This scrap book has been divided into 4 parts with different Cat No's to give better coverage of the articles & photos. There are 3 photos in the book that were loose in other material as well and are covered in Cat No's 8094, 8148.2P, 8149P. some pages have been cropped to give a better view. Page 1. The article covers the award of a Life Membership to Samuel John Ryan for his years and work in Committee, Executive, Welfare and State Council. Sam as known served on the Committee of the Bendigo RSL from 1963 - 1968, 1970 - 1973, President 1964 - 1967, Snr Vice President 1973. He was made a Life member in 1968, awarded the BEM (British Empire medal) in 1973 for his untiring RSL Volunteer work. Page 2a. JOHN BALSILLIE MBE” Refer to Cat No 118.5 for his service details, RSL and Council history.Brown leather Sam Browne Belt fitted with double clawed brass buckle. A brass stud and leather loop secured the free end of the belt tongue. The shoulder strap, 32 mm wide, is connected by a similar loop and brass stud arrangement. A pair of "D" shaped rings are mounted at the bottom of the belt (for the sword). The belt also has a flat brass hook mounted against the belt, between the “D” rings. It contains entries which relate to utilities, gardens, market fees, Town Hall, pure food act, interest on loans, sanitary services and fever ward. Each ledger item has a double page and the expenses incurred over the period 1917-1921.This ledger shows the involvement of council in many different aspects of administration in a town in the early part of the 20th century. While some aspects of this life in Warrnambool are no longer necessary, others still remain part of council duty and administration to the present day.Green cloth covered card cover with tan corners and spine, in leather. Medal - British Empire Medal Joyce Hayward, Late 20th century
Joyce Hayward was awarded the British Empire Medal in 1981 for services to the arts in Warrnambool. The British Empire Medal was instituted in 1917 as part of the Order of the British Empire and in 1922 became a separate award known as the British Empire Medal. Joyce Hayward came with her husband Cyril to Warrnambool from England in 1955. For 30 years they were the dominant figures in the performing arts organizations in Warrnambool. Joyce Hayward was the Director of the Warrnambool Theatre Company from 1955 to 1985 and directed more than 80 plays and musicals. She founded the Warrnambool Calisthenics Club, helped develop the Holiday Actors organization and was a key figure in the revival of the Warrnambool Arts Council in the 1970s. She was a Life Member of the Warrnambool Theatre Company. She also helped establish the Performing Arts Centre in Warrnambool. She received the Warrnambool City Council Citizenship Award in 1970.It is a significant honour to be awarded a British Empire Medal and the acquisition by the Warrnambool and District Historical Society of the medal awarded to Joyce Hayward is of considerable importance. It is a rare item.This is a silver medal with a bar attached and clip at the back for the wearer and a red corded ribbon in a bow form on the silver attachment at the top. There is also a separate piece of red ribbon. The medal box is red leather material and lined with cream silk and velvet. Buttons from Mr William Donald McDonald. He trained for 5 years with Armstrong Tailors He had a tailor’s shop at the southern end of Liebig St before World War 1. On returning from overseas war service, he was employed by Warrnambool City Council as a gas meter reader. He was later promoted to office staff. Medal - Warrnambool City Council Citizenship Award -Joyce Hayward, Mid 20th century

She was awarded the British Empire Medal for services to the arts in Warrnambool in 1981. Warrnambool City Council gives Citizenship Awards annually. This is a significant item as it was an important award received by Joyce Hayward, a prominent person in the Warrnambool arts scene for 30 years. This is a bronze-coloured medallion presented to Joyce Hayward as a citizenship award in 1970. It is circular in shape with the crest of the City of Warrnambool on one side and a laurel wreath with inscriptions on the other. It has a metal ring at the top for hanging the item. It is in a black leather box lined with red velvet and white silk and includes a small metal stand to display the medallion. Established in 1946, during the construction of the Kiewa Hydro Electric Scheme, the township of Mt Beauty was developed by the State Electricity Commission of Victoria to provide additional accommodation for the thousands of workers during the construction of the country’s second largest hydro-electricity scheme. Although these towns were built as temporary accommodation for the workers and their families, many stayed after the scheme finished. Combined with the influx of European