Photographs x 2 - Clover Dam, Circa 1940's
As part of the push to cut electricity costs and diversify supply, the Victorian Government (circa 1930) implemented the conversion strategy from mainly brown coal supply to hydro - electricity. The Kiewa Hydroelectric Scheme became the largest scheme of its kind in the State Of Victoria and the second largest scheme in Australia. Clover Dam and Power Station were built by the State Electricity Commission of Victoria as part of the Kiewa Hydro Electric Scheme from the late 1930's to the early 1940's. This dam was constructed to supply water to feed four turbines (62 mega watts) at the West Kiewa Power Station. This was at the forefront of sustainable "Green" energy. Costs associated with power supplies is still a major incentive of governments, however environmentally friendly alternatives such as wind and nuclear have also made inroads. The Kiewa valley and its surrounding alpine catchment were looked at(Victorian State Government), from the beginning of the twentieth century as a source of alternate power for an ever-increasing demand for electricity by growing population and heavy industrial areas within Melbourne City and State regions. Construction of dams, such as Clover Dam provided the large quantity holding areas of water required to turn the turbines at the various power stations to provide the electricity needed. The impact of these controls by moderating water run-off from the alpine regions is beneficial in reducing flooding from thawing of snow on the alps. This by-product allows agriculture and grazing to be less vulnerable to seasonal flooding thereby resulting in a more stable annual production level. Photographs also document early engineering and building techniques used in the construction of dams and power stations during the 1940’s and 1950’s. The Kiewa Hydroelectric Scheme is the largest hydro-electric scheme in Victoria and the second largest in mainland Australia after the Snowy Mountains Scheme. The scheme is situated in the Australian Alps in north-eastern Victoria about 350 km from Melbourne and is wholly owned by AGL Energy. The scheme was originally constructed between 1938 and 1961 by the State Electricity Commission of Victoria although it was privatised in the 1990s. The scheme was originally developed solely for electricity generation, unlike the Snowy Mountains Scheme, which was also intended to direct water west of the Snowy Mountains for purposes of irrigation. From 1937 to 1944 the construction of dams at Pretty Valley, Rocky Valley and the Junction Dam were undertaken requiring large numbers of planning and support staff to see the projects successfully completed. Planning and support staff were the backbone of the successful completion of the Kiewa Valley Hydro Electric Scheme and contributed significantly to the development of the Kiewa Valley area. Souvenir Postcard Folder – Falls Creek Ski Village
After World War II, the Kiewa Hydroelectric Scheme was started in the Kiewa River valley by the State Electricity Commission of Victoria. On land previously used only for summer cattle grazing in the natural alpine grasslands, the first ski lodge was built in 1948 by workers from the scheme. The first lift, a rope tow, was built in 1951 and the first chairlift in Australia was constructed there in 1957. Falls Creek Post Office opened on 9 June 1958 (with telegraph and telephone facilities only until 1964) .Despite strong opposition from the head of the Kiewa scheme, who didn't want tourists clogging up his roads and destroying his "dry" construction camps by bringing in booze, Falls Creek boomed as much as Hotham, partly owing to its relatively good access road. Early lodges included Bogong (c.1946), Skyline (1947), Albury (1949), Myrtleford (1949) and Dawn (c.1950).The souvenir postcard photographed and produced by an enterprising local businessman Mr S K Pearce, was produced as a memento for skiers and other visitors to the Falls Creek and Mt Beauty area to send to family and friends as a reminder of their visit to the region, or to keep as a personal souvenir. It presented an excellent promotional opportunity for enterprising local businessmen to promote the area to skiers and tourists near and far. In 1964, the Victorian Municipal Directory recorded that Falls Creek had 29 ski club lodges and 16 commercial lodges.Employees of the State Electricity Commission of Victoria in the Kiewa River Valley were the earliest skiers on the Bogong High Plains and built one of the first ski lodges at Falls Creek. They were amongst those pivotal in the development of the skiing and tourist industry at Falls Creek and on the Bogong High Plains. Photographs – Skippy St Elmo and other skiers – Set of 8 black and white photographs
