In February 1965, Staffs Railway Store, the oldest business premises in the Eltham shopping district was demolished. Formerly a self-service grocery, restaurant and electrical repair shop, the building for many years housed Eltham’s only ‘family’ grocer and feed store. Earlier it had appeared to have been the town’s bakery. The building had been purchased in late March 1939 by Mr Eric N. Staff. At the time of E.N. Staff’s purchase there were huge bakers’ ovens located at the rear and the building also had a well and four toilets for employees. When the ‘pictures’ came to Eltham with the opening of the Eltham Public Hall across the road in 1941, Mr E.N. Staff extended the business and opened a milk bar and sweet shop. Further extensions re-established the tea rooms of days gone by. Mr E.N. Staff conducted business for about 15 years before handing over the reins to his son, Ray Staff. When his son Ray took over, the milk bar and tea rooms were closed for several years but the milk bar and was later re-opened and subsequently became a greengrocers and later again, a restaurant. The tea rooms section was converted to an electrical repair shop about 1955. Electoral Roll records for 1967 record Raymond Charles Staff at 929 Main Road, Eltham, grocer, and in 1968 at Lot 4, Hillcrest Avenue, Eltham, taxi truck operator. So it would appear that Ray continued to run the business for approximately two years after the original store was demolished and a new supermarket was built. Today, 929 Main Road is the Nongkhai Thai Restaurant and is precisely where the original Staffs store stood. Even though the facade has been modified at eye level with new larger windows, the upper facade is identical to that of the new Eltham Big Star Food Centre of 1965/66. But how did the original building, the oldest premises in the 1965 era shopping centre come about? On August 12th, 1902 at the Eltham Courthouse, appearing before T. Smallman, Esq,. Police Magistrate, and Messrs. W. Duncan and W.J. Taylor, Justices of the Peace is Luther Haley, baker. Wilfred Henry Johnston, by his agent Stanley Ernest Elder had applied for a warrant of ejectment under the Landlord and Tenant Act 1890 against Luther Haley from the bakery premises at the corner of Main Road and York Street. From the evidence presented we learn that Mrs Burgoyne of Eltham had purchased the property some months earlier from Mr Johnston, which consisted of a store and bakery establishment at Eltham occupied by Mr. Luther Haley, and whose lease expired some little time back, and up to the present time, Mr. Haley was not prepared to leave. He informed the court that he is unable to secure at Eltham a suitable house in which to carry on his business, but was building a place near the railway station which he expected to be done in about three weeks time, and he is then prepared to give up possession of the premises he now occupies. Mr Smallman informed the defendant, Luther Haley, that he will have to quit the premises in three weeks from the present date, and that a warrant of ejectment would be issued. However he also informed Mr Haley that he would order the warrant to lie in the office for three weeks from that date. The premises under construction referred to by Luther Haley in court were situated on the western side of Main Road, near the railway station slightly opposite present-day Arthur Street. It was opened around September 1902 as a General Store, Bakery and Tea Rooms. This was the original building in the present-day shopping precinct. At the time the only thing nearby was the railway station. Luther Haley’s business appeared to prosper and he would have catered to not only the locals abut also day visitors by train on Sundays coming up from Melbourne, offering fresh baked produce, tea rooms and summer drinks. The fields across Main Road running between present day Arthur Street and Luck Street were known as Haley’s Paddock and at times were used for community festivities and picnics. A newspaper report on the annual State schools picnic held at Haley’s Paddock on March 11, 1904 described it as “quite close to the railway station, and is quite capable of holding comfortably 10,000 people. With its ample shade and hilly surroundings, it is an ideal place for any gathering.” Luther Haley successfully ran his general store, bakery and tea rooms until 1917 when he and his family departed the district and moved to Westgarth Street in Northcote where he changed careers and became a publisher. It was then taken over by Hannah Lloyd and became known as Lloyd’s Railway General Store from 1917 to 1920. From then it had a succession of owners, one as short as two months until March 31, 1939 when the Grocery Business formerly carried on by Mr. T.K. White of Eltham for the previous eight years was purchased by Mr Eric N. Staff of Research and became known as E.N. Staff’s Railway Store. The ownership timeline for the store is as follows: Luther Haley Sep 1902-1917 Hannah Lloyd 1917-c.Feb 1920 Messrs J.R. & N.E. Lee 1920-Sep 1922 A. & E. Photographs, x 3 Black & White Cheltenham Football Club 1909,1913, 1946, 20thC
Known as the Rosellas, the early Cheltenham Football Club sides began playing on a regular basis in 1890, and would travel long distances by steam train to play country teams, such as Ballarat where they would arrive at their destination, play the match, socialize then return to the station. Opposition players and supporters would give three hearty cheers on their departure. The Cheltenham home games were played on a paddock on the corner of Park and Charman roads in Cheltenham. In 1907 the Cheltenham progress committee made an application to the board of land works for land in Weatherall Road for recreational service to the public. That application was received and granted, then developed where Cheltenham Recreational Reserve now stands. The land in the early days was virgin bush and the response for voluntary help to clear the area was outstanding. Nearly all the market gardeners in the district along with horses, ploughs, axes, shovels completely cleared the area in three weeks. The Moorabbin council then leveled the playing area and erected a post and rail fence around the ground. Pine tree shrubs were then planted on the west side of the ground. The ground was opened in 1909 and the first Cheltenham side entered in the newly formed Federal Football Association along with seven other foundation members, Mordialloc, Mentone, Moorabbin, Frankston, Glenhuntly, Elsternwick, and Ellindale. The grand final for that year, 1909 was a hard encounter between Cheltenham and Ellindale with Cheltenham coming out victors, thus becoming the inaugural Federal Football Association premiers. Cheltenham went onto win five senior premierships in the Federal Football Association by the end of the 1920s, they won the flags in 1909, 1911, 1913, 1922 and 1925, with the late Percy Woff playing in all 5 premiership sides and was captain in 1922. 