Document - Application For Lease Of Site Selected By S.E.C, 27.03.1963
Bob (Herman) Hymans (a former member of the Royal Netherlands Navy) was born in Bloemendaal, Holland on 30th September 1922. During World War II he fought against the Japanese in the Dutch East Indies (now Indonesia) and was imprisoned in Changi and on the Burma Railway. After gaining qualifications as a Ski Instructor, Bob arrived in Falls Creek in July 1950. Working as an Instructor and Supervisor at Bogong Lodge, Bob decided his future was in accommodation. He was successful in negotiating an indenture for land from the State Electricity Commission (SEC). It took Bob two years to build his Grand Coeur Chalet but, tragically, it was burned down in August 1961. Bob also built the first Chairlift in Australia. This was a single chairlift and the structure was built from wooden electricity poles. He was constantly full of new ideas and proposals for the village. Bob Hymans die on 7th July 2007. This Collection of documents and letters tells the story of Bob's endeavours to develop Falls Creek into the ski village it is today.This item is significant because it documents proposals put forward by Bob Hymans to develop facilities in the Falls Creek Tourist Area.A letter of application from Mr Hymans for the lease of land offered by the State Electricity Commission to develop a tourist hotel. His hotel would provide accommodation for 100 guests. It would contain a dining-room seating 140 and cater for guests and day-visitors. Other facilities included a lounge, public-bar and lounge-bar facilities. A private lounge for reception would also provide guest and convention facilities. His project was designed as a year-round resort hotel. As well as serving as a winter sports hotel, the plan featured indoor facilities including a heated swimming pool, squash courts, bowling alley and sauna bath. Stables, a tennis court and boats would also attract year-round tourism. The budgeted cost was £130,000 plus bowling alley equipment. Falls Creek was operated by the Falls Creek Area Management Committee. Its composition changed over time but generally the Committee was composed of representatives of the State Electricity Commission, Representatives from Ski Clubs and commercial enterprises, the Country Roads Board, the Ski Tow company and a Representative of the Upper Murray Regional Committee of the Central Planning Authority. This Committee was responsibility for long term planning for the Falls Creek Tourist Area as well as the day to day running of the Village, These patches were part of the uniform of people employed by the Management Committee.These cloth badges are significant because they indicated employees of the Area Management Committee and the role they played in Falls Creek.A group of cloth badges indicating the role of personnel employed by the Falls Creek Area Management. Edna Barrie at the cairn, photo received from Graeme Minns in 1988. The cairn marks the site of Jimmy Melrose's plane crash in Melton South. The accident which happened on July 5th 1936. In 1934 Melrose made headlines with a series of spectacular flights. In July of that year, he set around Australia record and in that year established a new solo Australia England record when he flew to England to compete in the MacRoberston race with a De Havilland Puss Moth VH- YQO. The only Australian and the only solo pilot to complete the course within the time limit. He was seventh in finishing order and third in the handicap section making news again during the race with a dramatic landing in Darwin with empty fuel tanks. Late in 1935 Melrose imported the Phoenix for his “Adelaide to Anywhere” Charter Service. The previous year the Heston Aircraft Company had taken over the interests of the well known Comper Aircraft Company, and the first production of the new firm was the Phoenix, a single-engined all wooden five seater machine of sesquiplane configuration. The forward half of the fuselage was a streamlined rectangular section and the rear portion was a monocogue shell; the whole was of plywood fabric covered. The wing was built up of spruce box spars and lattice ribs, ply covered from the leading edge to the front spar and the fabric covered over the remainder. The tail surfaces were of similar construction. The most notable feature of the design was the lower stub wing which ran right across the fuselage embodying two box spars, plywood covered it housed the main undercarriage wheels when retracted and provided a substantial anchorage for the Nu form wing struts. The Dowty undercarriage retracted inwards, operated manually by hydraulic packs, Dual control fitted, with side by side seating for the pilots and three passenger seats behind. Power was a 200 h.p. De Havilland Gipsy VI 6 cylinder inverted in-line air-cooled engine. Six Phoenix were built; five of them registered in Great Britain and one of those was later sold abroad the remaining four were impressed into the R.A.F. in 1940. Specifications were: 40 feet 4 inches length 30 ft 2 ins height, 9ft 7ins, wing area 270 sq ft, Tare weight 2,600lbs loaded weight 3,300lbs; cruising speed 360 m.p.h. landing 50mph ceiling 14,000 ft range 700 miles. Melrose’s machine the first production aircraft was built early in 1936 and test flown of the 24th March. Painted green it carries the words “South Australian Centenary 1936” in silver of the fuselage and the