Skippy and Toni St Elmo were responsible for early developments at the Falls Creek resort and for promoting a love of skiing. They left Melbourne in 1945 and settled at Falls Creek and moved into the first building constructed of corrugated iron and timber at Falls Creek in 1946. They were Falls Creek’s first workers with Toni employed by the State Electricity Commission to record weather-related data up to the construction of the Kiewa Hydro-Electric Scheme. In 1957, Toni was involved in building the first rope tow called Nissen on the same route as the Summit Quad. He also established the Nissen Ski School with ski instructor Milan Kovacic and was involved in the building of the resort’s first ski club Bogong in 1949. Toni taught Skippy to ski and she practised on the High Plains where she and her husband lived. Skippy St Elmo won many ski races during the 1950’s and represented Australia in New Zealand.Skippy and Toni St Elmo were pioneers of the Falls Creek area, promoting local ski sports and tourism. The played an important role in opening up the Falls Creek area and developing its sporting potential by establishing the first ski school, ski lifts and early lodge facilities. Skippy and Toni St Elmo were honoured at the Alpine Village at Falls Creek on November 17 2006, with the spreading of their ashes at the place which played such an important part in both their lives.Set of 8 black and white photographs of Skippy St Elmo and other skiers 1. The Junction Dam and Clover Dam Power Station, stages of the Kiewa Hydro-Electric Scheme, were needed to meet the increased power demands of the wartime industry in Victoria. Clover added 26 megawatts to the grid. Junction Dam was completed and ready to hold water by September 1943, but was emptied in December 1943 and not filled again until May 1944. Construction of Clover Power Station commenced in July 1941 and both turbines were in service by May 1945.Clover Power Station and Junction Dam were part of the Kiewa Hydro Electric Scheme constructed by the State Electricity Commission of Victoria. SECV official photographers took photographs of most stages of construction of the Hydro Electric Scheme and referenced each photo with a number and dating system as an historical record and for reference for other projects. Falls Creek Post Office opened in 1958. Tourism was growing and being encouraged by local businesses.The souvenir postcard was produced by Mr S. K. Pearce a Mt Beauty businessman. Electric Megger (Insulation Tester) and its case
Megger as the device was called, is in fact its brand name. It is a device that supplies a DC (direct current as per car batteries) voltage to enable testing of electrical apparatus. This particular device produces 250volts DC when the handle is turned vigorously. If an electrical device, such as a kettle or toaster, blew a fuse or tripped a circuit breaker, when switched on, then it must be checked electrically before any more use. Following the repair of the faulty item a megger would be used to check if either of the AC 240volt plugs leads were touching the metal case (earth). The output leads of the megger would be connected with one to the earth (metal case) and the other to each of the power connections in turn. A good megger reading of 50,000 ohms (resistance) would enable the device to be returned to service. A reading of zero ohms resistance would mean that it would again blow a fuse, and was therefore unsafe to use. In the electrical industry e.g. the former State Electricity Commission, a megger would be used to test lots of similar item in sequence. Because of the vigorous job of winding the handle, two persons were often used to save time. One would crank madly whilst the other shifted the leads. This particular megger is of a small voltage, but other meggers are bigger and have a few ranges of DC voltages able to be selected. The optimal megger for large Generating machines was motor driven megger. This was applied to the device being tested for a duration of approximately 30 minutes with reading of the resistance taken at regular intervals.All equipment belonging to the State Electricity Commission of Victoria was labelled with a metal plaque attached to it. The SECV constructed the Kiewa Hydro Electric Scheme in the Upper Kiewa