1928 saw the start of an outstanding career from our oldest living player Tom Connor. Cheltenham continued to win premierships in the 1920’s and 1930’s with juniors taking out the 1929 and 1933 flags, under the guidance of Woff, and that continued in 1934 when Cheltenham took out the 1st XVIII and 2nd XVIII premierships. Cheltenham produced its only Brownlow medallist in Peter Box who played in the late 1940s, before going to Footscray where he became a champion. The 3rd XVIII went through the season undefeated in 1974 winning the premiership, with Trevor Barker a key player before going to St Kilda the following year. The club won three senior premierships under coach Barry White in 1992, 1993 and 1995. Six year old Judith Furphy was the first person known to have been buried at Kangaroo Ground Cemetery in May 1851. The cemetery is situated on an ancient river bed with exposed Nillumbik sands. The rest of the district is formed from black volcanic soil which was hard to dig. According to local historian Mick Woiwod (deceased) the site may have been a burial ground for the local Wurundjeri people as the exposed softer sands were always their prefered camping sites. The Hon. Ewen Hugh Cameron who lived at Pigeon Bank and was the Member for Evelyn for 40 years (1874-1914) was buried here in 1915. Published: Nillumbik Now and Then / Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p39 The Wurundjeri people might have buried their dead on the site of the Kangaroo Ground Cemetery, according to local historian Mick Woiwod. Kangaroo Ground was a premier hunting ground, but camping on the black volcanic soil would have been uncomfortable. Unlike most of Kangaroo Ground, its cemetery, on an ancient river bed, comprises a rare exposure of Nillumbik sands – always the preferred campsite for Aboriginal people. The cemetery area is the only place where the soil was soft enough to dig a grave easily.1 Six-year-old Judith Furphy was the first person known to have been laid to rest at the Kangaroo Ground Cemetery. She died on May 17, 1851, from a chill caught by resting on wet grass. Local Andrew Ross wrote ‘..no public burying place existed nearer than Melbourne. The case being considered urgent, a general meeting of the settlers took place on the evening of the 17th……. The result was the selection of unoccupied crown land …….which was subsequently granted by Government for a public cemetery.’2 Judith was buried the next day on May 18. Her grave was marked by the trustees with a plaque, which unfortunately states nine years old, when she was probably only six. Judith came from an illustrious family. Her brother, Joseph, was the author of Such is Life and other works. Another brother, John, developed and manufactured the famous Furphy water cart, which distributed water to World War One soldiers along with the latest rumours. Hence the name Furphy entered the Australian idiom, as synonymous with ‘rumour’. Judith’s father Samuel helped build the first Kangaroo Ground church school. Inside, near the entrance of the cemetery, on Yarra Glen Road, stand a rotunda and a water tank. Occasional benches invite mourners to pause and remember. The gate with wrought iron and brick supports, bears the inscription ‘Erected by Sir Ewen and Lady Cameron in memory of their daughter, Flora Margaret’. These are only two of the famous people connected with this cemetery. The Hon. Ewen Hugh Cameron JP and MLA from 1874 to1914, who lived at Pigeon Bank, Warrandyte Road, was buried here in 1915. Unrelated, but with the same name, was Sir Ewen Cameron who had been Minister for Health and was laid to rest there in 1964. Sir Herbert Gepp, a leading industrialist and the former owner of Garden Hill, at Yarra Glen Road, was buried there in 1954.3 Many of the more imposing tombstones belong to the earlier graves. Unfortunately bushfires have cracked several. But this adds to the melancholy attractiveness of the cemetery, graced by some beautiful eucalypts, cypress and pines. Early pioneering families represented at the cemetery include Armstrong, Barr, Bell, Harkness, Jardine, Johnston, Rogerson, Stevenson, Thomson and Walters. Armstrong and Bell were among the first families to come to the district and Stevenson owned the district’s first sheep station. It took in much of present day Christmas Hills, which was the name he gave his sheep station. Harkness was the first to suggest a Kangaroo Ground school be built, and one of the first to suggest establishing the Eltham District Road Board. Many of these families leased pastoral land before the mid-century and bought land when it came on sale in 1849. In the cemetery’s early days sections were devoted to the major Christian denominations (mainly the Protestant) and one section was set aside for ‘other’ or ‘non-believers’. However in modern times burial plots have not been placed in areas according to religious beliefs. This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Photograph - Digital Photograph, Alan King, Original Kangaroo Ground Primary School No. 2105 building, Eltham-Yarra Glen Road, Kangaroo Ground, 28 December 2007