migrants, with their rich cultural backgrounds, all played a major part in shaping the future character of the Mount Beauty, the Kiewa Valley and Falls Creek. The Bright Council, now the Alpine Shire took over the control of the township in 1960. This relatively young town of Mount Beauty, along with the surrounding townships of Falls Creek, Bogong, Tawonga South and Tawonga, are all part of a prospering tourist area with excellent services, accommodation, food and a wide range of recreational activities available for all ages. According to Shire records, the population of Mt Beauty has grown from 1,500 in 1981 to 1,800 in 2016 with a projected increase to 2,000 in 2013The photographs taken around 1993 show a prosperous commercial centre catering for both locals and the needs of visitors. Paper Records for Mt Beauty & District Meals On Wheels, 1960s - 2003
Mt Beauty & District Meals on Wheels committee was formed on 6th Dec. 1967, possibly under the Elderly Citizens Welfare Council News (or Senior Citizens Mt Beauty) with service commencing on 16th July 1968. Volunteers transported meals from the Hospital Kitchen to the elderly and sick members of the community each day including weekends. Eventually the Shire managed the meals and roster until recent times when, in 2016, Alpine Health took over. Members of the Mt Beauty community recognised the need for meals to be delivered to the elderly and sick. They formed a committee and organised the means (rules, meals, containers, roster ) by which they could achieve their goal with volunteers and the Tawonga District Hospital. The first delivery was recorded by the press and was on film by AMV 4 Albury TV station for their local news. Memorial Window: Elizabeth Edith MACK, "Christ Ascending in Glory"
Elizabeth Edith Mack was born to parents William & Elizabeth (nee Wilmont) Hatton, in approx. 1873 in Moyston, Victoria. She married Frederick David Mack (a wool and skin buyer) in approx. 1903. Frederick Mack was born in 1968 in Warrnambool to parents Joseph and Louisa Mary (nee Despard) Mack. Joseph served as Shire Secretary. The Mack family (including Elizabeth and Frederick) occupied the same sandstone house in the town for more than a century. They had at least 5 children. Elizabeth Edith Mack died in Warrnambool in 1931 aged 58 years. The Circular Memorial Window was erected in her memory by her children. Elizabeth and Frederick's son, Ronald, became The Honorable Sir Ronald (William) Mack, M.L.C. President of the Legislative Council of Victoria. He was knighted in 1967 (the first Warrnambool -Born person to be so honoured) while Minister for Health and regarded the care of the Mentally Ill of prime importance but also the care of the aged. He was given a state funeral after his death in 1968, the service being conducted at Christ Church.The Mack family was a prominent pioneer family in Warrnambool. Her son Ronald William Mack was the first Warrnambool-born person to be knighted.Circular stained glass window above five lancet windows in the west wall of the second nave, depicts 'Christ Ascending in Glory'. The inscription is on a mosaic plaque below the central window.The mosaic tablet below the centrral light refers to this memorial to Elizabeth Mack. Book, Victorian Institute of Surveyors Transactions and Proceedings 1919, 1919
This book belonged to John William Crawley, Junior, a member of the Victorian Institute of Surveyors. He was an engineer, architect and surveyor in private practice in Warrnambool and also the engineer for the Shire of Warrnambool from 1895 to 1935. His father, brother and son were also engineers and worked in that capacity or as the Shire Secretary for the Shire of Warrnambool, with the Crawley family members recording a total of 132 years of service to the Shire of Warrnambool which existed from 1863 to 1994. This book is retained as it belonged to John Crawley, the engineer for the Shire of Warrnambool for 40 years. This is a hard cover book with a dark brown cover with gold lettering on the spine. The cover is stained and worn away in places. The book contains 14 articles, reports of the Council for the years 1909 to 1919 and office-bearers for 1919-20. There are several black and white photographs and fold-out maps and plans. Country Fire Brigade Hat, Commonwealth Government Clothing Factory, Mid 20th century