Valley and on the Bogong High Plains. The scheme began in 1938 and finished in 1961 when this megger was used and also possibly later as the SECV remained to maintain and operate the Scheme. This megger is of significance in relation to the advancement of technology.A rectangular box in dark brown bakerlite casing. It has an agent's plaque fixed to the left of the face and on the right is the marker's recessed stamp. In the middle in a transparent window so the level of ohms can be read. The front also has two recessed fixing knobs in black. On one side is a crank handle with a knob that lifts up and is turned vigorously to create the voltage. The back has four recessed screws and four small leather pads. There is a hole on each side to insert wires. There are two copper insulated wires. The metal plate machine used plates that contained names, addresses and classifications of each State Electricity Commission of Victoria employee working on the Kiewa Hydro Electric Scheme. The plates were put through the machine onto pay envelopes. Electric fans were used for cooling rooms prior to air conditioning.This portable fan was used on the Kiewa Hydro Electric Scheme by office workers.Green metal swivel fan with base, motor and 4 cream angled 'wings' covered by 3 wire rings connected by 6 pieces of curved wire that cover the blades at the side and front. An electric grey rubber cord is attached. Painting, Cattlemen of the Bogong High Plains, c1995
Leo Wimmer who lived locally was commissioned to do the painting for the Mt Beauty, S. K. Pearce Pty. Ltd., Supermarket as a display was wanted to fit against the blank walls opposite the cash registers (where the liquor store is now). His idea was to break up the parts in the painting and use these as large replicas painted on wood for the display. An official opening was held and Leo used the money earned to visit his homeland, Austria. Leo trained as a restorer of church art in Austria.This painting was commissioned for a Cattlemen's display behind the cash registers at the Mt Beauty S. K. Pearce Supermarket. Each part of the foreground was painted separately onto stand alone boards -the cattle, the hut, the grass and the Mt Beauty township. Leo Wimmer lived locally and was a professional frame conservator. Leo Wimmer specialised in gilding and worked at the National Gallery of Victoria and later the National Gallery of Australia (NGA Nov. 1981 - 1990) where he was responsible for conservation of gilded frames in the national collection. This involved crafting of missing pieces on period frames, conservation/restoration of gilded surfaces, crafting of period frames, and lecturing at galleries and institutions on gilding, wood carving, Australian frame history and crafting of period frames. During WW2 there were volunteers all over Australia observing air activity every night. This photo was taken from the S.E.C.V. hut dedicated to this activity and was manned by men and women throughout the war. The State Electricity Commission of Victoria were based at Bogong when constructing the Kiewa Hydro Electric Scheme. The State Electricity Commission of Victoria dedicated a hut at Bogong township during World War 2 for the purpose of volunteers manning the hut to observe air craft. This was during the construction of the Kiewa Hydro Electric Scheme. Certificate - Volunteer Air Observers Corps, 20th September1945
During WWII there were volunteers all over Australia observing air activity every night. This certificate is one that was presented to the volunteers who manned the observation points. This certificate was presented to Mr Gordon White of Mount Beauty who was one such volunteer on the 20th Sept. 1945.The State Electricity Commission of Victoria were constructing the Kiewa Hydro Electric Scheme during World War 2. Framed Letter - Bogong State School, 1950
In 1950, the "Project Competition - Australia as a Member of the British Commonwealth of Nations" was conducted. Bogong State School was awarded a First Prize in the competition. The prize being 10 pounds to be used to purchase books for the school library on Empire subjects. Bogong is a local town established by the State Electricity Commission of Victoria during the construction of the Kiewa Hydro Electric Scheme. This letter is significant in that it shows that the British Empire was very relevant to the population at the time and being promoted in schools.Cream decorated frame with glass front and paper backing. Two rings are screwed into the top sides of the back of the frame with one plastic cord and one piece of string between them. The framed letter is titled 'The Empire Youth Movement", dated 22nd February, 1950 and addressed to the Head Teacher of the Bogong State School. Seaman's Hat, H.M.A.S Warrnambool, Early 21st century