name “Billing on the engine cowling in honor of Melrose’s uncle Noel Pemberton Billing, pioneer designer and founder of the Supermarine Aviation Company. The delivery flight was planned as a goodwill mission to publicise the forthcoming South Australian Centenary celebrations. Melrose left Dympne on the 9th April 1936, and flying via Marseilles, Naples, Athens, Baghdad, Basra, Karachi, Jodphur, Calcutta, Akyab, Penang, Singapore, Lombok, Darwin, Newcastle Waters and Alice Springs reached Adelaide on the 25th of April. Continuing the goodwill flight to other States, he visited Melbourne, Sydney, Newcastle, Grafton, Brisbane, Coff’s Harbour, Sydney again, Launceston, Hobart and Mount Gambier before returning to Adelaide on the 13th May. During June Jimmy made some charter flights and early in July was engaged by Mr. A.J. Campbell a director of several mining companies from Melbourne to Darwin to commence at Essendon on the4th July. However on that day low cloud and steady rain caused the postponement. There was little improvement and Melrose was advised to delay the departure again. However he wished to reach Oodnadatta that night, and when he observed the break in the clouds decided to leave. He planned to climb above the cloud and fly to Adelaide at 3,000 feet. The aircraft was airborne about 8.10 a.m. and was last seen from Essendon climbing above the clouds. At 8.45 people at Melton (30 miles West of Melbourne) heard an approaching aircraft. The engine noise increased abnormally and eye witnesses saw the machine fall out of control from the cloud base about 800 feet and then disintegrate, fragments were scattered for 1½ miles and both occupants were killed. Conflict over the control and sharing of the waters of the River Murray was one of the most contentious issues at the time of Federation. After four failed attempts, the River Murray Waters Agreement was signed in 1914 resolving the conflict. Fifteen iterations later, it is now the Murray-Darling Basin Agreement, and possibly Australia's longest standing inter-governmental compact. This book covers the making of the first River Murray Waters Agreement, in the early 1900s, the formation of the River Murray Commission in 1917, through to Queensland and the Australian Capital Territory joining the Agreement in the 1990s, the Water Act in 2007 and the Basin Plan becoming law in 2012. The book has been written by Chris Guest who, as a career public servant and economist, has had a long interest in water policy and politics, an interest that grew as governments sought to tackle the problems of over-allocation of water. Equipment - Ski Equipment - Rope Tow Wheel, Nutcracker and Belt, 1951
FALLS CREEK ROPE TOWS Toni St Elmo brought back plans for a Hamilton rope tow from New Zealand. He had a rope tow built in the summer of 1950-51 and it went into operation the following winter. Skiers were charged 10/- per day to use it. Skiers held onto the rope with a locking device called a ‘nutcracker” attached to a webbing belt. This tow, known as the Nissen Tow, continued to operate until 1960. Bob Hymans installed a shorter portable rope tow for his guests at Skyline from 1954. Other tows included the Village Tow and the Nursery Tow. Eventually most of the tows were taken over by Alpine Developments. From 1960 onwards they were gradually replaced by T-bars and then later on by chairlifts. This belt is from the original rope tow used between 1951 and 1960 in the Falls Creek ski lifts. These items are significant because were part of the earliest rope tows constructed at Falls Creek.A canvas waist belt with leg hoops and metal joining and hook used to attach skier to the rope tow. Uniform - Ski Patrol Star, 1960s
The Falls Creek Ski Patrol dates back to the early 60s after skiing in Falls Creek became popular. The first ski patroller in Falls Creek was Brian Caddy with two casual ski patrollers Rob Sarroff and David Crooke. Bob Howe as President of the Albury Ski Club, and a few competent skiers from his club and Myrtleford Ski Club, successfully completed the St Johns Ambulance First Aid Certificate in the hope that the Management Committee of the day would roster on two patrollers a day in return for free ski lift tickets. This plan fell through, but the year after Brian Caddy was employed as head of Ski Patrol. In 1972 the “official” Falls Creek Ski Patrol was created under the advisement of Dr Rodney Moss with the support of the Management Committee. At that time, there was one or two patrollers on staff, increasing to five members at peak times. By 1977 there were six or seven patrollers, and currently there are around 40 patrollers on the team with 13-14 rostered on each day during peak season. In 1974 the Australian Ski Patrol Association (ASPA) was formed. On the 14th of March 1975, the Falls Creek Tourist Area Management Committee applied for membership to ASPA. At that time, Falls Creek Ski Patrol was known as Falls Creek Ski Rescue. This cloth badge is in the shape of the Maltese Cross. It was the insignia of the Knights Hospitallers of St John who ministered to sick and injured pilgrims as well as fighting in the Crusades. The Maltese Cross has become a well-known symbol of protection, first-aid and assistance worldwide.A yellow cloth patch badge in the shape of the Maltese Cross. A copy of an address given at a Foundation Day Luncheon by a long standing Legatee and past President