... was carted to the Junior Technical School, the team following..., within our baggage, were brought to the Junior Technical School ...Field Marshal Viscount Kitchener of Great Britain was invited by Prime Minister Deakin in 1909 to visit Australia and advise on the best way to provide Australia with a land defence. Kitchener’s report echoed the bill, introduced to Parliament in 1909 and supported by the Opposition Labor Party at its 1908 conference, to introduce compulsory military training in peace time (referred to as universal training). On 1 January 1911, the Commonwealth Defence Act 1911 (Cth) was passed as law and all males aged 12 to 26 were required to receive military training. Men were divided according to age, with junior cadets comprising boys 12-14 years of age, senior cadets comprising boys 14-18, and young men aged 18-26 assigned to the home militia defence. The support of schools was vital to the success of the scheme, since the system of cadet training began in the primary schools, with physical training prescribed by military authorities. Junior cadet training was entirely in the hands of school teachers, who had first been trained by military officers. This early training was less military in nature than focused on physical drill and sport. It also acted to inculcate boys with the notions of loyalty to country and empire. At this age, uniforms were not worn, although there were schools with pre-existing uniformed cadet units, who continued to do so. Senior Cadets were organised by Training Areas, administered by Area Officers. If a school had at least 60 senior cadets, they could form their own units. Unlike their junior counterparts, Senior Cadets were issued uniforms, a rifle, and learned the foundations necessary for service in any arm of the defence forces. Boys and men could be exempted from compulsory training if they lived more than five miles from the nearest training site, or were passed medically unfit. Those who failed to register for training were punished with fines or jail sentences, and the severity of this punishment generated some of the strongest opposition to the scheme. While institutions such as the political parties and most churches generally supported universal training, some in the broader labour movement were less enthusiastic, as evidenced in the Daily Herald newspaper’s editorials and letters. Universal military training persisted after the conclusion of World War 1, with the Junior Cadet scheme the first to go, in 1922. Senior cadets and service with the militia was suspended in November 1929. (http://guides.slsa.sa.gov.au/content.php?pid=575383&sid=4788359, accessed 29/10/2015) According to Neil Leckie, Manager of the Ballarat Ranger Military Museum: * Originally 12 – 14 year olds went to Junior Cadets attached to their school. * From age 14 – 17 they were Senior Cadets attached to the local militia unit. * After 1 July of the year a Cadet turned 18, the Cadet left the Senior Cadets and became a member of the Citizen Military Force. * In October 1918 the AIF, Militia and Cadets were renamed to give some connection to the AIF battalion raised in the area. Ballarat saw: 8th Australian Infantry Regiment comprising: * 8th Battalion AIF renamed 1st Battalion 8th Australian Infantry Regiment * 70th Infantry Militia renamed 2nd Battalion 8th Australian Infantry Regiment * 70th Infantry Cadets renamed 3rd B, 8th Australian Infantry. 39th Australian Infantry Regiment comprising: * 39th Battalion AIF renamed 1st Battalion 39th Australian Regiment * 71st Infantry Militia renamed 2nd Bn, 39th Australian Infantry Regiment * 71st Infantry Cadets renamed 3rd Bn, 39th Australian Infantry Regiment Prior to the reorganisation in 1918 the 18th Brigade was the 70th, 71st and 73rd Infantry. It is thought that the 18th Brigade Cadet units in 1920 were those that came from the old: * 69th Infantry (Geelong/Queenscliff) * 70th Infantry (Ballarat/Colac) * 71st Infantry (Ballarat West) * 72nd Infantry Warrnambool) * 73rd Infantry (NW Vic) The next name change came in 1921!Mounted sepia photograph of 21 young males. Rees From the Ballarat School of Mines Magazine, 1916 "Our Competition Team, 1916 At a parade, held on the 25th August competition teams were called from from the three colleges - Ballarat College, St Patrick's College, and the School of Mines. In each case, a large muster was obtained, twenty-nine volunteering fro the School of Mines. On account of the number in a team being limited to 21, some had to be weeded out. The team decided to have a camp at Learmonth in the vacation for the benefit of training for the coming competitions. The tents, within our baggage, were brought to the Junior Technical School at 10 a.m. on Monday, 11 September. Everything was carted to the station on a lorry, which was very kindly lent by Mr