In 2005 the H.M.A.S. Warrnambool was de-commissioned in Darwin and the Mayor of Warrnambool, Cr Glenys Phillpot, was present at the ceremonies connected to this event. She obtained this sailor’s hat at that time as a souvenir of the ship. It appears to be brand new. H.M.A.S. Warrnambool was the second ship with this name. The first H.M.A.S. Warrnambool was built in Sydney in 1941 and commissioned for anti-submarine and mine sweeping duties. In 1947 it was struck by a mine in northern Australian waters and sunk with the loss of four lives. The second H.M.A.S. Warrnambool was commissioned in 1981as a patrol boat in northern Australian waters. It had steamed over 500,000 miles before the end of its working life in 2005 and had visited Warrnambool several times. This sailor’s cap is of importance as a memento of the second ship named H.M.A.S. Warrnambool and particularly commemorates the de-commissioning of that ship in 2005 in Darwin. This is a white seaman’s hat with a flat oval-shaped crown made of stiffened white material with two white metal eyelets on each side. The base has a black ribbon with a black bow and lettering in woven gold thread. Inside there is a leather band with a white bow and a navy blue ribbon to act as a chin strap. This is attached on one side only. Inside also is a white label with the maker’s information on it. H.M.A.S. Bowler Hat, Early 20th century
This is a bowler hat, commonly worn by men in the second half of the 19th century for semi-formal and informal wear. The bowler hat was first made by the hatters, Thomas and William Bowler, in 1849 and was said to have been commissioned by the owners of Holkham Hall, England, for use by gamekeepers on horseback to protect their heads from low-hanging branches. In the 19th and early 20th centuries bowler hats were worn mainly by businessmen in Britain, U.S.A and Australia but were also popularized for general use by notable personalities and actors such as Charlie Chaplin. Gordon Ford was a conservationist and a pioneer of natural-style landscaping. He came to Eltham in 1948 and bought a block of land in John Street extending through to Pitt Street. Artist Peter Glass lived opposite in John Street. Early on, Gordon worked for Alistair Knox on construction of the mudbrick Busst house amongst others. At the same time, with the help of friends including artist Clifton Pugh, he progressively built his own house ‘Fülling’, which "grew like Topsy" utilising a variety of second-hand materials. His main focus, which became his life-long occupation, was garden landscaping. Inspired by Edna Walling and Ellis Stones, he sought to reflect the bush settings of rural Victoria where he had grown up. Commissions included Monash University and countless industrial sites but designing for the archetypal quarter-acre block gave him the most satisfaction. He had a huge impact on the look of gardens in Australia from the 1950s, creating seemingly natural bush environments by carefully integrating indigenous and exotic plantings. Gordon died in 1999 and is buried in Eltham Cemetery; the gravesite in a natural landscape setting is marked by a plaque. Another plaque (away from his grave) notes his landscaping design work within the cemetery grounds and at Alistair Knox Park. FELDBAUER / TEAGLE Theodore Albert ‘Curly’ Feldbauer was born 15 October 1909 at Melbourne, the son of Theodore Henry (a naturalised German) and Jessie Margarette Feldbauer. The family moved several times during his childhood but before he was 20 he was living and working in the Eltham district. He became a well-known local sportsman. He played cricket for the Montmorency Imperials in 1929 and 1930 in the Eltham Cricket Association and excelled as a footballer and football coach. There are press references at the time to minor misdemeanours and accidents: evidently he was up for a brawl or two, but he was also able to do a recitation at a social night to launch the Eltham Girls Club in 1932. He married a local girl, Violet Amelda Teagle, in 1933, the 12th of 13 Teagle offspring who lived in Frank Street. Curly and Violet’s first child, June, was born the following year. By 1935 Curly was honorary secretary of the Research Cricket Club. He continued playing cricket regularly, mainly