This hat was part of the uniform of the Country Fire Brigade. The organization now known as the Country Fire Authority was established in 1945 as a volunteer and community-based organization providing fire fighting and emergency services in regional and rural areas in Victoria. Today the organization includes career fire-fighters and funding is partly provided by a levy included in local Council rates. The owner of this hat is not known. This hat is of minor interest and is retained for display purposesThis is a hat with a circular flat crown made of black felt with 4 eyelets. Around the edge of the crown is a brown leather band with a fabric bow fastening and a black cloth ribbon with a red corded edging. In the centre is a brass badge with letters on it. The peak is made of patent leather with a black leather band on the upper edge with metal buttons. The inside of the peak is made of green leather. Inside the hat is a plastic covering with a leather band. There is a cloth label with yellow printing. OPENING OF THE VIEWING PLATFORM AT KANGAROO GROUND Nillumbik Council has advised that the viewing platform at Kangaroo Ground 27km NE of Melbourne is to be opened to the public on Wednesday, March 26th 2008 (Melway 271 , G10). The function of the platform is to provide shelter adjacent to the War Memorial Tower whilst allowing all people to enjoy the stunning panoramic views. From the platform you. can see the Dandenongs, the city of Melbourne, the You Yangs, Mount Macedon, the Kinglake Ranges and the Mt Baw-Baw Ranges where the Yarra River starts. This landscape covers all the ancestral lands of the Wurundjeri and some of the wider Kulin nation land. The platform has been given the name Moor-rut, a name which described the fertile soils of the Kangaroo Ground area in contrast to the poorer (Silurian) country of its surrounds, which the Wurundjeri knew as 'Nillumbik' or less rich country. The full 360 degree view can be seen from the adjacent Tower of Remembrance which has 53 stairs. The viewing platform however can be accessed by wheelchair. Inside the viewing platform there are eight double sided interpretive panels giving the history and information regarding this special area. The viewing platform's interpretive panels set out the Aboriginal and European history of the area and also the geology and the local flora and fauna, so that the casual visitor comes away understanding more about this significant part of Victoria. The concept of the viewing platform is part of the refurbishment project for the Kangaroo Ground War Memorial Park which has taken place since 1997 with the active approval and financial assistance of the Nillumbik Shire Council. This project has been guided by an Advisory Committee with volunteer community representatives from the local Historical Societies, the Country Fire Authority, the Returned Services League and the Wurundjeri people. Other allied groups such as the Nillumbik Reconciliation Group have been called upon for their expertise. The initial idea for the viewing platform came from Dean Stewart when he was the caretaker while living at the park. He discussed this idea with local author Mick Woiwod and Harry Gilham of Eltham District Historical Society when they were planning the refurbishment of the War Memorial Park in 1996. When the committee was formalised by the Nillumbik Council in 1997, Nicholas Pelling, representing the CFA and RSL, joined the group. Dennis Ward, local architect, then volunteered to develop the concept plan for the refurbishment of the park and later drew up the plans for the viewing platform. The Kangaroo Ground War Memorial Park and its Tower of Remembrance is located on one of the highest locations in the Yarra Valley. The Tower of Remembrance is a unique war memorial constructed from local stone standing 14 metres high. It was built in the style of a Scottish watchtower reflecting the strong Scottish influence of the first European settlers of the district from the 1840s onward. The park was opened in 1921 and the Tower of Remembrance was dedicated in 1926 recognising the local people who served in the First World War. Those who served in the Second World War were recognised by plaques dedicated in 1951 and more recently those who served in Korea, Borneo, Malaya and Vietnam by plaques unveiled in 2001. A video documenting the demolition of the Shire of Eltham offices at 895 Main Road Eltham under the direction of the Commissioners appointed for the new Shire of Nillumbik and some of the communities activities surrounding the event. The building was demolished exactly 25 years after the southern wing housing Engineering and Planning on the upper level and the Eltham Library on the ground level was opened in celebration of the Shire of Eltham's centenary. Video has lots of distortion and noise, and sections of clips dubbed over. Immediate initial footage of Jenni Mitchell talking about asbestos claims in the Shire Offices (Sigmund Jorgensen standing behind her) advising Council did a review of the building several years previously and had been cleared of health problems. Then the date 27 Jul 1996 on a scene flashes on screen immediately followed by an edited clip intro of title and credits with classical music track. Lex de Man, manager of Country Fire Association region 14, became Mayor of Nillumbik in 2002, four