Following council amalgamations, a series of community consultations were undertaken in 1995 to inform the development of a cohesive vision for the newly formed Shire of Nillumbik. A response to the new conditions which people of the Eltham/Diamond Creek/Greensborough and surrounding rural areas found themselves in as a result of the decision by the Victorian Government to amalgamate local governments into larger entities. The case for these reforms was strong, but the amalgamation process did disrupt some people's lives.The need to bring together the people within the new boundaries of Nillumbik was recognised by the Commissioners and the Chief Executive Officer of the Shire, who felt that a good way to begin was to develop a future vision for the Shire. Born in Poland in 1914, Irena Higgins completed her degree in social work at the University of Lwow [Lvov]. Migrating to Australia in 1938, she lived in various places including in Perth, Brisbane and Sydney before moving with her family to Melbourne in 1945. She initially worked at the Victorian Society for Crippled Children. Then in 1952, Irena was employed as a social worker by the Mental Hygiene Division of the Health Commission at Kew Mental Hospital (which included children). She was the first social worker employed by the Victorian Mental Health Authority to work with children with an intellectual disability. She remained at Kew for seventeen years, becoming Senior Social Worker with a staff of three other social workers, a secretary and a number of aides. Two of Irena’s significant innovations at Kew were the establishment of a Parents’ Association, and the development of a network of volunteers trained to work with families in the community. Irena Higgins remained committed to social reform following her retirement in 1984, working actively to establish the first emergency housing in Kew. In 2015, Irena’s daughter Barbara Higgins, and friend Elizabeth Watts, donated a number of her papers to the Kew Historical Society. The Orbost Workers' Band was started in 1889 by Donald and Archie Munro. The band folded after the town was devastated by floods in 1893. Charles Spink reformed the group in 1905. It split in 1908 and the breakaway band was named the Orbost Workers Band. The two bands, The Orbost Workers and Orbost Town Band would often compete against each other. Eventually, in 1913, the two bands amalgamated to form the Orbost Municipal band. The old Orbost Municipal Band recorded its last meeting in 1941 -a lack of effort and membership. The new Orbost Municipal Band was restarted by Clem Heather (a previous member) on Wednesday 20th September, 1961 and continued into the late 1980s when lack of interest caused it to become defunct. The barge was floated downstream about a mile, but lost time caused the operations to cease. Following testing, a new mine was established by diverting Reid's Creek at a cost of £25,000. Settling dams were built, one of which held 1,935,900 cubic feet. Sold earth banks, built against a wall of stringy bark saplings constructed and laced with vertical props, were built. In 1914, the company was reformed as Cock’s Pioneer Gold and Tin Mines NL, another power station was constructed at the western end of the township, near the junction of Clear and Reid's Creeks.