Kangaroo Ground's first school began in 1851 with 22 pupils from the district's ten families. It was a single room school located further south on the site, which also served as a Presbyterian church. The first teacher was Andrew Ross. The school building was used as a Post Office between 1854 and 1858 and during 1857 also served as a Court of Petty Sessions. With a growing farming community, a new building was warranted and the original Sate School No. 352 was closed and a new building, State School No. 2105 was oipened October 1, 1878. A residence for Head Teacher Henry Wallace School was erected in 1879 attached to the left of the school building. That residence is now home to the Andrew Ross Museum, which opened in 1993. Covered under Heritage Overlay, Nillumbik Planning Scheme. Published: Nillumbik Now and Then / Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p35 In a corner of the Kangaroo Ground Primary School playground stands an old weatherboard building. This structure, attached to the former teacher’s weatherboard residence facing Main Road, first served as a school in 1878. The former residence, built in 1879, houses the Andrew Ross Museum, which opened in 1993. It is named after the school’s first teacher,1 who also founded The Evelyn Observer newspaper, which began on the site in 1873. Later the printing presses were moved to brick newspaper offices by the Kangaroo Ground Hotel, which became the Shire of Eltham offices. However Kangaroo Ground’s first school began in 1851 for 22 pupils from the district’s ten families, in a slab building further south on this site. Andrew Harkness and other settlers campaigned for the building, which was built on half an acre (0.2ha) donated by local farmer, James Donaldson. Builder was Samuel Furphy, father of the novelist Joseph.2 The single room measuring 30 feet x 18 feet (9m x 5.5m), was unlined and the green slabs shrank, allowing the wind and rain entry through cracks except when they were stuffed with paper.3 The building served as a Presbyterian church as well as a school, where fees were 18 pence a week for education. Young men also attended evening classes there in winter. At one stage, a corner of the room was curtained off for the schoolmaster’s living space, and the platform, which was used for sleeping, was also the pulpit during church services. Teacher Andrew Ross also took church services when the minister was unable to attend, which happened frequently as he had long distances to travel on the bad roads. In 1857 the school building was also used as the Court of Petty Sessions, and from 1854 until 1858, it served as a post office. During the gold rush fossickers on their way to the Caledonia Diggings at Queenstown (now St Andrews) prospected the district, but did not remain long, as the fields were not rich in gold. But the farming community grew, until by 1878 the population warranted the building of State School No 2105 – the present one-roomed tongue-and-groove lined building measuring 49 feet x 18 feet (15m x 5.5m), to accommodate 60 children. The old school, No 352, was closed, and the new one opened on October 1, with Henry Wallace as head teacher, assisted by work mistress Annie Johnston. Early teachers included Messrs Smith, Hamilton and Prosser, with sewing teachers Misses Sweeney, Limerock and Oliver. In the early 1920s a small room was built on the front veranda of the teacher’s residence, and used as a State Savings Bank agency until about 1934. In 1928 the schoolroom’s three-tiered floor was replaced by a flat floor and teacher’s platform (which has since been removed). A half-glassed partition wall then divided the large room into two rooms in which the old style form-type desks were replaced with dual desks. The small playground, surrounded by pine trees and a picket fence, was extended in 1931 with an additional acre or so (0.4 ha) of land. During World War Two the school faced closure because of a fall to seven in the enrolment, but by 1946 it had increased again to 45. Mr Eric Morgan was head teacher and Mrs Margaret Banks was assistant head teacher, a position she held for ten years. In 1955, under the head teacher Mr V Gardiner, who taught there for 13 years, the school won a prize for the best-kept garden and school ground in the inspectorate. A district subdivision increased the enrolment in 1968 to 65 and a bus service was established. After the hall which had been used for lessons was demolished late that year, the pupils met in the original fire brigade meeting room (now the tennis club, diagonally opposite the general store). The new school building with a storeroom and staffroom was built in 1974.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. There is a Union Jack brought back from South Africa by 1229 Trooper Fredrick James Smith. Between 1899 and 1902, around 16,500 Australians served in South Africa during the Boer War. This was the largest international deployment of troops from the Australian Colonies before Australian Federation. Of the 16,500 men who served in South Africa, 606 were killed in action or died of diseases. The Australian War Memorial records that the fighting conditions in South Africa extremely hard on men and horses. Australians fighting in South Africa were doing so as part of Colony based Regiments such as the Victorian Mounted Rifles, New South Wales Lancers, Queensland Mounted Infantry as well as units from the other states. Australians were awarded six Victoria Crosses during the campaign along with many other decorations. In May of 1902 the treaty of Vereeniging was signed officially ending the Boer War. The Boer War is commemorated in many Towns and Cities around Australia. The Lara RSL Sub Branch holds some memorabilia from the Boer War. There is a Union Jack brought back from South Africa by 1229 Trooper Fredrick James Smith. He was a resident of Lara and was a member of the 5th Victorian Mounted Rifles. L. C. Maygar News article Leader (Melbourne) Saturday 31st May 1902, page 42 - Dear Cinderella. — This is the second time I have written to you. I was very sorry at not seeing my first letter in "The Leader". But I hope to say, that this one will be in. The last time I wrote to you I told you that my brother (Fredrick Smith) went to the Boer War in South Africa, and that he was supposed to be killed in the