Equipment - Rescue Harness
The ‘Resumatic’ brand, British made, lightweight device comprises a red pulley with attached length of white rope and harness. Information on the item indicates that it was the property of the Department of Transport, Australia. The Commonwealth Lighthouse Service was associated with the Department of Shipping and Transport in 1951 and the Navigational Aids Branch of the Department of Transport in 1972 so the harness may date to this period. The easily operated descent device was used for automatic, controlled descents from overhead structures, such as towers and other buildings and did not require a power source or tools. The user needed to make sure the unit is secured to an anchor point so that the cable could be dropped to the ground. As soon as it was secured the user could put on the support harness, step off the edge and travel down to safety. The device complements a number of other items of rescue equipment held in the wider Parks Victoria lightstation collection which attest to the dangers inherent in lightstation work and necessity for first aid kits, resuscitators, life buoys, life jackets and other devices such as harnesses and pulleys used for moving people. These include a bosun’s chair and harness with pulley, Royal Flying Doctor first aid cabinet, resuscitator kit and case, first aid kit, lifebuoy and cork fragments x 4 all in the Gabo Island collection; a rescue basket, resuscitation kit and case, and pulleys and ropes at Cape Otway; rescue stretcher made of bamboo at Wilsons Promontory; and a rescue anchor at Cape Schanck. The Cape Nelson rescue harness, although unique in the broader lightstation collection, is a relatively common device that is still manufactured more or less the same in England. It has second level contributory significance for offering insights into the various methods used in rescue operations by Victoria’s lightstations.Length of white rope attached to a harness and a red pully device.yes -

Bottle
This dark brown bottle with lip, collar, neck and gently sloping shoulder, was made by the Bottle Co. of Victoria P/L for Melbourne Bitter. The Parks Victoria inventory indicates that the bottle dates to 1925. Still brewed today, Melbourne Bitter has been made since 1904, when the Melbourne Cooperative Brewery in Abbotsford was formed by well known pub owners that included Henry Young of Young & Jacksons, and future Lord Mayor Sir Stephen Morrell. They made four beers – Abbotsford Stout (which became Abbotsford Invalid Stout in 1909), Abbots Lager, Melbourne Bitter and Abbotsford Sparkling Ale. Of those, Melbourne Bitter and the Invalid Stout remain largely unchanged and both are now brewed by the South African owned CUB. The bottle was found in the sea or on the island.Whatever their provenance, they have an association with an event or activity on Gabo Island and for this reason have second level contributory significance for their potential to yield information relating to the cultural history of the lightstation.Dark brown glass bottle, tall with gradual tapering to a narrow opening. Bottle
Embossed information on the side shows it to be the property if H.M. Leggo (1869-1938), a Bendigo merchant and manufacturer of grocers’ sundries that included pickles, sauces and condiments. In the 1920s the company expanded into chemicals such as arsenic, rabbit poison and pest sprays. Leggo’s bottles for condiments and preserves tended to be made of clear glass. The square base and tapered body is similar to the J Kitchen & Son brown phenyl bottle, and the Leggo bottle may have also contained a household chemical substance. It was found in the sea or on the island.Whatever their provenance, they have an association with an event or activity on Gabo Island and for this reason have second level contributory significance for their potential to yield information relating to the cultural history of the lightstation.Brown bottle with four flat sides. It tapers up, beginning with a small square base widening out and tapering to a narrow neck with a thread for a screw top. This photograph shows Gladys Marriott, aged 15, in the potato fields of her father's property in Moorabbin. Her cousin Graeme (centre) and younger brother Alfred (right) are with her. Moorabbin is a suburb in the City of Kingston that was originally established as a rural market gardening communityThe Marriott property in Moorabbin was adjacent to a secret wartime wireless receiving station established in March 1942 in Chesterville Road, Moorabbin. The station was established on requisitioned market garden properties, and soon housed WRAN (Women's Royal Australian Navy) personnel and up to 35 US Navy servicemen. The Navy personnel intercepted Japanese coded communications and then despatched these by motorbike messenger to Queens Road, St Kilda where the Directorate of Naval Communications and the code-breaking unit called FRUMEL (Fleet Radio Unit - Melbourne) were housed. The information intercepted by the wireless receiving station helped shape the Allied response to Japan's advances in the Pacific. Declassified defence records show that this unprepossessing station handled some of World War II's most sensitive secrets, however the local community were unaware of its significance. Gladys Marriott, working on her father's property, would regularly take the family's cows to graze in the fields adjoining the station with no concept of what the Navy personnel were doing. This image shows motorbike despatch riders who were tasked with transporting intercepted Japanese communications from the wartime wireless receiving station established in Chesterville Road, Moorabbin to Queens Road, St Kilda where the Directorate of Naval Communications and the code-breaking unit called FRUMEL (Fleet Radio Unit - Melbourne) were housed. The despatch riders would travel every two hours, all day and night. The wireless receiving station was established in Moorabbin because it was considered an area free of significant electrical interference and was not too far afield