Document, History of Legacy 1953 (H18), 1954
A document summarising events significant to Legacy in the year 1953. The coronation of Queen Elizabeth II was a highlight, with Legatee Stan Savige travelling to London to attend as a representative of Legacy (his account of the event is at 01164). 1,200 children attended a rally at the South Melbourne Town Hall to watch films of the life of the Queen, her visit to Canada and the Coronation. (A copy of the programme of this event is at 01163). It was decided that the Intermediate Legacy Club had degenerated into a club without a distinct purpose. They were encouraged to help the Legatees in the senior Club. For instance in the repairs to widow's houses. There is mention of the country clubs with a new club formed in Benalla. Education of Legatees was seen as something that needed to be addressed and a formal induction process with proper training would be necessary. A two page report was included as attachment 'C', which is stored as 01492. Welfare committee had prepared reports with were attached as 'D' but the whereabouts is not known. Camps and holidays. Country clubs would take city children and work had started at Blamey house to clear land for tent sites and country children could have a holiday in the city. The annual conference was held in Brisbane, a general report was attached as 'J' but the whereabouts is not known. Widows - childless and aged widows were identified in the Brisbane conference as needing more attention and a committee was formed to look into it. A report marked 'G' was mentioned but the whereabouts is not known. Dureau House. It was recognised the premises purchased some years before was not suitable as too much renovation was required and should be sold. The original donor, Mr Goldsmith of the B&G Corporation in New York was approached and he agreed the money could be used directly for the widows and children if provision of a headquarters was not important, but the decision was to be up to Legacy to make. The building was sold to Mr Bernard Evans for £57,000. Contact committee reported that the need for contact outstripped the present membership and new members were needed. The dental committee there were issues with payments by the Repatriation Department. The medical committee had decided that children in all classes would be given a Mantoux test for TB. Document, Fifty Years On (H32), 1973
A document written in 1973 with a summary of the first fifty years of Legacy. The note from the Public Relations Committee mentions this document 'Fifty Years On' and 'In the beginning', both written by Legatee Armstrong were a fine contribution to the Annual Report in 1973, and were being sent to the printers. (In the beginning is at 01505). L/ Armstrong mentions the committees and the order they were created in. 1) Comradeship Committee: 'this is the driving force of Legacy. The spirit of Legacy is Service and the body of Legacy is Comradeship, - the comradeship of men who suffered privations and pain, faced death and disaster together, was the inspiration and source of Legacy'. 2) Policy and Programme: Legacy began as a Luncheon club and has remained so ever since. 3) Unemployment. 4) Public Affairs 5) Deceased Soldiers' Children's Welfare: It directed and controlled all the Club's work with and for the Children. The precursor of JLC. 6) Problem cases 7) Advisory 8) Girls Classes: with the success of the boys classes there was a demand for something for the girls. He mentions the fight to build the Shrine. Also the rooms in Market street were rented in 1932 after years of meeting at houses and in restaurants. In 1937 they hired Jack Barnes as Secretary and Employment officer (he had to resign as a legatee to be in a paid role). December 1949 Ivan Layton was appointed as Executive Director. Document, History (H33) By Frank Meldrum, 1976
A document written in 1976 by Legatee Frank Meldrum containing his account of the start of Legacy. He was responding to a request for information about the history of Legacy that the archive committee was collating. He mentions several key members by name and what they achieved. As with other similar accounts he mentions the original objective was to see diggers placed in employment. When two years later the focus changed to the families 'thanks to Frank Doolan Legacy found its SOUL'. Many other accounts have also used the term 'soul' when referring to Frank's suggestion. It seems many Legatees had been quietly helping families of their comrades; Frank 'said he was helping a widow with two children of an old army mate. It was discovered that several of the Board were doing the same. Stan Savige had taken over the care of his widowed sister and her two boys, whose father had died at Passchendale. I had a widow with two little ones whose father was one of my best mates at Anzac. He died of flu virus after returning to Australia. I think eleven members of the Board or Committees were already giving similar service. Frank's proposal caught on immediately. Legacy had found its Soul!' 