to a succession of private buyers. History of the Ballarat Teachers, College as outlined on page 9 of the handbook. Ballarat Teachers' College was opened on may 4th, 1926, at Dana Street State School (no 33), with an enrollment of sixty-one students, its original staff consisted of the Principal, Mr W. H. Ellwood, M.A., M.Ed. (Chairman of the Teachers' tribunal from its inception in 1946 until 1954), Miss A. Bouchier, B.A., and Mr A.B. Jones, B.A. (lecturers). In 1927 Miss P.A. Hamano joined the staff. Teaching practice and special rural school work were carried on in schools in or near Ballarat - drawing, crafts and singing were taught by local teachers. In 1927 the college moved to the former Ballarat East Town Hall (remodelled for their use) in Barkly Street. During 1927 the numbers in the College were augmented by twenty-six Manual arts students who had formerly received their training at Ballarat High School. Manual Arts students continued until 1930, when, on grounds of economy, their training was concentrated at Melbourne Teachers' College. During the four succeeding years approximately sixty students annually entered the primary course. Inclusive of Manual Arts students, and private fee-paying students, exactly 400 trainees passed through the college in its brief span of life (1926-1931) Fourteen years were to pass before they were again opened to students on February 2nd, 1946. The college was re-commenced at S.S. Dana Street under the guidance of Mr W.F. Lord, M.C., M.M., B.A., Dip.Ed., (Acting Principal 1946-1950), and a staff consisting of Miss E.B. Hughes, B.A., Dip. Ed., Mr C.B. Bryan, B.A., V.Com., Dip.Ed., Miss M.H. Miller, L.Mus.A., and Miss G. Kentish, Dip.Phys.Ed. The opening ceremony was performed by the Minister for education at that time, the Hon. F. Field, M.L.A., accompanied by the Hon. T.T. Hollway, M.L.A., and the then Director of Education, Mr J.A. Seitz. It was originally intended to cater for women students only (for whom 130 Victoria Street was purchased as a hostel) but, at the last moment, men were also accepted. A co-educational college was thus set up instead, and has continued as such. The original Staff has been considerable augmented, and the number of Students has been more than trebled. 1951 saw the introduction of the two-year course, successful students being presented with the Trained Primary Teachers' Certificate at the final College assembly each year. In December, 1855, College held its first Graduation Ceremony, with its own graduation hymn, the words of which were written by Miss C.M. (Mavis) Canty of the staff. Mr Ellwood, former Principal, delivered the occasional address and presented the Ellwood Prize to the outstanding student of the year (Mr C.P. Handreck). Students who had successfully completed the course received their certificates from Mr E.B. Pederick, Chief Inspector of Primary Schools. College accomodation having been strained for several years, it was pleasant news when tenders were called in July, 1956, for the building of the first section of the new Ballarat Teachers' College in Gillies Street, near the Botanical Gardens. At the beginning of 1958 the new College was occupied, and staff and students have appreciated greatly the appointements and cacilities of the new building. In 1968 the three-year Diploma Course began, co-existent with the other courses which will continue during the transitional period.
