An article about the old Hibernian Hall that was once owned by Legacy (from 1944 to 1954) at 342 Swanston Street. The building was bought with a donation from an American, Richard Goldsmith, in memory of David H Dureau. It was unsuitable for Legacy's needs and Legacy remained at their premises in 45 Market St until this building was sold in 1954 and the proceeds used to buy 293 Swanston St in 1956. The exact date of the article is not known -probably 1956 - after it was acquired by RMIT (at that stage called Royal Melbourne Technical College) and the article mentions the renovations underway. Set of five items associated with a collision between Ballarat No. 37 and a truck loaded with baled hops on Thursday 15 April 1954. The tram was driven by David Kellett, conductor Herbert Ward. During the period 1969-1971 photos were being collected for a proposed publication on the history of the Shire of Eltham as part of its centenary celebrations in 1971 (managed by the Shire of Eltham Historical Society and Alan Marshall). The publication was Pioneers & Painters (1971), edited by Alan Marshall. The document titled "Shows area sold to Woolworths" consisted of a panorama of three B&W photo prints creating a panorama of the frontage along Main Road (SEPP_0744) and a single B&W photo print of the Shire of Eltham offices and Hall on the corner of Arthur Street and Main Road (SEPP_0737) along with typed and hand written notes by Ian McDonald. This copy of the book is personally signed and dated by the Curator of the first Warrnambool Museum, which was also the Warrnambool Public Library. This copy also has many hand written notes in the margins. This little book is one of only 1000 books published of the original Queen's Jubilee Edition. It spans fifty years of the history of Warrnambool from the time that the first Government Land Sales commenced. It also deliberately coincides with the 1887 celebrations of Queen Victoria's Jubilee Year of her ascension to the British Throne. The book is an invaluable reference for researchers of local Warrnambool history and has been used as a textbook and reference book for local students. After the closure of the Warrnambool Museum, the book was held by the Warrnambool City Council until, in 1974, it was transferred to the newly established Flagstaff Hill Maritime Museum and Village. The author, Richard Osburne, (1825-1895) was born in Australia. He moved to Warrnambool in 1847 as the first local Journalist. In 1851 he founded the Warrnambool Examiner newspaper which he operated until the end of 1880. Osburne was much involved in civic and community affairs of the town, and he set himself the task of recording the history of the city's early pioneers. In the introductory pages of the book the author refers to himself as "The Father of the Warrnambool Press". Only 1,000 copies of this edition of the book were printed. In September 1980 a facsimile edition was printed with the addition of illustrations from the period, an index and relevant annotations by local historian T.A. Wicking (Tom Wicking). This later book was named the Premier Town Edition, due to Warrnambool being awarded the title of Premier Town in Victoria in 1979-82 by the Premier of Victoria; it also received the inaugural award in 1959 and a later award in 1988-91.This book has strong significance for being signed in 1887 by Joseph Archibald, the Curator of the first museum and library in Warrnambool, the Warrnambool Museum. It is also significant for the annotations added to many of the pages, perhaps for the Facsimile edition that followed many years later. This book is rare. It is one of only 1000 copies printed, and one of three in the Collection of Flagstaff Hill Maritime Museum and Village. The book was dedicated to the early colonists as well as to the new arrivals by the writer, Richard Osburne, who entitles himself as "The father of the Warrnambool Press". The content of the book is invaluable as a reference for Warrnambool and District's local history in its early colonial and pioneering days. This navigation cart of Lady Bay and Warrnambool Harbour was originally surveyed in 1870 but this version includes the update for magnetic variation in 1893. Since the printing of the chart several annotations have been added. These include an additional stamp dated 15-8-1910, a handwritten comment across the top of the page dated August 1910, and another handwritten comment regarding the ‘Proposed Extension of Dock’ dated 19-2-1925, plus connected drawings, notes and figures. The 1925 proposal on this chart may have been a reaction to the Royal Commission of 1923, when the damaged stonework on the seaward side of the Warrnambool Breakwater, caused by the action of the sea, was the subject of enquiry. A conference between the Public Works, Water Commission and the Harbour Trust concluded that it would less costly to make repairs to prevent further damage rather than replaced the damage portion of the wall. A contract was raised in late 1924 to deposit rubble on the damaged side of the breakwater to minimise the Southern Ocean’s destructive action and work had started by August 1925. The Breakwater construction had begun in 1874 and was completed in 1890. The Victorian Government had commissioned Sir John Coode, a British harbour engineer, to present a plan to complete the Warrnambool Breakwater but his original plan was too expensive. He prepared a revised plan for a shorter structure. The construction proved to be too short to protect adequately from the weather and didn't allow enough depth for larger vessels to come into port. The decreasing trade was further affected by siltation in the bay due to the breakwater, and the completion of the railway line. The situation of the harbour became a real problem by 1910 and required continuous dredging. In 1914 the Breakwater was extended but proved to be a failure because the work began to subside and by 1920 about two thirds of the harbour was silted up. Alterations made in the 1920's increased the silting problem and by the 1940's the harbour was no longer used. More alterations were made in the 1950's and 1960's. This chart is significant for its strong connection to the maritime history of Warrnambool Harbour and Lady Bay and the Warrnambool Breakwater. The Warrnambool Breakwater is registered as a place of significance on the Victorian Heritage Database (VHR H2024). The Warrnambool Breakwater is one of the most important late 19th century maritime engineering projects in Victoria and significant in the development of Victorian coastal shipping. It is also significant for its connection with British harbour engineer, Sir John Coode. The chart is a historical record of structures existing in 1893; the Warrnambool Jetties, Warrnambool Breakwater in Lady Bay, the leading lights (lighthouses), streets, roads, bridges and many buildings. Early member of the Bush Fire Brigade, Bon Barrie saw the need for improved