'Harold Peters started his Lit and Debating Class and I was asked by Stan to find a PT instructor', Frank Meldrum asked for the 'Billy' Williams to helped, and a cobber from Anzac, Louis Vavjanezki, to take on boxing and wrestling classes. 'All committees carried their own expenses amongst themselves - nothing was charged to JLC. Hugh Brain started the Education Committee and was given a donation, I think of $1000 (a heck of a lot in those days) by the Ballieu Bros.' He also mentions 'For the first 5-10 years practically all administrative costs were borne by the members.' 'Stan Savige was, of course a tremendous driving force in all the work for the Juniors. He put on a Christmas Camp at Balnarring on his own property and was Camp Commandant and Camp Cook.' Legatee Keith Mitchell helped Frank Meldrum in doing a dental examination of all children in the classes and then Frank did the necessary treatments in his rooms. When it was known they were treating over 400 children and their mums, Syd Birrell then got the board to co-opt two more dentists into the Club and form a Dental Clinic. Syd Birrell also started a Legal Committee to provide free legal advice. 'Committees quietly vied with each other to give better services to the Juniors and their mums. It was an atmosphere that was unbelievably happy - SERVCE WITHOUT SELF'. He mentions picnics, including one at Grimwade house - photos are at 01382 - where legatees were dressed up. The first demonstration was held in the 'Playhouse, just over Princes Bridge and was a great success.' Aaron Beattie and Mrs Gilles were mentioned. Copies of newsletters to Legacy widows in 1960s. There were usually 4 editions per year (February, May, July and November - plus two special one pages editions in October and November 1961). Newsletters include a notice from the Senior Widows Club coordinator F R G Strickland and information about events and meetings. The editor was Mrs B E Shephard. There were so many widows that the meetings were spread over three groups - yellow, green and red - each meeting on a different Wednesday of the month at Legacy House. On the free Wednesday a Card party was open to all widows and their friends to play cards (entry fee of 1/-). Some months all groups met on the same day and the meeting had to be held at the Melbourne Town Hall to accomodate the numbers. November's meeting as a picnic in the Botanical Gardens and January the widows met in Fitzroy Gardens. In November there were calls for nominations for the committee members for the following year. Committee comprised of a President, 2 Vice presidents, Hon. Secretary, Hon. Treasurer, Hon. Assistant Secretary and 14 members of the committee. The first edition in the new format was in 1960, previously there had been a quarterly magazine but the distribution was limited, they changed to a 4 page newsletter format to reach more of the widows. The newsletter was priced at 1D a copy. Various pages of interest have been added to show different news items. Photograph of General Sir John Gellibrand and L/- Stan Savige (at far right) at an unknown event that appears to be also attended by a mayor. From Wikipedia: Major General Sir John Gellibrand, KCB, DSO & Bar (5 December 1872 – 3 June 1945) was a senior Australian Army officer in the First World War, Chief Commissioner of the Victoria Police from 1920 to 1922, and a member of the Australian House of Representatives, representing the Tasmanian Division of Denison for the Nationalist Party from 1925 to 1928. Concerned about the plight of fellow ex-servicemen, whose businesses were often failing, Gellibrand banded together with like-minded individuals to form the Hobart Remembrance Club. This organisation aimed to support ex-servicemen by providing employment and support for their businesses. The Hobart Club inspired the formation of Legacy Australia in Melbourne, which over time became a national movement, expanding its scope to the care of ex-servicemen's widows and their families. Sir John Gellibrand is considered to have influenced Stanley Savige to commence the process to form Legacy in September 1923. Document - Eulogy, Legatee Francis John Doolan