from the Melbourne headquarters in Queens Road. Moorabbin was originally established as a rural market gardening community.A secret wartime wireless receiving station was established in March 1942 in Chesterville Road, Moorabbin. A photo of Legacy House in the 1950s. Junior Legacy Melbourne purchased 289-299 Swanston Street Melbourne (previously called Red Cross House) in 1956 from the Commonwealth Government with money gifted to Legacy in memory of David H Dureau. The donation was initially used to purchase a different building at 342 Swanston St, which was sold in 1954, and 289 Swanston St was purchased. Melbourne Legacy is still using three floors of the building, with tenants on the ground floor. It was used in a newspaper article about the acquisition of the building for Legacy. It mentions the purchase price was undisclosed. It says the purchase was possible due to a generous gift of money from overseas in 1944. The building would be called the David H Dureau Memorial Building at the request of the donor. The article has a photo of Governor Sir Dallas Brooks and the Legacy President Bob Gaylard. Document - Speech, Moments in the History of Legacy 1987 (H59), 1987
A copy of an address given at a Foundation Day Luncheon by a long standing Legatee and past President Legatee Rob Allison. He had joined Legacy in 1950, and he comments that only 5 members remain active that were with him in 1950. In 1950 they were all posted as member of various committees, he got Welfare and Friday night girls' classes. There were 9 boys' classes throughout Melbourne, and girls' twice a week at Legacy Headquarters at 24 Market St. There were 230 active members and each legatee had 4 or 5 families with children. He mentions that in 1950 the President was 62 years old but only 5 years after the end of the war, the tide had begun to turn towards the 39ers. (He called the older legatees '1914ers' or 'the Bow and Arrow boys'). He applauded the 'founding fathers' for limiting the numbers of members, in 1929 it was 230 and in 1959 a limit of 300. They used a classification method to classify the members so they had a diverse range of skills and community representation. Areas were: Production, Distribution, Services Public Authority, Services Other, and Board List. The President had a Secret Committee of 3, no one knew who was on the committee, even those members didn't know the identity of the other 2. This committee vetted the background and integrity of new members. In 1950 the budget was £27,000 plus a capital budget of £3,500. Legatee Allison tells a good story of his induction into Legacy, including his wife joining other Legatees wives in fundraising. In 1951 Comradeship meetings moved to Thursday nights at the instigation of Burt Nathan. 'Birthday boy' invitations started in 1958 when John Cooper was Chairman of the Comradeship. After some years of discussion the first paid Social Worker was employed in 1953 and as a result her efforts the first Senior Widows' Group got underway. Until the 1950s Legacy had always found the money it required, from big companies, wealthy members of the community, Estates, or Trusts. In 1951 it tried to copy a Sydney Legacy idea (Certificate of Adoption Plan) and called it 'The Endowment Scheme'. Other fundraisers included films, premiere showing and musicals were very much a part of the social life of Legatees. One premiere show in 1952, 'The Greatest Show on Earth' was sold at £100 a double. In 1959 Sir Frank and Lady Tait were kind enough for give us a premiere of 'My Fair Lady'. As the 50s progressed cash flow was not enough and it was decided in 1957 to have the first public appeal (he says 1957 but it was 1956). The first Badge day was 1958 (according to this account). He says it grossed £21,000 (net £17,000). And the Legacy story was becoming better known. 'Legacy has never been a one man band. The strength has been in the resourceful ability of those of its members.' He was well placed to tell the story of the donation towards Dureau House. BG Corporation in New York used 'Brown and Dureau' as agents in Melbourne for their spark plug manufacturing (for the American aircraft based in Australia during the war). A royalty of two shillings and sixpence was agreed. The entrepreneur President of BG Corporation was Richard Goldsmith. L/ Grat Grattan had a friend Mr Edwards who was managing director at Brown and Dureau and heard of the desire by Goldsmith to leave a permanent memorial to ex-servicemen in Australia (Children's Hospital was considered). Grat took Edwards to Market St and showed him the inadequacy of the building. It was agreed if Melbourne Legacy could come up with a purchased building in 10 days they would get the money needed. The property purchased was 'Storey Hall' in Swanston St (also called Hibernian Hall in other documents). After the war it turned out not to be suitable and a new building was required. The speaker is identified as Rob Allison based on two things; at one stage he refers to himself as 'Rob' and this copy of the speech has been faxed to Legacy from the offices of John Allison Monkhouse. Another copy of this address has been located with the date of September 1988 that was filed with information on Past Presidents and the lives prominent legatees. The notation H59 in black pen shows that it was part of the archive project that was trying to capture the history of Legacy. A record of Legatee Rob Allison speaking at a Legacy luncheon about significant events since he joined in 1950. Speakers at Legacy luncheons were from very different walks of life and the subjects spoken on were many and varied. This document discusses the many options available to Melbourne Legacy in matters such as:- A) Disposal of Legacy House (293 Swanston St, Melbourne), redeveloping the existing site, selling the building and remain as a tenant or moving to another location. Many variations of these options are discussed. B) Whether Legacy luncheons would or should continue, would any of the above options reduce widow visits to Legacy House. C) Matters