years after he and fellow councillors were sacked by the Kennett government. In the 2009 Black Saturday fires, he led eastern metropolitan CFA volunteers and was awarded an Australian Fire Service Medal as part of the 2011 Australia Day Awards. He was a CFA volunteer for more than 30 years, a CFA employee for 15 years, and had served with Victoria Police for 18 years. He is a member of the Yarrambat Historical Society, Yarrambat CFA and the Greensborough Hockey Club. He lives at Yarrambat. Neil Leslie Marshall, a Panton Hill resident, had various roles in the Country Fire Authority, from firefighter to Deputy Chair of the CFA Board. In 2023, he was awarded an Australian Fire Service Medal. He joined the Panton Hill Fire Brigade in 1960 and later was active in arranging support and welfare for brigade families affected by fire. Nillumbik Shire Council was headed by government appointed ...Produced by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Pty Ltd as part of the planning process for redevelopment of the former Eltham Shire Office site at 895 Main Road. In 1963 the Shire of Eltham purchased the Shillinglaw property of approximately 2 acres in Main Road, Eltham for the widening of Main Road and as a site for new Council offices. This land, which contained the Shillinglaw Cottage (c1878-80), was the remaining section of the Shillinglaw family holding that originally comprised 30 acres, being Lot 90 of Holloway's 1851 subdivision. Eltham Council intended to demolish this cottage, but through extensive community action it was saved, funds were raised, and it was relocated to the current site adjacent to the Eltham Library. The new Eltham Shire Offices opened in 1965 were designed to ensure retention of the three Italian Cypress trees that were located outside the Shillinglaw Cottage. In 1971 the building was extended at the southern end to provide additional space, including for the Eltham Library and Council's Engineering Department. Renovations were undertaken to the offices during 1987. The Victorian State Government commenced to restructure local government in 1994, which resulted in the establishment of the Shire of Nillumbik and the cessation of the Shire of Eltham. This new Nillumbik Shire Council was headed by government appointed commissioners, who decided in 1995 to put the former Eltham Shire offices on the market. Eventually in June 1996 the property was sold for $1.1 million and the building was subsequently demolished. A planning application for the site was then submitted to Nillumbik Shire Council in September 1996 for construction of a 24-hour service station, convenience store, cafe/takeaway food premises, a retail facility and community facility. There were many objections to this proposed development and in controversial circumstances a planning permit was granted by the Nillumbik Shire Council commissioners. After protracted actions involving a planning panel and a planning advisory committee, established by the Minister for Local Government, the proposal was eventually rejected as not satisfying the requirements of the planning scheme. In December 1997 the purchaser withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract. While there have been a number of possible development proposals considered by subsequent Nillumbik Shire Councils, this site has remained vacant since July 1996. TIMELINE (Prepared by Jim Connor, Eltham District Historical Society- March 2018- Based on press, council and personal records) June 1996 - Eltham Shire offices sold to Dallas Price Homes for $1.1 million. July 1996 - Shire office building demolished against community's wishes. Council claimed building riddled with asbestos. September 1996 - Planning application submitted to Nillumbik Shire Council to construct on the site a 24 hours Shell service station, convenience store, Hungry Jacks café/takeaway food premises, a retail facility and community facility. 213 objections and petition of over 1400 signatures received. Minister for Planning and Local Government orders an independent investigation into valuation and sale. 9 October 1996 - Permit granted by Nillumbik Shire Council commissioners, in controversial circumstances. A Planning Special Committee consisting of 3 commissioners and 3 community representatives considered 32 community objections. One commissioner declared a potential conflict of interest so only 2 commissioners were able to vote. After hearing all objections, the community representatives moved a foreshadowed motion to refuse a permit. The commissioners then closed the meeting, formerly opened a council meeting (for about a minute) and approved the application. October 1996 - Community members appealed planning decision to Administrative Appeals Tribunal. November 1996 -Minister for Planning and Local Government Robert McClelland calls appeal in and directs