Wilmansrust disaster. But this time I am going to tell you about his return, and the grand welcome he got from the residents of Lara. Mother, Father, and my Brother, went down to Melbourne, to meet the boat. You can just imagine how rejoiced we all were to see him back again. The railway station was decorated some thing beautiful with flags of all description all the colours you could think of. He has bought a lot of Boer curios home and some Kaffir bracelets. They are such funny looking things. The residents of Lara, also gave my brother a grand social and ball there were over four hundred people present, They presented him with a hand some gold chain, and locket suitably inscribed, and a pair of gold sleeve links, they were magnificent. The ball was very nice. . I had a few dances. I enjoyed myself grand. I think this is all I can tell you this time. I must conclude with love. I remain yours sincerely - BESSIE SMITH. Age 14-years. This flag is of national significance as it was used in the Boer War by Private Fredrick James Smith (SN:1229) of the 5th Victorian Mounted Rifles, F Company in their deployment to South Africa between 1901 and 1902. The flag was taken into the Wilmansrust engagement in which 19 soldiers died and 41 were wounded. On return to Australia, the flag was used in marches by the South Africa, China Old Veterans Association - Geelong. This flag represents a unique part of Australian history from which the movie, Breaker Morant was taken. It is of spiritual significance as the Boer War was where the first Australian received the Imperial Victoria Cross, and the spirit of Anzac was conceived, giving birth in World War 1. The Flag represents the spirit of Australians who fought and died in South Africa.Cotton Union Jack flag approx 221cm wide by 109cm tall with small repair patches and center section cotton deteriorated.Has the word "Lara" inscribed in black on bottom part of the flag heading. Melbourne Legacy
Letter, Intermediate Legacy Club, 1975
A letter written by Norm Smith and addressed to Kem Kemsley on 21 July 1975. It outlines recollections compiled by Norm Smith about the Intermediate Legacy Club (ILC) and individual members. His letter mentions 'Looking back over those years, recalling old time, old faces and places, we as Junior Legatees have a lot to be thankful for and I, for one, have always been exceedingly grateful to you, and those like you in legacy, who helped us so much.' Graham Billiet's letter dated 23 Mar 1974, mentions taking Frank Doolan to the reunion in 1974. Graham felt the ILC was winding down and was only running on half steam. He gives ILC members' addresses. Norm Smith's letter includes: Ted Kennedy, was the first president of the ILC, he was 'tall rangy lad with fiery red hair' who worked for United Distillers Ltd for 40 years (mostly in Brisbane where he joined Brisbane Legacy). Had been a keen junior legatee and taken part in Literary and Debating group and the Dramatic group where he met his future wife, Florence Pittard - which was the first marriage between junior legatees. He had been a naval cadet in the 1928 compulsory training and later joined the CMF where he was closely associated with L/ Stan Savige. He rose to rank of Major in AIF. Jack and Tom Kennedy, his brothers were in the Lacrosse team and his sister Molly in the JLC for years. G Billiet, a first nighter, very well known to legatees of the time. Bill Johnston, a studious type, went to MHS and university, became a Solicitor. Served in the RAAF as a Flight Lieut. Frank Corrie, prominent Junior Legatee in the Literary and Debating group, a fitter and turner by trade, was on JLC cricket and lacrosse teams, joined the AIF. Fred Hollingsworth, a motor mechanic, he joined CIG. He joined the AIF and served in the Middle East, and was one of the Rats of Tobruk as a sergeant. Bert Hollingsworth (brother of Fred) also in AIF and rank of Lieut. Is a past president of ILC. Bert Wood, a past president, worked for Victorian Railways, moved to Coolangatta. Dan Fitzgerald, active in the Drama group of JLC, worked as an announcer at the ABC. Alan Davidson, keen gymnast - particularly wrestling, helped with Alan Beattie (instructor of boys classes). Roy Davidson (brother of Alan) joined the AIF, afterwards joined M&MTB as a driver, married a Junior Legacy girl. Their younger brother Arthur was also in the lacrosse team. Roy Gilbert, keen junior legatee took part in Literary and Debating group and the Dramatic group and lacrosse team. Worked for Vacuum Oil Co., a past president of ILC and also married a Junior Legatee, Miss Lil Edmunds. Served in the AIF and was a Lieutenant in the Middle East. 'Jimmy' MacGregor, a colourful and handsome Junior Legatee, born in Collingwood, was one of L/ Stan Savige original contacts. Keen JLC gymnast and member of the football team. Worked at the Ret. Soldiers Woollen Mills in Geelong and was in the Geelong ILC. Frank 'Happy' Holliday, was in the lacrosse team, foundation member of ILC and past president. Served with the RAAF as an air frame fitter. Worked for L/ Con Fahle in the printing workshop for 40 years. Howard Auterey, joined the RAAF during the war and returned work for the State Saving bank before retiring in Warrnambool. Norman Smith, was working as an apprentice with M&MTB, took interest in Literary and Debating group and was in the lacrosse team. Was ILC president in 1946. Enliseted in the RAAF as airframe fitter. Retired from M&MTB after serving 50 years, married for 40 years to a daughter of an original Anzac who has also been an active member of the Ladies ILC for many years. Background: The ILC was formed in 1929. The idea of the club sprang from those boys who had outgrown the Junior Legacy Club. In the early days it fielded a lacrosse team and it was this that mainly held the members together (formed under guidance of L/ Jimmy Downing). Enthusiasm wained after a few years as it lacked a solid objective. The answer came from one of its members and in 1938 they founded the Don Esses Club. This was a club for the children of incapacitated ex-servicemen which met every Thursday night at 7.30 run by