speed of communication. With the formation of the Country Fire Authority by mid 1950 Melton introduced H F high frequency two way radio sets. A set was located in the Barrie home, which was an idea location to observe smoke sighting given its 360 degree view of the distant horizon. A large antenna was built to improve reception and sending strength. Author – Edna Barrie hand written notes. In its policy of creating smaller compact groups of fire brigades the Country Fire Authority Regional Officer Harry Rothsay in 1967 requested that the following 6 brigades surrounding Mt Cottrell transfer from their respective groups. Melton and Rockbank from Bacchus Marsh Group, Toolern Vale and Sydenham from Mt Macedon Group and Truganina and Werribee from Little River Group forming a new Group to the be named Mt Cottrell Fire Brigades Group. Group Headquarters was established at the Ferris road residence of Melton Captain E W Bon Barrie, who was elected Group and Communications Officer of Mt Cottrell. E W (Eddie) Gillespie and Keith Watt of the Toolern Vale brigade were appointed Deputy Group Officer and Group Secretary respectively. The Base Radio was installed at the Group Headquarters by the CFA. Brigades contributed to half the cost. A grant of $1000 was made available by the Shire of Melton in 1969 toward the cost of VHS (Very High Frequency) replacing the HF(High Frequency) Radios which has been introduced in the 1950’s. This exercise book was owned by Audrey Sack and was donated by David Sack at the same time as a typewriter in its case plus accessories (refer to RN 3087). It has hand written notes of Commercial Principles class lessons from Warrnambool High School, written by Audrey Sack including pages dated 1938 and 1939. Audrey was the daughter of William Sack, owner of the business Sacks Jewellers at 115 Liebig Street, Warrnambool. William commenced trading in the early 1900’s; and the typewriter was used by Audrey in the business from the late 1930’s through to about 1996 when the business was sold. William and his wife June had three children, Eric, Audrey and David. The children were owners/partners of Sack’s Jewellers after William’s passing in 1976. Eric and David were ‘owners of the business’, with Audrey carrying out much of the clerical work. Eric died in about 1984 and David sold the practise in 1996. During the 65 years of business the typewriter was used for all the normal applications of a jeweller’s; preparing invoices, guarantees, taxation records. But in addition the four members of the Sack family were very involved in Church activities, particularly in lay administration and lay preaching in the Baptist Church, and the typewriter gained a lot of after-hours use. The family actively supported overseas Missions in India, SE Asia, and Africa. After the sale of the business in 1996, Audrey took the typewriter home for her community activities (David got a computer). In the 1980’s David volunteered as the Clock Repairer at Flagstaff Hill for the historical instruments. In the early days this took some long hours to get the clocks working, but in recent years he has just been ‘on call’ if needed. He is an alert 85 year old and just in the last 12 months has given up a busy schedule of Sunday Lay Preaching around the district. A caricature drawing labelled 'Melbourne Good Samaritans - The Legacy Club', of the early Legatees with their names, roles and some characteristics. The artist was 'Wells' and it was reprinted in the Weekly bulletin in 1979. It was also printed in Blatchford's book in 1932 with the caption 'Some Club Leaders in 1928'. Many of these names appear through the archive but very few have photos, so this is one of the few examples of what some the early Legatees looked like. The notes were typed up into a summary of the History of Legacy. Also documents relating to the first time Legacy approached the public for donations in September 1956, including newspaper articles that were reprinted, a schedule of information that was approved to be released to the press, and a list of potential donors that was circulated to Legatees in the hope they could contact the ones they knew personally or professionally. The documents from this folder have been added in separate records (see 01262 to 01281). The folder was part of an attempt to capture history of Legacy, generally from the 1950s.The documents provide an insight into the working of Legacy, especially in the 1950s. Legatee Cyril Smith and others were detailing their experiences and knowledge for the future. This report lists the depths of water and the consistency of the seabed surrounding the Warrnambool Harbour in October 1929, The information, often referred to as 'soundings', was obtained by Jet Probing,. In earlier days a lead line was used to perform a similar task. The author of the document is unknown. Jet Probing is a method used for underwater archaeology, cable installation and coastal engineering. A jet probe is a machine that produces a strong jet of water that penetrates the layers of sediment on the seabed, determining their depth, thickness and consistency. It provides a survey of the seabed and can be used as an aid to engineering design and construction. The report mentions lining up with the wooden jetty, the end of the breakwater and the leading lights. It mentions sand, loose rock and rock. It tells of stopping work due to the water being too rough, the pipe choking, difficulty in connecting pipes, and pipe joint breaking as it tried to get through the sand, The report in the document is significant for its connection with the Warrnambool Harbour, Warrnambool Breakwater, Warrnambool Jetty and Lady Bay. The report gives figures for the depth and consistency of the water and seabed at a particular point in time and can be used to compart with similar figures taken at different times. Dates of recordings are 14-10-29, 15-10-29 and 16-10-29. (1929) The situation of the harbour had become a real problem by 1910 and required continuous dredging. In 1914 the Breakwater was extended but proved to be a failure because the work began to subside and by 1920 about two thirds of the harbour was silted up. Alterations made in the 1920's increased the silting problem. The soundings and Jet Probings were done after the Royal Commission of 1923, when the damaged stonework on the seaward side of the Warrnambool Breakwater, caused by the action of the sea, was the subject of enquiry. A conference between the Public Works, Water Commission and the Harbour Trust concluded that it would less costly to make repairs to prevent further damage rather than replaced the damage portion of the wall. A contract was raised in late 1924 to deposit rubble on the damaged side of the breakwater to minimise the Southern Ocean’s destructive action and work had started by August 1925. By the 1940's the harbour was no longer used. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach.