Information on the life of Legatee Frank Doolan from a eulogy in 1988. Legatee Doolan was a very active Legatee, starting within the first year of Legacy when he was nominated by Bill Laver and Charles Copp in 1924. While he never sought 'office but he was always there - in the background - able and willing to actively serve'. In World War 1 he enlisted in November 1917 and served with 1st Division Signal Company and in France. After Armistice he attended a course for young AIF surveyors at the British Ordnance Headquarters at South Hampton designed to bring skills back to Australia. Famously it was Frank that proposed that the spirit of Legacy is service to the widows and children. "Here it received its soul. The thoughts transmitted to the Board by this quiet man." He was Legacy's link to the Big Brother movement that was sponsoring bereft children in England to be sympathetically housed in Australia. He was a foundation member of the the first boys' gymnasium class and of the literary and debating class. He worked with the Intermediate Legacy Club for it's entirety He was part of the Legacy team who worked enthusiastically for the establishment of the Shrine. It was his technical skill as a surveyor that enabled the ray of light to shine on the Stone of Remembrance at 11 am on 11th November. Also to solve the complication of daylight saving in 1976 by positioning two mirrors. For this he was awarded the British Empire Medal. Born in 1896 at Armadale he was educated in Ballarat and South Melbourne. He obtained his qualification as a licensed surveyor at the Working Men's College (now RMIT) in 1919 on returning from war. He was partner in 'Doolan and Goodchild' through the hardships of the Great Depression. Then joined firm of Mendell, Gillespie and Charleman - being supported by Legatee Jim Gillespie. He went on to Lecturer of surveying at the Working Men's College from 1926 to 1938. Then he was assisted by Legatee Alan Murray to a position with the Valuers Section of the Department of Interior. In 1953 he was promoted to be Chief Property Officer for Victoria retiring in 1961. The page from the Bulletin from 18 August 1988 shows the names of many donors that had paid tribute to Frank. A few sentiments were included by some: 'A quiet, loveable and outstanding Legatee.' 'He was my friend, guide and mentor during the 14 happy years I spent in Legacy.' The information was part of an album of past presidents from 1965 to 1989. The folder included biographical details and obituaries, eulogies and death notices of prominent Legatees. A paper which was delivered to the Legacy in Victoria Conference in 1980, detailing Melbourne Legacy's involvement in housing the children of Legacy widows since 1942. By 1950 Melbourne Legacy administered four houses - Holmbush, Stanhope, Blamey House and Harelands - and cared for approximately 100 children. The houses were designed to be as homely as possible, and each one was largely autonomous. Children, many of whom came from country Victoria, would go to their own homes during school holidays and the Christmas season. The stated objectives were to 'pass out into the world young men and women with high ideals of citizenship, who are self-reliant and self-supporting.' Also 'to provide affection, security and a future goal and essential discipline.' The country Clubs and Groups would send provisions such as preserved fruit, cheese, eggs, honey, citrus fruit, butter, and potatoes throughout the year to support the residences. Numbers of residents declined during the 70s, and in 1975 a Residences Committee recommended that Blamey House and Harelands should be closed, leaving only Stanhope in operation, the first Blamey House having closed in 1955 with Holmbush being renamed the second Blamey House. By 1980 the only remaining house was Stanhope with an average occupancy of 20. See Cat. Minutes of the meeting held on 28th February 1975 which updated the information in Cat. No. 01693. Red Cross, which owned Stanhope and leased it to Melbourne Legacy, had been approached to consider Legacy's request to modify the residence. The numbers of children 16 years and under had averaged 35-40 with 26 currently in residence. The Committee now proposed that Harelands should be sold and Stanhope should become co-ed and modified to accommodate 40 children. Chairman Legatee Quayle undertook to ring other Committee members for their approval to pass these recommendations to the Junior Legacy Club. Items are part of a collection of Legacy items from Valma Hutchinson (nee Wigg), a former junior legatee. Valma was accepted into Junior Legacy club in 1940 when she was about 10 years old. She had collected the newspaper clippings of notices in the newspapers for Miss Carre's 90th birthday and also her death notices. The sentiments expressed show how much she