Joyce Hayward was awarded the British Empire Medal in 1981 for services to the arts in Warrnambool. The British Empire Medal was instituted in 1917 as part of the Order of the British Empire and in 1922 became a separate award known as the British Empire Medal. Joyce Hayward came with her husband Cyril to Warrnambool from England in 1955. For 30 years they were the dominant figures in the performing arts organizations in Warrnambool. Joyce Hayward was the Director of the Warrnambool Theatre Company from 1955 to 1985 and directed more than 80 plays and musicals. She founded the Warrnambool Calisthenics Club, helped develop the Holiday Actors organization and was a key figure in the revival of the Warrnambool Arts Council in the 1970s. An Air Observers Hut was used by volunteers 24 / 7 at Bogong to monitor the skies for enemy aircraft during WWII. Bogong was built by the SECV during the construction of the Kiewa Hydro Electric Scheme. Mt Beauty & District Meals on Wheels committee was formed on 6th Dec. 1967, possibly under the Elderly Citizens Welfare Council News (or Senior Citizens Mt Beauty) with service commencing on 16th July 1968. Volunteers transported meals from the Hospital Kitchen to the elderly and sick members of the community each day including weekends. Eventually the Shire managed the meals and roster until recent times when, in 2016, Alpine Health took over. Members of the Mt Beauty community recognised the need for meals to be delivered to the elderly and sick. They formed a committee and organised the means (rules, meals, containers, roster ) by which they could achieve their goal with volunteers and the Tawonga District Hospital. The first delivery was recorded by the press and was on film by AMV 4 Albury TV station for their local news. Elizabeth Edith Mack was born to parents William & Elizabeth (nee Wilmont) Hatton, in approx. 1873 in Moyston, Victoria. She married Frederick David Mack (a wool and skin buyer) in approx. 1903. Frederick Mack was born in 1968 in Warrnambool to parents Joseph and Louisa Mary (nee Despard) Mack. Joseph served as Shire Secretary. The Mack family (including Elizabeth and Frederick) occupied the same sandstone house in the town for more than a century. They had at least 5 children. Elizabeth Edith Mack died in Warrnambool in 1931 aged 58 years. The Circular Memorial Window was erected in her memory by her children. Elizabeth and Frederick's son, Ronald, became The Honorable Sir Ronald (William) Mack, M.L.C. President of the Legislative Council of Victoria. He was knighted in 1967 (the first Warrnambool -Born person to be so honoured) while Minister for Health and regarded the care of the Mentally Ill of prime importance but also the care of the aged. He was given a state funeral after his death in 1968, the service being conducted at Christ Church.The Mack family was a prominent pioneer family in Warrnambool. Her son Ronald William Mack was the first Warrnambool-born person to be knighted.Circular stained glass window above five lancet windows in the west wall of the second nave, depicts 'Christ Ascending in Glory'. The inscription is on a mosaic plaque below the central window.The mosaic tablet below the centrral light refers to this memorial to Elizabeth Mack. This book belonged to John William Crawley, Junior, a member of the Victorian Institute of Surveyors. He was an engineer, architect and surveyor in private practice in Warrnambool and also the engineer for the Shire of Warrnambool from 1895 to 1935. His father, brother and son were also engineers and worked in that capacity or as the Shire Secretary for the Shire of Warrnambool, with the Crawley family members recording a total of 132 years of service to the Shire of Warrnambool which existed from 1863 to 1994. This book is retained as it belonged to John Crawley, the engineer for the Shire of Warrnambool for 40 years. This is a hard cover book with a dark brown cover with gold lettering on the spine. The cover is stained and worn away in places. The book contains 14 articles, reports of the Council for the years 1909 to 1919 and office-bearers for 1919-20. There are several black and white photographs and fold-out maps and plans. The organization now known as the Country Fire Authority was established in 1945 as a volunteer and community-based organization providing fire fighting and emergency services in regional and rural areas in Victoria. Today the organization includes career fire-fighters and funding is partly provided by a levy included in local Council rates. The owner of this hat is not known. The function of the platform is to provide shelter adjacent to the War Memorial Tower whilst allowing all people to enjoy the stunning panoramic views. From the platform you. can see the Dandenongs, the city of Melbourne, the You Yangs, Mount Macedon, the Kinglake Ranges and the Mt Baw-Baw Ranges where the Yarra River starts. This landscape covers all the ancestral lands of the Wurundjeri and some of the wider Kulin nation land. The platform has been given the name Moor-rut, a name which described the fertile soils of the Kangaroo Ground area in contrast to the poorer (Silurian) country of its surrounds, which the Wurundjeri knew as 'Nillumbik' or less rich country. The full 360 degree view can be seen from the adjacent Tower of Remembrance which has 53 stairs. The viewing platform however can be accessed by wheelchair. Inside the viewing platform there are eight double sided interpretive panels giving the history and information regarding this special area. The viewing platform's interpretive panels set out the Aboriginal and European history of the area and also the geology and the local flora and fauna, so that the casual visitor comes away understanding more about this significant part of Victoria. The concept of the