Legatee Rob Allison. He had joined Legacy in 1950, and he comments that only 5 members remain active that were with him in 1950. In 1950 they were all posted as member of various committees, he got Welfare and Friday night girls' classes. There were 9 boys' classes throughout Melbourne, and girls' twice a week at Legacy Headquarters at 24 Market St. There were 230 active members and each legatee had 4 or 5 families with children. He mentions that in 1950 the President was 62 years old but only 5 years after the end of the war, the tide had begun to turn towards the 39ers. (He called the older legatees '1914ers' or 'the Bow and Arrow boys'). He applauded the 'founding fathers' for limiting the numbers of members, in 1929 it was 230 and in 1959 a limit of 300. They used a classification method to classify the members so they had a diverse range of skills and community representation. Areas were: Production, Distribution, Services Public Authority, Services Other, and Board List. The President had a Secret Committee of 3, no one knew who was on the committee, even those members didn't know the identity of the other 2. This committee vetted the background and integrity of new members. In 1950 the budget was £27,000 plus a capital budget of £3,500. Legatee Allison tells a good story of his induction into Legacy, including his wife joining other Legatees wives in fundraising. In 1951 Comradeship meetings moved to Thursday nights at the instigation of Burt Nathan. 'Birthday boy' invitations started in 1958 when John Cooper was Chairman of the Comradeship. After some years of discussion the first paid Social Worker was employed in 1953 and as a result her efforts the first Senior Widows' Group got underway. Until the 1950s Legacy had always found the money it required, from big companies, wealthy members of the community, Estates, or Trusts. In 1951 it tried to copy a Sydney Legacy idea (Certificate of Adoption Plan) and called it 'The Endowment Scheme'. Other fundraisers included films, premiere showing and musicals were very much a part of the social life of Legatees. One premiere show in 1952, 'The Greatest Show on Earth' was sold at £100 a double. In 1959 Sir Frank and Lady Tait were kind enough for give us a premiere of 'My Fair Lady'. As the 50s progressed cash flow was not enough and it was decided in 1957 to have the first public appeal (he says 1957 but it was 1956). The first Badge day was 1958 (according to this account). He says it grossed £21,000 (net £17,000). And the Legacy story was becoming better known. 'Legacy has never been a one man band. The strength has been in the resourceful ability of those of its members.' He was well placed to tell the story of the donation towards Dureau House. BG Corporation in New York used 'Brown and Dureau' as agents in Melbourne for their spark plug manufacturing (for the American aircraft based in Australia during the war). A royalty of two shillings and sixpence was agreed. The entrepreneur President of BG Corporation was Richard Goldsmith. L/ Grat Grattan had a friend Mr Edwards who was managing director at Brown and Dureau and heard of the desire by Goldsmith to leave a permanent memorial to ex-servicemen in Australia (Children's Hospital was considered). Grat took Edwards to Market St and showed him the inadequacy of the building. It was agreed if Melbourne Legacy could come up with a purchased building in 10 days they would get the money needed. The property purchased was 'Storey Hall' in Swanston St (also called Hibernian Hall in other documents). After the war it turned out not to be suitable and a new building was required. The speaker is identified as Rob Allison based on two things; at one stage he refers to himself as 'Rob' and this copy of the speech has been faxed to Legacy from the offices of John Allison Monkhouse. Another copy of this address has been located with the date of September 1988 that was filed with information on Past Presidents and the lives prominent legatees. The notation H59 in black pen shows that it was part of the archive project that was trying to capture the history of Legacy. A record of Legatee Rob Allison speaking at a Legacy luncheon about significant events since he joined in 1950. Speakers at Legacy luncheons were from very different walks of life and the subjects spoken on were many and varied. Melbourne’s next-generation trams, G-class, have been designed to be easily repaired with improved visibility for drivers. A prototype has been completed and will be tested by a range of groups before testing on the network in 2025. Department of Transport and Planning’s head of rolling stock development, Ben Phyland, said this redesign was a response to the number of crashes in Melbourne and after consultation with tram drivers. In 2022, there were 960 collisions involving trams and cars, including 166 considered serious – an average of three crashes each day and a 60 per cent increase on 2021. “Fall-Line” was one of a series of magazines published by the Victorian Ski Association. It was produced from 1979 until 1985. It superseded their previous publication, “Ski” magazine and was followed by the “Australian Skiing” magazine. The Victorian Ski Association was formed in 1955.This magazine is significant because it documents developments in the ski industry in Australia.A magazine featuring a coloured image on the cover and containing articles and