On 19 July 1907, The Box Hill Reporter published an article on the Miniature Rifle Range. It stated: "Miniature Rifle Range for Kew. The Kew rifle club has made arrangements for the establishment of a miniature rifle range. The Kew borough council has provided a site in the yard at the rear of the town hall, fronting Brougham street. The site has been inspected by the military authorities, who have approved of the locality selected and the arrangements to be made to render the range absolutely safe. The plans are at present being prepared, and it is expected that the range will be completed within the next two months. The range will be under the direct control of the rifle club, subject to the supervision of a joint committee from the council and the club. The first committee will consist of Crs Wishart (mayor), Kellett, and Hiscock as representing the council, and Captain Argyle and Mr S. Abbott representing the rifle club. The range when completed will be available for the use of cadets, friendly societies, and other miniature rifle clubs in the district. Miniature rifle ranges are now occupying a great deal of attention in Great Britain, on the Continent, and in America. Lord Roberts, writing recently on the subject, remarks- "While I do not for a moment pretend that miniature rifle shooting is, in all respects, as useful as knowing how to shoot on a long range, I am satisfied that men can learn to shoot on miniature ranges, and that unless miniature ranges are very generally made use of, the greatest majority in this country will never learn to shoot at all." It is possible by this means also to divert the at present dangerous enthusiasm of uninstructed youths for the pea rifle into safer and more useful channels."Important early document identifying the specifications for a miniature rifle range in central Kew. Snippets of Bendigo history - Edith Lunn continues her stroll along a Pall Mall of earlier years - On the Williamson Street corner, across from the Shamrock Hotel, once stood the Bank of Australasia, later the ANZ bank, next to the bank was the millinery shop of a Miss Goldsworthy, then we have Myers. D.Whyte's Teapot Grocery Store followed, conducted by Mr Alex Hamilton. J. H. Abbott's boot and shoe business, a Mr Curnow was in charge of the shop. Next a Mr George Doussaites kept a fruit and vegetable shop and Sutton's the music people had their first business premises there. Upstairs were Mr. Rueben Smalley's Dental Surgery and Mrs Gordon dressmaking establishment, all this businesses were later absorbed into the Pall mall Myer store. On one corner of the Arcade was Angelo's sweet shop and café. On the opposite side of the Arcade was White's, the jewellers. In 1974, fire destroyed the famous Arcade. Victoria Lane is named for the hotel of that name which was adjacent to the Mining and Stock Exchange. The Colonial Bank had established in 1857 on the northern side of what became Victoria Lane. Nillumbik Commissioners used 'reserve power's to permit a controversial Shell service station and Hungry Jackls restaurant development at the former Eltham Shire Office site at 895 Main Road. More than 200 people attended the Council meeting in the public gallery and protested at the decision. 32 personal submissions were made to Council's Planning Special Committee meeting whose members vioted 3-2 against the development. The Committee consisted of the three Nillumbik Commissioners and three community members (Jim Connor, Bronwyn South and Janet Mattiske). Chief Commissioner Don Cordell, a former Shell employee excused himself from voting and the three communbity memebrs voted against the submission. The other two commissioners, Vin Heffernan and Kevin Abbott voted against it. They then immediately closed the meeting and opened a Council meeting lasting just seconds to use special reserve powers to overturn the decision. Community residents who made submissions included Russell Yeomans speaking on behalf of the Eltham Gateway Action Group and Eltham District Historical Society, Des Ryan on belaf of Eltham Senior Citizens, Angela Newhouse, others on behalf of Our Lady Help of Christians Primary School and Judge Book Village, Tom Munro, Ian Jennings, Margartet Ball a fifth generation descendant of the Shillinglaw family, one of the early settlers of the area and owner of the land that was sold to Council, Frank Burgoyne who said "there will be a lot of creaking and rumbling in the cemetery if this goes through. So many old people who have done so much for Eltham are buried up there and it is up to us to pass on what they left to the younger generation. Eltham is a beautiful spot; why louse it up?" Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders in the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. When VIOSH first began in 1979, Max and Dulcie Brooke were members of Staff at Ballarat Institute of Advanced Education and became part of the initial group in presenting the course. In the early 1990s, Max became ill and Dulcie retired to care for him. Max died in 1992 and Dulcie established the Max Brooke Memorial Shield in his memory. This was presented by Dulcie to the winner of the Award at the Presentation Dinner every year from 1993 to 2010. Item in the collection of Gilbert John Mitchell (Jack) Pre WW2 Jack had service for a brief time in the 38th BN Bendigo No 447203. He enlisted in the RAAF on 31.1.1942 No 410686 age 20 years. Embarked for England on 6.1.1943 for further Training. Posted to 166 Sqd RAF Wellington Bombers then posted Operational to No 466 Sqd RAAF flying Halifax Heavy Bombers. On 18.7.1944 he and his crew in MZ313 were on a mission to attack Railway Sidings at Vaires. This was new Aircraft on 11.6.1944. They were hit by Anti Aircraft shells exploding in the fuselage. The Bomb Aimer Flt/Lt Finley advised the crew to leave by parachute as it was possible the craft could disintegrate. The Pilot Officer R.J. Evans decided to try and get the aircraft back to England, once there they abandoned the craft which was seen to disintegrate in mid air. Both were awarded the DFC. Jack was taken POW and sent to Stalag Luft 1 near Barth on the Baltic Sea for Allied Airmen. The Crew were; Roger John Evans No 410202, enlisted 5.12.1941 age 31 years. Peter Hamiliton Finley No 412294, enlisted 22.6.1941 age 22 years. L.C. Abbott, British/Allied. G.J. Mitchell, POW. Keith Mossman Tranent POW, No 426402, enlisted 20.6.1942 age 19 years 2 months. J.P.T. Finn RAF (Paddy) T.W. Wild British/Allied. On 30.4.1945 The Germans vacated the Camp Jack was in and 2 days later the Russians released them and he was placed in a British Hospital weighing 6 stone. He arrived home in Sept 1945. He stayed in the RAAF No 033130 and served in No 35 Sqd flying VIPs. He was in the Berlin Airlift 1948 - 1949, he also went on exchange with the RAF and flew in No's 24 & 511 Sqd's one a transport the other VIP transport. He was discharged from the RAAF with the rank of Flt/Lt on 6.7.1956 in No 11 Sqd. "Maunder and Sheean". In the article Jacks says that Lofty Maunder always had a joke etc when near the target to settle everyone down. The crew of Halifax LV875 were shot down by a Night Fighter near the target "Terngier" north of Paris 0n 11.4.1944. There was 157 Halifax's on the raid with 10 being lost. The Crew were; John Henry Maunder No 412562, Navigator, enlisted 19.7.1941 age 19 years 10 months. Brian Leo Sheean, No 409855, Wireless Operator, enlisted 1.10.1941 age 18 years. Research shows there were at least 3 more of the Crew KIA. Cecil John Bond No 420433, Pilot, enlisted 8.11.1941 age 19 years 11 months. The pews (18 small and 1 large) with 3 fronts were donated by Mrs E.W. Outhwaite in memory of her father, Nicholas Maine, who died in 1915. Nicholas Maine biography was published in the Australian on 11 September 1915 : "Nicholas Maine, whose paternal grandfather was rector of the Church of England and Ireland, parish of Dunaghy, County Antrim, came of a family of very considerable repute as merchants in Belfast. He was born at Ballymena on New Year's Day, 1826, and received his earlier education at the Diocesan School, Ballymena, and at Dr. Bryce's Academy, Belfast. After a three years' apprenticeship in a merchant's office, in Belfast, he ventured forth into the world as supercargo in a vessel belonging to one of his brothers, and so performing two voyages to Brazil. Ashore once more, he joined a broker's office in Liverpool, and whilst there was specially chosen out of a large staff as the man to take charge of a fleet of ships on a guano quest on the coast of Patagonia. Having determined on a suitable rendezvous for his ships, he sailed for the River Plate in a handy vessel, and from Monte Video south- wards minutely searched and examined the coast, chiefly in boats, as far as Santa Cruz, near the Straits of Magellan. At Sea Bear's Bay, in lat. 48deg. S., he landed his men, and pitched his tents, &c. After 10 months of extreme hardship and risky adventure on the coast in open boats, and loss of many men from scurvy, he loaded up all the ships sent to him, and returned to the River Plate. While there he met Captain Hotham, R.N., of H.M.S. Gordon (afterwards Governor of Victoria), and also saw Garibaldi, who was then making himself famous by his daring adventures against the enemy, though