for Research, through till the 1940 season, after the war had begun. The girls started at Research State School in 1939 and 1940, respectively. They lived near Violet’s parents in Frank Street. Curly and Violet’s daughter, Valerie Waller recalls: “We lived near my Teagle grandparents, who had a cow. Dad took over the milking. He would rest his head against the cow and sing to her. When he left to join the army, it took weeks before she would settle down to allow anyone else to milk her.” Curly’s service record is not yet accessible from the National Archives of Australia. Valerie Waller gives us some insight into that period between Curly joining and ultimately embarking for Singapore: “Before he sailed to Singapore, Mum would travel by train, to Seymour, to spend a few hours with him. He sent her postcards and called her his “dear love”. His idea was that the sooner everyone eligible joined up, the sooner the war would be over. He had a great love for Australia.” “While he was a prisoner, Mum received a few postcards from him, not in his neat handwriting, but in block letter printing, to tell her he had received no mail or parcels from her. He must have felt we’d forgotten him, because, of course, Mum had sent lots of parcels and letters, and the Japanese hadn’t handed them on.” Theo was one of over 2,000 Allied prisoners of war held in the Sandakan POW camp in north Borneo, having been transferred there from Singapore as part of B Force. The 1,494 POWs that made up B Force were transported from Changi [Singapore] on 7 July 1942 on board the tramp ship Ubi Maru, arriving in Sandakan Harbour on 18 July 1942. Sergeant Feldbauer, aged 35, died as a prisoner of the Japanese on 27 March 1945 at Sandakan Number 1 Camp. The Japanese recorded his death from Malaria. He has no known grave, but it is believed to be at Sandakan Number 2 Camp. His death was not reported in Australia until some months later. Valerie noted: “I will never forget the sound my mother made when she received the telegram saying Dad had died months earlier, ostensibly from Malaria, but he died during the march. The sound still haunts me.” Violet’s husband Theo is recognised on the Eltham Roll of Honour, which was commissioned by the Eltham War Memorial Trust to be hung in the Baby Health Centre opened in 1952; the first of three buildings, the others being the Eltham Kindergarten and Children’s Library, that were established as the Eltham War Memorial a living memorial, with a specific focus for the welfare of children of the district. Violet and Theo’s son Albert, being the youngest child of the children of soldier fathers attending a school in the district, was given the honour of turning the first sod for the Eltham War Memorial Building, 15 July 1950. Hubert and Beulah Alice (Simpson) Rutter had five children: Hubert Jnr. (Joe) in 1913, David in 1915, June in 1917, Donald in 1922 and Samuel in 1926. Samuel died as an infant aged 17 days. Hubert was a notable figure in Eltham and beyond, with a career as a mining manager in Australia and Malaya. He served in the AIF in the First World War. While the children were growing up at ‘Yarra Braes’, Eltham, their father was an Eltham Shire Councillor in the 1920s, shire president in 1928 and a leading figure in establishing the Shire of Eltham War Memorial League, which was responsible for building the Shire of Eltham War Memorial tower at Kangaroo Ground, near where the Shire Offices were located until the 1930s. The Rutter name was commemorated after the war at Eltham High School with one of the schoolhouses named ‘Rutter House’ and at Geelong Grammar School until the 1960s where a ‘Rutter Badge’ was awarded to junior boys for leadership. The family home, ‘Yarra Braes’ was destroyed in the devasting Black Friday bushfire, 13 January 1939 and Beulah relocated to Toorak, Hubert working in Western Australia. Tragedy struck the family again December 19, 1940 when daughter June was killed after falling from the Heidelberg train on to an adjacent track into the path of a Reservoir train at Victoria Park station. Sons David and Donald both served in the R.A.A.F. during the Second World War and were killed in action, David in Libya in 1941 and Donald in Germany in 1945. The wreck of his plane and his body were not recovered at the time and Hubert never ceased to chase down leads as to his whereabouts. Beulah never gave up hope that Donald was still alive. Hubert had received several reports shortly after the war that his son was still alive but these were