C. Burrow. ... Arriving at our camp, which was in the Park, we first raised the tents. This was done in record time. Three large tents, A.B.C., were pitched one behind the other. We also pitched a smaller one to act as a provisions tent. The provisions supplied by each cadet were placed in this tent. Dinner was ready by 3.30, and was prepared by the three senior non-coms., who also acted as orderlies. Things went alright Monday night, the two senior non-coms. acting as sentries for the first two hours. On Tuesday morning Reville sounded at 7. There was no need for it, however, as nearly all the cadets were up before daylight, owing to their beds being too hard. After physical exercises were gone through we had breakfast. We then had rifle exercises until Messrs A.W. Steane and F.N. King arrived. The former put the team through the table of physical exercises set down for competition work, many valuable points being obtained. The visitors remained for dinner, afterwards returning to Ballarat. Wednesday was uneventful, until the soldiers arrived at about 11 a.m., stopping at the park for lunch. As we handed over the coppers, etc., to them, our lunch was delayed. Two more visitors arrived after lunch, and after taking a few photos returned home. That night we had a "Sing-a-long" in C Tent until "Lights out" sounded at 9.30. After physical exercises ad breakfast on Thursday, we went for a six mile route march round the lake, doing skirmishing on the way. In the afternoon we practised rifle exercises and the march past. A concert was arranged for that night, the chief singers being cadets H. Siemering and W. Shattock. Supper was served at the end of the entertainment. On Friday, Reveille sounded at 6.30 instead of 7, and, as usual, we had physical exercises before breakfast, after which the team went through skirmishing at the reserve. In the afternoon, section drill and the march past were practised. Friday night, being our last night in camp, leave was granted until 10 p.m., "lights out" sounding at 11. Reveille sounded on Saturday at 4.30, the reason being that all kits, tents, etc., had to be packed away ready to catch the 8.15 train to Balalrat. At 7.30 we were all ready to leave for the station. We had a very enjoyable time in the train, each cadet having a chip in at the patriotic songs. On arriving at Ballarat, we found the lorry awaiting us. Entrance requirements for a full-course student was an Intermediate Certificate of equivalent. The Certificate of Art was a two year course of basic study to enable students to undertake a further two years of specialised training in a chosen field of art. The Diploma of Art was a two-year course of specialised training available to students, who have passed the Certificate of Art Examination or its equivalent. Candidates of the examination must be at least 19 years of age, must have completed two years' full -time training or not less than three years' part-time training, and must present for the Matriculation examination for English Expression. Booklet, Threshold: The Magazine of the Ballarat Girls' Technical School, 1959
1959 was the first issue of 'Threshold'. In 1951 thirty girls started a junior technical course for the first time in Ballarat, under the Principal of the Ballarat School of Mines. By 1959 it had increased enormously with an enrolment of 284 students, and its own headmistress. The early school took place in the Dana Street Primary School and a large portion of the Ballarat Technical Art School. It was not thought necessary for girls to produce a magazine, but Joan Hood (Kirner) was determined that the girls would have the same opportunity as the boys. “When I went out teaching, I went to Ballarat Girls Tech, where I met [husband] Ron who was at Ballarat Boys Tech. They were seen as tough schools, and I saw the disadvantage faced by these girls who were at the lowest of the low of the education rung – and yet there were some fantastic girls there who needed equal opportunity. So I think it was teaching that cemented in my mind that people don’t get an even go – and in particular girls. It didn’t take me too long to realise blokes were largely empowered. And it was teaching that cemented how equity and empowerment for women could be achieved through education.” Sarah Capper: You graduated from Melbourne University in 1958, and as mentioned, began work as a teacher in Ballarat. You married Ron in 1960 and received one of those government letters asking you to resign - JK: Yes, I think it burnt a hole in my pocket when I brought it home! We were both teachers, and I said to Ron, “Well, you got married – where’s your letter?!” That really clarified that the world wasn’t quite even, even in this profession that I’d always wanted and loved. I didn’t get superannuation – I think I got something like 100 