MT to refer this 'major policy issue' to the Governor in Council. February 1997 - Planning panel (Dimity Reed and Margaret Pitt) established to consider submissions. March 1997 - New council elected with five councillors. April 1997 - Three of the five new councillors vote to fight Commissioner's decision to grant a permit. April 1997 - Planning panel (Dimity Reed and Margaret Pitt) conducts hearings at Nillumbik Shire offices. June 1997 -Planning panel rejected Dallas Price Homes proposal as being 'totally inappropriate' for the site and recommends the site be rezoned for 'public purposes'. July 1997 - Dallas Price Homes threatened to sue Council and individual councillors. October 1997 - Report released of an Advisory Committee (Paul Jerome) established by the Minister for Planning and Local Government. Committee considered Dallas Price Homes proposal and an alternative concept plan proposal by Council for a gallery, workshop, offices and cinema community-based development. Advisory Committee recommended Dallas Price Homes proposal be rejected as not satisfying the requirements of the planning scheme and recommended further testing of the financial viability of Council's proposal. December 1997 - Dallas Price Homes withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract, which expired on 28th November and was not renewed by either side, after previously being extended twice pending a decision by the Minister. Council had to pay developer $58,000 for demolition costs. February 1998 - Dallas Price Homes application rejected by Planning and Local Government Minister. October 1998 - Nillumbik Councillors suspended and an Administrator appointed (until March 1999). The demolition of the former Shire of Eltham offices and proposed sale and development driven by the Commissioners for Nillumbik Shire Council brought the community together in substantial protest at the infrigement of ratepayers democratic say in local government and ciommunity assets combined with protests about inappropraite development of Eltham's Gateway. ... a controversial Shell service station and Hungry Jackls restaurant ...Nillumbik Commissioners used 'reserve power's to permit a controversial Shell service station and Hungry Jackls restaurant development at the former Eltham Shire Office site at 895 Main Road. More than 200 people attended the Council meeting in the public gallery and protested at the decision. 32 personal submissions were made to Council's Planning Special Committee meeting whose members vioted 3-2 against the development. The Committee consisted of the three Nillumbik Commissioners and three community members (Jim Connor, Bronwyn South and Janet Mattiske). Chief Commissioner Don Cordell, a former Shell employee excused himself from voting and the three communbity memebrs voted against the submission. The other two commissioners, Vin Heffernan and Kevin Abbott voted against it. They then immediately closed the meeting and opened a Council meeting lasting just seconds to use special reserve powers to overturn the decision. ... a controversial Shell service station and Hungry Jackls restaurant ...Nillumbik Commissioners used 'reserve power's to permit a controversial Shell service station and Hungry Jackls restaurant development at the former Eltham Shire Office site at 895 Main Road. More than 200 people attended the Council meeting in the public gallery and protested at the decision. 32 personal submissions were made to Council's Planning Special Committee meeting whose members vioted 3-2 against the development. The Committee consisted of the three Nillumbik Commissioners and three community members (Jim Connor, Bronwyn South and Janet Mattiske). Chief Commissioner Don Cordell, a former Shell employee excused himself from voting and the three communbity memebrs voted against the submission. The other two commissioners, Vin Heffernan and Kevin Abbott voted against it. They then immediately closed the meeting and opened a Council meeting lasting just seconds to use special reserve powers to overturn the decision. Community residents who made submissions included Russell Yeomans speaking on behalf of the Eltham Gateway Action Group and Eltham District Historical Society, Des Ryan on belaf of Eltham Senior Citizens, Angela Newhouse, others on behalf of Our Lady Help of Christians Primary School and Judge Book Village, Tom Munro, Ian Jennings, Margartet Ball a fifth generation descendant of the Shillinglaw family, one of the early settlers of the area and owner of the land that was sold to Council, Frank Burgoyne who said "there will be a lot of creaking and rumbling in the cemetery if this goes through. So many old people who have done so much for Eltham are buried up there and it is up to us to pass on what they left to the younger generation. Eltham is a beautiful spot; why louse it up?"