with inadequate means. (There was war going on in the river at the time.) From Monte Video he returned to Brazil, where he opened a direct trade with Russia, by shipping the first cargo, of sugar and cotton from Pernambuco to St. Petersburg. For so doing the Emperor Nicholas allowed his vessel (the Urgent), belonging to his brothers, trading under he name of N. Maine and Sons, to enter Russia free of port charges. Shortly after this Nicholas Maine went ashore, spending three years in a Liverpool brokers office, when, sailing again as super cargo, he went on a trading voyage to Chili and Peru. He was present at Panama for six months during the rush to California, and crossed the isthmus on muleback and by canoe, a severe journey in those days. Thence he went to Jamaica, his ship's company carrying with them the cholera, which decimated the population. Then home again, visiting the United States by the way. After another year in Liverpool, he sailed again for Brazil, at one day's notice, bought a cargo of coffee at Rio Janeiro, took it to San Francisco, and settled there, where he had three years of a most exciting life — 1851-2-3 —also making speculative voyages down the coast to Mexico and Nicaragua, at which latter place he took the fever and so on to the South Sea Islands, where he suffered shipwreck, and thence on to Chili. He arrived in Melbourne from New Zealand in 1854; made one more voyage to Chili (his last venture at sea), and on his return sold his vessel. After refitting a dismasted clipper ship, called the Flying Arrow for his brother Crawford, with what was considered in those days unusual dispatch, when the port had not many conveniences for the purpose, he quietly went again into harness ashore. He managed Mr. T. S. Martin's large business in Melbourne for five years, till he broke down, from excessive work and anxiety. After winding up the business, he sailed for England in 1862, and idled at home, in Italy, and other parts of the Continent till, his health being restored, he returned to Melbourne in 1867, and went to Queensland to buy into a station along with his brother and others; but, not being satisfied, came back to Melbourne, and began to work as a mercantile broker. Soon after this he was induced to apply for the resident secretaryship of the Australian Mutual Provident Society, and got it in 1868, though, at the time, several professionals thought him unfit, and prophesied failure. He retired after a long term of eminently profitable business transactions in 1895, owing to a rule of the society to retire secretaries at the age of seventy. He accordingly left on the 1st January, 1896, after twenty-seven years' service unbroken by a single holiday, save for a trip to Europe in 1891. A letter was written him by Sir Joseph Abbott, chairman of the board, in which he said:- "I need hardly assure you that the board is extremely sorry that the, society is obliged to lose your services, which have been so highly appreciated by us during your long connection with the society," and enclosed a grateful resolution passed by the board." Margaret Isabella Maine was born in 1871 and was the only daughter of Nicholas Maine. In 1897, she married Edward Walter Outhwaite, a layer from New South Wales who had studied at the University of Melbourne. Edward was the brother of Arthur Grenbry Outhwaite, husband of artist Ida Rentoul. Margaret and Edward had three children: a son, Maine Outhwaite and two daughters, Helen Margaret and Jocelyn. This photograph is of Angela Elizabeth Pearce, granddaughter of Tom Pearce - one of only 2 survivors from the shipwreck LOCH ARD. Angela Elizabeth Pearce had written in her grandfather’s Bible in childish handwriting the words “This Bible belongs to Angela E. Pearce”. Angela was born in England in 1925 and died in Woollahra N.S.W. in 1944, aged 19. She was one of Tom Pearce’s granddaughters. Her father, Robert Pearce was Tom’s second son. Tom Pearce is a famous hero, the rescuer of Eva Carmichael, the only other survivor from the 1878 shipwreck of the LOCH ARD. The Bible was given to Tom Pearce in recognition of his bravery at the wreck of the LOCH ARD. It is on loan to Flagstaff Hill Maritime Village from Parks Victoria. The ‘official’ inscription in the Bible reads, “Presented to Mr Thomas Pearce, In recognition of invaluable service performed in saving life when the Loch Ard was wrecked off the coast of Australia., by the Loyal Orange Institution of Victoria, Protestant Hall, Melbourne, August 1878” The photograph is accompanied by a letter, dated 4th May 2010, and is written by Angela’s cousin, Pamela Dormer of Devon, U.K. Her letter includes the words “Dear Mr Abbott, re Tom Pearce’s Bible, As you know, I have been in contact with Mr Peter Yarnis about means by which my grandfather’s presentation Bible can be released to be exhibited with his other effects, like the binoculars at Flagstaff Hill Museum. In the event that it will be, I have enclosed a photograph to join it. When my son Bill Dormer was at Port Campbell he was about to handle his great grandfather’s Bible and was surprised by a childish inscription opposite that of his presentation, which reads (I think this is the way it goes), THIS BIBLE IS THE PROPERTY OF ANGELA ELIZABETH PEARCE. Angela is my late cousin. Her father was Tom Pearce’s second son Robert Strasenburgh Pearce. I and my brother Raymond Simpson are the surviving grandchildren of Tom, by my mother Edith May Pearce, his only daughter. Angela and her mother, at the beginning of W.W.2, evacuated from England to Sydney, N.S.W. but sadly both were dead by early in the 60’s. Robert (my uncle Bobby) went down with his ship on the Malta Convoy, code named PEDESTAL, escorting with other ships the vital oil tanker OHIO to the island. (signed) Pamela Dormer” THE LOCH ARD’S STORY The sailing ship LOCH ARD was built in Glasgow in 1873 and belonged to the famous Loch Line. She made three trips to Australia and one trip to Calcutta before its final voyage which ended in tragedy near Port Campbell. The LOCH ARD left England on March 2, 1878, under the command of Captain Gibbs, a newly married, 29 year old. The ship carried a general cargo which reflected the affluence of Melbourne at the time. On board were straw hats, umbrella, perfumes, clay pipes, pianos, clocks, confectionary, linen and candles, as well as a heavier load of railway irons, cement, lead and copper. LOCH ARD also had a crew of 37, and 17 passengers. The voyage to Port Phillip was long but uneventful. At 3am on June 1, 1878, Captain Gibbs was expecting to see land and the passengers were becoming excited as they prepared to view their new homeland in the early morning. But LOCH ARD was running into a fog which greatly reduced visibility. Captain Gibbs was becoming anxious as there was no sign of land or the Cape Otway lighthouse. At 4am the fog lifted. A man aloft announced that he could see breakers. The sheer cliffs of Victoria's west coast came into view, and Captain Gibbs realised that the ship was much closer to them than expected. He ordered as much sail to be set as time would permit and then attempted to steer the boat out to sea. On coming head on into the wind, the ship lost momentum, the sails fell limp and LOCH ARD's bow swung back. Gibbs then ordered the anchors to be released in an attempt to hold its position. The anchors sank some 50 fathoms - but did not hold. By this time LOCH ARD was among the breakers, and the tall cliffs of Mutton Bird Island rose behind the ship. Just half a mile from the coast, the ship's bow was suddenly pulled around by the anchor. The captain tried to tack out to sea, but the ship struck a reef running out from Mutton Bird Island. Waves broke over the ship and the top deck was loosened from the hull. The masts and rigging came crashing down knocking passengers and crew overboard. It took time to free the lifeboats and when one was finally launched, it crashed into the side of LOCH ARD and capsized. Tom Pearce, who had launched the boat, managed to cling to its overturned hull and shelter beneath it. He drifted out to sea and then on the flood tide came into what is now known as LOCH ARD Gorge. He swam to shore, bruised and dazed and found a cave in which to shelter. Some of the crew stayed below deck to shelter from the falling rigging but drowned when the ship slipped off the reef into deeper water. Eva Carmichael had raced onto deck to find out what was happening only to be confronted by towering cliffs looming above the stricken ship. In all the chaos, Captain Gibbs grabbed Eva and said, "if you are saved Eva, let my dear wife know that I died like a sailor". That was the last Eva Carmichael saw of the captain. She was swept off the ship by a huge wave. Eva saw Tom Pearce on a small rocky beach and yelled to attract his attention. He dived in and swam to the exhausted woman and dragged her to shore. He took her to the cave and broke open a case of brandy which had washed up on the beach. He opened a bottle to revive the unconscious woman. A few hours later Tom scaled a cliff in search of help. He followed hoof prints and came by chance, upon two men from nearby Glenample Station three and a half miles away. In a state of exhaustion, he told the men of the tragedy. Tom returned to the gorge while the two men rode back to the