pounds as pay in lieu of permanent service. And that wasn’t just me – that was a whole generation. Fancy that – that’s what it said – “pay in lieu of permanent service”. So that made me livid. If I hadn’t been a feminist before then, I certainly was by then. Ivy WILSON (1907-1998) Ballarat | Australia Ivy Wilson was born on 05 July 1907 to Charlotte and Edward Wilson of 167 Mair Street, Ballarat. She attended Humffray Street Primary School and the Ballarat Technical Art School (a division of the Ballarat School of Mines) in 1922. Wilson's student folio contains several stencils hand-cut from paper and card. Among them are stylised graphics of correa, waratah, gum, and kangaroo apple as well as kookaburras, cockatoos and a koala. With diverse applications, stencilling attracted a range of students at the Ballarat Technical Art School. Stencilling was applied to interior surfaces like cushions and curtains. Commercial briefs included wall friezes and murals. One of Wilson's examples, a wreath was subsequently translated into embroidered needlework. Wilson’s folio possibly consists of mostly junior technical work, as she appears to only have sat a single senior Education Department examination, Drawing Plant Forms from Nature. Alternatively, given her focus on textile-based arts, she may have been an evening trade student. Ivy Wilson married Frederick Henry Russell on 23 December 1933 at St Mary's Church of England Caulfield, and had one daughter - Nola, who gifted this folio to the University’s permanent Historical Collection. Ivy WILSON (1907-1998) Ballarat | Australia Ivy Wilson lived at 17 Mair Street with her parents while she studied at the Ballarat Technical Art School. This pennant was used by one of the school houses at Warrnambool Technical College. Warrnambool Technical School was established in Warrnambool in 1913. The name was changed to Warrnambool Technical College in 1958. In 1974 the junior section of the Technical College was moved to Caramut Road and is now called Brauer College. The senior section became the Institute of Adult Education and moved to Sherwood Park in 1984 , this is now Deakin University. and Timor Street is now Technical and Further Education. The name of the house " Shomberg" comes from the ship that was wrecked near Peterborough, Victoria in 1855.This pennant is retained because of its connection with Warrnambool Technical School, an important educational establishment.A triangular red felt pennant with white felt loops for attaching to a stand. Sunshine West High School started in 1960 with classes held in the old church and the church hall of St Mark's Anglican Church, Sunshine, Victoria, 3020. The school transferred to Lachlan Road, West Sunshine when the new building was completed. In 1961 the proportion of students from European background was almost 52% and those of British-Australian almost 48%. By 1965 the number of students totalled 699, with 28 of them being the first to do the Form 6 (Year 12) Matriculation exam. By 1969 the number of students had increased to the point that some classes were held in shelter sheds. In 1992 the multi campus Sunshine College was formed through the amalgamation and restructure of six schools: Sunshine West High School, Sunshine Technical School, Ardeer High School, North Sunshine Technical School, Sunshine High School, and Tottenham Technical School. The last two school sites were closed and are now occupied by Victoria University and the Tottenham English Language Centre respectively. Sunshine West High School became the junior West Campus of Sunshine College. The style of school uniform displayed here is not used by the Sunshine College. The girls had two sets of uniforms, one for the summer and one for the winter. The frock and blazer (as displayed) were for the summer but a grey straw hat, grey socks, and black shoes were also part of the compulsory uniform. The displayed grey v-necked jumper could be worn in both summer and winter. The winter outfit consisted of a blue shirt, a tie (as displayed), a grey box pleated tunic, blazer, grey stockings, black shoes, a blue felt hat and grey gloves. Of particular interest is that the boys did not have to wear the feminine looking style of grey jumper with the pink and blue stripes. They wore a dark blue jumper. There was a 'uniform inspection' carried out after the Monday morning assembly and the Prefects had the task of policing students to make sure that they wore the full complement of items, both to and from school. The 3 badges indicate that the female student was a member of the School Council, which had replaced the Prefects around 1969 or 1970, and she was also Captain of one of the 4 Sports Houses and of her Form. The items of girls school uniform, the school insignia, and the 3 metal badges serve as a historical reminder of the previous existence of the school, and of the colours and designs of these items.Four items of girls school uniform plus 3 metal badges: (1) Dark blue blazer with school insignia on the left breast pocket. (2) Blue and white striped frock. (3) Light grey v-necked jumper with dark blue, light blue, and pink stripes around the neck and the cuffs. (4) Dark blue tie with light blue and pink diagonal stripes. The Ballarat School of Mines was founded in 1970 and was the first institution of formal technical education in Australia. 