This shows the back and upstream side of the tower. The groove at the back is left for the reception of the concrete core wall of the earth embankment. The groove is being used at present as a hoist well, up and down which men and materials are conveyed in connection with the re-erection of the Tail Tower of the cableway. The pillar is 108 feet from the ground and is within 4 feet of its ultimate height. The foundation of this part at its deepest is 90 feet below the natural surface so that when the 80 feet tower and jury mast are in place the total height from foundation to top of mast will be about 300 feet. View from Top of Tail Tower Pillar - Earth Embankment, Victoria. This is a general view of the embankment which is being constructed by the Victorian Constructing Authority. The bank at its base is about 650 feet wide and it is about half its ultimate height. In the middle is the reinforced concrete core wall. At about the natural surface a tunnel for drainage and inspection purposes is built along the downstream side of the core wall but this cannot be seen. The Victorian workshops and township are located on the high ground beyond the embankment. The embankment curves round to the left at the side of the valley and will eventually block the gulley where the bushy tree stands. Access to one of the cuttings from which material is being got for the embankment is gained by means of this gulley at present. Part of another cutting may be seen on the right hand side at the back. A bridge is being built to cross the Reservoir to serve a large area of country which will be cut off from its natural outlets by the submergence of existing bridges when the Reservoir is in being. The site of the bridge is nearly a mile up the Murray from the Hume Reservoir Quarry. Its length will be approximately half a mile. There will be nine spans of 269 feet with steel truss girders resting on concrete pillars. Some of the pillars are founded on rock while others will rest on nests of reinforced concrete piles. The foundations and concrete piers are in the hands of the Victorian Constructing Authority and the superstructure in those of the New South Wales Authority. It highlights that diversions have increased significantly since 1988 and will continue to increase unless water management arrangements are amended. This increase in diversion will have an adverse impact on river health. It concludes that the most urgent priority is to define the appropriate balance between water for consumptive uses (i.e. irrigation, domestic and industrial) and that required to be left in rivers (environmental flows) to ensure that the consumptive uses are sustainable and that the rivers remain in a healthy state. This water audit does not attempt to strike the balance between consumptive and instream water use. As far back as the 1880s, Australians had been considering diverting water from some of Australia’s best-known rivers – the Murray, Murrumbidgee, Snowy and Tumut – to drought-proof parts of NSW and Victoria. It was not until 1944 that Commonwealth and State governments formed a committee to examine the development of water resources in the Snowy Mountains area. As a result of their work, on 7 July 1949, the Commonwealth Parliament passed legislation to establish a Statutory Authority and start construction of the Snowy Scheme. NSW. The Bethanga Bridge was built between 1927 and 1930 as a joint venture between Victoria and New South Wales and was a key element of the River Murray Waters Agreement. It consists of nine spans of 82 metres long. Each span is supported between double reinforced concrete pylons and a riveted steel camel back Pratt truss. The overall span of the bridge is a length of 752 metres. It was completed in 1929 at a cost of £194,000. The road deck was initially constructed from timber but was replaced in 1961 with a concrete waffle slab deck 7.7metres wide. In 1961 the bridge deck and truss structure were raised 300 millimetres to allow for the enlargement of the lake. The bridge was designed in NSW by road engineer Percy Alan and the trusses were built by the Charles Ruwolt Pty. Ltd. Charles Ruwolt Pty. Ltd. was originally established by Charles Ruwolt as a foundry at Wangaratta in 1902 and transferred its operations to Richmond, Melbourne in 1914. By 1938 it had become one of the biggest engineering companies in Australia. After Charles Ruwolt’s death in 1946, Vickers Ltd. acquired the company and in 1948 the firm became known as Vickers Ruwolt Pty. Ltd. Because of the Bethanga Bridge’s unique location, over the waters of a dam with the border running down the centre of the body of water, the Bethanga Bridge is the only built structure shared by both Victoria and New South Wales. As the border of New South Wales aligns with the southern bank of the Murray River all of the other bridges along its length are deemed to be in New South Wales. The Bethanga Bridge is listed on both the New South Wales State Heritage Register and the Victorian Heritage Database. Deakin University was established in 1974 as the fourth university in Victoria. It has a number of campuses around the state including Warrnambool where it merged with The Warrnambool Institute of Advanced Education in 1990. The university was named after Alfred Deakin, three times Prime Minister of Australia and leading figure in the process of Federation in Australia. The extensive formal landscaped gardens of Rockingham had been created in the 1860s, and by the 1950s remained bordered to the south by the Barkers Road cutting, and to the north by Blytheswood, the neighbouring Syme family property, By 1940, the Syme family were no longer the occupiers of Rockingham. John Herbert Syme had died in October 1939, and by August the following year, his wife had made the house and garden available, rent free to the Red Cross as a convalescent home