was respected by the former Junior Legacy girls. The photocopy includes a picture of 90th birthday celebrations for Miss Carre at Legacy house. A copy of the photo of the girls at Mt Evelyn camp had already been received from Valma Hutchinson (nee Wigg) and is at 01437. It is mentioned that she and her good friend June were in the photo and would have been 16 at the time. Miss Carre is also seen, seated wearing red, in the photo of L/- Grattan's 100th. More photos of Legatee Grattan's 100th are at 00964. A note sent to Legacy with the items mentions Legatee Grattan walked Valma down the aisle at her wedding and that Valma and her daughter would frequently put flowers on his plot in Springvale cemetery.An example of the long term friendship of Junior Legatees that they attend reunions and stay in contact. The widows clubs have sorted used stamps and sold to a stamp dealer for many years to the present day. It raises funds and provides a purpose for gathering together. Items for sale included home made food items like relish and jams, and craft items. Legacy House held craft lessons throughout the year and often the items made were sold at the fetes or at a stall outside Legacy House during Legacy Week for fundraising. The lady in red is Billie Sims who has been President of the Widows Club. It is likely to be 1988 due to the photographers reference number meaning 17 November 1988 (ref no. 881117). One photo shows Legatee Eddie Jowett dancing with Billie Sims (who was President of the widows club), he would also lead the singing. Six school girls from Siena College came to Legacy house to meet the weekly gathering of the stamp ladies. They had chosen Legacy as a cause they wanted to help and decided to collect stamps, they donated over 5,000 stamps. The widows clubs have sorted used stamps and sold to a stamp dealer for many years to the present day. It raises funds and provides a purpose for gathering together. Photos included Beryl Billing, with two school girls from Siena College and a lot of loose letters. Also a cake and sandwiches enjoyed by the gathering. Beryl Billing was the co-ordinator of the stamp sorting for many years. From an article in The Answer newsletter December 1995 edition there was a Remembrance tour to Canberra for widows in 1995. 1995 was the 50th Anniversary of the end of World War II and there were remembrance events all over Australia as part of 'Australia Remembers'. The ladies are standing at the Changi War Memorial, Duntroon. The article says: "On 5th August, 32 members of various Legacy Clubs journeyed to Canberra on a 4 day Remembrance Tour. A wonderful time was had by all. The whole tour was wonderfully organised. We got off to a very cold and wet start, even to snow on the way, but by the time we reached our Motel the sun was out and it remained out all the time were were there. The highlights of my trip personally were Duntroon, The War Museum and Parliament House. It was great to met all the other Club Members and to establish friendships. A Legatee Grat Grattan with the President of the Melbourne Legacy Widows Club, Mrs Irene Noll, on the occasion of his 100th birthday celebrations at Legacy House. This photo was used in a newspaper article in 'Vetaffairs' October 1994. The article says Oriel John Grattan was born in WA and enlisted in the First AIF in 1916. He served in France and Belgium before he was wounded near Menin Gate. As a Legatee he was widely respected, he was 'something of a father figure - many of the girls were given away at their weddings by this kindly Legatee'. It continues with an interesting piece on the acquisition of Legacy house. It says: 'Perhaps his most lasting monument is Melbourne Legacy House. Through his friendship with one of the principals of the firm, Brown and Dureau, Legacy was given a donation of 30,000 pounds in 1944. A condition of the donation was that Legacy had only eight days in which to buy a building. A building across the road from the Royal Melbourne Institute of Technology was bought for 18,000 pounds and the balance invested. The building was sold in the early '50s and the proceeds plus the invested money enabled Legacy to buy its headquarters, Dureau House, in Swanston Street in 1955." Vetaffairs is a newspaper for the veteran community published monthly. This photo of President David Ford and a widow with an envelope was taken on the same film as celebrations for the 80th Anniversary of Legacy in the grounds of Government House in 2003. It could be the widow passing over funds raised by the widows clubs to President Ford.There was a strong relationship between Legatees and the widows clubs. Document, Lists of past residents for reunions