1970 marked the centenary of the School and that of technical Education in Australia. A centenary commitee was established to plan activities and projecty sot celebrate the occasion. These included five centenary lectures fro secondary school students, a film of the School to be made and shown on National Television, a centenary medallion centenary posters, a dinner for local organisations with Council and staff as hosts, an historical notebook on the school, a plaque mounted to mark the site of the original school, opening of the Mt Helen Campus, Relocating the Old SMB battery ot mt Helen, student reunion, Art display of present and former students, Mt Helen Open Days and distribution of car stickers. A Centenary Appeal was established to finance a Great Hall and Sports Centre at the Mt Helen Campus. The Appeal President was Cr W.J.C. North. The materials testing laboratory secured and retained registration by the National Association of Testing Authorities for a range of tests on concrete and metals. The student accommodation at Mt Helen 23 Page report (with supplementary finances) in a soft cover showing a picture of the Former Ballarat Circuit Courthouse which was used as the first building of the Ballarat School of Mines. The report includes a page of stamps produced to commemorate the centenary of Technical Education in Australia through the Ballarat School of Mines. The report was presented by Council President Morgan Bevan John. School began as a junior technical student at Collingwood in 1913... with Collingwood Technical School began as a junior technical student ...Mr. George Thomas' connection with Collingwood Technical School began as a junior technical student at Collingwood in 1913. He then became an apprentice in the electrical trades during which time he also undertook a Diploma course in Electrical Engineering. Mr Thomas was appointed as a teacher (part-time) of Electrical Wiring at Collingwood in 1922 having had previous experience teaching in Geelong at the Gordon Institute of Technology. In 1930 Mr Thomas became a full-time teacher in Electrical Trades, the year of the commencement of the Apprenticeship Commission in Victoria. In 1937 he was instrumental in introducing electroplating as a trade whereas it had previously only been taught as a section of the Electrical Trades. This was a period of severe economic constraints following the Great Depression and spending on education was limited. Needing the latest knowledge of industrial practices, Mr Thomas canvassed electroplating industries around Melbourne seeking employment opportunities and met with favourable responses. He approached Quinton’s electroplating firm in North Melbourne with the proposal to work for them on Saturday mornings without payment. In return for his labour, he asked to be taught the basics of the trade. During the week he was able to impart his knowledge to his students. Initially, he wanted to develop electroplating as an outlet for the Youth Employment Training Scheme. Once the class was firmly established, he submitted a proposal to the Education Department to establish an Electroplating Department, and this became the first of its kind in the southern hemisphere. He gave up teaching in 1939 to become the Northcote City Electrical Engineer where he served for 26 years. During this time he was also a Consulting Electrical Engineer to Box Hill and Port Melbourne Councils. His association with Collingwood Technical School (and later, College) continued, first as an examiner on the State Electricity Commission (SEC) panel and from 1947 as a member of the School Council. He was president of the Council in 1961 and 1962. He also represented the College on the Northern Regional Council and participated in the selection of Electrical Trades teachers. For four years, 1967-1971, he represented the metropolitan Technical Schools and Colleges on the Council of the Monash University, in which capacity he gave outstanding service to technical education. George H. Thomas attended his first Council meeting on June 12, 1947 and remained on the Council until the secondary and post-secondary sections were separated in 1981 – a period in excess of 34 years. He began his connection with the school as a teacher and went on to become a member of the School Council.
