Establishment and Functions Prior to 1860, the Chief Secretary's Department had been responsible for the administration of the gold fields and associated mining activities. In November 1860 a Commissioner of Mines was appointed and a Department was established under his administration. For the period November 1861 to June 1863, the Postmaster General was responsible for the Mining Department. A Minister of Mines was again appointed in 1863. Responsibilities of the Department of Mines were: 1. Regulation of mining and related public works activities through the issue of miners rights, business and residence licences, mining leases, mineral and other prospecting licences 2. Superintendence of the activities of mining surveyors, registrars, wardens and Mining Boards. 3. Investigation of the state's geological structure, mineral wealth and underground water resources 4. Development of the mining industry 5. Supervision of the safe working of mines, machinery and quarries including checking the credential of mine managers, inspectors and operators 6. Regulation of the disposal of sludge and other waste products 7. Administration of the Victorian Mining Accident Relief Fund. Arising from its initial responsibility for the supply of water on the gold fields, the Department became responsible for rural water supply from the mid 1860s. Statutory responsibility for rural water works during this period rested with the Board of Land and Works. In 1865 the Waterworks Act gave the Board power to construct waterworks, purchase land, levy charges and lease or sell works, while the Public Loans Act 1865 empowered it to provide loans to local water trusts for waterworks. The actual administration of these statutory provisions was undertaken by the Victorian Water Supply Department which operated from 1865 to 1889 as a sub-department of the Department of Mines, from 1889 as a department in its own right, and from 1895 to 1909 as a sub-department of the Department of Mines and Water Supply. For a brief period from 1891 to 1893 the Department of Mines was also responsible for forests and, until 1880, for the Schools of Mines subsequently transferred to the Education Department. In 1895 the Department of Mines and the Victorian Water Supply Department were amalgamated to form the Department of Mines and Water Supply. Newspaper clipping documents deputations to the Minister of Public Works for grants to be made available for repairs to bridges and roads damaged by heavy flooding in 1933, in particular, the replacement of a stone and concrete bridge over the Leigh River at Garibaldi in the Buninyong Shire. The object is a cast iron plaque.The Melbourne branch of the Royal Mint was established in 1965 after negotiations between Victoria and the British Exchequer. The original site contained 9,763 square meters and included a large area at the rear of the building. On this area, November 16th, 1869, the erection commenced of a single storey building forming three sides of a courtyard and containing workshops, laboratories and coining hall. The Guard Houses and this existing building, which completed the courtyard and housed administrative offices, deputy master's quarters and bullion room followed. All these buildings were designed by J. J. Clark, architect with the Public Works Department. The official opening took place on June 6th, 1872, when the first gold sovereigns were minted. IN 1970 the Public Works Department commenced the restoration and adaptation of this building and the Guard Houses for their present purposes. historic building, former royal mint

Initial court cases for the Western district were held and controlled for some time by Rutledge in Port Fairy. The first courthouse was built around 1854 and was in service until the stone building was built next to it in 1870. These two implements were used until around 1970 when heating was installed in the courthouse. They were decommissioned by Mr Ellis Roberts, Public Works Department Inspector.These implements have a strong connection to a public building which has a long association with the town and surrounding area. The courthouse of 1863 was the scene of an infamous murder of Constable O’Boyle in front of the fireplace. Shovel has barley sugar twisted handle with eight sided domed top. It is flared at the bottom to hold the spade which is attached with two metal rivets. Spade contains a number of holes cut into oval shape in centre and has fluted side edges. The tongs consist of two parts held together below a short handle with a metal rivet and two metal discs. Dudley House at 60 View St, Bendigo was built by builders, Gretchen and Cooper for the public Works Department in 1858-59. It was originally built for the district surveyor, Richard Larritt, who designed the Bendigo street layout. The Engineer's Department of the former City of Kew had an extensive collection of photograph of sites in Kew requiring documentation to inform public works. It also kept images of engineering practice in other parts of Melbourne, and overseas, that could be used as models for local activity. Many of these photographs (and plans) were donated to our collection in the 1980s. A number of the photographs are annotated, either on the image itself or on the reverse.This photograph, and others sourced from the City Engineer's Department of the former City of Kew, qualifies as an important record of local streets, public works, street beautification, and engineering techniques of the period. Original black and white photographic positive of automobiles and buildings in Denmark Street, Kew, immediately before the road enters Kew Junction. On the left is McKeon Motors and a retailer of Insulwool, while in the distance is the pharmacy on the corner of High Street and Princess Street (later demolished during the widening of Kew Junction). Notable are the bluestone guttering and what appears to be vacant land on the apex of the triangle of land bounded by High Street South, Denmark Street and Barkers Road. This site was the original location of O'Shaughnessy's 'Kew Hotel', and after the destruction by fire of the latter, the location of a service station. This fairly substantial wooden desk with vinyl top was issued to Wilson’s Promontory Lightstation by the Department of Public Works in the 1960’s. Primarily the desk was used for correspondence purposes, and now has the Bureau of Meteorology computer stationed on it. Although the design and make of this desk is common to many lightstations across Victoria, it is a good example of the kind of furniture that was provided to Victorian lightstations in the 1960’s. The solidly constructed desk was used in the lightstation office. It is made of honeycoloured hardwood and has a green vinyl top and three drawers on the left side. The style suggests that it may date to the 1960s. Gabo Island Lightstation has two identical desks, and all were probably standard issue from the Commonwealth Lighthouse Service or Public Works Office. Another twentieth century vinyl topped desk at Gabo is manufactured with a steel frame. Cape Nelson, Cape Schanck, Point Hicks and Gabo Island retain nineteenth century cedar desks. The desk at Wilsons Promontory has second level significance as a good example of the style of office furnishing provided to lightstations in the 1960s.Wooden desk with square legs and green vinyl top. These labels or stickers were produced as part of the celebrations and promotional material to be used during the period 1979 to 1982 when Warrnambool was the official Premier Town in Victoria. The title was awarded by the Premier of Victoria with scores allocated for heritage and environment, community participation, industrial and commercial development, tourism, land use and public works and community facilities. A bridge is being built to cross the Reservoir to serve a large area of country which will be cut off from its natural outlets by the submergence of existing bridges when the Reservoir is in being. The site of the bridge is nearly a mile up the Murray from the Hume Reservoir Quarry. Its length will be approximately half a mile. There will be nine spans of 269 feet with steel truss girders resting on concrete pillars. Some of the pillars are founded on rock while others will rest on nests of reinforced concrete piles. The foundations and concrete piers are in the hands of the Victorian Constructing Authority and the superstructure in those of the New South Wales Authority. The E.J. Tippett Librocate.ary is named after the late E.J. Tippett who was a long time President of the Ballarat School of Mines Council, and library advocate. In February 1985, the first sod for the new SMB Campus building was turned by the Minister for Planning and the Environment, the Hon. Evan Walker, M.P. The overall responsibility for the building rested with the Public Works Department in association with the SMB Campus architect, Ewan Jones & Associates and the builder, S. J. Weir Pty. Ltd. They put together the facility that is both functional and of a style that merges with the surrounding architecture.
