In the early years of the 20th century adequate technical education was lacking and became a focus in the Victorian Parliament. After much debate and discussion among politicians and educationalists, the 1910 Education Act No 2301 was passed, making possible the establishment of new technical schools to address the dearth of skilled trades people. In July 1912 Collingwood Technical School opened in the modified bluestone buildings at 35 Johnston St, originally built in 1853 as the Collingwood Town Hall and Court House. Within three weeks, there were 57 boys enrolled - studying preliminary carpentry and pattern-making, plumbing, engineering, sheet iron work and bricklaying. They attended two hours a night on three evenings a week. In 1913, the school opened its doors to juniors and took residence in new permanent buildings erected on the site. It was classified as a trades school by the State Education Department. Two years later courses in electrical wiring and electrical and mechanical engineering were introduced. The Victoria Education Gazette and Teachers' Aid was published for Victoria's teachers and was sent to all school on the state. Kenneth Joynson Flecknoe joined the Ballarat School of Mines Council on 16 April 1975, and was elected Vice-President on 15 July 1979, and became its eleventh president in 1981. His time on Council was one of rapid chance for the School, from separation of the tertiary division and the Junior Technical School to the development of TAFE. The School Endowment Plantation Scheme was established in 1922 as a joint venture between the Education Department and the FCV. It was administered by the Education Department with technical supervision by the Commission. While some plantations were established on private land donated or leased for the purpose, most were established on Crown Lands or Reserved Forest made available, without cost, by the State. (https://www.victoriasforestryheritage.org.au/community/schools.html, accessed 26 September 2020) Throughout the Nerrina district numerous areas of public land were set aside as school endowment plantations as part of various schools’ educational resources. The plantations were initially established to instil through community involvement a love of forests and an appreciation of their value, and in fact many of them are well suited for regular use as a teaching resource of this nature. It was expected that this use will increase as courses embracing various aspects of environmental science are developed. Many school plantations have been planted to radiata pine, and revenue from the sale of produce used to provide amenities required by the schools. In some cases, however, these plantations have not been very successful in providing revenue, as the sites are unsuitable for economic growth or the plantations are too small or the location too far from processing centres to allow economic harvesting. In some instances, radiata pine plantations have failed due to poor management. In 1982 the Land Conservation Council believed that all the existing plantations should be assessed in order to establish their value as a teaching resource. Those not needed or that are unsuitable for teaching purposes for some reason, such as their location, should be terminated. Those planted to radiata pine that have limited value as a teaching resource although satisfactory for wood production may continue to be used for such production, but should be reviewed when the pines are harvested. In the middle of the 1950s a project was launched to appoint a chaplain to Ballarat's three technical school - Ballarat Junior Technical School, Ballarat Girls' Technical School and Ballarat North Technical School. A Committee was formed at a public meeting on 13 March 1957 - Ballarat Technical Schools Chaplaincy Committee. They needed to raise 1250 Pounds from contributions raised by the schools This was the required amount to pay the annual salary for a chaplain. Response was excellent and in December 1957 a cheque for 1266 Pounds, 4 Shillings and 5 Pence was sent to The Council for Christian Education in Schools. On 28 May 1958, Rev Norman Lee was commissioned as the Chaplain of the Ballarat Technical Schools at a service in the Civic Hall, conducted by the Very Rev, Sir Francis Rolland, with the Director, Major-General A H Ramsay, representing the Education Department. Working over three schools and the need for the Committee to raise 1200 Pounds each year, put a lot of pressure on resources. On 28 March 1981 the Ballarat College of Advanced Education 1870 Founders hall was opened. The hall was erected from the proceeds of the Centenary Appeal, held in 1975. It cost approximately $800,000. The hall commemorates the initiative of the founders of the original Ballarat School of Mines and its "descendants", including Ballarat College of Advanced Education, as well as formal technical education in Australia. The hall plans were to erect a building to accommodate 670 persons in a theatre type seating arrangement and to be used for multi-purpose use by community groups as well as by the College. Construction of the hall commenced in 1978. It was opened approximately 110 years after the Ballarat School of Mines (26 October 1870) and 10 years after the opening of the Mt Helen Campus (31 October 1870)..1) Morgan B. In 1947 Percy Everett, Chief Architect for the Victorian Government, drew up plans to accomodate the growth in student numbers on the Ballarat School of Mines site. It was an era of government buildings surrounding the Ballarat School of Mines campus either being transfered to the school or foreshadowed for transfer. In 1947 two Red Cross huts were transferred from Victoria Park to the western side of the former Ballarat Supreme Court (later Courthouse Theatre) for use by Wool Classing and Motor Mechanics. In the same year additional facilities were provided for Pottery due to the increase in enrolments and a large brick classroom was built at the rear of the Ballarat Junior Technical School Building. In the annual report of 1947 the President said: "These transfers are, however, only temporary expedients and indicate the pressing need for more buildings of a permanent nature". By the end of the year the School Council decided to request the Education Department of Victoria to proceed with the implementation of the School's long-range plan whch had received approval earlier and to treat it as an urgent post-war requirement. After much communication a plan for a six-storied building, flanked by two three storied buildings was planned to be built on the site of the Ballarat Gaol was developed. The plan was sent to the Education Department for the Minister's Approval. It is not know if approval was granted, but the building did not proceed, possibly becausse the Ballarat Gaol was still very miuch in use. When a tertiary division of the Ballarat School of Mines was being developed in 1967 it corresponded with the closure of the Ballarat Gaol. It was determined that the Lydiard Street South site had no room for future growth so a new campus was sought. The new campus was purchased at Mt Helen, and was initially known as the Ballarat Insittute of Advanced Education. In 1976, when the Ballarat Teachers' College merged into the structure, the campus became known as the Ballarat College of Advanced Education and it was no longer a part of the Ballarat School of Mines. Herbert Leslie (Les) COBURN (1891-1956) Australia This work was commissioned by the SMB Council to hang in its chambers. It envisions the new Junior Technical School building and was illustrated in the same year the Ballarat Technical Art School building officially opened. Les Coburn was a student at the Art School between 1908 and 1916. Coburn and his business partner, Percival Selwyn Richards (1865-1952), became joint instructors in architecture and building construction at the school from 1920, with Coburn continuing until 1948.