for Australian soldiers injured in the Second World War. At the time, the house was described as containing twenty rooms, including a ballroom and a billiards room, with a garden of eight acres overlooking the Yarra. The task of renovating the house to conform to its new function as a convalescent home took a year, finally opening in August 1941. Community support for Rockingham was widespread and included the decision by the National Gallery of Victoria to loan pictures from its collection to decorate the walls. Calls were made for women around Victoria to donate fruit and vegetables from their gardens, which the railways agreed to freight for free. Other local support included the work by a team of boys to establish a three-acre vegetable garden within the formal terraced gardens. From the beginning, occupational therapy formed a key component of the rehabilitation of psychologically injured soldiers. This is confirmed by contemporary newspaper accounts of weaving, ironwork, leatherwork, basketry and gardening by patients. Numerous photographs, held by the Australian War Memorial (AWM) and the State Library of Victoria (SLV), record the importance of these rehabilitation activities. The painting of the view across the river to Abbotsford may have been painted in one of these occupational therapy sessions. For many decades it hung in the occupational therapy room. It must have been on view following the sale of Rockingham by the Syme family to the Red Cross in 1955, and subsequently, until the house was demolished and its grounds finally subdivided in 1977.View of Abbotsford from the garden of Rockingham (1952) was created by V Maloney. The vantage point of the artist was the garden of Rockingham, one of two mansions overlooking the Yarra owned by the Syme family. A habitat corridor and it strengthens the community. They form part of an important habitat corridor linking the Yarra River to the Kinglake National Park.1 Manna Gums, tawny frogmouths and platypuses are some of the indigenous plants and animals that have made their home there. The bushlands are the result of more than nine years of hard work by the local community with the Nillumbik Council, to transform a degraded flood plain into this refuge of natural beauty. In 1997, shortly after moving into the new Riverside Estate on Falkiner Street, Eltham, several residents noticed the sorry state of the Diamond Creek and surrounding area. Part of it was used as a cow paddock and although small patches of vegetation survived, the area was infested with weeds, rabbits, rubbish and drainage from the housing estate. At various times the 4.4 hectares had been used as a market garden and for shire stock piles. The residents began to restore the area by revegetating land along the Diamond Creek. In 1998 they established the Friends of the Diamond Creek Falkiner Street Reserve2 and 35 families joined from the 90-house Estate. Carolyn Mellor, as the Friends’ Land Manager, undertook a four-year horticulture course to guide this massive project for a volunteer organisation. Since 1999, she has been the Friends’ President. In 1999 the Friends urged the Nillumbik Council to undertake a feasibility study into establishing a wetland system and urban forest. Work began in 2002 with Nillumbik Council funding the project, supplemented by government grants. The Friends also received grants from Melbourne Water and Parks Victoria.3 Aided by the Friends and other community members, the Council created the Barak Bushlands consisting of a forest, a wetland, a bridge, a path and open space. The beautiful wetland treats most of the estate’s stormwater runoff. Storm water is filtered through plants in the wetland ponds then is released slowly into the billabong, before flowing into the Diamond Creek. The wetland also helps to minimise flooding and the improved water quality provides a flora and fauna habitat. The Friends and other volunteers planted more than 27,000 plants, more than one third of which they grew from seeds they collected at Lower Eltham and Wingrove Parks. Eltham High School students planted thousands of these through a Year Eight program introduced for this purpose. Other groups who assisted were: Green Corps, local Scouts and Guides – 2nd Montmorency, 1st Diamond Creek and 1st Eltham Cub Packs, Eltham College students, Eltham East Primary School, Landcare members, Eltham Lions Club and the Eltham Baptist Church. To maintain enthusiasm for the mammoth task, the Friends and other volunteers ‘adopted’ trees to water and wrote their names on the stakes. In 2004, to recognise the area’s original occupiers, the reserve was named Barak Bushlands. William Barak, who lived from 1824 to 1903, was the last chief of the Yarra Yarra tribe of the Wurundjeri-willam people.4 Traces of these original inhabitants remain in scar trees (bark sections removed to make a shield or canoe). That same year the Friends’ group was a finalist in the prestigious Federal Government, Banksia Environmental Awards. The Friends have also participated in Clean Up Australia, removing tonnes of rubbish and regularly testing the billabong, wetland and creek, for pollutants. For years the Friends, together with the Australian Platypus Conservancy, have tagged, measured and checked the health of platypuses from the Diamond and Mullum Mullum Creeks. With Latrobe University the Friends have conducted night walks to view owls, possums, bats and sugar gliders.5 Challenges for the council and the Friends continue with a large rabbit population, some vandalism, weed eradication and maintenance. However, thanks to this community effort, locals can now escape confined urban living on small blocks of land and enjoy the beauty of indigenous plants and animals. Working together has also strengthened the local community,This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century.