viewing platform is part of the refurbishment project for the Kangaroo Ground War Memorial Park which has taken place since 1997 with the active approval and financial assistance of the Nillumbik Shire Council. This project has been guided by an Advisory Committee with volunteer community representatives from the local Historical Societies, the Country Fire Authority, the Returned Services League and the Wurundjeri people. Other allied groups such as the Nillumbik Reconciliation Group have been called upon for their expertise. The initial idea for the viewing platform came from Dean Stewart when he was the caretaker while living at the park. He discussed this idea with local author Mick Woiwod and Harry Gilham of Eltham District Historical Society when they were planning the refurbishment of the War Memorial Park in 1996. When the committee was formalised by the Nillumbik Council in 1997, Nicholas Pelling, representing the CFA and RSL, joined the group. Dennis Ward, local architect, then volunteered to develop the concept plan for the refurbishment of the park and later drew up the plans for the viewing platform. The Kangaroo Ground War Memorial Park and its Tower of Remembrance is located on one of the highest locations in the Yarra Valley. The Tower of Remembrance is a unique war memorial constructed from local stone standing 14 metres high. It was built in the style of a Scottish watchtower reflecting the strong Scottish influence of the first European settlers of the district from the 1840s onward. The park was opened in 1921 and the Tower of Remembrance was dedicated in 1926 recognising the local people who served in the First World War. Those who served in the Second World War were recognised by plaques dedicated in 1951 and more recently those who served in Korea, Borneo, Malaya and Vietnam by plaques unveiled in 2001. Produced by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Pty Ltd as part of the planning process for redevelopment of the former Eltham Shire Office site at 895 Main Road. In 1963 the Shire of Eltham purchased the Shillinglaw property of approximately 2 acres in Main Road, Eltham for the widening of Main Road and as a site for new Council offices. This land, which contained the Shillinglaw Cottage (c1878-80), was the remaining section of the Shillinglaw family holding that originally comprised 30 acres, being Lot 90 of Holloway's 1851 subdivision. Eltham Council intended to demolish this cottage, but through extensive community action it was saved, funds were raised, and it was relocated to the current site adjacent to the Eltham Library. The new Eltham Shire Offices opened in 1965 were designed to ensure retention of the three Italian Cypress trees that were located outside the Shillinglaw Cottage. In 1971 the building was extended at the southern end to provide additional space, including for the Eltham Library and Council's Engineering Department. Renovations were undertaken to the offices during 1987. The Victorian State Government commenced to restructure local government in 1994, which resulted in the establishment of the Shire of Nillumbik and the cessation of the Shire of Eltham. This new Nillumbik Shire Council was headed by government appointed commissioners, who decided in 1995 to put the former Eltham Shire offices on the market. Eventually in June 1996 the property was sold for $1.1 million and the building was subsequently demolished. A planning application for the site was then submitted to Nillumbik Shire Council in September 1996 for construction of a 24-hour service station, convenience store, cafe/takeaway food premises, a retail facility and community facility. There were many objections to this proposed development and in controversial circumstances a planning permit was granted by the Nillumbik Shire Council commissioners. After protracted actions involving a planning panel and a planning advisory committee, established by the Minister for Local Government, the proposal was eventually rejected as not satisfying the requirements of the planning scheme. In December 1997 the purchaser withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract. While there have been a number of possible development proposals considered by subsequent Nillumbik Shire Councils, this site has remained vacant since July 1996. Minister for Planning and Local Government orders an independent investigation into valuation and sale. 9 October 1996 - Permit granted by Nillumbik Shire Council commissioners, in controversial circumstances. A Planning Special Committee consisting of 3 commissioners and 3 community representatives considered 32 community objections. One commissioner declared a potential conflict of interest so only 2 commissioners were able to vote. After hearing all objections, the community representatives moved a foreshadowed motion to refuse a permit. The commissioners then closed the meeting, formerly opened a council meeting (for about a minute) and approved the application. October 1996 - Community members appealed planning decision to Administrative Appeals Tribunal. November 1996 -Minister for Planning and Local Government Robert McClelland calls appeal in and directs MT to refer this 'major policy issue' to the Governor in Council. February 1997 - Planning panel (Dimity Reed and Margaret Pitt) established to consider submissions. March 1997 - New council elected with five councillors. April 1997 - Three of the five new councillors vote to fight Commissioner's decision to grant a permit. June 1997 -Planning panel rejected Dallas Price Homes proposal as being 'totally inappropriate' for the site and recommends the site be rezoned for 'public purposes'. October 1997 - Report released of an Advisory Committee (Paul Jerome) established by the Minister for Planning and Local Government.