that would influence the sale price and/or costs of alterations. D) Reasons for/against various options E) Recommendations. There are 5 recommendations in total. The above items are followed up by some observations during the discussions but not central to the brief. A precis of items from submissions relating directly or indirectly upon the disposal of Legacy House A report regarding salary and staffing levels levels, the number of committtees, staff organization and Legatees interactions with staff employed by Legacy. This is followed up by several recommendations. At the time entering the above information 14/9/2018 Legacy House has not been sold but some of the floor space has been rented out. Much of what is discussed in this report (August 1984) is about making the Legacy dollar go further and any positive/adverse effects on the primary purpose of taking care of the widows and the efficient running of Melbourne Legacy. Document - Eulogy, Legatee Francis John Doolan
Information on the life of Legatee Frank Doolan from a eulogy in 1988. Legatee Doolan was a very active Legatee, starting within the first year of Legacy when he was nominated by Bill Laver and Charles Copp in 1924. While he never sought 'office but he was always there - in the background - able and willing to actively serve'. In World War 1 he enlisted in November 1917 and served with 1st Division Signal Company and in France. After Armistice he attended a course for young AIF surveyors at the British Ordnance Headquarters at South Hampton designed to bring skills back to Australia. Famously it was Frank that proposed that the spirit of Legacy is service to the widows and children. "Here it received its soul. The thoughts transmitted to the Board by this quiet man." He was Legacy's link to the Big Brother movement that was sponsoring bereft children in England to be sympathetically housed in Australia. He was a foundation member of the the first boys' gymnasium class and of the literary and debating class. He worked with the Intermediate Legacy Club for it's entirety He was part of the Legacy team who worked enthusiastically for the establishment of the Shrine. It was his technical skill as a surveyor that enabled the ray of light to shine on the Stone of Remembrance at 11 am on 11th November. Also to solve the complication of daylight saving in 1976 by positioning two mirrors. For this he was awarded the British Empire Medal. Born in 1896 at Armadale he was educated in Ballarat and South Melbourne. He obtained his qualification as a licensed surveyor at the Working Men's College (now RMIT) in 1919 on returning from war. He was partner in 'Doolan and Goodchild' through the hardships of the Great Depression. Then joined firm of Mendell, Gillespie and Charleman - being supported by Legatee Jim Gillespie. He went on to Lecturer of surveying at the Working Men's College from 1926 to 1938. Then he was assisted by Legatee Alan Murray to a position with the Valuers Section of the Department of Interior. In 1953 he was promoted to be Chief Property Officer for Victoria retiring in 1961. The page from the Bulletin from 18 August 1988 shows the names of many donors that had paid tribute to Frank. A few sentiments were included by some: 'A quiet, loveable and outstanding Legatee.' 'He was my friend, guide and mentor during the 14 happy years I spent in Legacy.' The information was part of an album of past presidents from 1965 to 1989. The folder included biographical details and obituaries, eulogies and death notices of prominent Legatees. It includes articles about the opening in November 1949 with Sir Thomas Blamey in attendance. It shows the property was described as "a home, a huge rambling weatherboard house with a swimming pool, flood-lit tennis court, and four acres of beautifully kept lawns and gardens." The title deed was handed over to Legacy by Sir Robert Knox, the chairman of trustees of Blamey House, Melbourne (the servicemen hostel that had been operating during the war). Other pages show the property had been built in 1930 as a holiday home for Toorak business man Mr Arthur Jack and his wife Ms Langlands-Jack. It was sold to James Picken by 1941 and it was known as 'Mossgiel'. The Pickens remained owners until 1947 when it was purchased on behalf of Legacy with money donated by the Blamey House Trustees (the servicemen hostel that operated during the war) to be used as a toddlers and childrens' home. When Legacy no longer required the property it was sold to the Beaumaris RSL (or it's precursor RSSALIA) as its clubrooms. There was controversy in 2015 when it was sold to developers for housing. The Churchill Dairy Shorthorn Stud was owned by Dr Harry Jenkins during his private ownership of Churchill Island, who also bred and managed the livestock for sale within this document. ... is of some interest as a research tool giving information on property ...The name of the business that produced the contents of this ledger is unknown. It is a record of rents paid by tenants to the property owners in Warrnambool and district from 1910 to 1925 and includes the rents paid and the dates. It probably belonged to a real estate firm or an accountancy or law firm dealing in property, mortgages and financial investments. Many of the names contained in the ledger are well-known (Coakley, Alston, Gleeson, McGennan etc) and the ones that are not so well known are mostly those with only one or two rental properties. This ledger is of some interest as a research tool giving information on property owners and renters in Warrnambool from 1910 to 1925. It will be of greater value if the name of the ledger owner can be found. This is a ledger with a cover made of wood and covered with a light brown material. It has a heavy metal insert inside to hold the pages. There are heavy card pages and white pages ruled with red and blue lines. On closure of the Ballarat tramways, this car was donated to the Lake Goldsmith Steam Preservation Society and returned to Ballarat in 1983 on loan to the Ballarat Tramway Museum.