station to get help. By the time they reached LOCH ARD Gorge, it was cold and dark. The two shipwreck survivors were taken to Glenample Station to recover. Eva stayed at the station for six weeks before returning to Ireland, this time by steamship. In Melbourne, Tom Pearce received a hero's welcome. He was presented with the first gold medal of the Royal Humane Society of Victoria and a £1000 cheque from the Victorian Government. Concerts were performed to honour the young man's bravery and to raise money for those who lost family in the LOCH ARD disaster. The media of the time had created one of Australia's first media celebrities. Everyone followed the story of Tom Pearce and Eva Carmichael with great interest and were disappointed when the two went their separate ways. It was felt by many that Tom should have proposed to Eva - given they had spent an evening together unsupervised in the cave and had drunk brandy to keep warm. Coleman Jacobs composed the music “The Young Hero Schottische” and dedicated it, by permission, to Mr. Thomas R. (Tom) Pearce. The sheet music was published in 1878 by the Messieurs Roberts, professors of dancing etc. Melbourne. It was on sale for 3/- (3 shillings) and in aid of the “LOCH ARD” fund. [This is Coleman Jacobs’ only surviving musical work Coleman Jacobs, accomplished pianist, musical performer, singer, composer, professor of music and music teacher, was born in 1827 and died on 4 July 1885, aged 58 years. Coleman Jacobs was buried in the Melbourne Cemetery (grave 461, Church of England section).] The wreck of LOCH ARD still lies at the base of Mutton Bird Island and much of the cargo has been salvaged. Some was washed up into what is now known as LOCH ARD Gorge following the shipwreck. Cargo and artefacts have also been illegally salvaged over many years before protective legislation was introduced. The photographic is of significance because of Tom Pearce and his association with the disaster of the LOCH ARD shipwreck, which is of State significance ― Victorian Heritage Register S417 Flagstaff Hill’s collection of artefacts from LOCH ARD is significant for being one of the largest collections of artefacts from this shipwreck in Victoria. It is significant for its association with the shipwreck, which is on the Victorian Heritage Register (VHR S417). The collection is significant because of the relationship between the objects, as together they have a high potential to interpret the story of the LOCH ARD. The LOCH ARD collection is archaeologically significant as the remains of a large international passenger and cargo ship. The LOCH ARD collection is historically significant for representing aspects of Victoria’s shipping history and its potential to interpret sub-theme 1.5 of Victoria’s Framework of Historical Themes (living with natural processes). The collection is also historically significant for its association with the LOCH ARD, which was one of the worst and best known shipwrecks in Victoria’s history. The girl is "Angela Elizabeth Pearce, granddaughter of Tom Pearce" as inscribed on back of photograph. Tom Pearce was one of two survivors of the 1878 shipwreck LOCH ARD. Included with the photograph is a letter from its donor, Pamela Joan Dormer, other granddaughter of Tom Pearce. A video documenting the demolition of the Shire of Eltham offices at 895 Main Road Eltham under the direction of the Commissioners appointed for the new Shire of Nillumbik and some of the communities activities surrounding the event. The building was demolished exactly 25 years after the southern wing housing Engineering and Planning on the upper level and the Eltham Library on the ground level was opened in celebration of the Shire of Eltham's centenary. Video has lots of distortion and noise, and sections of clips dubbed over. Immediate initial footage of Jenni Mitchell talking about asbestos claims in the Shire Offices (Sigmund Jorgensen standing behind her) advising Council did a review of the building several years previously and had been cleared of health problems. The Nillumbik Festival was introduced as a replacement for the Eltham Festival following the disbandment of Eltham Shire Council in December 1994 and the creation of Nillumbik Shire Council. It was an attempt to draw away from Eltham and be more inclusive of the wider communities in Nillumbik. However other local communities had their own festivals and the concept of a Nillumbik Festival was never widely accepted by the community and it shortly reverted back to the Eltham Fesitval in 1997. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders in the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge.