ultimately accepted as misidentification. Such was the anguish of the grieving parents, their son’s plane not found to confirm the fact for certain. Hubert wrote to the Air Force in frustration, failing to understand how the plane could disappear when it crashed in a relatively populated area. Unfortunately the answers came too late for Beulah who died in 1946 and was buried in Eltham Cemetery along with her daughter June and baby Samuel. Donald’s plane was eventually located and his body recovered in 1949. He is buried in the Hanover War Cemetery, Germany. David is commemorated on Column 245, Alamein Memorial, Egypt. Both David and Donald are commemorated on Eltham’s Roll of Honour Board, commissioned by the Eltham War Memorial Trust to be hung in the Baby Health Centre, part of the Eltham War Memorial building precinct. Hubert Senior and Hubert Junior both continued to work in the mining industry in Western Australia. Hubert senior died 1957 at Plantagenet Western Australia and Hubert junior in 1979 at Gascoyne, Western Australia. In 1946 she became a lecturer in Russian at Melbourne University, and in 1947 established the Department of Russian Language and Literature, remaining its head until her retirement in 1977. In 1987 she was made a Member of the Order of Australia. Nina was married to Clem Christesen, founder and editor of the respected (if left-leaning) literary magazine "Meanjin". They lived at "Stanhope" in Peter Street, Eltham. Visitors included writers Patrick White and Xavier Herbert, painters Arthur Boyd and Clifton Pugh, and historians Manning Clark and Geoffrey Blainey. In 1955, both Nina and Clem were interrogated by the Petrov Royal Commission on suspicion of being Communist sympathisers, which they reputedly rebutted wittily. Nina died in 2001 and Clem in 2003. They are buried together at Eltham Cemetery. There is also a memorial to Nina at the Eltham Living and Learning Centre, in the form of a bluestone amphitheatre with a floor of hand-painted tiles. The Eltham Community and Reception Centre was Australia's first public mud-brick building. Commissioned in 1977 by Eltham Shire Council, led by Shire president (and architect) Robert Marshall, architects Whitford and Peck were asked to design a multipurpose facility in mud-brick and timber. Our Eltham - Artistic Recollections by Jim Connor, EDHS newsletter No. 236 October 2017 The Eltham Cemetery Trust, established in 1858, selected the existing burial site at Mount Pleasant Road on high ground overlooking the village of Eltham. The first recorded burial took place in 1861 in the Church of England section. Headstones depict the names of many early and well known local families. In recent years the Trust has encouraged the use of creative artistic elements within the natural bushland environment in their landscaped grounds adjoining Montsalvat. Their ongoing vision has been to offer the local communty a fresh and unique relationship to the Cemetery. On Thursday 21st September 2017 their latest commissioned art project titled ‘Our Eltham - Artistic Recollections’ was unveiled. It is a collection of panels collaboratively created by artist Nerina Lascelles and ceramicist Linda Detoma. The project was designed and constructed by Leigh Wykes using Australian stone with ironwork by Neil Carter. All contributors to this installation, located adjacent to the car park near Metery Road, are residents of the Eltham area. Our Eltham - Artistic Recollections is described as a celebration of life in the Shire since the opening of the Eltham Cemetery more than 150 years ago. Depicting scenes of life in and around Eltham, the collection offers deeper connections to the Eltham area through a series of visual narratives of Eltham’s past, environment and community. The project involves the artistic interpretation by Nerina Lascelles of historic and current images symbolically intermixed with locally indigenous flowers and plants. These are displayed on thirty-one ceramic panels by Linda Detoma, mounted within an iron fence by Neil Carter, upon an attractive rock wall constructed by Leigh Wykes. The Eltham District Historical Society is pleased to have contributed to this project. Russell Yeoman and Jim Connor from our Society have collaborated with Liz Pidgeon, Local and Family History Librarian at Yarra Plenty Regional Library on a selection of photographs, many from the Shire of Eltham Pioneers Collection we hold in partnership, located at Eltham Library. We also provided information on the images chosen.