the ILC members. The name came from the signallers' code Disabled Servicemen's Sons. During the second world war 80% of the members of the ILC enlisted in the services. Leaving only 8 members that could not join due to ill health or reserved occupations. They continued the Don Esses and whatever aid they could to Legacy. ILC members had always helped Legacy where possible including being camp leaders or camp staff, with the annual demonstrations, and coffee stalls at the ANZAC dawn service. Post second world war some ILC members were nominated into Legacy, others drifted away in civil occupations. It was found difficult to recruit new blood into the ILC and eventually membership waned when the boys from the Don Esses clubs found other youth activities to join. The ILC ceased to meet regularly in the mid fifties. However a strong comradeship still existed between members and they would meet in one anothers homes. Members were always ready to help the senior Legacy Club in any way in their power and still helped at Christmas parties and summer camps. ILC was a service rendering organisation and was self governing. Non-sectarian and non-political, the members were ex-junior legatees over 18 years of age. After serving in World War 2 members were eligible to become members of Legacy. Was in a folder of material collated about the ILC by an early archive committee. A record of a Junior Legatee recording what he knew about ILC members and their life outside of Legacy in response to a request from L/ Kem Kemsley. It could have been part of the early archive committee working to capture Legacy history.White note paper x 18 pages handwritten by Norm Smith about the ILC members and a handwritten letter x 3 pages from Graham Billiet about ILC members with addresses.ilc, membership, junior legatee -

Book - Roll of Honor, Ballarat School of Mines Honor Book, c1920
The Ballarat Technical Art School made many honour boards for schools and organisation in Victoria and interstate. Their own was made, but the names were not listed. The Ballarat School of Mines Annual Report for 1921 states: 'It has been decided, for the present, to record the names of our students who served in the warm, in an Honor Book, and to defer the erectin of an Honor Board until we can feel ssured that the Roll is complete. the wide spread occupations of our students has rendered it very difficult for us to secure detailed information of their service. A handsome Honor Book and Case has been designed and executed by the staff ad students of the technical Art School, and the engrossing of the names and military records will be proceeded with as soon as possible. The Technical Art School was quite busy with commissions. The SMB Annual Report of 1918 states: 'under the direction of the Art principal (Mr H.H. Smith), the work of the Art School continues to receive wide public recognition. Handsome Honor Boars have been designed and executed for the Sydney Sports' Club, the St Arnaud High School, the Birregurra State School, the Wendouree State School and the Ballarat Old Colonists' Club. The School also designed the certificates for the Young Workers' Patriotic Guild, the 'Herald" Shield for perpetual competition at the technical Schools' athletic meetings, the "Hansen" Shield for competition among the Northern District High Schools, two metal tablets for the Castlemaine high School, and a certificate for the Grampians Secondary Schools' Association. Numerous Honor Books and Mural cases have also been designed for State Schools.' Over 400 former students and staff of the Ballarat School of Mines served during World War One. The 1920 SMb Students' Magazine said' 'Many students left Australia with the first Contingent, and since then, the School has been represented on every field where Australians have fought, from the first landing at Gallipoli to the decisive victory on the 8 August 1918.' The influence of the school was appropriately shown in the fact that at least 13 of its students were officers in the Australian Mining Corps. The title page has the initials 'D.J.' which most probably stands for Donald I. Johnston, a teacher with the Ballarat Technical Art school from 1920 to 1949. The Ballarat School of Mines World War 1 Honor Book remained uncompleted for more than 90 years. The names of over 400 SMB staff and students who served their country were not inscribed until 2012, despite names, ranks and service records being compiled. A restoration project was instigated as part of the 140th anniversary of the Ballarat School of Mines in 2010. Names were inscribed into the book by Calligrapher Lyn Forrester. The University of Ballarat believed this project is important not only to SMB's history, but the families and descendants of those who served while studying or teaching at SMB. The restoration project involved names being hand written in calligraphy into the Honor Book and was funded with the assistance of the 'Restoring Community War Memorial Grant'. The memorial was designed and made by the staff and students of the Ballarat School of Mines Technical Art School under the direction of Principal Herbert H. Smith. In 1921 the Ballarat School of Mines Annual Report recorded: "It has been decided, for the present, to record the names of our students who served in the war, in an Honor Book, and to defer the erection of an Honor Board until we can feel assured that the roll is complete. The wide spread occupations of our students has rended it very difficult for us to secure detailed information of their service. A handsome Honor Book and case has been designed and executed by the staff and students of the Technical Art School, and the engrossing of the names and miliatary records will proceed with as soon as possible. The Ballarat Technical Art School and was involved with the design and manufacture of numerous WW1 memorials. When it came time to complete their own memorial, the Principal died, and the Honor Roll must have been overlooked in the confusion that ensued. There have been numerous theories about why the Honor Roll was never completed, one being that it was because the SMB