advertising related to developments in skiing in Australia. This issue included an extensive article discussing the possible of the development of Lakeside Resort on the shores of Rocky Valley Dam as well as an update on recent changes at Falls Creek. FALLS CREEK The ski patrol has been increased from seven to eight, under the leadership of Senior Patroller John McDonald, and two new radios have been purchased. A four wheel drive ambulance has been purchased to replace the old conventional drive model. It will provide free ambulance transport between Falls Creek and Mt. Beauty, and will be driven by trained volunteer personnel. A new 165 vehicle day visitor car park has been completed at Windy Corner, adjacent to the approved toboggan slope. The closest car park to Falls Creek's Nordic Preferred Area, its capacity will be doubled next summer. A planning permit has been issued to Treglor Pty. Ltd. for its proposed hotel/convention centre. Construction is expected to begin after the season. A new Mercedes 800 tractor with Schmidt Snowcutter recently arrived on the mountain and will be used to clear the car parking areas Falls Creek continues to be among Australia's most expensive resorts, with a high season day ticket price of $13.50. Falls Creek's newest commercial lodge, Lakeside Lodge, has opened with accommodation for more than 50 people and luxury facilities including private rooms with full ensuite, sauna, spa pool, and a dining room for guests. Built in 1891 for Head Teacher John Brown. His predecessor and the school's first Head Teacher, John Clark, lived in his own house 'Shoestring' in Metery Road, adjacent to the school. At the time of this photograph, the building was being used for before and after school care. Its present-day (2023) use is for school administration offices. With the school, Wingrove and Jarrold Cottages, it makes up the original Eltham township south of Dalton Street’s only group of 19th century buildings. The two Monterey Pines were popular vegetation in the late 19th and early 20th centuriesThis collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. Published: Nillumbik Now and Then / Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p143 The Busst house hidden by trees at the corner of Silver Street and Kerrie Crescent is considered the best of the early mud-brick houses built by Eltham architect, Alistair Knox. Knox himself said, that the Busst house was the most mature mud-brick house designed at that period. ‘It related with true understanding to its steep site and expressed the flexibility of earth building ………to develop a new sense of flowing form and shape’.1 Built in 1948 for artist Phyl Busst, a former art student at Montsalvat, the house helped usher in Eltham Shire’s distinctive mud-brick residential character. Knox was the pivotal figure of the style developed from the 1950s to the 1970s.2 Scarcity of building materials after World War Two encouraged mud-brick building because earth was a cheap and plentiful building medium. But when Knox began building in mud-brick in 1947, no council in Victoria knew anything of this ancient art and he needed a permit. Fortunately the Commonwealth Experimental Building Station at Ryde in NSW, had been experimenting with earth construction to help overcome the shortages of that time. They published a pamphlet that became available in Melbourne on the same day the Eltham Council was to consider whether the earth building should be allowed. Knox caught one of the three morning trains to the city in those days and bought several copies of the pamphlet to give to each councillor. On his return he found the councillors standing on the steps of the shire offices after lunch at the local hotel. He heard that earth building had been discussed before lunch and that they were not in favor of it. Knox gave each councillor a pamphlet. They passed that plan and by doing so, opened the door for all future earth building in Victoria and by default, in Australia.3 Mud-brick houses attracted artists to Eltham, for their aesthetic appeal and because they were cheap. Those who built their own houses, included film maker Tim Burstall, artists Peter Glass, Clifton Pugh, Matcham Skipper, Sonia Skipper and husband Jo Hannan. For Knox, mud-brick building was more than just a cheap building medium. He saw it as harmonising with the surrounding bush and as a way of counteracting the growing materialism of the age. He wrote of its impact on ‘ 20th century man. It should counteract the confusion that the perpetual flow of high technology products have upon him ..’.4 Building the Busst house on a steep site was difficult because most earth-moving equipment was then in its infancy. For instance drilling for explosives was done by hand, which was a slow and painful process. Knox, assisted by his foreman Horrie Judd and Gordon Ford (who was to become a famous landscape designer), built two large main rooms - a living room/ kitchen downstairs - and upstairs, a studio/bedroom. The studio/bedroom opens onto the balcony, which covers the living area. The bath made of solid concrete by stonemason Jack Fabro, is particularly deep. Sunshine pours through the three French windows of the north-east facing kitchen/living area, which is lined with timber. The large hearth can fit a family around the fire while the timber floors and solomite (compressed straw) ceilings add to the cosy atmosphere.