Lists of Junior Legatees that were compiled by Alison Ball (nee Wisdom) and passed to Legacy in 2018. As the lists contain contact addresses and phone numbers not all pages have been scanned and most are kept private. Alison contacted Legacy in 2018 about giving the lists to Legacy for archiving. She had been very active in committees that organised reunions over the years. The lists include attendees and apologies from the 1973 reunion. Also a list titled 'Stanhope and Harelands Resident's Address List' from 1984 there are photos of the 1984 reunion at Kooyong Tennis Club at 01837. There are lists for 1991 and 1993. The large list for 2001 is titled Former Junior Legatees and is 19 typed pages, which may include more than just past residents of the Legacy Homes. Blamey House (purchased 1947) , Stanhope (purchased 1945) and Harelands (purchased 1950) were residences run by Melbourne Legacy to take care of children whose fathers were servicemen, and who may have been left orphans, or whose mother may have been unable to care for them herself, or they needed to stay in Melbourne for further education. Harelands accommodated boys and girls under the age of 14, Blamey House looked after boys over 14, and Stanhope looked after girls over 14. The children were cared for until they were old enough to become independent. A record that past residents kept in contact through regular reunions. Two photos of widows with a handcrafts stall at Flinders Street Station in 1990. Widows met regularly at Legacy House for craft gatherings lessons. Some of the items the Widows produced were entered into an annual craft contest and exhibition. Many items were also donated to the annual Badge Week stall that widows organised. The stall was often outside Legacy House but in these photos from 1990 the stall was set up at Flinders Street Station. A regular event for the widows was a concert in Fitzroy gardens performed by the Police Band. Usually held in March each year. The police horse Gendarme was a regular favourite and his horse float can be seen in the background. These photos show the widows enjoying the music and performers. President of the Melbourne Widows Club Irene Noll is seen in the first photo in floral top and black skirt. Legatees Geoff Swan and Charles Munnerley are standing by the microphone as Legatee Eddie Jowett reads something. Legatee Jowett regularly hosted and sang at monthly concerts at Legacy House. An article in the Answer in June 1994 shows Irene Noll at the concert in the same clothes so the date is assumed to be 1994. For many years Legacy was invited to bring junior legatees to Government House for for an enjoyable Legacy Christmas party. There were entertainers, carousels and often a train ride. And the joy of a Christmas present for each child. This photo was published in the March 1945 newsletter so was from the party in December 1944. The caption says 'Oscar the bull was a great success with the children at the Junior Legacy Club's Christmas party in Government House grounds. The fact that Oscar wore boots did not in the least detract from his popularity, judging by the expressions of glee.' The governor at the time was His Excellency Sir Frederick Mann. This photo shows an entertainer dressed as a cow and the children on the lawn of Government House. The Answer is a newsletter in magazine format that is sent to the widows that are helped by Melbourne Legacy. For the widows who are sight impaired a copy of the newsletter is audio described onto CD by Vision Australia and posted to them. It contains information about meetings and activities. This edition contained articles on the Legacy Anzac Biscuit Bake Off, the opening of the Vivian Bullwinkel Veterans and Families Wellbeing Centre, and a planting of a Lone Pine seedling at Cobram Secondary College. Plus photos of our programs such as the Student Anzac ceremony, Path of the Horse family day, the walking group, the stamp ladies, adults with a disability program days, widows club gatherings. The Vivian Bullwinkel Veterans and Families Wellbeing Centre on the 3rd floor of Legacy House was opened on the 13 April 2021. It provides the veterans and their families a safe haven to access essential support services such as advocacy, case management and referral pathways whilst inviting them to relax within a 'club' like environment equipped with lounging and children's play areas, and both kitchen and bathroom facilities. It was named in honour of an Australian Army nurse who was the lone survivor of the Bangka Island massacre, and who dedicated her life to nursing. The exceptional portrait of Vivian Bullwinkel on the cover was painted by George Petrou.