Principal, Maurice Copland, literally worked himself to death organising repatriation classes for ex-soldiers who attended SMB. The Courier of 18 November 1922 said of Maurice Copland: “He put his very best into the work for the welfare of the soldiers; in fact, he did too much for the good of his physique, for he wore himself out in the services of the returned men. If ever there was a war victim the late Mr Copland was one. But for the stress of work entailed by those repatriation classes and the amount of general war work which he performed Mr Copland would probably have been with them today." Understandably, SMB was thrown into some disarray by their Principal's death and the Honor Book was not completed. The University of Ballarat would like to finally honor its SMB war veterans by completing the Honor Book and as a further mark of respect, dedicate the project to Maurice Copland. The Ballarat Technical Art School undertook many honor boards. The Ballarat School of Mines Annual Report 1918 states: "Under the direction of the Art Principal (Mr H.H. Smith), the work of the Art School continues to receive a wide public recognition. handsome Honor Boards have been designed and executed for the Sydney Sports' Club, the St Arnaud High School, the Birregurra State School, the wendouree State School and the Ballarat Old Colonists' Club. Numerous Honor Gooks and mural cases have also been designed for State Schools." The 1920 Ballarat School of Mines Annual Report stated: Public appreciation of the High standard of design and artistic craft work produced by the students of the Art School, under the direction of the Principal (Mr Herbert H. Smith), continues to be demonstrated by the lage number of important commissions entrusted to the school, not only by the public bodies and business firms by the Education Department and public bodies all over the State." "Amongst the important local commissions received during the year was the designing and supplying of the Municipal Council's Address of Welcome Casket for presentation to His Royal Highness the Prince of Wales, the designing and supervising of a large four-light stained glass window for the Lydiard Street Methodist Church, ... and supply numerous honor books, honor boards, etc., for public institutions and school." "The School has been honored by, and has acceded to the request of the Education Department to supply designs for the title page, chapter headings and initial letters for the War Service Book which it is about to publish, Mr F. Tate, director of Education, recognising the students' work in this direction by an appreciative letter of thanks. The Education Department has also been instrumental in directing to the School applications from all parts of the State, including Melbourne, for the School to supply competitive sports shields, honor boards, books and designs for certificates, and various decorative objects. The School has therefor been responsible for much work coming to local Ballarat firms which would otherwise have found its way to Melbourne or other centres. In 2011, as the result of a 'Restoring Community War Memorials Grant' calligrapher Lynton Forrester was commissioned to record over 400 names into the honor book. A red leatherbound Ballarat School of Mines Honor Book. The book includes a title page relating to the Ballarat School of Mines and Industries. The School also designed certificates for the Young Workers' patriotic Guild, the "Herald" Shield for perpetual Competition at the Technical schools athletics meetings, the "Hansen" Shield for competition in the northern District High Schools, two metal tablets for the Castlemaine High School, and a certificate for the Grampians Secondary Schools' Association. A Victorian Blackwood World War I Honor Board holds a red leatherbound Ballarat School of Mines Honor Book. The book includes a title page relating to the Ballarat School of Mines and Industries. Wodonga Shire was created in 1876 when the colonial government agreed to ratepayers' petitions to have their part of the local government district severed from the Yackandandah Shire to form a new municipality. In March 1973 Wodonga was declared as the first Rural City in Australia. This was officially proclaimed by the Governor of Victoria, Sir Rohan Delacombe at an open-air ceremony in Hovell Street following a procession along High Street led by the Victorian Police Band. The first meeting of the held in the open air immediately after the proclamation. In 1994, the Jeff Kennett government restructured local government in Victoria. His reforms dissolved 210 councils and sacked 1600 elected councillors. Commissioners were appointed in their place. Wodonga’s Commissioners were Mel Reid, Des Kelly and Michael Hanson. Reforms introduced created 78 new councils through amalgamations. Democratically elected councillors returned to Wodonga in 1997, with Graham Crapp as Mayor. This item documents the leaders of local government in Wodonga since its inception in 1876 until Local Government reform in 1994.A photo collage representing Shire Presidents and Mayors of Wodonga, including a typed list of names and dates. Mission to Seafarers Victoria
Booklet - Manual, Sailing directions for Port Phillip, in the colony of Victoria including the ports of Melbourne and Geelong, 1854
Captain Charles Ferguson was born in Scotland in 1813. He was the Master of the "Rajah" from 1838 to 1850 on voyages from England to Australia and vice versa. He became the First Chief Harbour Master for the port of Melbourne in 1852 after being the first Harbour Master and Water Police Officer in Geelong for 12 months. On the 5th of April 1841, the Rajah sailed with James Donovan M.D. as Surgeon Superintendent, and the Rajah sailed from Woolwich with 180 female convicts. The Rajah arrived on the 19th of July in Hobart, with 179 females (one died during the voyage) and 10 children. Miss Kezia Elizabeth Hayter was the matron on board. On page 28 of the "Sailing directions for Port Phillip, in the colony of Victoria including the ports of Melbourne and Geelong", a mention is made of the Mariner's Hospital and Floating Church soon to be established. There were discussions to built the hospital in Williamstown but instead the Government decided to build it in Melbourne. The Harbour Master and a commiittee decided to use the water police hulk, Emily, left unsold in 1856, to create a floating church: the Bethel was open in July 1857 with Reverend Kerr Johnston as Chaplain. Latrobe wrote a letter to Captain Cole in 1869, a few months after learning his death : "To Captain George Ward Cole † [from a draft in another’s hand] Clapham House, Lewes, Sussex, January 28th, 1869. My dear Captain Cole, Last mail will have taken out the sad intelligence of the death of our excellent old friend, Captain Ferguson. This will have been a terrible blow to his children and to his friends in the colony, who may have held reason to expect his early return to his home, with a not unreasonable prospect of ultimate restoration to health and activity. In the course of last October I went up to town with one of my children, mainly with the purpose of finding my way to Pinner, where he and Mrs. Ferguson were staying with an intimate friend. I found him in excellent health and spirits, and enjoying the prospect of a speeding resumption of the service to which he had devoted his best days, and upon the furtherance of which his entire energy was still directed. A week or two later Captain and Mrs. Ferguson went to Dover for change of air, and being still under the impression received from the advisers by whom they had been guided during their residence at a hydropathic establishment at Matlock, felt encouraged to plan almost immediate return to the colony by the Jerusalem early in December. However, certain misgivings in the mind of a medical gentleman, then in England, under whose care Captain Ferguson had at one time placed himself in Williamtown, led them to consider it judicious before departure to take the advice of some surgeon of eminence in London. Accordingly they came up to town at the close of November. The first London practitioners they consulted shook their heads, and advised consultation with Sir Wm. Ferguson. The result was that amputation, without loss of time, was pronounced necessary. The rest is soon told. He received the painful intelligence with calmness and full resignation to God's will, and underwent the operation at King's College Hospital with exemplary firmness and Courage on the 28th of November. Perfect success seemingly attended it, and there seemed, humanly speaking, to be every prospect of a prompt cure and early convalescence; everything seemed in his favour. A few days later, however, all was clouded by symptoms of hospital fever (pyoe æm ia). This resisted all control, and finally carried him off on the 27th of December, just one month after the operation. He had lived a Christian life, and his death was the peaceful and resigned death of a Christian. It was a melancholy satisfaction to me to be able to join a few friends in following his remains to their resting place in one of the outlying London cemeteries on the last day of the year. You know Mrs Ferguson well, and will be prepared to hear me say that her whole conduct and demeanour throughout this period of suspense and bitter trial has been worthy of her high character and steadfast principle. Come what will, and happen what may, I have the fullest conviction that neither the widow nor the children will be forsaken, however doubtful and clouded the future may appear, in consequence of the irreparable loss which, they have sustained. And now, dear Captain Cole, it is possible that you may already have heard all this from other sources, but I have dictated it to you under strong impulse, for I feel assured that there is no member of the community in which you live who will more sincerely deplore the loss of Captain Ferguson on private grounds; at the same time that there is no one who, from long acquaintance with his official character and services, will be in a better position to estimate their real value or the loss which the colony has sustained. The circumstances in which Captain Ferguson's family are left not only demands the utmost display of sympathy and interest on the part of friends, but may call for decided and prompt action; therefore I cannot rest satisfied without discharging what I consider my duty, and seeking to strengthen your hands as far as I may in bringing the character of his long services before the existing colonial authorities. Of his private career previous to his entering the service of the Colonial Government in 1851 nothing need be said. Captain Ferguson was appointed as the Harbour Master at Geelong in April, 1851 – a few months before the separation of the colony from New South Wales. He there did excellent service in a variety of ways calculated to advance the interests of the port, and to introduce www.latrobesociety.org.au 27 order, where, from circumstances, but little order had hitherto prevailed. His was the first appointment of this class in that locality. The separation of the colony from New South Wales took place in the month of July following. Shortly after, the late Captain Bunbury resigned the Harbour Mastership of Port Phillip. Captain Ferguson was at once (February, 1852) appointed to succeed him, and from that time performed all duties of Chief Harbour Master of the colony. The previous year (May 1851) the first gold discoveries in New South Wales had taken place, and in the month of August those of our colony followed. At the time of Captain Ferguson’s taking charge of the Port of Melbourne their influence had begun to be fully felt, and in no department more seriously than in that of the Harbour Master. This is no place for statistical details, but they must bear me out in reminding you of a few facts connected with our late friend’s career. At the time of separation that department comprised only 30 individuals of all ranks, and when he took charge the number was much reduced. There were at that time, according to the returns, no fewer than 54 vessels, registering 26,785 tons, in Hobson’s Bay alone. The crews on arrival numbered 1,235 men. Of this number only 463 remained on board, 500 having deserted, and the rest having been discharged by arrangement or pure necessity. For the first six months after Captain Ferguson’s assumption of office as Harbour Master the duties of Police Magistrate and Chief of the Water Police were superadded, and how much labour they involved may be surmised from the fact that from 1st of April to the 31st July, 1852, four months only, no less than 236 marine cases were brought before the bench at Williamstown - sometimes as many as 30 in a day. A year later (March 1853) the returns show that the number of vessels in the harbour in Hobson’s Bay alone were 91, tonnage 43,754; and passing on to the still later returns of May, 1853, two years after Captain Ferguson’s assumption of office, we find from the records that the number of ships in port had increased to 129; tonnage, 63,292; crew on board on arrival, 2872, and at the date of report, 1628; the amount of desertions at that time having, however, proportionally diminished, in consequence of the abatement of the gold fever, caused by the non-success attendant upon the labours of thousands at the goldfields. The above numbers take no account of the large number of vessels and amount of tonnage lying at the wharves at Melbourne or elsewhere. From these figures alone it may be judged what must have been a struggle in which the Chief Harbour Master was engaged from the very outset to secure order, and answer the innumerable calls on every branch of his department, at the same time that there was for many months an almost complete impossibility of securing subordinate agency, such as boatmen, pilots, and police, at any price. But I may bear witness to the untiring diligence, energy, and self-devotion with which Captain Ferguson grappled with the difficulties of his position, and the seemingly insurmountable obstacles which stood in his way. Ashore and afloat he was always ready, showing the same directness of purpose, intelligence, and forgetfulness of self. He shunned no responsibility, and turned his hand from no work, whether within or beyond the ordinary scope of his duty, which the hard necessity of the times forced the Government to bring under his notice. Already in 1852, when the overflowing of our gaol and stockade rendered the adoption of other methods of restraint absolutely necessary, and addition to the existing buildings could not be thought of, it was Captain Ferguson who first suggested the employment of hulks; and it was with his personal assistance and supervision, and under his unflagging energy, that the three first of these – the Success, the President, and the Sacramento – were purchased, fitted up, and made available for the purpose in view, and the rules and regulations for the employment and safety of the men afloat and ashore prescribed and carried out. He carried the same energy into every branch of his department, and his influence was soon apparent. His subordinates of every class became actuated by his spirit. As time moved on, the range of his duties, both ordinary and extraordinary, increased. In the formation of the quarantine station at the heads, in the management if not the erection of lighthouses, sailing directions, port and wharf regulations, buoys, signal stations, www.latrobesociety.org.au 28 steam dredging &c., he was the main and most active agent. The whole pilot establishment and regulations, men, and vessels, were under his charge; and when I left the colony in May, 1854, the entire range of ports outside Port Phillip Heads from Point Lonsdale to Portland, as well as that of Geelong had felt the influence of his intelligent supervision and care. The entire department of Chief Harbour Master, which I have numbered at the period of separation about thirty individuals, then numbered 230. The character of Captain Ferguson’s unbroken service during the fourteen years which have elapsed since I left the colony must be well known to the Government and the people he has served so long and so faithfully. I confine myself to recalling to mind those earlier, and what must have been the hardest and most difficult, period – none can know how difficult but those who were in that fierce struggle for the maintenance of order under so many disadvantages; and on this subject I have spoken advisedly and with reason, for I may truly say he worked under my own eye. I had sincere regard for the man, and just pride in the qualities of his heart, head, and hand. Whatever mistakes may have been made by the Government of the colony in those hard and difficult times (and I am quite ready to admit that there were many, especially if the past is to be judged by the light of the present), I never have hesitated in believing that, in appointing Captain Ferguson to the office he has so long filled, it was the right man in the right place. I shall be heartily rejoiced to find that the Government and inhabitants of the colony admit that this has been the case, and to learn that they have not forgotten the strong claims of one who has served them so long and so faithfully, and who, removed by God’s providence, so to say, in the maturity of his powers, has left a widow and young family behind him. I have done, I leave you to make use of this communication, or any portion of it, which you may think judicious and called for. There may be among Ferguson’s friends those who may not be sorry to be reminded of facts. By-the-bye, I may mention as a proof how completely Captain Ferguson’s mind was engrossed by devotion to his public duty, that while in Dover, only ten days before the operation, he took an opportunity to drag himself up into the lantern of the S. Foreland Lighthouse, and made a most careful scrutiny of the whole apparatus and arrangement, with a view of the adoption of any hint for the perfection of those under his charge in the colony. And now, goodbye. I trust this will find you in good health, and in comparative vigour. Believe me ever, dear Captain Cole, Yours very truly, C. J. La Trobe"The attempt for a floating church was made as early as 1853 following similar examples in London like the Seamen's Hospital.
